This article investigates the theoretical and practical aspects of tax morale among households in European Union countries. The attitude of households on tax payment is assessed quantitatively by employing a dichotomous logit-probit regression analysis. The research is based on household-level data received from the World Values Survey and the European Values Study. Weak tax morale among European Union households is mainly determined by the perception of corruption, disrespect to one's own country and parliament. Additionally, a household's tax morale depends on age, gender, religiousness, level of income and education. Based on the findings of this article, a more precise policy guidance is presented.

This paper has aimed to consider how government expenditure contributes to economic growth by focusing on both the level and composition of government spending, in connection to the dynamics of GDP per capita growth. The investigation covers the period from 1997 to 2017. The authors have applied total expenditure approach analyzing interrelationships between government expenditure and economic growth and division approach examining and comparing the distributions of government expenditure in the selected European Union countries. The authors have applied descriptive statistics, the Pearson's correlation, intensity rate of structural changes and Finger-Kreinin indicator. The findings have suggested the following: 1) there is no evidence on the relationship between General government expenditure and economic development in the European Union countries; 2) the countries with a greater proportion of productive spending, such as Cyprus, Greece, Lithuania, Hungary, Estonia, Slovakia have a low GDP per capita indicator. Economically strong countries, such as Denmark, France and Sweden have relatively low level of productive expenditure; 3) economically stronger countries have more stable compositions of government expenditure than economically weaker ones; 4) the countries with a similar real GDP per capita have been characterized by more similar government spending structures. As the economic gap between countries grows, divergence in allocation of government spending increases. The findings of this research could provide important guideline for the managing of government expenditure in the European Union countries. Moreover, it can serve as a guideline to a public budget management in the countries under consideration.

The main objective of the present study is to analyze the European Union defense policy on the example of Permanent Structured Cooperation (PESCO). It will be possible thanks to a comprehensive analysis of individual PESCO projects, participating countries, determinants and perspectives for the development of defense policy. The main hypothesis of the article is that although the strongest military European Union countries, relying on PESCO, seek to expand defense cooperation, this cooperation has no visible impact on increasing their armed forces. The article contains information about the genesis of the European Union Security and Defense Policy and the legal basis of Permanent Structured Cooperation, as well as a detailed list of all PESCO projects with the countries participating in them. An analysis of the implementation of PESCO projects indicates that they are dependent on external factors. This study uses methods appropriate to the science of international relations. Its research tools include an analysis of the literature on the subject, documents, and statistical data.

Research background: Importance of intangible resources for country's economic growth is widely recognized. However, empirical evidence of this influence is hard to show due to measurement limitations of intangible resources. Majority of empirical studies concentrates on the analysis of a specific type of intangible resource's influence on economic growth. National intellectual capital concept provides background for an integrated assessment of the country's intangible resources. This new approach enables the estimation of intangible resources' influence to economic growth in a more complex way. Purpose of the article: a) To examine various scientific approaches of the national intellectual capital and its impact on the economic growth; b) to offer a measurement model of the national intellectual capital influence on economic growth; c) to evaluate the specific European Union countries' intellectual capital's effect on their economic growth. Methods: Econometric analysis; refined factor value computation method using the standardized regression coefficients; the SAW method; expert evaluation, cluster analysis; correlation and regression analyses. Findings & Value added: A review of the economic growth theories showed that structural components of intellectual capital (human capital, structural capital, social capital, relational capital) in economic growth theories are analyzed as key determinants of economic growth. Our proposed research methodology consists time lag between variables and this let us evaluate casual relation. Empirical analysis of 25 European Union countries' intellectual capital's effect on their economic growth rate revealed that national intellectual capital and the countries' level of economic development have statistically significant impact on economic growth rate. The analysis of intellectual capital components' influence on economic growth rate of 25 European Union countries showed that only human capital and the level of economic development have statistically significant influence. A more comprehensive human capital's influence on economic growth analysis revealed that 63.1 percent of the long-term economic growth rate in 25 European Union countries can be explained by differences in their economic development level and differences in educational achievement factor values. Moreover, analysis of national intellectual capital effect on economic growth in separate clusters allowed to identify influence differences in each group of countries.

The improvement of people's quality of life is currently considered as the main responsibility of every government. Due to the emergence of knowledge-based economy, it is commonly believed that investments in research and development (R&D) at a given level are a necessary condition for creating growth-based on innovations, thus supporting welfare in developed countries. In this context, the article is devoted to the analysis of influence of R&D expenditures on the quality of life in the European Union countries. As the main measure of the quality of life Human Development Index was utilized. Thus, the article can be considered as a contribution to the discussion on the potential of HDI index for measuring the quality of life in the case of narrow group of relatively developed countries. In the empirical part of the paper, panel data modeling fulfilling the postulates of dynamic estimation was used. The research was done for EU countries for the period 2004–2010. The empirical part takes into consideration the structural diversity between "old" and "new" members of the EU. First of all, the results can be treated as a voice confirming the usefulness of HDI as a measure of quality of life also from the perspective of narrow group of highly developed countries. Then, the research confirms the positive influence of R&D on European welfare only in the case of highly developed "old" member.
