Au Canada, on associe aux municipalités deux principales fonctions, soit
l'administration de services locaux et la gouvernance de la vie collective à l'échelle
locale. Au Nouveau-Brunswick, où le tiers de la population habite à l'extérieur des
municipalités, les débats et les mobilisations à propos de la municipalisation de
territoires se multiplient depuis plus de 10 ans. Il s'agit donc d'un terrain privilégié
pour étudier les fonctions attribuées aux municipalités. Nous présentons les résultats d'une
analyse du contenu d'entrevues faites auprès d'acteurs impliqués dans de telles démarches.
Le discours de ces acteurs, devant peser le pour et le contre de se doter d'un gouvernement
local, révèlent la perception des rôles et les fonctions associées aux municipalités et
l'importance relative qui y est attribuée, permettant ainsi de mieux comprendre pourquoi
certains acteurs se mobilisent pour et d'autres contre la municipalisation de leur
localité.

This article re-examines the purpose of the army summer training camps introduced by James II that became an intrinsic part of London and army life between 1686 and 1688. Current historiography has associated these camps purely with James II's attempt to subjugate both London and its predominantly Protestant population. This article will argue that although there is no doubt that those opposed to James II viewed the camp as intimidation, that was not James II's primary focus as there were better locations for any large-scale camp if this was the intended purpose. Using contemporary newspapers, broadside ballads, and printed promotional material alongside more traditional archive sources, this article will show that the intention was primarily to increase the capabilities of the army. The camps were responsible for introducing new tactics and instrumental in the introduction of battalion guns into regiments of foot.

Abstract
Official narratives in Singapore have included the crackdown by the ruling People's Action Party (pap) government under Lee Kuan Yew against the Chinese chauvinists on the city-state's road to nationhood. From 1959 to 1976, the Lee government believed that Chinese chauvinism came from three sources: a population that was majority ethnic Chinese in Singapore, pro-communist organizations that exploited Chinese chauvinism for their own ends, and individuals or organizations that praised the People's Republic of China at the expense of Singapore. Using newspaper articles, speeches by government ministers, oral history interviews, and declassified government records held in Singapore and overseas, this article assesses the threat of Chinese chauvinism in Singapore between the years 1959 and 1976. It argues that the Lee government made statements about Chinese chauvinists that were grounded either on truism, or on excoriating individuals, for its own political gain.

In line with the literature that describes conflicts between commitment to work and to family in patriarchal societies undergoing cultural changes, including the cultural empowerment of women, this study examines whether such a development is evident among teacher-mothers in Arab society
in Israel, and if so, how it affects their functioning in both settings. 537 teacher-mothers from high schools in Arab society in Israel, representing the population in all districts of the country, completed questionnaires that examined conflictual characteristics and their implications for
the teachers' functioning. It was found that the teachers are in a bidirectional conflict between commitment to family and work but that they cope with it successfully. A model was validated that describes the systemic significance of the commitment conflict between family and work.
Identifying conflict factors may facilitate the proposal of means to moderate them. The possibility of expanding the model in further research is discussed.

The localities from their origin face a series of events that can condition them to their future configuration. San Jose del Cabo, in the Mexican state of Baja California Sur, emerged in colonial times as the site of a mission founded by the religious order of the Society of Jesus. Since the eighties of the last century, it became a place where public policies were applied in the field of tourism, an aspect that gave rise to a great physical growth of the urban place due to the social growth of the population to become a focus of attraction for immigrants attracted by the jobs associated with leisure activity. The objective of this essay is to provide an explanation of the urban evolution of San José del Cabo through an analysis of different documentary sources, such as bibliography, reports and urban planning instruments prepared by government agencies.

The study aims to present variability in the population of individual size classes of Polish cities in 1950-2018, its determinants and consequences for the formation of the settlement system. The application of quartiles as the basic statistical measure allowed identifying which parts of particular size classes of cities had the greatest impact (progressively or regressively) on changes in the settlement system. In this respect, strong dynamics of the upper quartile of Polish cities, lasting until the end of the 1970s, becomes apparent. In the 1980s, the dynamics of the upper quartile of large cities showed a shift during development waves in comparison to the culmination of these waves for medium-sized cities. However, since the end of the 1980s, there has been an increasing role of the lower quartile in determining the direction of changes in the size structure of cities, especially in medium and small cities.

AbstractThis study aims to investigate farmers' pro‐environmental behaviour (FPB) under drought conditions. The epistemological perspective of the study was centred on human ecology and Norm Activation Theory (NAT). The study was designed as descriptive‐correlational research of causal relationships and was conducted using the survey method. The statistical population includes farmers who live around Lake Hamoun on the Iran‐Afghan border in the Sistan region. With NAT serving as the basis, the causal chain model of the impact of awareness of consequences, ascription of responsibility, subjective norms and personal norms on FPB was presented and tested. The proposed causal model is able to explain 34% of changes in FPB. The results of this study highlight the need for special attention to the fundamental changes that must be made in the environmental views of farmers as the most important stakeholders of water resources under drought conditions.

The work explores the portrayal of the sixth president of Ukraine, Volodymyr Zelensky, in Russian and Ukrainian media sources during the pre-electoral campaign in 2019. The study used network analysis, n-grams' generation, and LDA-based topic modeling. The study reveals that Russia's media focused on Zelensky as a media personality, while Ukrainian sources paid attention to the portrayal of a novel popular politician. The target audience of the candidate's campaign was the Russian-speaking population of Ukraine. Media in Ukraine's native language were more inclined to mention elections, the role of the other candidate Petro Poroshenko and the nationalist mood, while defining Zelensky as just an ordinary candidate in an electoral race. The article is based on academic resources concerning the history of the development of political and media contexts in Ukraine, paying particular attention to agenda-setting, framing and priming techniques, and the personality of Volodymyr Zelensky.

Although there has been considerable variation in the application of expertise to offending populations, one aspect that is widely agreed upon is that expertise is best represented on a continuum from novice to expert. The present study, therefore, investigated criminal expertise in 877 hybrid offenses that involve sexual assault and robbery (i.e., sexual robbery) or burglary (i.e., sexual burglary). Specifically, we analyzed the crime-commission processes of both these offenses using latent class analyses to determine the heterogeneity of criminal expertise among each domain. Results showed an expert to novice continuum in both domains, including a "domain-specific" expert sexual burglary subgroup who was characterized by a high degree of offense-related competencies relevant to sexual burglary. We also found an expert subgroup in sexual robbery who had more general skills (i.e., overlapping expertise) relevant to violent offending. Implications for offender decision-making, treatment, and practice are discussed.

The study aimed to determine the organizational citizenship behaviour, work performance and work environment; the correlation between organizational citizenship behaviour and work performance; the correlation between work environment and organizational citizenship behaviour and work performance. Theories were discussed based on the literature and a conceptual framework was established. The study used the descriptive correlational research design and questionnaires were used to gather the data. The population of the study was all employees of the Divine Word Colleges in the Ilocos region, a total of 181 employees. The study found that organizational citizenship, the work performance of employees and the work environment is high and there is a significant correlation between organizational citizenship behaviour and work performance and there is a correlation between work environment and organizational citizenship behaviour and work performance. Therefore, the hypothesis of the study is accepted.

In-law relationships have drawn recent interest from family scholars. Historical trends demonstrate a significant rise in newlyweds marrying someone of a different race or ethnicity. Given this growing population of inter-racial marriage, the need to know more about these couples and their families is paramount. This article describes four themes that emerged from qualitative interviews with nine parents-in-law discussing their relationships with their child-in-law who is of a different race. The overarching themes identified for in-laws included: being initially hesitant based on race and/or culture; managing barriers pertaining to communication, language, and/or culture; differences that were enriching to the in-law relationship; and bonding related to shared minority status. Based on these findings, social workers may assume a supportive role for members of interracial families as they navigate not only social barriers but also their in-law relationships.

AbstractPrevious research shows that the way transfer income is disbursed can affect what households purchase with that income. In this paper, I provide evidence that disbursement technique can affect the timing of purchases as well. I examine the U.S. Supplemental Nutrition Assistance Program (SNAP), which switched on a state‐by‐state basis from cash‐similar food coupons to Electronic Benefit Transfer (EBT)—a secure debit card—from 1993 to 2004. I find that EBT mitigated boom and bust cycles in food spending associated with SNAP disbursement. This effect is entirely driven by households with children (about two thirds of the SNAP population), who experienced more severe cycles prior to EBT. The effect operates only through the intensive margin—the amount spent on food during a shopping trip—and not at all on the extensive margin—the likelihood of going food shopping.

AbstractMicroplastic particles are a burgeoning population crisis in the marine environment. This research examines the emission of microfibers from three different jeans (garments) during domestic washing. The jeans types, washing temperature, washing duration, spin speed, detergent types, and addition of conditioner are the main factors for this research work. The average length and diameter of the microfibers for the 100% PET jeans (jeans-P) has 7800 ± 4000 μm and 11.9±3.2 μm and for polyester/cotton jeans (jeans-PB) has 4900 ± 2200 μm 17.4±4.8 μm, respectively. The maximum microfiber released was observed in the rigorous washing treatment (90 min, 60°C, 1400 rpm, powder detergent with the presence of conditioner). The surmised number of microfibers discharged from the 1 kg wash load of jeans-P was calculated within the extent of 2300000–4900000 microfibers, and it is varied by the washing treatments.

La révolution iranienne de 1979 et ses conséquences devraient être analysées à l'aide des concepts « d'intégration » (dans le système capitaliste mondial) et d'« isolement » (par rapport au nouvel ordre mondial). Ces deux concepts permettent de mieux comprendre les dimensions à la fois générales et particulières de cet événement. L'« intégration » met l'accent sur la nature capitaliste générale partagée par tous les pays dits du « tiers-monde » ou « périphériques », tandis que l'« isolement », considéré ici comme un moment de cette « intégration », permet d'analyser les caractéristiques réelles et concrètes qui distinguent l'Iran des autres pays de la région. Une fois analysés ces concepts dans la période postrévolutionnaire en Iran, nous nous intéresserons plus particulièrement au rôle des « populations urbaines pauvres » dans l'instauration de la République islamique mais aussi au changement de position ces dernières années, qui les a conduites à se manifester massivement contre le régime et ses politiques.

In seeking to understand how nonprofits participate in policymaking at the state level, scholars of the third sector tend to overlook or assume a barrier to this activity: collective action problems. I show that such problems suppress charter school participation in their trade associations. An analysis of original survey data and informant interviews combined with Internal Revenue Service data for the complete set of charter membership associations in the United States demonstrates that schools' participation in these collectives follows a classic pattern of collective action problems: In states where the number of potential members is high, participation rates are lower. Across states, the size of the population of schools eligible for membership better explains variation in participation than other factors typically deemed important by scholars, such as organizational resources and policy environments. The finding supports the argument that large numbers inhibit participation in associations that pursue collective goods for their industry.
