Public International Law: A Multi-Perspective Approach is a comprehensive yet critical introduction to the diverse field of public international law.

This monograph considers the ramifications of the legal regime that governs transborder capital flows. This regime consists principally of a network of some 3,000 investment treaties, as well as a growing body of arbitral decisions. Professor Alvarez contends that the contemporary international investment regime should no longer be described as aspecies of territorial "empire" imposed by rich capital exporters on capital importers. He examines the evolution of investment treaties and investor-State jurisprudence constante and identifies the connections between these and general trends within public international law, including the increased resort to treaties ("treatification"), growing risks to the law's consistency ("fragmentation"), and the proliferation of forms of international adjudication ("judicialization"). Professor Alvarez also considers whether the regime's efforts to "balance" the needs of non-State investors and sovereigns ought to be characterized as "global administrative law", as a form of "constitutionalization", or as an increasingly human-rights-centred enterprise.

Public international law has been 'global' in its application since at least the 1960s, when most western colonial empires had disappeared. Still, it is far from being left untouched by the fundamental changes which law is undergoing worldwide and which scholars often catch under the term 'globalization'. The gradual decline of the monopoly of states in the field of international relations and the on-going globalization of the economy and the challenges mankind is facing threaten the autonomy of public international law and even stretch it to its vanishing point. The authors argue that while international lawyers should not react defensively, we should be even more careful not to sacrifice the central position of the state in international law too readily as it is the prime locus of democracy and the rule of law. They also plead for a shift in international legal academia from the traditional focus on the formal role of international law within the system of law and global governance to studying its societal impact and potential in facing global challenges.

The Order of the International Court of Justice (ICJ) of January 23, 2020 on the Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar) might form a preliminary starting point for this brief address. The Order confirms that public international law defines through international treaties, customary international law, and general principles legally binding commitments and rights of states. As a matter of consequence, based upon those norms, judgments, orders, and awards of international courts and tribunals are legally binding on the parties to the dispute in question to the extent the adjudicating body has jurisdiction.
