Economic planning is now a commonly acclaimed ideal in the underdeveloped countries, particularly in Africa. Both the theory and the practice were transmitted by the developed countries. Certainly, the advanced economies have very different conceptions of planning, depending on whether they are centrally planned or market-oriented. The former embrace economic planning by ideological predilection; the latter are moving in the direction of 'indicative' planning, or at least state intervention on an extended scale. This course was induced by the goad of the crisis-ridden years of the great depression, the exigencies of World War II, the pressures of post-war reconstruction, and the stupendous technological and organisational revolution of our times. In the metropolitan countries—France, Belgium, and the United Kingdom—the idea and practice of economic planning was propagated to the colonies during and after the war.

The following comments on Dr. Lifton's paper will not concern themselves with the validity of his observations about the imagery of historical change in contemporary Japan – I would hardly be competent for such a task. My concern will be exclusively with the conceptual premises of Dr. Lifton's study, and, by implication, with the method of his observations. If psychology is used to explain change, can it be done by means of such categories as those Dr. Lifton has chosen? They, in turn, must inevitably refer to the more basic relationship between individual motives and trans-individual social determinants; or to the distinction between concepts pertaining to psychological,
and to social systems. Thus, my comments would be much the same if Dr. Lifton had in a similar manner studied post-war changes in the Netherlands or in Italy.

The First World War is sometimes credited with the dissolution of the well-ordered universe of the nineteenth century. In fact, by 1914 there was very little left to destroy, for most of the essential work had already been accomplished. The aftermath of the war merely helped to make the collapse of order and stability more visible. But the post-1918 atmosphere of gloom, later crystallized in the "Lost Generation" and in the escapist movements of the twenties, gave the impression that the war had been responsible for the moral and intellectual Zusammenbruch of the period. The feeling of decay was everywhere; the old values, the former certainties and criteria had vanished, leaving an impression of emptiness behind. The old order had crumbled, without dignity, "not with a bang but with a whimper," as T. S. Eliot put it.

Historical analysis emphasizes the recency of the gov's recognition of the national contributions of soc sci res. Signif progress has been made despite critical fluctuations. 5 factors contributing to the more favored gov'al position of soc sci res are (1) changing congressional att's; (2) acceptance of the soc sci's at the White House level; (3) inclusion of the soc sci's as part of broad definitions of sci'fic disciplines; (4) the general post-Sputnik interest in US educ; & (5) the concern with redressing imbalance in US higher educ. Res support for the soc sci's is growing but a critical shortage remains in funds for fellowships & assistantships. The soc sci's approach the next decade in a climate of acceptance & encouragement. The collection includes the personal and business papers of Sam Day, Sr. (1845-1925) surveyor, Indian trader, legislator and United States Indian Commissioner; Anna Day, Sam Sr.'s wife (1872-1932); and of their children, Charles L. Day (1879-1918), Samuel Day, Jr. (1889-1944), United States deputy Marshall. The collection includes information on Navajo culture, stories and legends; the looting of Canyon del Muerta, and the Frank Dugan murder. The collection also contains 91 photographs depicting trading posts and eastern Arizona scenes.

By the end of the war in Europe in 1945, it was evident that one of the major problems to be faced during the post-war period would be the rebuilding of the shattered European economy. Certain steps toward rehabilitation had already been taken by the United Nations Relief and Rehabilitation Administration, and several temporary organizations dealing with specific aspects of reconstruction were created in 1945 to attempt an international solution of the problems involved. When the United Nations was inaugurated early in 1946, one of its first actions was to create a group to study both long- and short-range factors in the European economic situation. This Temporary Subcommission on the Reconstruction of Devastated Areas, reporting in the summer of 1946 to the Economic and Social Council, proposed the establishment of a regional commission to concentrate on European recovery.

The Arab League, composed of Egypt, Syria, Iraq, Lebanon, Transjordan, Saudi-Arabia, and Yemen, was established by the pact signed by these states on March 22, 1944. According to the pact, which may be regarded as the League's constitution, the League has as its purpose to strengthen relations between the member-states, to coordinate their policies in order to achieve cooperation between them, and to safeguard their independence and sovereignty. With due regard to the "organization and circumstances of each state," cooperation is to be effected specifically on 1) economic and financial affairs: commercial relations, customs, currency, and questions of agriculture and industry; 2) communications: railroads, roads, aviation, navigation, telegraphs and posts; 3) cultural affairs; 4) nationality, passports, visas, extradition, and execution of judgments; 5) social affairs; and 6) health affairs.

The régime of Getulio Vargas has in the past fourteen years wrought a major transformation in the national government of Brazil. A vast centralization has taken place whereby the states' rights direction of the post-Empire period—1889–1930—was reversed and both the states and the municipalities were brought under control. New ministries and other national organs were created. A merit system was established and a public service organized. The national administration has been integrated both structurally and by means of central management agencies.These sweeping changes have come rapidly, mostly in the past five years. There is added interest for people in the United States of America because the precedents have been taken from the theory and practice of this country. It will not be possible to present in this brief paper more than a summary of the Brazilian administrative reforms.

The war in the Pacific has focused attention on rubber as one of the key materials of peace and war economy. It has not only caused domestic adjustments in the United States as previously in other consuming countries, both allied and enemy, but has terminated an epoch in international rubber control. At the same time, it has accentuated the permanent international concern about basic materials—their location, accessibility, production, distribution, and utilization. Thus the international rubber régime, as it operated up to the disruption of trade-lanes and the invasion and devastation of producing areas, is of interest not only because of its effects in the period just ended but also as an approach to problems of international economic policy and administrative technique which are likely to continue into post-war world organization, no matter how different its political and strategical foundations may be.

Building no. 84. Constructed in 1867. This building was named for A. A. Champion, well-known historian and TSC Board of Trustee from 1968-74. Mr. Champion helped government officials locate the exact location of the Palo Alto Battle Site. The building presently serves as offices for the Vice President of External Affairs and Dean of Graduate Studies. It was built around 1870. William C. Gorgas most likely worked in this building. Fort Brown Post Records designate it as a Medical Supply & Detention Barracks in 1936 and Medical Offices, Lab & Isolation Wards in 1942. It was once the physics lab for the college. Later it was used by the Financial Aid office.
