Mit dem Hochschulranking nach Gleichstellungsaspekten 2023 liegt die elfte Ausgabe dieses etablierten und langjährigen Instruments zur Qualitätssicherung für Gleichstellung an Hochschulen vor. Das Ranking beruht auf einem mehrdimensionalen Indikatorenmodell und berücksichtigt über das Kaskadenmodell die Fächerprofile der Hochschulen. Verwendet wurden Daten der amtlichen Hochschulstatistik für das Jahr 2021. Zusätzlich zu dem Hochschulranking beinhaltet die Veröffentlichung ein Ranking der Bundesländer, das auf ähnlichen Indikatoren beruht. Die Veröffentlichung wendet sich an alle, die in Hochschulen und Politik an der Qualität und dem Innovationspotenzial unserer Hochschulen interessiert sind.

Prime minister Anwar Ibrahim steered his cobbled-together government through economic and sociocultural challenges in 2023, emerging stable but spooked. State-level elections in August sustained each party's roster of states, but with declining margins for Anwar's coalition. Fiscal pressures—high debt, declining revenues, rising cost of living, and a persistently weak currency—constrained room for maneuver, while state-level and societal cultural contests tested Malaysia's multiracial, multireligious tolerance.

Vietnam experienced drastic political and economic disruptions in 2023. The anti-corruption campaign reached the very top level of government. Ongoing prosecutions and new arrests targeted the business sector. Vietnam successfully navigated an unprecedented leadership change and restored stability to the political system, emboldening the public security forces in the process. International relations were marked by successful upgrades of ties to both the US and China. However, a shaky domestic capital market, shrinking global demand, and the side effects of anti-corruption drives resulted in a significant economic slowdown.

In 2023, revolutionary forces made significant gains in an escalating war against an increasingly embattled military dictatorship. Since General Min Aung Hlaing ousted the democratically elected government in a military coup on February 1, 2021, his junta has failed to subdue the countrywide Spring Revolution resisting the military takeover. This is despite the generals' terror campaign of atrocious violence against the population. In 2021, many outside observers gave the Spring Revolution and the thousands of young people who have taken up arms against the military regime little fighting chance. But these forces have rapidly evolved, and powerful ethnic resistance armies have joined the war against the junta. This article explains how revolutionary war has scaled up, despite a lack of international support and the diversity of revolutionary forces. It also evaluates wider implications for the society, economy, and international relations of a country on the brink of collapse.

Jockeying ahead of the 2024 national elections took center stage in Indonesia's political landscape in 2023. The selection of President Jokowi's son for a vice-presidential ticket signaled the continuation and intensification of dynastic politics. The economy faced headwinds, but Indonesia's trade balance remained in surplus and inflation was tamed. The government promoted its green transition agenda while facing pushback from local communities on environmental and labor issues. In foreign policy, the country hosted the ASEAN Summit, and Jokowi engaged in a flurry of diplomatic travels in the twilight of his presidency.

In 2023, in an effort to revive the sluggish economy after the COVID-19 pandemic, the Chinese government implemented a variety of stimulus measures, such as interest rate cuts, tax cuts for small and medium-sized enterprises, and the issuance of local government bonds. But recovery has been challenging owing to export controls by the United States, lackluster domestic demand, high youth unemployment, and a real estate bubble. Externally, to respond to stronger cooperation between the United States and its allies in Western Europe and Asia, China actively pursued diplomatic activities with its traditional allies, such as Russia, and developing countries.
