The 32nd annual report of the Bank for International Settlements, covering the financial year from April 1, 1961, to March 31, 1962, was submitted to the annual general meeting of the Bank held in Basle on June 4, 1962. In his introduction, the General Manager of the Bank, Mr. Guillaume Guindey, reported that the accounts for the 32nd financial year closed with a surplus of 20,185,172 gold francs, as against 27,324,105 gold francs for the previous year. The reduction in the volume of gold transactions handled accounted for the greater part of the decline in the year's earnings. After deduction of 7,500,000 gold francs was transferred to the provision for contingencies, the net profit amounted to 12,685,172 gold francs, compared with 14,974,105 gold francs for the preceding year. The annual general meeting decided to distribute a dividend of 37.50 gold francs per share. In view of the results for the financial year 1961–1962, the meeting also decided that, as an exception measure, a lump sum of 4.5 million gold francs should be applied in the forthcoming year to the further reduction of the amount of the undeclared cumulative dividend.

The twentieth plenary meeting of the International Cotton Advisory Committee (ICAC), Which was held in Tokyo from May 10 through 23, 1961, was attended by delegates from 34 member states and from nineteen nonmember countries. Mr. E. D. White, chairman of the Standing Committee, commented in presenting its annual report that 1960–1961 had been a good year for cotton, with production at a new high and consumption well sustained. The cotton surplus of former years had been reduced to more manageable proportions, he added, with the result that in many cases prices had become more favorable for producers. He stressed the importance of keeping under study factors that might influence the long-term prospects of cotton. The Executive Secretary of the Committee, Mr. Robert Evans, noted in his annual report that there had not been any agreements to stabilize cotton prices and markets for a number of years. While United States stabilization of its own markets and prices had done much to stabilize those of the rest of the world, it could also be argued that changes in United States policy had upset the world market.

The 27th session of the Council of the International Civil Aviation Organization (ICAO), was held in Montreal from February 21 to March 16, 1956. The preparation of documentation for the Assembly and the Executive Committee occupied a considerable part of the time of the session. A final report on the investigation into the administrative organization and methods of the Secretariat which stated that it was being operated efficiently and economically was approved, as was a recommendation to keep the three year term of the Council and to hold a major session of the Assembly in 1959, with limited sessions in 1957 and 1958 if necessary. Budget estimates were prepared for the three years. Following debate, resolutions were adopted designed to simplify Council work, particularly by making use of standing committees. No recommendation was made, however, on a United Kingdom proposal for the Amendment of the Convention and on the relationship of ICAO with the European Civil Aviation Conference. A considerable number of technical questions came before the Council in reports from the Air Navigation Commission and the Pacific Regional Air Navigation Meeting, and in the air transport field.

On January 12, 1946, a list of candidates nominated for membership on the International Court of Justice was submitted to the General Assembly and the Security Council, in accordance with invitations issued by the Executive Committee of the Preparatory Commission.As a result of elections held on February 6, the following were elected: Alvarez (Chile), Azevedo (Brazil), Badawi (Egypt), Basdevant (France), de Visscher (Belgium), Fabela (Mexico), Guerrero (Salvador), Hackworth (United States), Hsu (China), Klaestad (Norway), Krylov (USSR), McNair (United Kingdom), Read (Canada), Winiarski (Poland), and Zoricic (Yugoslavia).The first meeting of the Court was held on April 3 at the Peace Palace at the Hague, and the inaugural sitting on April 18. On April 6 the Court elected Mr. J. G. Guerrero as President and M. J. Basdevant as Vice-President. Mr. Edvard Hambro was appointed Registrar and M. J. Garnier-Coignet, Deputy Registrar. On May 3 the Court formed the Chamber for Summary Procedure, provided for by Article 29 of the Statute, composed of the following members: Guerrero (President), Basdevant, McNair, Krylov, Hsu, with Fabela and de Visscher as substitute members.
Theorien in der international vergleichenden Staatstätigkeitsforschung

In dem Beitrag werden Theorieansätze vorgestellt, in der international vergleichenden Policyforschung und Staatstätigkeitsforschung zur Anwendung kommen. Nach Anwendungshäufigkeit und relativer Leistungskraft beurteilt, werden vier Theoriefamilien genannt und vorgestellt: (1) Die Theorie der sozioökonomischen Determination begreift Staatstätigkeit als mehr oder minder direkte Reaktion auf sozioökonomische und politisch-ökonomische Entwicklungen und Problemlagen. (2) Die Theorie der Parteienherrschaft thematisiert vor allem die Prägung von Staatstätigkeit durch regierende Parteien. (3) Die Theorie der Machtressourcen organisierter Interessen erklärt das Tun und Lassen von Regierungen vorrangig durch das Wirken und Kräftemessen von organisierten gesellschaftlichen Interessen, z.B. von gesellschaftlichen Klassen. (4) Der politisch-institutionalistischen Theorie zufolge werden Inhalte und Plazierung von Staatstätigkeit in erheblichem Maße durch institutionelle Bedingungen der Willensbildung und Entscheidungsfindung in Politik und Ökonomie geprägt. Die charakteristischen Stärken und Schwächen der Theorien kommen ebenso zur Sprache wie die Vorteile und Nachteile der Versuche, sie miteinander zu verknüpfen. In der Erörterung erweist sich die politisch-institutionalistische Theorie als besonders ertragreich und als anschlußfähig für andere Theorien. Es werden zwei größere praktische Anwendungen des erweiterten politisch-institutionalistischen Ansatzes vorgestellt: die Forschung über sogenannte koordinierte Ökonomien und die Zusammenhänge zwischen Staatstätigkeit einerseits und Verhandlungsdemokratie sowie der Schranken gegen die Mehrheitsherrschaft andererseits. This Lecture Has a Dual Theme. Theme Number One is the Organization for Economic Cooperation and Development, the OECD, where I worked from the beginning of 1984 till the spring of this year. I was originally asked by Ghita Ionescu to prepare for Government and Opposition an article on the Organization, as one of a series which the journal has been carrying on different international agencies. Two such articles have already appeared: one by Sir Nicholas Bayne, on the GATT and the Uruguay Round, and the other by Andrew Crockett on the IMF. I am pleased to be following these distinguished authors, the more so since I think of them both as former quasicolleagues — a term that I will explain later — at the OECD. But when the further idea of a lecture was raised, Professor Ionescu suggested that my subject-matter should be extended to cover international economic cooperation more generally, on the understanding that this broader theme would be linked to the specific case of the OECD.
