The article is devoted to the results of the study «Value orientations of Ivano-Frankivsk's general secondary institutions students" conducted by the Educational and Scientific Center of Sociological Research of Precarpathian region of SHEI "Vasyl Stefanyk Precarpathian National University". This research project has been supported by the Canadian Institute of Ukrainian Studies (University of Alberta) and it has been implemented together with the Department of Education and Science of the Executive Commitee of Ivano-Frankivsk City Council in 2015. According to the research methodology, 28 Ivano-Frankivsk's schools have been involved to the research procedure, 774 respondents have participated in this project, which accounts for 68, 7%. The statistical sampling error (with a probability of 0.95) hasn't exceeded 1, 98%. When it comes to the youth, especially teens, so it is quite substantial that this particular social and demographic group tend to implicate two significant patterns of everyday behavior (learning and leisure), which are obvious and by far very important socialization process components in terms of their personal and social development. In line with collected data, Ivano-Frankivsk's graduates tend to relay on their personal informational sources such as social network (45, 5%), family and relatives (38, 7 5). Nevertheless, by a narrow margin more than half of respondents said, that when it comes to the reliable information source, they would choose traditional public media (55, 4%). Official governmental institutions aren't among those institutions, which are able to provide reliable information in line with Ivano-Frankivsk teens' opinions. Roughly one out of ten respondents agreed, that official governmental institutions may offer correct data or reliable information. Ivano-Frankivsk teens' leisure practices were considered in this study as well. The study revealed that It turned out that the most demanded among others are comedy films (74, 7%), and the least interesting for the teenage audience are artistic films like musicals (11.2%) or art house films (9, 1%). Additionally, fantasy (44, 7%) and horror (40, 5%) movies are on the demand top as well in terms of teens' point of view. In the long run, it has been concluded that in fact they are communicative practices, which consist mainly in terms of teens' leisure time spending patterns. ; В статье представлены результаты исследования «Ценностные ориентации учащихся выпускных классов г. Ивано-Франковск», проведенного Учебно-научным центром социологических исследований Прикарпатья ГВУЗ «Прикарпатский национальный университет имени Василия Стефаника» в рамках соглашения о сотрудничестве между главным управлением образования и науки Ивано-Франковской областной государственной администрации и Прикарпатским национальным университетом, а также в рамках соглашения о сотрудничестве между управлением образования и науки исполнительного комитета Ивано-Франковського городского совета и Прикарпатским национальным университетом и при финансовой поддержке Канадского института украинских студий в 2015 году. Представлены данные опроса об источниках получения информации учащимися выпускных классов г. Ивано-Франковск. Рассмотрены жанровые и стилистические предпочтения данной социально-демографической группы, определен бюджет свободного времени в оценках подростковой молодежи областного центра Прикарпатья. Проанализированы ответы выпускников общеобразовательных учебных заведений Ивано-Франковска в контексте теоретических подходов объяснения подросткового периода социализации в условиях современного общества. Выяснено наличие признаков сдвига идентичности исследуемой социально-демографической группы, выявлено фактическую дисфункцию традиционных медиа в смысле источников информации для подрастающего поколения. Оценено влияние фактора межкультурной коммуникации на досуговые практики подростковой молодежи в контексте ценностного дискурса молодежи приграничья Восточной и Центральной Европы. Отмечено необходимость и потребность усиления информационной и медиа грамотности подросткового поколения усилиями профильных институтов. Сделан вывод о том, что досуговые практики подростков фактически является коммуникативными практиками по форме и содержанию. ; У статті презентовано результати дослідження «Ціннісні орієнтації учнів випускних класів м. Івано-Франківськ», проведеного Навчально-науковим центром соціологічних досліджень Прикарпатського регіону ДВНЗ «Прикарпатський національний університет імені Василя Стефаника» в рамках угоди про співпрацю між головним управлінням освіти і науки Івано-Франківської обласної державної адміністрації та Прикарпатським національним університетом, а також в рамках угоди про співпрацю між управлінням освіти і науки виконавчого комітету Івано-Франківської міської ради та Прикарпатським національним університетом та за фінансової підтримки Канадського інституту українських студій у 2015 році. Представлено дані опитування щодо джерел отримання інформації учнями випускних класів м. Івано-Франківськ. Розглянуто жанрові та стильові вподобання даної соціально-демографічної групи, окреслено бюджет вільного часу в оцінках підліткової молоді обласного центру Прикарпаття. Проаналізовано відповіді випускників загальноосвітніх навчальних закладів м. Івано-Франківськ у контексті теоретичних підходів пояснення підліткового періоду соціалізації в умовах сучасного суспільства. З'ясовано наявність ознак зсуву ідентичності досліджуваної соціально-демографічної групи, виявлено фактичну диcфункцію традиційних медіа в сенсі джерел інформації для підростаючого покоління. Оцінено вплив фактору міжкультурної комунікації на дозвіллєві практики підліткової молоді в контексті ціннісного дискурсу молоді прикордоння Східної та Центральної Європи. Наголошено на потребі і необхідності посилення інформаційної та медіа грамотності підліткового покоління зусиллями профільних інституцій. Зроблено висновок про те, що дозвіллєві практики підлітків фактично є комунікативними практиками за формою та змістом.

The object of research is renewable energy sources as the basis for the development of renewable energy in Ukraine. Problems in the implementation of objects in this industry are the need to apply measures for their safe operation and less profitability of renewable energy sources compared to traditional ones. This is due to the high cost of equipment and significant costs to ensure technological processes. Increasing the share of renewable energy sources in the total energy balance will require government subsidies to the industry.It has been proven that the application of the cartographic approach allows determining the optimal locations of renewable energy facilities from an economic point of view and taking into account a number of equally important factors, in particular, social and environmental impact. The next methods are used:cartographic – when applying modeling techniques for building maps of renewable energy resources;geo-informational – in the process of collecting and processing information about resources, objects and factors for the development of renewable energy;statistical – at the stage of calculating the energy potential of wind energy, solar energy, geothermal and hydrological resources.The maps for the above-mentioned renewable energy directions are presented, recommendations on the optimal areas for the construction of energy facilities are given on the example of Kharkiv region (Ukraine). So, location:wind power plants are recommended in Vovchansk, Kharkiv, Velykyi Burluk regions;solar power plants – in Blyzniuky, Pervomaiskyi, Balakliia, Izium, Lozova and Borova;geothermal power plants – in the south of Barvinkove and Blyzniuky, southeast of Izium, Borova and Lozova districts.Perspectives for locating small hydropower stations within the study area are sections of the Siverskyi Donets, Udy, Berestova, Mzha, Merla rivers.The dependence of the economic efficiency of wind, solar, geothermal energy and small hydropower facilities on factors such as:distance of transportation of energy raw materials and finished energy to consumers;heat loss;cost of investment in the construction of infrastructure (power lines, electrical substations, heating networks). ; Объектом исследования являются альтернативные источники энергии как основа развития альтернативной энергетики Украины. Проблемами на пути внедрения объектов данной отрасли являются необходимость применения мер для безопасного их функционирования и меньшая рентабельность альтернативных источников энергии по сравнению с традиционными. Это объясняется высокой стоимостью оборудования и существенными затратами на обеспечение технологических процессов. Увеличение доли возобновляемых источников энергии в общем энергобалансе потребует государственного субсидирования отрасли.Доказано, что применение картографического подхода позволяет определить оптимальные места расположения объектов альтернативной энергетики с экономических позиций и учесть ряд не менее важных факторов, в частности, социальное и экологическое влияние. В ходе исследования использованы методы:картографический – при применении приемов моделирования для построения карт альтернативных энергетических ресурсов;геоинформационный – в процессе сбора и обработки информации о ресурсах, объектах и факторах развития альтернативной энергетики;статистический – на этапе расчета энергетического потенциала ветроэнергетических, гелиоэнергетических, геотермальных и гидрологических ресурсов.Представлены карты для указанных выше направлений альтернативной энергетики, даны рекомендации относительно оптимальных районов строительства энергетических объектов на примере Харьковской области (Украина). Так, расположение:ветроэлектростанций рекомендуется в Волчанском, Харьковском, Великобурлукском районах;солнечных электростанций – в Близнюковском, Первомайском, Балаклейском, Изюмском, Лозовском и Боровском районах;геотермальных – на юге Барвенковского и Близнюковского, юго-востоке Изюмского, Боровского и Лозовского районов.Перспективными для размещения створов малых гидроэлектростанций в пределах территории исследования являются участки рек Северский Донец, Уда, Берестовая, Мож, Мерла.Рассмотрена зависимость экономической эффективности объектов ветровой, солнечной, геотермальной энергетики и малой гидроэнергетики от таких факторов, как:расстояние транспортировки энергетического сырья и готовой энергии потребителям;теплопотери;стоимость капиталовложений в строительство инфраструктуры (линий электропередачи, электрических подстанций, теплосетей). ; Об'єктом дослідження є альтернативні джерела енергії як основа розвитку альтернативної енергетики України. Проблемами на шляху впровадження об'єктів даної галузі є необхідність застосування запобіжних заходів для безпечного їх функціонування та менша рентабельність альтернативних джерел енергії у порівнянні з традиційними. Це пояснюється високою вартістю обладнання й суттєвими витратами на забезпечення технологічних процесів. Збільшення частки відновлюваних джерел енергії в загальному енергобалансі вимагатиме державного субсидування галузі.Доведено, що застосування картографічного підходу дозволяє визначити оптимальні місця розташування об'єктів альтернативної енергетики з економічних позицій та врахувати низку не менш важливих факторів, зокрема, соціальний та екологічний вплив. У ході дослідження використано методи:картографічний – під час застосування прийомів моделювання для побудови карт альтернативних енергетичних ресурсів;геоінформаційний – у процесі збору та обробки інформації про ресурси, об'єкти та фактори розвитку альтернативної енергетики;статистичний – на етапі розрахунку енергетичного потенціалу вітроенергетичних, геліоенергетичних, геотермальних та гідрологічних ресурсів.Представлено карти для означених вище напрямків альтернативної енергетики, надано рекомендації щодо оптимальних районів будівництва енергетичних об'єктів на прикладі Харківської області (Україна). Так, розташування:вітроелектростанцій рекомендується у Вовчанському, Харківському, Великобурлуцькому районах;сонячних електростанцій – у Близнюківському, Первомайському, Балаклійському, Ізюмському, Лозівському та Борівському районах;геотермальних – на півдні Барвінківського і Близнюківського, південному сході Ізюмського, Борівського та Лозівського районів.Перспективними для розташування створів малих гідроелектростанцій у межах території дослідження є ділянки річок Сіверський Донець, Уда, Берестова, Мож, Мерла.Розглянуто залежність економічної ефективності об'єктів вітрової, сонячної, геотермальної енергетики та малої гідроенергетики від таких факторів, як:відстань транспортування енергетичної сировини та готової енергії до споживачів;тепловтрати;вартість капіталовкладень у будівництво інфраструктури (ліній електропередачі, електричних підстанцій, тепломереж).

Досліджено проблеми формування і розвитку системи надання адміністративних послуг, визначено основні тенденції удосконалення системи надання адміністративних послуг в Україні як умови забезпечення ефективності впровадження електронних послуг. ; Problem setting. Quality of administrative services is an important factor in ensuring the proper living conditions for citizens. In present-day conditions of reforming the socio-economic system of Ukraine and developing an information and innovation society, the state-society relations are being improved through information and communication technologies. In 2006, the Cabinet of Ministers of Ukraine approved the Concept for development of the administrative services system by executive authorities, and today this issue has become one of the priorities in state policy.It has been six years since the Law of Ukraine On Administrative Services was adopted, and despite many progressive developments in this area, the current state of administrative services, including electronic services, and development of this system in general, requires further improvement steps both from the state bodies and local self-government bodies.Recent research and publications analysis. Both domestic and foreign scientists such as V. Averyanov, I. Koliushko, Ye. Kurinyi, R. Kuybida, N. Nyzhnyk, V. Tymoschuk, V. Tsypuk, A. Chemerys and others devoted their researches to the system of administrative services in Ukraine, directions of its development and improvement.Highlighting previously unsettled parts of the general problems. The objective of the paper is to study the main trends of the information society development in Ukraine and identify the main directions of further development of administrative services system.Paper main body. Since the conceptual framework of state policy in the area of administrative services provision was adopted, a number of important steps have been taken towards the implementation of key principles and objectives for development of this area. The number and quality of administrative services in administrative service centers tends to improve annually, however, today some aspects of work of such centers, working in the single window format, need to be improved.Despite the fact that the Law On Administrative Services provides for measures to inform citizens about the services provision at the Center for Administration Services, a number of centers do not have their own website, and have not posted information about their activities on the Unified State Administration Services Portal. An important step towards development of the system for administrative services was the Order No. 918-p adopted by the Cabinet of Ministers of Ukraine dated November 16, 2016, which approved the Concept for development of the electronic services system in Ukraine. This concept defines the main directions, mechanisms and stages of an effective system for administrative and other public services in electronic form in Ukraine.It should be noted that the service quality in the centers for administrative services in different cities, as well as the volume of such services, in particular the most popular among citizens administrative services of executive power bodies, are different.Ensuring the qualitative administrative services requires constant monitoring and control over the work of the Center for Administration Services. This task has been entrusted to the Ministry of Economic Development and Trade of Ukraine. The Ministry's monitoring includes a number of criteria that enable to assess the work of the centers and convenience of their services, such as, for example, information about the premises of the centers, the volume of administrative services provided through them, in particular the services of central executive bodies; the provision of related services in the centers, the availability of electronic services, the process state of connecting these centers to the main state registers, etc.An important point in improving the administrative services is the feedback from citizens, who are consumers of administrative services; it is essential to quality assessment. Different forms of feedback allow the subject of administrative services provision to receive information about the interests and needs of citizens-consumers of services, identify service disadvantages and areas for services improving in accordance with the needs of consumers. Feedback from citizens for the purpose of research and public opinion in the provision of services is an integral part of the activity of centers for administrative services in the countries of the European Union. It is obligatory to monitor such centers activities; it shall be carried out by the municipal authorities on a regular basis.Conclusions of the research and prospects for further studies. Thus, the priority tasks and directions of the state policy in administrative services should be:1. Further decentralization of administrative services and development of administrative services network.2. Implementation of information and communication technology into administrative services and automation of administrative services delivery system. In particular, development of electronic services, on-line counseling, preliminary electronic record, electronic queue, electronic document circulation.3. Improving the quality of administrative services. In particular, introduction and improvement of administrative services standard, feedback from the consumer, involvement of citizens-consumers of services in controlling the quality of administrative services, improving the methodology for monitoring and evaluating the quality of administrative services provision.

This doctoral dissertation responds to the call on the management community to refocus on real-world problems amid the current trend towards increasing urbanization. The first strategy scholar, who applied his model of competitive advantage of firms to nations, cities or places, was Michael Porter. Since then, scholars form other disciplines such as economics, economic geography, sociology and urban planning took over the debate on the competitiveness of cities. In this thesis, I make a first step and show that the field of strategic management can indeed contribute to the question of how cities can achieve a sustainable competitive advantage beyond the Porterian concepts. Mere resources are frequently insufficient to generate competitiveness in our increasingly demanding world; urban administrators, policymakers and other practitioners concerned with the management of their place need capabilities to use resources efficiently while adapting to their changing environments. Therefore, I argue for the value of extending the resource-based theory – especially, its dynamic refinement, the theory of resource orchestration – to answer the question how places can achieve a sustainable competitive advantage. I develop a four-step process framework of strategically managing resources and developing capabilities that includes (a) structuring their resource portfolio, (b) bundling resources to capabilities, (c) leveraging capability configurations and (d) continuously synchronizing each activity. I try to give this model its specific urban shape by zooming into the city and empirically applying it to the internationally growing urban governance tool of Business Improvement Districts (BIDs). The first empirical study emphasizes one particularly important, place-specific resource, namely social capital, and examines the unique relationships between social capital and resource bundling based on archival, interview and direct observation data of 12 BIDs in New York City. The findings suggest that each component of the resource bundling process mediates between social capital and the BID's capability to function as community development entity. The second empirical study focusses on capability leveraging and elaborates this resource orchestration step in the context of 15 BID-government relationships in the City of Hamburg. This chapter advances qualitative research to disentangle the actual processes of strategy development, coordination and implementation between public and private actors. It identifies different leveraging approaches and collaborative outcomes depending on the social capital configurations of the BID-government relationships. By focusing on the partnerships' networks of relationships, inherent interests and capabilities that enable (or inhibit) public and private actors to work together, the study makes an important contribution to the literature, theorizing the entire process of how public-private collaborations are strategically managed. Combined, this dissertation informs theory and practice on the strategic management of cities and BIDs. The focus shifts from viewing them as black box, through which certain inputs flow to become outputs, towards the development of capabilities for policymakers, administrators and practitioners that allow them to utilize resources efficiently and establish structures to work collaboratively. Hereby, I show and explain how places can affect their development trajectories through conscious managerial actions taken to increase their performance. ; Inmitten des aktuellen Urbanisierungstrends bietet diese Dissertation eine Antwort auf den Aufruf der Management-Community, sich wieder auf reale gesellschaftliche Problemstellungen zu konzentrieren. Der erste Managementforscher, der sein Modell zur Entwicklung von Wettbewerbsvorteilen von Firmen auf Nationen, Städte oder Orte im Allgemeinen anwandte, war Michael Porter. Seither bestimmen Forscher der Volkswirtschaftslehre, Wirtschaftsgeographie, Soziologie und Stadtplanung die Diskussion zur Wettbewerbsfähigkeit von Städten. Die vorliegende Arbeit zeigt, dass die Disziplin des Strategischen Managements, über die Porter'schen Konzepte hinaus, durchaus zur Frage, wie Städte einen Wettbewerbsvorteil aufbauen und dauerhaft erhalten können, beitragen kann. Häufig führt nicht alleinig der Besitz von wettbewerbsrelevanten Ressourcen zu kompetitiven Vorteilen; städtische Verwalter, politische Entscheidungsträger und andere Praktiker, die sich mit dem strategischen Management ihres Ortes beschäftigen, brauchen Fähigkeiten, um Ressourcen effizient zu nutzen und sich an wandelnde Umweltbedingungen anzupassen. Eine Ausweitung der Erkenntnisse der ressourcenbasierten Theorie, insbesondere des Modells der Ressourcenorchestrierung, auf die Analyse der Stadt, kann helfen die Frage zu beantworten, wie Städte langfristig Wettbewerbsvorteile erlangen. Diese Arbeit entwickelt ein vierstufiges Prozessmodell zur Entwicklung und Anwendung von Managementfähigkeiten im urbanen Kontext, welches (a) das Strukturieren von Ressourcen, (b) das Bündeln dieser Ressourcen zu Fähigkeitskonfigurationen, (c) das wirkungsvolle Einsetzen dieser Fähigkeitskonfigurationen und (d) die kontinuierliche Synchronisierung jeder Aktivität umfasst. Diesem Modell wird seine spezifische urbane Form durch seine empirische Untersuchung in Business Improvement Districts (BIDs) gegeben, ein sich international verbreitendes städtisches Governance-Tool. Die erste empirische Studie betont eine besonders wichtige, ortsspezifische Ressource, nämlich das Sozialkapital, und untersucht die einzigartigen Beziehungen zwischen Sozialkapital und Ressourcenbündelung auf der Grundlage von Archiv-, Interview- und direkten Beobachtungsdaten von 12 BIDs in New York City. Die Ergebnisse deuten darauf hin, dass jede Komponente des Ressourcenbündelungsprozesses als Mediator zwischen Sozialkapital und der Fähigkeit des BID zur Quartiersentwicklung beizutragen fungiert. Die zweite empirische Untersuchung fokussiert sich auf das Capability Leveraging, also das wirkungsvolle Einsetzen von Fähigkeitskonfigurationen, und erforscht diesen Ressourcenorchestrierungsprozess anhand von 15 Hamburger BIDs und ihren Beziehungen zur Stadtverwaltung. Mithilfe eines qualitativen Forschungsansatzes werden Koordination, Strategieentwicklung und -umsetzung zwischen öffentlichen und privaten Akteuren analysiert. In Abhängigkeit von den jeweiligen Sozialkapitalkonfigurationen der BID-Stadt Beziehungen, werden verschiedene Leveraging-Ansätze und kollaborative Ergebnisse identifiziert. Durch die Fokussierung auf Partnerschaftsnetzwerke, inhärente Interessen und Fähigkeiten, welche öffentliche und private Akteure in die Lage versetzen (oder dran hindern) zusammenzuarbeiten, leistet die Studie einen wichtigen Forschungsbeitrag, da sie den gesamten Prozess, wie öffentlich-private Kooperationen gemanagt werden, theorisiert. Insgesamt leistet diese Dissertation einen Beitrag zur Theorie und Praxis des strategischen Managements von Städten und BIDs. Der Fokus verschiebt sich von der Betrachtung von Städten und ihren Untereinheiten als Black Box, in welcher bestimmte Inputs zu Outputs verwandelt werden, auf die Entwicklung von Fähigkeiten für Politiker, Verwalter und weitere städtische Stakeholder. Diese erlauben es ihnen ihre Ressourcen effizient zu nutzen und Strukturen zur kollaborativen Zusammenarbeit zu schaffen. Hiermit zeige und erkläre ich, wie Orte ihre Entwicklungspfade durch bewusste Managementmaßnahmen beeinflussen können, um ihre Wettbewerbsfähigkeit zu erhöhen.

Context. Several works have found an increase of the abundances of the s-process neutron-capture elements in the youngest Galactic stellar populations. These trends provide important constraints on stellar and Galactic evolution and they need to be confirmed with large and statistically significant samples of stars spanning wide age and distance intervals. Aims. We aim to trace the abundance patterns and the time evolution of five s-process elements - two belonging to the first peak, Y and Zr, and three belonging to the second peak, Ba, La, and Ce - using the Gaia-ESO IDR5 results for open clusters and disc stars. Methods. From the UVES spectra of cluster member stars, we determined the average composition of clusters with ages >0.1 Gyr. We derived statistical ages and distances of field stars, and we separated them into thin and thick disc populations. We studied the time-evolution and dependence on metallicity of abundance ratios using open clusters and field stars whose parameters and abundances were derived in a homogeneous way. Results. Using our large and homogeneous sample of open clusters, thin and thick disc stars, spanning an age range larger than 10 Gyr, we confirm an increase towards young ages of s-process abundances in the solar neighbourhood. These trends are well defined for open clusters and stars located nearby the solar position and they may be explained by a late enrichment due to significant contribution to the production of these elements from long-living low-mass stars. At the same time, we find a strong dependence of the s-process abundance ratios on the Galactocentric distance and on the metallicity of the clusters and field stars. Conclusions. Our results, derived from the largest and most homogeneous sample of s-process abundances in the literature, confirm the growth with decreasing stellar ages of the s-process abundances in both field and open cluster stars. At the same time, taking advantage of the abundances of open clusters located in a wide Galactocentric range, these results offer a new perspective on the dependence of the s-process evolution on the metallicity and star formation history, pointing to different behaviours at various Galactocentric distances.© 2018 ESO. ; We are grateful to the referee for her/his comments and suggestions, which improved the quality of the paper. This thesis took its point of departure in the lack of research regarding the intricate and important relationship between roles and routines. With roles and routines providing individuals with enough discretion to accomplish work while ensuring consistency, the overall research question posed was: how do roles and routines interplay to enable flexible performances? This question was operationalized through three sub questions: (1) why are roles and routines flexible, (2) how do roles and routines interplay, and (3) what contextual aspects influence which patterns come into play? The purpose was to increase the understanding of the interplay of roles and routines in organizations. The theoretical basis was built up in three steps. First, the foundations of roles and routines were explored separately, laying the basis for further conceptualizations. Second, overlaps of role and routine studies were explored, highlighting their contributions to current understandings. Third, through a joint discussion of the fields, commonalities between the two areas were put forth. Central to this were the ontological foundations in performances, and re-enacting the duality of structure and agency. The theoretical work resulted in a conceptual framework, which integrated roles and routines and served as the basis for unpacking and furthering an understanding of their interplay. In order to fulfil the purpose, and in line with the view on roles and routines as patterns of action, an organizational ethnography of an emergency department at a Swedish university hospital was conducted. Due to its characteristics, this setting represented a unique opportunity to study the interplay. Primarily based on observations, a total of 25 field visits (136,5 hours), 19 interviews, and hundreds of documents, served as the empirical material, which was analysed through iterative rounds of coding. Narratives, visual mapping, and narrative networks, were analytical strategies used in progressively moving from an understanding of the context to the identification of role and routine patterns. Furthering the developed conceptual framework, the findings showed how roles and routines interplay in, and through, performances. Depending on individual, interpersonal, and environmental aspects, scripted and unscripted patterns are situated in performances, which trigger role and routine patterning. Summarized in an integrated framework, which highlights the key findings, this thesis showed how the interplay of roles and routines provides organizations with stability and flexibility. This has implications not only for role and routine theories, but also organization theory in general. Implications, regarding the organizing of work at emergency departments, and other organizations, as well as for educators, the society and governments were also outlined. ; Denna avhandling tog sin utgångspunkt i den relativa bristen på forskning rörande samspelet mellan roller och rutiner. Mot bakgrund av att roller och rutiner simultant både möjliggör för individer att utföra arbete autonomt samtidigt som de upprätthåller kontinuitet så ställdes den övergripande frågan: hur samspelar roller och rutiner för att möjliggöra flexibla ageranden? Frågan operationaliserades genom tre delfrågor: (1) varför är roller och rutiner flexibla, (2) hur samspelar roller och rutiner, och (3) vilka kontextuella aspekter påverkar vilka roll- och rutinmönster som materialiseras? Syftet med avhandlingen var att öka förståelsen för samspelet mellan roller och rutiner i organisationer. Den teoretiska grunden byggdes upp i tre steg. Först utforskades grunderna för roll- och rutinteori separat, vilket utgjorde basen för vidare konceptualiseringar. Därefter undersöktes de överlapp i forskning som existerar mellan roller och rutiner samt dess bidrag till hur vi förstår fenomenen idag. Som ett tredje steg diskuterades de gemensamma dragen i de två områdena. Centralt i detta steg var den gemensamma ontologiska utgångspunkten i återskapande av dualiteten struktur-agentskap. Det teoretiska arbetet utmynnade i ett konceptuellt ramverk där roller och rutiner integrerades och som ligger till grund för vidare förståelse av samspelet. För att uppfylla syftet och i linje med synen på roller och rutiner som mönster av handlingar, genomfördes en organisationsetnografi vid en akutavdelning på ett svenskt universitetssjukhus. Med dess egenskaper representerade detta empiriska sammanhang en unik möjlighet att studera samspelet mellan roller och rutiner. Studien baserades huvudsakligen på observationer, totalt 25 fältbesök (136,5 timmar), 19 intervjuer och hundratals dokument, ett material som analyserades iterativt. Narrativ, visuell kartläggning och narrativa nätverk var analytiska strategier som användes i arbetet att gå från en initial förståelse av sammanhanget till att identifiera roll- och rutinmönster. I utvecklandet av det konceptuella ramverket påvisades hur roller och rutiner samspelar i och genom handlingar. Beroende på individuella, interpersonella och miljömässiga aspekter, situeras skriptade och oskriptade handlingsmönster, vilket utlöser mönsterbildning av roller och rutiner. Sammanfattat i ett integrerat teoretiskt ramverk lyftes de viktigaste resultaten fram vilka visar på hur samspelet mellan roller och rutiner ger organisationer både stabilitet och flexibilitet. Dessa resultat har konsekvenser inte bara för teoribildning om roller och rutiner, utan också för organisationsteori i stort. Resultatens konsekvenser för arbete vid akutavdelningar och andra organisationer, samt för utbildare och samhälle presenterades slutligen.

Досліджено проблеми формування і розвитку системи надання адміністративних послуг, визначено основні тенденції удосконалення системи надання адміністративних послуг в Україні як умови забезпечення ефективності впровадження електронних послуг. ; Problem setting. Quality of administrative services is an important factor in ensuring the proper living conditions for citizens. In present-day conditions of reforming the socio-economic system of Ukraine and developing an information and innovation society, the state-society relations are being improved through information and communication technologies. In 2006, the Cabinet of Ministers of Ukraine approved the Concept for development of the administrative services system by executive authorities, and today this issue has become one of the priorities in state policy.It has been six years since the Law of Ukraine On Administrative Services was adopted, and despite many progressive developments in this area, the current state of administrative services, including electronic services, and development of this system in general, requires further improvement steps both from the state bodies and local self-government bodies.Recent research and publications analysis. Both domestic and foreign scientists such as V. Averyanov, I. Koliushko, Ye. Kurinyi, R. Kuybida, N. Nyzhnyk, V. Tymoschuk, V. Tsypuk, A. Chemerys and others devoted their researches to the system of administrative services in Ukraine, directions of its development and improvement.Highlighting previously unsettled parts of the general problems. The objective of the paper is to study the main trends of the information society development in Ukraine and identify the main directions of further development of administrative services system.Paper main body. Since the conceptual framework of state policy in the area of administrative services provision was adopted, a number of important steps have been taken towards the implementation of key principles and objectives for development of this area. The number and quality of administrative services in administrative service centers tends to improve annually, however, today some aspects of work of such centers, working in the single window format, need to be improved.Despite the fact that the Law On Administrative Services provides for measures to inform citizens about the services provision at the Center for Administration Services, a number of centers do not have their own website, and have not posted information about their activities on the Unified State Administration Services Portal. An important step towards development of the system for administrative services was the Order No. 918-p adopted by the Cabinet of Ministers of Ukraine dated November 16, 2016, which approved the Concept for development of the electronic services system in Ukraine. This concept defines the main directions, mechanisms and stages of an effective system for administrative and other public services in electronic form in Ukraine.It should be noted that the service quality in the centers for administrative services in different cities, as well as the volume of such services, in particular the most popular among citizens administrative services of executive power bodies, are different.Ensuring the qualitative administrative services requires constant monitoring and control over the work of the Center for Administration Services. This task has been entrusted to the Ministry of Economic Development and Trade of Ukraine. The Ministry's monitoring includes a number of criteria that enable to assess the work of the centers and convenience of their services, such as, for example, information about the premises of the centers, the volume of administrative services provided through them, in particular the services of central executive bodies; the provision of related services in the centers, the availability of electronic services, the process state of connecting these centers to the main state registers, etc.An important point in improving the administrative services is the feedback from citizens, who are consumers of administrative services; it is essential to quality assessment. Different forms of feedback allow the subject of administrative services provision to receive information about the interests and needs of citizens-consumers of services, identify service disadvantages and areas for services improving in accordance with the needs of consumers. Feedback from citizens for the purpose of research and public opinion in the provision of services is an integral part of the activity of centers for administrative services in the countries of the European Union. It is obligatory to monitor such centers activities; it shall be carried out by the municipal authorities on a regular basis.Conclusions of the research and prospects for further studies. Thus, the priority tasks and directions of the state policy in administrative services should be:1. Further decentralization of administrative services and development of administrative services network.2. Implementation of information and communication technology into administrative services and automation of administrative services delivery system. In particular, development of electronic services, on-line counseling, preliminary electronic record, electronic queue, electronic document circulation.3. Improving the quality of administrative services. In particular, introduction and improvement of administrative services standard, feedback from the consumer, involvement of citizens-consumers of services in controlling the quality of administrative services, improving the methodology for monitoring and evaluating the quality of administrative services provision.

The peculiarities of the formation and functioning of three models of the information direction of policy of the national interests' protection of the states of the world – the subsidiary (USA, UK, EU and NATO), vertical (Russian Federation) and transitional (Ukraine) models – are revealed.It is determined that the subsidiary model focuses on the horizontal informational and communicative interaction between the structural elements of the political system. Its purpose is to create an extensive network of process participants who can independently counteract threats and ensure the implementation of the policy of national interests' protection on the ground.The vertical model focuses on creation of the clear vertical line of the development and implementation of the information direction of policy of national interests' protection. The participation of a wide range of stakeholders in its development and implementation is limited. The basic structural elements of the system are the government, ministries and departments, media-controlled authorities, civil society institutions that execute the agenda developed by the "center".The transitional model is characterized by a combination of vertical and subsidiary models with the subsequent transition to the latter.The features of access and control over the political discourse of each model are distinguished. It is determined that the subsidiary model is oriented on the achievement of a consensus between the state and society, the plurality of opinions, the inclusion of a large number of interested individuals/groups in the development and implementation of policies, including informational one. The state delegates some of its powers to society, and these allows it to be involved in the development, translation and transformation of discourse within the limits of the allowed parameters.The vertical model relies on tight control and subordination of the periphery to the center and eliminates any alternatives. The administrative-command approach allows to make decisions and to fill the political space with the necessary meanings and images fast enough without coordinating the interests of stakeholders which affect the preferences of target audiences. This testifies to full access and control over the production and distribution of political discourse.In the transitional model, emphasis is made on finding optimal options for the development and dissemination of discourse in transit conditions, changes in the management systems of local territories, delegation of part of the powers to the territorial communities, including powers in the information and communication. The peculiarity of such a state is the lack of a single consolidated discourse that would suit most of the interest groups. This situation creates conditions for the simultaneous existence of several conflicting discourses pretending to dominate, and the risk of capturing political-informational, politicalfigurative and political-semantic spaces by other states. ; Розкрито особливості формування та функціонування трьох моделей інформаційного напряму політики захисту національних інтересів держав світу – субсидіарної (США, Великобританія, ЄС та НАТО), вертикальної (Російська Федерація) та перехідної (Україна).Визначено, що субсидіарна модель орієнтуються на горизонтальну інформаційнокомунікаційну взаємодію між структурними елементами політичної системи. Її метою є створення розгалуженої мережі учасників процесу, які можуть самостійно протидіяти загрозам та забезпечувати реалізацію політики захисту національних інтересів на місцях.Вертикальна – орієнтована на створення чіткої вертикалі вироблення та реалізації інформаційного напряму політики захисту національних інтересів. Участь широкого кола зацікавлених осіб у її розробці та реалізації обмежена. Базовими структурними елементами системи є уряд, міністерства та відомства, підконтрольні владі ЗМІ, інститути громадянського суспільства, які виконують порядок денний, розроблений «центром».Перехідна модель характеризується поєднанням вертикальної та субсидіарної моделей з подальшим переходом до останньої.Виокремлені особливості доступу та контроля над політичним дискурсом кожної моделі. Визначено, що субсидіарна модель орієнтована на досягнення консенсусу між державою та суспільством, плюралізм думок, включення великої кількості зацікавлених осіб/груп у вироблення та реалізацію політики, у т.ч. інформаційної. Держава делегує частину своїх повноважень суспільству, що дозволяє йому долучатись до вироблення, трансляції та трансформації дискурсу у рамках дозволених параметрів.Вертикальна модель спирається на жорстке управління та підпорядкування периферії центру, що виключає будь-які альтернативи. Адміністративно-командний підхід дозволяє достатньо швидко, без узгодження інтересів зацікавлених сторін, приймати рішення та наповнювати політичний простір необхідними смислами та образами, які впливають на уподобання цільових аудиторій. Це свідчить про повний доступ і контроль над виробництвом та розповсюдженням політичного дискурсу.В перехідній моделі акценти робляться на пошук оптимальних варіантів вироблення та поширення дискурсу в умовах транзиту, зміни систем управління локальними територіями, делегуванням частини повноважень до територіальних громад, у т.ч. в інформаційно-комунікаційній сфері. Особливістю такого стану є відсутність єдиного консолідованого дискурсу, який би влаштовував більшість груп інтересів. Така ситуація створює умови для одночасного існування кількох суперечливих дискурсів, що претендують на домінування, та ризик захоплення політикоінформаційного, політико-образного та політико-смислового просторів іншими державами.

Problem setting. This article deals with the modern world, where young people live and develop in the environment of many different sources of powerful influence on them, both positive and negative, which everyday impacts on the unsustainable intellect and feelings of youth, the sphere of morality that is being formed. The morale of the young generation is falling rapidly, causing anxiety in the society and the need to take measures to improve the moral situation. Today in society there is a need, and in the state - a social order for a spiritual and moral personality. However, at the state level, there is virtually no regulatory framework and other documents that would deal specifically with moral education, which would regulate the goals, tasks, principles, ways of forming the moral benchmarks for young people.Recent research and publications testify the attention of many scholars to the problem of the fully developed personality formation in particular, moral development and upbringing. Each era advanced new and new complex features of morality, became deeper aware of the mechanisms of its functioning, however, the fact that the need and relevance of moral and educational activities of person and society. Despite of deep-seated work of scientists on these issues, the problem of moral education, the formation of the moral culture of youth remains relevant, and because of the lack of development this problem in terms of modern realities and problems that have arisen in Ukraine, and weak orientation of research into contemporary social and pedagogical reality.Paper objective. Consider some aspects of the significance of moral and morality, find out the problems of modern youth moral education, as well as identify possible ways to solve them.Paper main body. Social life is carried out with the help of many instruments, the most important of which are the morality, which ensures the preservation and support of the collective way of people's life, the establishment of relations, life takes place, self-actualizing members of society, etc. Through observance of moral principles, harmonization of relations is ensured, which creates conditions for the maintenance and reproduction of the actual human way of life. The phenomenal nature of the human invention - morality - is precisely that one person can only act in accordance with morality. Consequently, being moral means to be human.Morality is not a natural characteristic of man, and it is impossible to teach a person moral choice as a certain mathematical formula. However, morality can and should be formed purposefully and persistently. That is the content of moral education. Moral education is one of the types of educational system; it is aimed at influencing people in order to form their moral consciousness, moral qualities and abilities that meet the needs of social life and self-actualization of the individual.The task of upbringing morality gradually disappeared from the list of urgent problems of a developing country. The lack of organized targeted activity to reproduce and develop the morality of the people, first of all, the young generation, is a threat to the viability of both society and the state.The implementation of moral education system and creating social conditions for positive social upbringing today there are many problems that require the search for solutions to them. Among the most important, in our opinion, are the following: social and political, and economic situation of modern Ukraine; lack of communication between the government and society for mutual adequate awareness and mutual influence; the destruction of the traditional way of life, the crisis of the family, the very low moral culture level of most modern parents; the lack of ethical education and the concept of moral education; negative influence of mass media, social networks; insufficient role of religion and church in the moral revival of Ukraine.Conclusions of the research. Some aspects and problems of moral education of young people in Ukraine are not exhaustive. There are both objective and subjective problems,. Morality and moral culture are a purposeful process of education, up-bringing and self-education. The significant role is played by society and the state, which have the duty to create and provide conditions for the moral, and in general, the spiritual development and existence of each person. ; Обосновывается, что нраственность является базовой характеристикой человека, обеспечивающей существование и отельного индивида, и общества в целом.Формирование нравственности – задача не только персональная, но, прежде всего, общественная и государственная.Однако, в современной Украине система нравственного воспитания разбалансирована, ее эффективность минимальна. Рассматриваются проблемы, возникающие в процессе осуществления нравственногго воспитания на современном этапе развития государства, предлагаются некоторые пути их разрешения. ; Обґрунтовується, що моральність є базовою характеристикою людини, що забезпечує існування і окремого індивіда, і суспільства в цілому. Формування моральності – завдання не тільки персональне, а, насамперед, суспільне і державне. Проте, в сучасній Україні система морального виховання розбалансована, її ефективність мінімальна. Розглядаються проблеми, що виникають в процесі здійснення морального виховання на сучасному етапі розвитку держави, пропонуються деякі шляхи їх розв'язання.

This thesis seeks to make both theoretical and empirical contributions to the understanding of intra-EU mobility, with a focus on labour migration from Lithuania to Sweden. Inspired by a critical realist perspective, the thesis aims to help to explain the dynamics and individual decision-making behind mass labour emigration from the Baltic states, its socioeconomic consequences and policy responses. Theoretically, the thesis proposes a model that synthesizes a social transformation approach with an extended version of Hirschman's analytical framework of exit, voice and loyalty. The three empirical articles, based mainly on semi-structured interviews, are situated within this framework. Two of the articles seek to explain the migrants' decision-making process of stay-exit-entrance in the context of the structural-institutional social changes that followed (1) independence from the Soviet Union in 1990; (2) EU accession in 2004; and (3) the 2008/2009 economic crisis with austerity. The third article brings into the debate the perspective of the sending Baltic countries, in a broader context of the East-West migration debate. The dissertation shows that the consequences of the neoliberal policies of the post-communist and post-crisis transformations, together with the construction of formal migration channels after EU accession, constitute various migrant categories. Individual strategies of actively looking for channels to exit and enter, combining them in different ways at various points of the migratory process and establishing informal social networks are re-constituting who can be and who is a migrant. Furthermore, following the economic crisis and austerity measures, the decision to emigrate extends beyond individual survival strategies, instead becoming bound to an individual's perception of the (ine)quality of life and pursuit of a better quality of life for oneself and one's family across time and in different places. Finally, as the interviewed Baltic experts agree, the EU's policy of the free movement is socially and economically problematic, although the official Baltic states' policy responses focus primarily on 'talented' and 'needed' diaspora members' return or engagement. These policies have proved to be inadequate to address demographic and socioeconomic challenges in part brought about by emigration. The structural-institutional conditions, states' and migrants' strategies engender mobility as a social norm in the sending countries and promote and constitute the perpetuation of migration of both 'precarious labour migrants' and 'active talented EU mobile citizens'. ; Avhandlingen avser att bidra både teoretiskt och empiriskt till ökad kunskap om den fria rörligheten inom EU med fokus på arbetskraftmigration från Litauen till Sverige. Inspirerad av kritisk realism som samhällsvetenskaplig metod är syftet att bidra till att förklara såväl dynamiken i som det individuella beslutsfattandet bakom den omfattande arbetsutvandringen från de baltiska staterna samt att diskutera dess socioekonomiska konsekvenser och politiska inverkan. Teoretiskt utgår avhandlingen från en modell som syntetiserar social transformation med en utsträckt version av Hirschmans analytiska ramverk för 'sorti', 'protest' och 'lojalitet'. De tre empiriska artiklarna, som huvudsakligen bygger på semistrukturerade djupintervjuer, ligger inom detta ramverk. Två av artiklarna syftar till att förklara migranternas beslutsprocess i fråga om stay-exit-entrance mot bakgrund av de strukturella och institutionella sociala förändringarna som följde av: (1) självständighetsförklaringen från Sovjetunionen 1990; (2) anslutningen till EU 2004; och (3) den ekonomiska krisen 2008/2009 med följande åtstramningar. Den tredje artikeln för in de baltiska ländernas eget perspektiv i den bredare öst-västliga migrationsdebatten. Avhandlingen visar att följderna av den postkommunistiska neoliberala politiken och omvandlingen efter den ekonomiska krisen, tillsammans med uppbyggnaden av formella migrationskanaler efter anslutningen till EU, bidrar till att skapa olika migrantkategorier. Individuella strategier för att aktivt leta efter kanaler för exit och enter, kombinera dem på olika sätt och utifrån olika stadier i migrationsprocessen samt etablera informella sociala nätverk bidrar till att (re)konstituera vem som kan vara och vem som är en migrant. Vidare, efter den ekonomiska krisen och de införda åtstramningsåtgärderna, handlar beslutet om att emigrera inte bara om individuella överlevnadsstrategier, utan också om individuella uppfattningar om vad som är livskvalitet och inte, (på engelska – (ine)quality of life), liksom strävan efter en bättre livskvalitet för sig själv och sin familj över tid och rum. Slutligen, som de intervjuade baltiska experterna är överens om, är EU:s politik för fri rörlighet socialt och ekonomiskt problematiskt, även om den officiella baltiska politiken i första hand fokuserar på 'begåvade' och 'nödvändiga' diasporamedlemmars engagemang eller återvändande. Denna politik har visat sig vara otillräcklig för att ta itu med demografiska och socioekonomiska utmaningar som delvis orsakades av utvandring. De strukturella institutionella förhållandena och staternas och migranternas strategier skapar rörlighet som en social norm i länder med framträdande utvandring och bidrar till fortsatt migration, både vad gäller 'prekära arbetskraftsmigranter' och 'aktiva och begåvade EU-mobila medborgare'.

Geographic information systems are increasingly being used in the military sphere and allow a new approach of collecting, processing, displaying and disseminating spatial information, data and knowledge of the territory for effective using in solving military-application problems related to inventory, analysis, modeling, forecasting and management of troops in the context of military operations. This feature stipulates the necessity of processing, not only geographic information, but also operational information, the main component, which is intelligence information. The addition of operational information to the geographic information systems, as a separate component, leads to increased computational complexity and a decrease in their efficiency. In order to increase the efficiency of the application of special-purpose geoinformation systems, reducing computing complexity and creating application software, the author of this article carried out a comparative analysis of the methods of handling various types of intelligence information in geoinformation systems of special purpose. This article uses the basic provisions of the theory of fuzzy sets, factor analysis, the theory of expert systems, neural networks, artificial intelligence, chaotic time series, spectral analysis methods, and others. According to the results of the comparative analysis of the methods of processing various types of intelligent information in geoinformation systems of special purpose, it has been established, that the most expedient method for obtaining an integrated assessment, based on the analysis of factors presented in numerical and verbal form is to use the method of the theory of fuzzy sets and fuzzy output. The direction of further research should be considered the development of a methodology for processing various types of intelligence information in special-purpose geoinformation systems and the development of a method for configuring the knowledge bases of modern information systems for processing various types of intelligence information in special-purpose geographic information systems, based on a genetic algorithm. ; Геоінформаційні системи все частіше використовуються у військовій сфері та дозволяють по-новому підходити до збору, обробки, відображення і розповсюдження просторової інформації, даних і знань про територію для ефективного використання при вирішенні військово-прикладних задач, пов'язаних з інвентаризацією, аналізом, моделюванням, прогнозуванням та управлінням військами в умовах ведення воєнних дій. Зазначена особливість обумовлює необхідність обробки не тільки географічної інформації, але й оперативної інформації, основною складовою якої є розвідувальна інформація. Додавання оперативної інформації в геоінформаційні системи, як окремої складової призводить до підвищення обчислювальної складності та зниження їх ефективності. З метою підвищення ефективності застосування геоінформаційних систем спеціального призначення, зниження обчислювальної складності та створення прикладного програмного забезпечення автором в зазначеній статті проведений порівняльний аналіз методів обробки різнотипної розвідувальної інформації в геоінформаційних системах спеціального призначення. В зазначеній статті використані основні положення теорії нечітких множин, факторного аналізу, теорії експертних систем, нейронних мереж, штучного інтелекту, хаотичних часових рядів, методів спектрального аналізу та інші. За результатами проведеного порівняльного аналізу методів обробки різнотипної розвідувальної інформації в геоінформаційних системах спеціального призначення встановлено, що найбільш доцільно для отримання інтегрованої оцінки на основі аналізу факторів, представлених в числовий і вербальній формі, використовувати метод теорії нечітких множин і нечіткого виводу. Напрямком подальших досліджень слід вважати розробку методики обробки різнотипної розвідувальної інформації в геоінформаційних системах спеціального призначення та розробку методики настроювання баз знань сучасних інформаційних систем обробки різнотипної розвідувальної інформації в геоінформаційних системах спеціального призначення на базі генетичного алгоритму. ; Геоинформационные системы все чаще используются в военной сфере и позволяют по-новому подходить к сбору, обработке, отображению и распространению пространственной информации, данных и знаний о территории для эффективного использования при решении военно-прикладных задач, связанных с инвентаризацией, анализом, моделированием, прогнозированием и управлением войсками в условиях ведения военных действий. Указанная особенность обусловливает необходимость обработки не только географической информации, но и оперативной информации, основной составляющей которой является разведывательная информация. Добавление оперативной информации в геоинформационные системы, как отдельной составляющей приводит к повышению вычислительной сложности и снижения их эффективности. С целью повышения эффективности применения геоинформационных систем специального назначения, снижения вычислительной сложности и создания прикладного программного обеспечения автором в указанной статье проведен сравнительный анализ методов обработки разнотипной разведывательной информации в геоинформационных системах специального назначения. В указанной статье использованы основные положения теории нечетких множеств, факторного анализа, теории экспертных систем, нейронных сетей, искусственного интеллекта, хаотических временных рядов, методов спектрального анализа и др. По результатам проведенного сравнительного анализа методов обработки разнотипной разведывательной информации в геоинформационных системах специального назначения установлено, что наиболее целесообразно для получения интегрированной оценки на основе анализа факторов, представленных в числовой и вербальной форме, использовать метод теории нечетких множеств и нечеткого вывода. Направлением дальнейших исследований следует считать разработку методики обработки разнотипной разведывательной информации в геоинформационных системах специального назначения и разработку методики настройки баз знаний современных информационных систем обработки разнотипной разведывательной информации в геоинформационных системах специального назначения на базе генетического алгоритма.

Problem setting. An important problem mankind has become the global climate change, which in reality today there is no doubt.Recent research and publications analysis. An analysis of recent studies and publica- tions has revealed a clear lack of research in the field of climatic diplomacy in the na- tional scientific tradition, although in the documents devoted to the issue of climate change, this term is used. To date, there are not enough scientific papers to address the main aspects of the theory and practice of climate diplomacy. Researches devoted to the consideration of climate change problems in political science, as presented by modern Western political science, are practically absent.Paper objective. The purpose and tasks of this article are related to the conceptualiza- tion of climate diplomacy in the aspect of international-political issues regarding its es- sence, structure and analysis of its methodological significance for the improvement of modern practices in the management of international relations or foreign policy in the field of climate change.Paper main body. In the article is realized the conceptualization of climate diplomacy in the aspect of international political problems regarding its essence, structure and stages of evolution, its methodological significance for improving modern practices of managing international relations or foreign policy in the sphere of climate change is ana- lyzed. The content of the terms «climate diplomacy», «climatic regime», «climate confer- ences» is disclosed, the object and subject of climate diplomacy, the main elements of climate diplomacy, the some documents of climate diplomacy are analyzed. The influence of those changes, which take place in diplomacy, on the formation and features of climate diplomacy is traced. The problem of climate change is actualized on social and human consequences, which, possibly, can have the risks of conflict and instability. Particular attention is paid to the empirical level of climate diplomacy, which analyzes the architec- ture of climate change, as well as the analytical level of climate diplomacy, which is de- termined by the transition from the club to the network forms of climate diplomacy on a wider background of discussions about the nature, relevance and adequacy of climate diplomacy in a complex global world.The author considers the criterial signs of climate diplomacy: belonging to the sphere of international relations and the foreign policy of the state; application of negotiations as the main instrument for establishing relations between subjects of international relations in the field of climate change; the presence of the institute of professionals who directly conduct climate talks and implement climate cooperation, preventing not only climate change, but also the consequences of measures taken to respond to climate change.Conclusions of the research. Consequently, climate diplomacy is proposed to be de- fined as the theory and practice of creating an international climatic regime, climate change through multilevel, collective and public diplomacy, which is based on soft power tools that are owned and actively used by officials of states, international organizations, informal institutions, transnational structures and civil society, among which a special role belongs to the negotiation process and the result of which is the clear legal and organizational design of architecture for climatic changes. ; В статье осуществлена концептуализация климатической дипломатии в аспек- те международно-политической проблематики относительно ее сущности, струк- туры и этапов эволюции, анализируется ее методологическое значение для совер- шенствования современных практик управления международными отношениями или внешней политикой в сфере изменения климата. Раскрыто содержание понятий«климатическая дипломатия», «климатический режим», «климатические конфе- ренции», проанализированы объект и предмет климатической дипломатии, основ- ные элементы климатической дипломатии, некоторые документы климатической дипломатии. Особлива увага приділяється емпіричному рівню кліматичної дипломатії, що аналізує архітектуру зміни клімату, а також аналітичному рівню кліматичної дипломатії, який визначається переходом від клубу до мережевих форм кліматичної дипломатії на більш широкому фоні дискусій про природу, актуальність та адекватність дипломатії у складному глобальному світі.

I.W. and P.P. are funded by MRC Programme grant MR/K012037. ; The well-characterized association between HLA-B*27:05 and protection against HIV disease progression has been linked to immunodominant HLA-B*27:05-restricted CD8 + T-cell responses toward the conserved Gag KK10 (residues 263 to 272) and polymerase (Pol) KY9 (residues 901 to 909) epitopes. We studied the impact of the 3 amino acid differences between HLA-B*27:05 and the closely related HLA-B*27:02 on the HIV-specific CD8 + T-cell response hierarchy and on immune control of HIV. Genetic epidemiological data indicate that both HLA-B*27:02 and HLA-B*27:05 are associated with slower disease progression and lower viral loads. The effect of HLA-B*27:02 appeared to be consistently stronger than that of HLA-B*27:05. In contrast to HLA-B*27:05, the immunodominant HIV-specific HLA-B*27:02-restricted CD8 + T-cell response is to a Nef epitope (residues 142 to 150 [VW9]), with Pol KY9 subdominant and Gag KK10 further subdominant. This selection was driven by structural differences in the F pocket, mediated by a polymorphism between these two HLA alleles at position 81. Analysis of autologous virus sequences showed that in HLA-B*27:02-positive subjects, all three of these CD8 + T-cell responses impose selection pressure on the virus, whereas in HLA-B*27:05-positive subjects, there is no Nef VW9-mediated selection pressure. These studies demonstrate that HLA-B*27:02 mediates protection against HIV disease progression that is at least as strong as or stronger than that mediated by HLA-B*27:05. In combination with the protective Gag KK10 and Pol KY9 CD8 + T-cell responses that dominate HIV-specific CD8 + T-cell activity in HLA-B*27:05-positive subjects, a Nef VW9-specific response is additionally present and immunodominant in HLA-B*27:02-positive subjects, mediated through a polymorphism at residue 81 in the F pocket, that contributes to selection pressure against HIV. IMPORTANCE CD8 + T cells play a central role in successful control of HIV infection and have the potential also to mediate the eradication of viral reservoirs of infection. The principal means by which protective HLA class I molecules, such as HLA-B*27:05 and HLA-B*57:01, slow HIV disease progression is believed to be via the particular HIV-specific CD8 + T cell responses restricted by those alleles. We focus here on HLA-B*27:05, one of the best-characterized protective HLA molecules, and the closely related HLA-B*27:02, which differs by only 3 amino acids and which has not been well studied in relation to control of HIV infection. We show that HLA-B*27:02 is also protective against HIV disease progression, but the CD8 + T-cell immunodominance hierarchy of HLA-B*27:02 differs strikingly from that of HLA-B*27:05. These findings indicate that the immunodominant HLA-B*27:02-restricted Nef response adds to protection mediated by the Gag and Pol specificities that dominate anti-HIV CD8 + T-cell activity in HLA-B*27:05-positive subjects.

The present business plan intends to outline the main aspects that must be taken into account by the company Placege to create, structure and implement the service of advice of Occupational Safety and Health for companies related to the construction sector. This service is complemented by the current offer of the aforementioned company, which includes the inspection of works, appraisals and project management. In order to determine the marketing strategy, the analysis FODA was used; the strategy selected is the one of specialization, which has as central axis to offer a specific service so that the construction companies comply with the provisions of the current national and international regulations. The market segment was identified by determining that the potential market of the company Placege is 4,885 companies related to the construction sector and as a target market of 1,138 construction permits in the Metropolitan District of Quito. The new service requires the generation of a high demand for what was considered as a strategy of communication the Pull strategy which seeks to encourage the target market the need to contract the service through promotional activities and advertising such as website design, support with Google adwords, social networks, promotional material, public relations, magazine advertising and brochures. To offer this new service Placege must know in detail the national and international legislation concerning industrial safety and prevention of occupational hazards, have trained personnel and with experience in advice in the field of construction, for this has been arranged hiring of six people, divided in the areas of industrial safety, work risk audit and ergonomics and work psychosociology. In the financial study it is determined that since year 1 of the projection of demand, there is net profit, which is maintained until year 5 and an investment to realize of 55,707.16 dollars. This has a positive effect on the financial sustainability of the company, since in previous years Placege was instability in the generation of profits. This result can be seen in the growth equity of Placege, which in year 1 of the statement of financial position has a value of 88,912 dollars and rises to 169,312 dollars in year 5, mainly due to the accumulation of profits as a measure of conservation equity of shareholders. ; El presente plan de negocios tiene la intención de delinear los principales aspectos que debe tomar en cuenta la empresa Placege para crear, estructurar e implementar el servicio de asesoría de Seguridad y Salud laboral para las empresas relacionadas con el sector de la construcción. Este servicio se complementa con la oferta actual de la mencionada empresa, que abarca la fiscalización de obra, avalúos y gerencia de proyectos. Para determinar la estrategia de mercadeo se utilizó la herramienta de análisis FODA, la estrategia seleccionada es la de especialización, la cual tiene como eje central ofrecer un servicio específico para que las empresas de construcción cumplan con lo que dispone la normativa nacional e internacional vigente. Se identificó el segmento de mercado determinando que el mercado potencial de la empresa Placege es de 4.885 empresas relacionadas con el sector de la construcción y como mercado objetivo de 1.138 permisos de construcción en la ciudad de Quito. El nuevo servicio requiere de la generación de una alta demanda por lo que se consideró como estrategia de comunicación la estrategia Pull la cual busca incentivar al mercado objetivo la necesidad de contratar el servicio a través de actividades de promoción y publicidad como diseño página web, apoyo con Google adwords, redes sociales, material promocional, relaciones públicas, publicidad en revistas y folletos. Para ofrecer este nuevo servicio Placege debe conocer a detalle la legislación nacional e internacional referente a la seguridad industrial y prevención de riesgos laborales, contar con personal capacitado y con experiencia en el asesoramiento en el campo de la construcción, para esto se ha dispuesto la contratación de seis personas, divididas en las áreas de seguridad industrial, auditoria de riesgos laborales y ergonomía y psicosociología del trabajo. En el estudio financiero se determina que desde el año 1 de la proyección de la demanda, existe utilidad neta, la cual se mantiene hasta el año 5 y una inversión a realizar de 55.707,16 dólares. Esto tiene un efecto positivo, en la sustentabilidad financiera de la empresa, ya que en años anteriores Placege tenía inestabilidad en la generación de utilidades. Este resultado se puede observar en el crecimiento del patrimonio de Placege, que en el año 1 de la proyección del estado de situación financiera tiene un valor de 88.912 dólares y asciende hasta 169.312 dólares en el año 5, esto debido principalmente a la acumulación de utilidades como medida de conservación del patrimonio de los accionistas.

Infancy is a critical period for organ maturation and growth. Observational studies have provided evidences about how influence of intrinsic and extrinsic factors in the early life can produce disturbances in the pathways that regulate energy expenditure, immune system and other systemic effects, promoting the development of certain diseases and altering the configuration and maturation of gut microbiota. A major challenge in microbial ecology is to identify its functional members and understand how their functional and phylogenetic dynamics ultimately influence human physiology and health. Critically important are the initial stages of microbiota colonization and maturation in the gut because early dysbiosis has been shown to affect human health later in life. Classical studies about the ethiology of obesity focused on dietary disorders and host genetic susceptibility. Recent studies have shown that mothers transmit distinct gut microbial communities to their offspring depending on maternal pre-pregnancy weight, which might favour to obesity development in infancy. Furthermore, studies in rodents provide evidence that the gut microbiota modulates brain development and synaptic related proteins showing that behaviour depends upon three psychoneuroimmune pathways, i.e., immune, hypothalamic pituitary adrenal axis and vagus nerve. Alterations of the gut microbiota impact exploratory and communicative behaviours and cognitive performance. Still, little is known about the association between gut microbiota and neurodevelopment in humans. The present study has been developed within the PREOBE Follow-up framework with the following objectives: Objective 1. To provide biological information on the relative importance of gut microbial taxa in ecosystem functioning, their collective functional pattern and the network topology in relation to host physiology during human early life. Objective 2. To analyse the effect of maternal obesity on the composition and functionality of the gut microbiota in their offspring. Objective 3. To test whether early gut microbioal ecosystem membership and metabolism associate with infant neurodevelopment ; La infancia es un período crítico para la maduración y el crecimiento de los órganos. Estudios observacionales han proporcionado evidencias sobre cómo la influencia de factores intrínsecos y extrínsecos en la vida temprana pueden producir alteraciones en las vías que regulan el gasto energético, el sistema inmune y otros efectos sistémicos, promoviendo el desarrollo de ciertas enfermedades y alterando la configuración y maduración de la microbiota intestinal. Un desafío importante en la ecología microbiana es identificar a sus miembros funcionales y comprender cómo su dinámica funcional y filogenética finalmente influye en la fisiología y la salud humana. Especialmente importantes son los periodos iniciales de la colonización y maduración de la microbiota en el intestino, ya que se ha demostrado que una disbiosis temprana puede afectar la salud en la vida adulta. Hasta hace poco los estudios sobre la etiología de la obesidad se habían centrado en los trastornos alimenticios y la susceptibilidad genética del huésped. Sin embargo, recientes estudios han demostrado que las madres transmiten distintas comunidades microbianas intestinales a sus hijos en función del peso materno pregestacional, lo que podría favorecer el desarrollo de la obesidad en la infancia. Además, los estudios en roedores proporcionan evidencia de que la microbiota intestinal modula el desarrollo cerebral y las proteínas sinápticas relacionadas, lo cual muestra que el comportamiento depende de tres vías psiconeuroinmunes, es decir, sistema inmune, eje hipotalámico-hipofisario-adrenal y el nervio vago. Las alteraciones de la microbiota intestinal afectan los comportamientos exploratorios y comunicativos y el rendimiento cognitivo. Aún así, se sabe poco sobre la asociación entre la microbiota intestinal y el neurodesarrollo en humanos.
