В статье, основанной на документах российских архивов, рассматривается деятельность в 1896–1898 гг. русских военных инструкторов в Корее. Деятельность русских военных специалистов оценивается как очень успешная. В работе показана роль русских инструкторов в модернизации корейской армии того времени, в формировании положительного имиджа России и в распространении русской культуры среди корейских солдат и различных представителей корейского общества. Культурное сотрудничество играет важную роль в формировании позитивного имиджа страны. Исследование показывает, что у России имеется уникальный опыт в сфере гуманитарного сотрудничества со странами Корейского полуострова и в формировании стратегически важного для нее партнерства в Азиатско-Тихоокеанском регионе. Изучение исторического опыта российско-корейского культурного сотрудничества, его научное непредвзятое освещение может стать полезным представителям правительственных структур и всем, кто интересуется странами Корейского полуострова. ; Strengthening the international impact of Russia and building a positive perception abroad is one of current Russia's foreign policy priorities. Frequently an historical perspective offers some insights. The article, based on the documents from Russian historical archives, covers activity of the first Russian military instructors in Korea from 1896–1898. The Russian military specialists were deemed extremely successful. In the presentation, the author elaborates on the contribution of Russian military instructors to the modernization of the Korean Army, to the positive perception about the Russian people and to the introduction of Russian culture among Korean soldiers and various representatives of Korean society. Cultural cooperation plays an important role in implementation of this goal. The research in this article shows Russia has a unique experience in humanitarian cooperation on the Korean Peninsula and the history of the formation of important strategic partnerships of Russia in the Asia–Pacific region. Studying the historical experience of Russian-Korean cultural and offering a scholarly, impartial discussion has implications for current policy-makers and others interested in the Korean peninsula today.
SUMMARY: Based on fieldwork conducted in Siberia in 2001-2004, this essay explores two intellectual/pedagogical movements that have developed in the Altai region since the 1990s. The first, "ethno-histories of trauma," which was developed by the department of philosophy at a local pedagogical university, addresses current problems by rewriting Russia's traumatic past in order to demonstrate the non-Russian character of its political institutions, and the anti-Russian nature of their policies. Used to "stir the memory of our feelings," the trope of "Russian tragedy" inspired local scholars to examine "instincts that control the mechanisms of the ethnos' self-preservation," and to investigate the factors of the "ethnic viability" ( zhiznesposobnost' ) of the Russians. The second, "ethno-vitalism," is less preoccupied with depicting the past harm and suffering of the nation. Developed by the department of sociology at Altai State University, this theoretical framework provides the analytical optics for discussion of ethnic survival and outlines methods that could "compensate for the loss of cultural genetic type" of the Russian nation. The article demonstrates how appeals to "psycho-energetic systems" and "socio-genetics" helped to destabilize the dominant Soviet paradigms of the social. At the same time, the article shows how the deployment of this biosocial discourse restructured the school's own understanding of the political and the ethnic: the "vital environment" gradually evolved into an excluding "ethno-sphere," and into the site of a "global competition of ethnicities." The school's original concern with the ecological aspects of people's existence has been transformed into a xenophobic "scientific field of social virology" aimed at preventing the Russian ethnos from "socio-psychological wars" inspired from abroad. Both examples demonstrate how nation and state have become fundamentally split in the post-socialist situation. Acting as a "technology of normalization" of sorts, these nationalist discourses are used first of all as a "weapon of the weak," as a tool for restructuring national memory and for shaping the nation's narrative in a situation of normative and epistemological flux.
The collapse of the Soviet Union was remarkably peaceful, but its aftermath has been remarkably violent. To keep its multiethnic empire together, the Soviet regime used a mixed bag of political and economic instruments, developed over decades of Communist power and centuries of Russian imperial rule. The sudden end of the Soviet system destroyed most of these instruments and left the leaders of the new states of Eurasia holding the bag. As a result, these countries have become fertile ground for demagoguery, separatism, and ethnic strife. The ongoing conflict in Chechnya is the most visible manifestation of the potential for ethnic violence that exists throughout the region. To assess the likelihood of further conflict in the former Soviet states, and to debate various approaches for its control and moderation, IGCC invited some of the region's leading specialists on ethnic affairs to a conference held at the University of California, Davis in March 1995. Part of the Institute's project "The International Spread and Management of Ethnic Conflict," the meeting featured an animated panel discussion on the causes and consequences of the war in Chechnya. The articles collected in this Policy Paper are based on presentations by panelists Sergei Arutiunov, Andranik Migranyan, Emil Payin, and Galina Starovoitova. Their contributions reflect the pronounced political and intellectual controversies over ethnic issues now underway in the former Soviet states. Although they adopt widely varying perspectives and advocate very different solutions to problems of ethnic conflict, three major themes run throughout each presentation: 1) the legacy of imperialism; 2) federal supremacy versus local authority; and 3) Russia's role as regional peacekeeper. As with many contemporary conflicts, it remains to be seen whether ethnic violence in the former Soviet states will be a transitory artifact of the end of the Cold War or a defining feature of a new era in global politics. The persistence of ethnic conflicts in Russia and its neighbors, and their susceptibility to peaceful and violent means of resolution, will set major precedents for conflict management and other political questions far beyond the borders of the late USSR.
Background. Previous genetic association studies of human immunodeficiency virus-1 (HIV-1) progression have focused on common human genetic variation ascertained through genome-wide genotyping. Methods. We sought to systematically assess the full spectrum of functional variation in protein coding gene regions on HIV-1 progression through exome sequencing of 1327 individuals. Genetic variants were tested individually and in aggregate across genes and gene sets for an influence on HIV-1 viral load. Results. Multiple single variants within the major histocompatibility complex (MHC) region were observed to be strongly associated with HIV-1 outcome, consistent with the known impact of classical HLA alleles. However, no single variant or gene located outside of the MHC region was significantly associated with HIV progression. Set-based association testing focusing on genes identified as being essential for HIV replication in genome-wide small interfering RNA (siRNA) and clustered regularly interspaced short palindromic repeats (CRISPR) studies did not reveal any novel associations. Conclusions. Medieval fortifications, fortified settlements and castles were absolutely important part of history. In last decade archaeologists were led scientific researches in different parts of Azerbaijan Republic, studied different type of fortresses and fortifications. Medieval fortresses of Azerbaijan were built at strategical geographical areas. Our article dedicated to some medieval fortresses which studied during archaeological excavations. Azerbaijani castles and fortresses which built in the middle ages were historically and architecturally important for national defensive history. Azerbaijani archaeologists investigated at the medieval castles and the results of some researches were concluded in this article. Fortifications, which have an important place among the medieval monuments of Azerbaijan, were the main object of research in the monograph. For the first time, medieval fortification-type monuments were systematically classified and studied according to this classification. The defensive structures built during this period to prevent various attacks and to protect the territorial integrity of the country are distinguished by their grandeur. Among the fortified monuments of Azerbaijan, settlements and fortified cities with defensive walls, defensive walls, towers, towers, guard posts, military camps, strategic mountain passes and passes of special importance have been scientifically studied in the article. The results of archaeological researches were coordinated with the information provided by written sources, important scientific results were obtained, a number of issues were clarified as a result of systematic study of the history of Azerbaijan and its defensive monuments. The results of the research show that the defense work was perfectly organized in the territory of Azerbaijan in the medieval period. In fact, the political situation in the region has made it necessary. The fact that such magnificent monuments of the local population have left us a monument has served as a kind of source for the study of the history, archaeology, architecture, martial arts and other historical issues of that period. The paper analyzes the initiative of the Eastern Partnership of the EU through the prism of constructivist concepts of the "normative power" and "transformative power". The content, mechanisms and results of the implementation of the Eastern Partnership in terms of the effectiveness of the "transformative power" of the EU are analyzed. Institutional and geopolitical constraints and challenges that complicate the implementation of the EU normative influence in the Eastern Partnership countries are studied. It is reasoned that the EU's influence in partner countries is based on a complex combination of its economic attractiveness, interdependence, the promotion of international norms and the assurance of closer integration, attractive to some of its eastern neighbors (Georgia, Moldova, and Ukraine). Nevertheless, Eastern Partnership founders did not take into account the limitations of the EU's "transformative power" without the prospect of membership, significant internal obstacles to reforms in partner countries, and geopolitical situation in the region, including Russian influence. The EU's incompetence to offer strong incentives to deliver real democratic reforms in partner countries, as well as the lack of effective geopolitical levers to counter Russia's presence in the region, have significantly destabilized the EU's approach. The tendency to geopoliticize the Eastern Partnership, which can be traced back to the beginning of the Russian-Ukrainian conflict, is inevitable. However, it is premature to claim that it reduces the level of transformative ambitions of the EU in the region, which would lead to irreparable damage not only to its Eastern policy, but also to its overall subjectivity in the international arena. For Ukraine (as well as probably for Georgia and Moldova) to become part of a united Europe, the EU must not lose its normative influence and economic gravity, though it must also proceed from the realization of its existence as a geopolitical power capable of active diplomacy and effective use of the levers of political influence. ; У статті досліджується ініціатива Східного партнерства ЄС через призму конструктивістських концепцій «нормативної сили» та «трансформаційної сили». Проаналізовано зміст, механізми і результати реалізації Східного партнерства з точки зору ефективності «трансформаційної сили» ЄС. Розглянуто інституційні та геополітичні обмеження і виклики, які ускладнюють реалізацію нормативного впливу ЄС у державах Східного партнерства. Стверджується, що вплив ЄС у державах-партнерах ґрунтується на складному поєднанні його економічної привабливості, взаємозалежності, просуванні міжнародних норм та обіцянки більш тісної інтеграції, привабливої для деяких східних сусідів (Грузії, Молдови, України). Але творці Східного партнерства не врахували обмежень «трансформаційної сили» ЄС без перспективи членства, суттєвих внутрішніх перешкод на шляху реформ у країнах-партнерах, а також геополітичної ситуації в регіоні, зокрема сили російського впливу. Нездатність ЄС запропонувати сильні стимули для забезпечення реальних демократичних реформ у державах-партнерах, а також відсутність дієвих геополітичних важелів для противаги російській присутності в регіоні виявили слабкість підходу ЄС. Тенденція до геополітизації Східного партнерства, яка простежується з часу початку російсько-українського конфлікту – неминуча. Однак передчасно твердити, що вона призводить до зниження рівня трансформаційних амбіцій ЄС у регіоні, що нанесло б непоправної шкоди не лише його східній політиці, а й в цілому його суб'єктності на міжнародній арені. Аби Україна (можливо, також Грузія та Молдова) стала частиною об'єднаної Європи, ЄС, безумовно, не має позбуватися свого нормативного впливу та сили економічного тяжіння, однак він має виходити також із усвідомлення свого існування як геополітичної сили, здатної до активної дипломатії та задіяння важелів політичного впливу.
Органическая сельскохозяйственная продукция натуральная продукция, произведенная в определенных зонах сельскохозяйственного производства из сырья растительного и животного происхождения, а также пчеловодства, рыбоводства, лесного хозяйства, которая выращивается, производится, перерабатывается, сертифицируется, маркируется, сохраняется и реализуется по правилам органического производства, имеет биологически ценные качества и оздоровительные свойства и предназначена для потребления населением в переработанном и не переработанном виде. Объемы производства органической сельскохозяйственной продукции в мире с каждым годом растут. Органическое сельское хозяйство уже стало мировым трендом, оно практикуется более чем в 160 странах. За прошедшие 6-7 лет количество сертифицированных под органическое сельское хозяйство земельных участков увеличилось в 10 раз. Однако не все российские граждане готовы перейти на экопродукцию. По оценке Национального органического союза только 2 % населения России сегодня могут приобрести продукты питания под брендами органик-продукт, экопродукт, биопродукт. Для организации производства органической сельскохозяйственной продукции необходимо обеспечить эффективное правовое регулирование развития этого вида сельскохозяйственной деятельности. Цель настоящей работы анализ состояния правового регулирования производства органической сельскохозяйственной продукции в Российской Федерации. До настоящего времени в РФ не принят федеральный закон «О производстве органической сельскохозяйственной продукции». Такие законы есть лишь в Ульяновской, Воронежской областях и Краснодарском крае, идет процесс разработки подобных законодательных актов в других субъектах Российской Федерации, например в Свердловской области. В отсутствие специального федерального закона в стране принят национальный стандарт ГОСТ Р 56508-2015 «Продукция органического производства Правила производства, хранения, транспортирования». Изучение и знание правил органического животноводства необходимо студентам направлений «зоотехния» и «ветеринария» и, конечно же, практическим специалистам сельскохозяйственных организаций. ; Organic agricultural products genuine products made in certain areas of agricultural production from raw materials of plant and animal origin, as well as beekeeping, fish farming, forestry, harvested, produced, processed, certified, marked, stored and sold according to the rules of organic production, have biologically valuable qualities and health properties and is intended for human consumption in processed and unprocessed form. Volumes of production of organic agricultural products in the world grow every year. Organic farming has become a global trend, it is practiced in more than 160 countries. Over the past 6-7 years, the number of certified under organic farming land has increased by 10 times. However, not all Russian citizens are ready to move to eco-products. According to the National Union of organic only 2 % of Russia's population today can purchase food products under the brands of organic-product, ecoproduct, bioproduct. To organize the production of organic agricultural products is necessary to ensure effective legal regulation of this type of agricultural activity. The purpose of this work analysis of the legal regulation of the production of organic agricultural products in the Russian Federation. To date, there is not accepted federal law of the Russian Federation "On the production of organic agricultural products". Such laws only accepted in Ulyanovsk, Voronezh and Krasnodar regions, its going the process of developing similar legislation in other Russian regions, for example in the Sverdlovsk region. In the absence of a special federal law in the country the national standard GOST R 56508-2015 "Organic production products Rules of production, storage, transportation" adopted. The study and knowledge of the rules of organic livestock farming is necessary to students areas of zootechnics and veterinary medicine and, of course, practitioners of agricultural organizations.
В последнее время в мире все чаще возникают различные очаги напряженности и столкновения интересов государств, приводящие к политическим, экономическим, военным проблемам. Российская Федерация не может игнорировать происходящие в непосредственной близости от ее границ конфликты, например в Украине и Грузии. Вместе с тем нельзя забывать о реализации национальных интересов России на всех жизненно необходимых направлениях, в том числе и в международно-правовом разграничении Арктики и обеспечении безопасности в данном регионе. Настоящая статья посвящена рассмотрению предпосылок укрепления военной безопасности Российской Федерации в Арктике на фоне попыток ведущих иностранных государств расширить свое влияние в этом регионе за счет пересмотра его международно-правового статуса в ущерб интересам России. Авторами также предпринята попытка выявления оптимального варианта международно-правового разграничения Арктики. В данной работе с помощью общенаучных (анализ, дедукция) и специальных юридических (историко-правового, формально-юридического) методов осуществлена оценка позиций государств относительно разграничения Арктики. Выявлены нормативные правовые акты, закрепляющие правовой статус Арктики, проведена оценка наращивания вооруженных сил приарктическими государствами. В результате исследования сделан вывод о том, что интерес государств к ресурсам арктического региона будет только возрастать. Разграничение Арктики должно проводится на основе общепринятых норм международного права, а не конъюнктурных поправок к Конвенции ООН по морскому праву от 1982 г. При этом необходимо создание условий для сохранении мирных отношений с США, их союзниками по НАТО и иными государствами. Авторы полагают своевременным усиление и модернизацию Вооруженных сил Российской Федерации в Арктическом регионе. ; Importance Currently, the world is facing the increasingly different sources of tension and conflict of interests of the States that result in the political, economic, military problems. The Russian Federation cannot ignore what is happening in the immediate vicinity of its boundaries, for example, in Georgia and Ukraine. However, we must bear in mind the implementation of Russia's national interests in all vital areas, namely, in the international legal delimitation of the Arctic and security in the region. Objectives The article considers prerequisites of the strengthening of military safety of the Russian Federation in the Arctic against the background of the attempts of the leading foreign States to expand their influence in the region due to revision of its international legal status to the detriment of the Russian interests. The paper attempts to identify an optimum option of an international and legal delimitation of the Arctic. Methods In the present work, using scientific (analysis, deduction) and special legal methods (historical-legal, formal-legal), methods of estimation of the positions of the States on the issue of the Arctic delimitation, we have identified the normative legal acts, which consolidate the legal status of the Arctic. We have also evaluated building of the armed forces of the Arctic States. Results The findings highlight that the States' interest to the Arctic area resources is tending to increase. The delimitation of the Arctic should be based on the customary norms of international law, and not on the basis of the conformist amendments of the UN Law of the Sea Convention of 1982. Conclusions and Relevance At the same time, it is necessary to create the conditions to preserve the peaceful relations with the United States, its NATO allies and other States. We consider as timely the strengthening and modernization of the Armed Forces of the Russian Federation in the Arctic region.
В статье говорится о современном состоянии водных проблем Центральной Азии. Отмечается, что проблемы в этой сфере берут свое начало еще в 30-х гг. ХХ в., указывается на то, что в долгосрочной перспективе проблема водопользования в Центрально-Азиатском регионе будет обостряться из-за высоких темпов прироста населения, в связи с чем будут углубляться межгосударственные противоречия в водно-энергетической сфере. Автор отмечает, что сами государства Центральной Азии, по всей вероятности, не смогут выработать новый подход к совместному освоению энергетического потенциала региона и механизм управления водноэнергетическими ресурсами, который отвечал бы политическим, экономическим и экологическим целям каждого из заинтересованных государств, так как интересы стран-пользователей водными ресурсами не совпадают. В статье утверждается, что в настоящее время каждая из стран Центрально-Азиатского региона стремится решить водную проблему в одностороннем порядке, выгодном только ей. Одни страны хотят использовать воду в ирригационном режиме, другие в энергетическом режиме. В результате этого и возникает конфликтная ситуация. В статье отмечается, что поскольку на территории Казахстана, Узбекистана и Туркмении расположены в основном земли для сельского хозяйства, то эти страны, находящиеся в низовьях, заинтересованы использовать водные ресурсы в ирригационном режиме. А в интересы расположенных в высокогорье и имеющих только ограниченные резервы нефти и газа Киргизии и Таджикистана входит работа в энергетическом режиме. Именно им в статье уделяется особое внимание, так как они обладают значительными гидроэнергетическими запасами. В статье рассматриваются возможные меры по стабилизации ситуации по этой проблеме и формулируются рекомендации для политики России в указанном регионе. ; The article deals with a current situation of water problems of Central Asia. It is noted that problems in this sphere began in the thirties the 20th century. The author specifies that in long-term prospect the problem of water management in the Central Asian region will become aggravated because of high rates of an increase in population. It is spoken about contradictions between the states in the hydro-electric sphere, noted that the states of Central Asia, most likely, can't develop new approach to joint development of an energy potential of the region, and the mechanism of management of hydro-electric resources which would answer the political, economic and ecological goals of each state. It is said that now, each of the countries of the Central Asian region seeks to solve a water problem unilaterally, favorable only to it. The author defines the main contradiction that interests of the countries users water resources don't coincide. Some countries want to use water in an irrigational mode, others in a power mode. As a result of it also there is a conflict situation. It is specified that in an irrigational mode water resources need to be spent in summer, and in a power operating mode the main water consumption is used in winter. It is noted in article that as in the territory of Kazakhstan, Uzbekistan and Turkmenistan lands generally for agriculture are located, these countries being in lower reaches, are interested to use water resources in an irrigational mode. As for interests of Kyrgyzstan and Tajikistan located in highlands and having only limited reserves of oil and gas, they mostly use water in a power mode. The special attention in article is paid to hydroenergy resources of Tajikistan and Kyrgyzstan because these states possess their considerable stocks. Possible measures for stabilization of the situation for this problem are considered. On this basis some recommendations for Russia's policy in this question are formulated.
Обеспечение экономической безопасности в лесном секторе экономики является актуальной задачей, поскольку доля России в мировом объеме производства продукции лесного комплекса достигает 5 %, а доля данного вида продукции в ВВП России достигает 2 %. В то же время Россия имеет огромный природный и управленческий потенциал для развития данного сектора экономики, а, следовательно, обеспечения стратегической экономической безопасности. В статье обосновано, что ключевыми аспектами обеспечения стратегической экономической безопасности в лесном секторе является выявление ее субъект-объектной структуры и анализ возникающих угроз экономической безопасности в лесной сфере. Совокупность угроз экономической безопасности включает в себя совокупность причин, связанных со снижением эффективности предпринимательской деятельности в лесном хозяйстве. В статье обосновано, что такое снижение эффективности предпринимательской деятельности возможно за счет несовершенства государственного регулирования процессов наращивания и рационального использования лесных ресурсов в экономике регионов. Неэффективное управление порождает значительные колебания объемов инвестиций в сферы деятельности, связанные с использованием лесных ресурсов, что негативно сказывается на планировании ее инвестиционного развития. В работе проведена декомпозиция понятия стратегической экономической безопасности как объекта управления в лесном секторе экономики, что позволило дать авторскую интерпретацию категории «стратегическая экономическая безопасность» в отношении совокупности принципов ее формирования на разных уровнях управления, а также приведено описание системы экономической безопасности лесного сектора как совокупности взаимосвязанных и взаимно обусловливающих подсистем: оценочной, инструментальной, подсистемы детерминант, объектов воздействия и субъектов обеспечения. Определено, что уровень экономической безопасности сектора это величина, характеризующая процесс взаимодействия подсистем детерминант и инструментального обеспечения и формируемая в оценочной подсистеме. По отношению к экономическим интересам лесного сектора угрозы вызывают необходимость изменений, соответствующих корректировок в стратегию дальнейшего развития, уточнения приоритетов. ; Russia's share in world production is less than 5 %, while the share of the forest sector in Russia's GDP is less than 2 %, which does not correspond to the raw capabilities of the state. The set of threats to economic security in the field of forestry includes reasons related to ineffective business activities in capacity and use of forest resources, as well as reasons related to the imperfection of state regulation of the process of building and management of forest resources in the region's economy. Poor governance creates significant fluctuations in the volume of investments in the scope of activities related to the use of forest resources, which adversely affects the planning of its investment development. There is a certain imbalance in the practical antitrust regulation, is the lack of effective measures to reduce barriers to entry and artificial obstacles companies to the markets. Effective management of the building and forest management involves the systematic investment in the restoration of forest resources in the future to ensure the sustainability and balance of economic development of regions and the country as a whole. The work carried out decomposition of the concept of strategic economic security as an object of management in the forestry sector, which allowed to give an author's interpretation in respect of all the principles of its formation at different levels of government, as well as a description of the economic security of the forest sector as a set of interrelated and mutually condition subsystems. Valuation instrumental subsystem determinants influence objects and subjects of security. It was determined that the level of economic security sector is a quantity that characterizes the process of interaction between subsystems determinants and instrumental support and formed in the evaluation subsystem. In relation to the economic interests of the forestry sector threats necessitate changes, appropriate adjustments to the strategy for further development, refinement of priorities.
В статье рассматриваются проблемы формирования общественного мнения у жителей России по поводу государственной политики в отношении Китая и других стран АТР. Опросы населения показывают, что фактор «китайской угрозы» уходит в прошлое и всё больше люди полагают, что соседство с КНР положительно сказывается на развитии регионов Тихоокеанской России. Переломным моментом стали подготовка Владивостока к саммиту АТЭС-2012 и его проведение, а также заключение контракта о поставках газа в Китай из Якутии, в результате освещения которого в прессе появилось устойчивое словосочетание «поворот России на Восток» с положительной коннотацией. Автор проводит анализ публикаций в СМИ (отечественных и зарубежных) 2011-2015 гг. и доказывает, что в зарубежных СМИ и «оппозиционной» российской прессе позиция властей в отношении КНР подвергается резкой критике, но в целом негативная оценка сменяется более взвешенной. Возникает вопрос, каким источникам информации больше доверяет аудитория: официальным либо независимым СМИ или блогерам социальных сетей? Данные последних социологических опросов свидетельствуют о росте доверия к традиционным СМИ. Интересно, что потребление информации реципиентами становится более «критичным», но почти не влияет на объём потребления из того же источника. Например, телезритель негативно комментирует новости официального телеканала, спорит с ним, но продолжает его смотреть. Хотя логично предположить, что, теряя доверие к одному источнику, аудитория должна была бы найти другой. Не смотря на огромный выбор альтернативных оценок и информации от «независимых» СМИ, доля аудитории т.н. оппозиционных СМИ в РФ незначительна. Делается вывод, что политика, формируемая российскими элитами в отношении Китая, становится более понятной массам и получает их поддержку. ; The paper reviews the issues of forming public opinion in Russian citizens regarding state policy towards China and other Pacific Rim countries. Opinion polls show that the "Chinese threat" factor is becoming a thing of the past and the growing number of people supposes that proximity to the PRC has beneficial effect on development of Pacific Russia's regions. The breaking point was Vladivostok's preparation for APEC summit in 2012 and the very summit and making a contract for gas supply from Yakutia to China. As a result of covering this contract in print media, a set phrase "Russia's turn to the East" with positive connotation appeared in press. The author analyzes publications in Russian and foreign media of 2011 to 2015 and proves that the government's stand towards PRC is severely criticized in foreign media and Russian opposition press, but in general, negative views have given way to more reasonable judgments. That brings up the question, which information sources have more credibility with the public: official or independent media or bloggers from social networks? Results of the latest opinion polls show the growing credibility of conventional media. It is remarkable that information is consumed more critically by recipients, but this has little effect on the volume of information consumed from such sources. For instance, a television viewer comments negatively on news broadcasts by government TV channels, argues with them, but continues watching them, although it would be reasonable to assume that, when the audience loses credence to a certain source of information, it should find another one. In spite of a huge choice of alternative views and information from "independent" media, the audience share of the so-called opposition media in Russia is insignificant. The author draws a conclusion that the policy formed by Russian elites toward China has become more comprehensive for the masses and is gaining their support.

Chapter 8 of the history course A New Imperial History of Northern Eurasia is titled "The Dilemma of Stability and Progress: Empire and Reforms in the Nineteenth Century." By the end of the eighteenth century the Russian Empire had incorporated almost the entire loosely defined region of Northern Eurasia with its overlapping and contesting local cultures, social hierarchies, and regimes of difference. From then on, the stability of the imperial regime became conditioned by its ability to accommodate and rationalize spontaneous self-organization processes of the societies and cultures that it had incorporated. This predetermined the systematically reformist and modernizing character of the Russian Empire, regardless of the reactionary political views of some of its rulers: only constant customization of the social and political order sustained the legitimacy of the regime in the eyes of various social elites. Part 2 of the chapter, "Designing National Empire," covers the second half of the nineteenth century, stressing the fundamental continuity between the regimes of Alexander II and Alexander III, while also highlighting the vital difference between them. The phenomenon of the "Great Reforms" is interpreted as a coordinated (albeit not fully self-conscious) attempt to rebuild the Russian Empire on the national principle – the most progressive at the time, that in Western Europe had proved its unrivaled efficiency in mobilizing the society in support of national political regimes. In the absence of any single normative understanding of what "nation" is, the reforms opened several possible historical paths for the Russian Empire. Implicitly, they laid the foundation for an "imperial nation" – a still nonexistent concept at the time (and one that is still strikingly underdeveloped), while institutionally contributing to the emergence of a civic nation, and rhetorically appealing mostly to the simpler and more familiar ethnoconfessional national principle. The regime of Alexander III continued this work and made a decisive step toward actually implementing in practice the project of national empire – only understood unequivocally as the Russian ethnonational empire. Accordingly, the regime censored or overrode all alternative readings of nation implicitly present in the program of the Great Reforms – something that has been branded "counterreforms" (a misleading term, given that the only element rejected in the policies of Alexander II was the multiethnic and civic thrust of some of the reforms but not the reforms themselves). In doing so, the regime of Alexander III relied on the culturally constructed understanding of Russian history and the meaning of Russianness. Using this historical image as the blueprint for politics, the regime sealed all the alternative versions of Russia's future and effectively put the Russian Empire on the brink of collapse: it had been empirically proven that ethnonationalism was inconsistent with a polity embodying a delicate balance of the imperial situation. The proliferation of a social vision permeated with ethnonationalism symbolically decomposed and disintegrated the hitherto entangled imperial space, prompting all sorts of separatist movements, and it alienated the neighboring nations (including longtime strategic allies, Germany and Austria) by aggressively enforcing the national borders of Russia imagined as a homogeneous political and cultural entity. By the time of his death, all the undersirable ramifications of Alexander III's policies had become evident: the ideal of autarky had led to Russia's dependence on foreign capital and imports of machinery; the cult of international sovereignty resulted in the autocracy's dependence on the alliance with republican France. It was up to the regime of his successor, Nicholas II, to explore new, untrodden paths to the future, or to continue implementing policies rooted in historical myths that had already proved to lead nowhere.
В статье рассмотрена значимость Арктической зоны Российской Федерации, отражены основные национальные интересы Российской Федерации в Арктике, исследованы данные концентрации большинства уникальных и крупных месторождений с запасами углеводородов, проанализированы данные неразведанного потенциала Арктической зоны. Рассмотрены тенденция развития удаленных и малодоступных регионов страны, промышленности, укрепления стратегических позиций Российской Федерации, перспектива внедрения крупнейших инвестиционных проектов. Дана краткая оценка экономического состояния Арктической зоны России, подчеркнута необходимость оценки экологических рисков и разработки системы предупреждений аварий и ликвидации их последствий, ликвидации загрязнений прошлых лет, накопленных на островах арктических морей с 40-х годов прошлого века, разработки мер по сохранению видового разнообразия Арктики. Отражены обязанности компаний по выполнению плана по предупреждению разливов нефти и нефтепродуктов, подтверждающего финансовые возможности для выполнения работ, обязанности по созданию системы наблюдений за состоянием морской среды. Рассмотрены законодательные изменения по установлению требований к содержанию плана предупреждения и ликвидации разливов нефти и нефтепродуктов, представлен ряд программных правительственных документов, которые в конечном итоге ориентированы на стратегию социально-экономического развития России до 2020 года. Рассмотрена современная геополитическая ситуация Российской Федерации, испытывающая мощное давление со стороны стран-конкурентов, которые заинтересованы в том, чтобы сохранить Россию в качестве поставщика сырьевых ресурсов. Проанализированы санкции ЕС и США против нефтегазовых компаний России и их влияние на экономику. Рассмотрены опыт Ирана, в отношении которого были инициированы санкции со стороны США, и пути выхода Ирана из кризиса процессом импортозамещения. Также в статье представлены результаты исследования экономических и политических механизмов, используемых для решения проблемы освоения морских месторождений нефти в Арктике, дана экономическая оценка некоторым типам нефтяных проектов. ; The article discusses the importance and the unexplored potential of the Arctic zone, highlights Russia's national interests in the Arctic and studies the data on the concentration of the majority of unique large hydrocarbon deposits. Further, we look at the development trends in this industry, Russia's remote regions and those difficult to access, as well as at the country's strategic position getting stronger. Prospects of introducing large investment projects are also considered; a brief assessment of the economic status of the Russian Arctic is provided. We highlight the need for environmental risk assessment and systems to prevent accidents and eliminate their consequences as well as those resulting from the pollutants and waste that has accumulated on the Arctic islands since the 1940s. Moreover, measures need to be developed in order to preserve species diversity in the Arctic. Further, the paper dwells on the responsibilities of companies to prevent oil spills, prove their financial capacity to perform this work and develop a system to monitor the state of the marine environment. Moreover, changes to the law on the content of oil spill prevention and response plans are considered as well as a number of government policy documents focused on the strategy for the socioeconomic development of Russia until 2020. In addition, we study the current geopolitical situation as Russia is facing intense pressure from its competitors interested in the country's staying a raw material supplier. Further, the paper analyses the EU and US sanctions against Russian oil and gas companies and their impact on the economy, paying attention to the Iranian experience under US sanctions and the country's way out of the crisis by means of import substitution. Also in this paper we present the results of the study on economic and political mechanisms used to solve the problem of offshore oil-field development in the Arctic and provide an economic assessment of certain types of oil projects.
