Martin Wight once claimed there was no international political theory worthy of the name. In this I believe he was mistaken. But he also maintained, as Benedict Kingsbury and Adam Roberts put it, that 'the most fundamental question you can ask in international theory is, What is international society? Hedley Bull likewise drew a basic distinction, as several contributors to the volume edited by J. D. B. Miller and the late R. J. Vincent remind us, between the system of states and the society of states. Each of these volumes takes up Wight's question and explores Bull's distinction in various ways, most of them engaging and enlightening. For an overview of the main approaches and controversies in the study of normative international relations today one could scarcely do better than consult them.
"Seit der Invasion sowjetischer Truppen in Afghanistan im Jahre 1980 ist dieser mittelasiatische Staat zu einem Konfliktherd der internationalen Politik geworden. Diese Invasion leitete das Ende der ost-westlichen Entspannungspolitik im Sinne der siebziger Jahre ein. Afghanistan selbst ist seit altersher ein Grenz- und Durchgangsland zwischen Ost- und West-, Nord- und Südasien und allein schon aufgrund dieser geographischen Lage oft Opfer fremder Eroberungen gewesen. Im 19. Jahrhundert rangen hier das britische und russische Kolonialimperium um die Abgrenzung ihrer Einflußbereiche. Seit Ministerpräsident Daud (1953-1963; 1973-1978) näherte sich Afghanistan jedoch zunehmend wirtschaftlich und außenpolitisch der UdSSR, u. a. deshalb, weil die USA Pakistan unterstützen, mit dem Afghanistan wegen der umstrittenen Durand-Grenzlinie verfeindet ist. Wegen seiner repressiven Herrschaftsmethoden und wegen seiner Distanzierung von der UdSSR wurde Daud 1978 von der kommunistischen Partei des Landes - unterstützt vom Militär - gestürzt. Gegen diese Revolution formierte sich ein vorher rudimentär schon vorhandener, nun aber stark anwachsender Widerstand vor allem der ländlichen, stammesmäßig gebundenen Bevölkerung. Dieser vermochte einen Großteil des Landes unter seine Kontrolle zu bringen sowie das kommunistische Regime derart zu gefährden, daß sich die UdSSR zur Sicherung der prosowjetischen Herrschaft Anfang 1980 zur militärischen Intervention veranlaßt sah. An Widerstandsgruppen sind hervorzuheben: (1) die sunnitischen Islamisten; (2) die Traditionalisten; (3) schiitische Gruppen. Neben einer militärischen Lösung ist die Beendigung des Konfliktes u. a. auch von der internationalen Konstellation abhängig; von der Intensität des pakistanisch-indischen Konfliktes, vom Grad der (Selbst-)Bindung dieser beiden Staaten an die UdSSR, vom Umfang der Rücksichtnahme des Iran auf die Sowjetunion sowie schließlich von der Konzessionsbereitschaft der Interventionsmacht. Was dies betrifft, so war z. B. das Waffenstillstandsangebot der Kabuler Regierung von Anfang 1987 nicht ausreichend, um die Widerstandsgruppen überzeugen zu können." (Autorenreferat)
Originally, international security was conceived of in a restrictive sense as national, state, or military security. Different circumstances, events, and the theorizing about them, however, have led us to broaden and to deepen the conception of it. ; Die Problematik der Sicherheit wurde ursprünglich als die politische und militärische Sicherheit von nationalen Staaten aufgefasst. Unterschiedliche Ereignisse und Entwicklungen sowie die Reflexion darüber haben wesentlich zu einer Erweiterung des Begriffs der Sicherheit beigetragen und die ökonomische, soziale und humane Dimension der Sicherheitsfragen erscheinen lassen.

In traditional power analysis, `the international' is a characteristic of the states system — an anarchic realm, qualitatively different from the domestic. To traditional norms analysis, the international is increasingly a realm of shared value allocation, akin to other political realms. Given this bifurcation in the literature, privileging power incurs the cost of not being able to study systemic change of the international, whereas privileging norms incurs the cost of not being able to study power. We argue that extant conceptualisations of the international hail from Weber via Morgenthau, for whom international politics was an ideal type applied to the realm between states. Building on Mike Williams's work, we perform a new reading of these two scholars. We find that Morgenthau's identification of the political as an ideal-typical sphere has room for social theoretical insights as found in constructivist theory. Indeed, by his own Weberian lights, Morgenthau's specific ideal type of international politics is in need of updating. We try to rise to the challenge by drawing on Michel Foucault's work in order to forge an understanding of the international as governmentality. The result is a conceptualisation of the international as a socially embedded realm of governmentality. It is a structure (defined by relations of power) that generates different and changing practices of political rule (defined as governmental rationality) and agencies (for example, polities).
Parler de l'effectivité d'une règle ou d'une catégorie juridique (par exemple d'un État, d'une nationalité ou d'un recours), c'est viser la situation de fait censée concorder avec la signification de cette règle ou de cette catégorie juridique. Mais c'est également suggérer que la survenance de certaines situations de fait (par exemple l'occupation d'un territoire ou la sécession d'un groupe autonomiste) implique nécessairement qu'une qualité juridique particulière leur soit attribuée et que des conséquences juridiques déterminées en soient tirées. L'ouvrage démontre que cette prétendue équivalence scientifique du fait et de sa signification juridique est une invention positiviste, qui joue un rôle rhétorique mais ne rend pas compte de l'application des règles internationales formulées grâce aux termes « effectif/ité ». Appliquer de telles règles consiste en effet toujours à évaluer certains faits au regard de certaines valeurs pour en tirer certaines conséquences juridiques.
