AbstractKnowledge is a source of competitive advantage but moves towards inter‐organizational collaboration mean that firms must give a high priority to knowledge management to ensure that they obtain maximum benefit from both internally generated and acquired knowledge. Knowledge transfer either to collaborators or internally is performed both on a person‐to‐person basis or more often by machine‐to‐person interaction. While knowledge management has been researched, there is little work that tries to model the fundamental interactions between repositories of knowledge or expertise and those seeking to acquire it. This paper introduces the concept of a knowledge management consultation system. The paper provides a characterization of the structure and functioning of such a system, in particular considering its necessary components, and distinguishes between knowledge, need and the carriers of these components. A model incorporating these components is proposed and an example is used to illustrate the scope and relationship of the components within the model. Implications of the model and its role in a research agenda for organizationally useful knowledge management systems are presented. Copyright © 2001 John Wiley & Sons, Ltd.

Component 1: Supporting Implementation of MSP Sub-component 1.3.3: Data Information requirements for MSP The implementation of Maritime Spatial Planning (MSP), defined in the MSP Directive 2014/89/EU requires high quality maritime spatial data and information. Data sharing is favored by Maritime Spatial Data Infrastructures (MSDI). This type of infrastructure improves access to data and provides information on the MSP policies implemented in the neighbouring countries. MSDIs contribute to enable access to data and information. It is a basis for discussion and exchange and promotes cross-border cooperation. This report aims to transfer the knowledge built in the SIMNORAT project context, related to MSP transboundary data sharing. It also analyses the opportunities and limits of data interoperability improvement activities undertaken, at each steps of the data management process: - Information flow: collection, publication and dissemination - Understand: production of metadata - Represent: displaying the datasets - Enhance: explain and enrich the information ; This report was produced as part of SIMNORAT Project (Grant Agreement N0. That is why the European Parliament and the Council have adopted a legislation to create a common framework for maritime spatial planning in Europe. The Driving African Capacity-Building in Disaster Management (AFRICAB) Final Report recognises that significant progress has been made in recent years aimed at improving the disaster management (DM) system of Sierra Leone, including the passing of new legislation in 2020, the establishment of a dedicated National Disaster Management Agency (NDMA) in November 2020 and the continuing development of a successful pillar-system for the coordination of disaster response. Nevertheless, using innovative Single Points of Failure (SPOF) diagnostics and techniques, refined at Bournemouth University Disaster Management Centre (BUDMC) and based on research involving 559 participants over the period September 2018 to July 2021, this Final Report also confirms that there remain many relatively manageable areas, such as technical, procedural, human, physical and economic issues that have large and detrimental consequences for effective DM in Sierra Leone. This AFRICAB Final Report offers 8 recommendations for future action focusing on addressing technical, coordination, communication, capacity-building, procedural, human, physical and economic areas of SPOF. Each of these recommendations also includes specific and immediate action points for consideration by policymakers and stakeholders in Sierra Leone. By focusing on practical initiatives, the intention is that this AFRICAB Final Report can contribute in helping national and local disaster managers, policymakers and stakeholders on their journey towards further enhancing the DM system of the country.
