En el presente artículo, se analizará el El descenso de Inanna al Inframundo como un 'hipertexto' que contiene diversos 'hipotextos' de la tradición literaria anterior. De este modo, este poema mesopotámico puede considerarse un "palimpsesto" (Genette, 1989 [1962]), ya que admite niveles de intertextualidad con la himnología real de los períodos neo-sumerio y paleo-babilónico. Además, en la historia de Inanna, se da una compleja relación de hipertextualidad con otras composiciones litúrgicas mesopotámicas y también con algunos conjuros como los Udug-ḫul. En 1974, W. Sladek planteó la existencia de niveles de intertextualidad entre El descenso de Inanna al Inframundo y el Sueño de Dumuzi y/o Dumuzi y Ĝeštinanna. En nuestra investigación, proponemos el vínculo del mito de la diosa con otros textos que aluden a la monarquía con el fin de vindicar la imagen real en el plano político. ; In this paper, I analyze Inanna's Descent to the Nether World as a 'hypertext' which contains several previous 'hypotexts' from the literary tradition. Therefore, this Mesopotamian poem can be considered as a "palimpsest" (Genette, 1989 [1962]) because it contains levels of intertextuality with Neo-Sumerian and Old Babylonian hymnology. Moreover, in the story of Inanna, there is a complex relationship of hypertextuality with other Mesopotamian liturgical compositions and also with some Udug-ḫul incantations. In 1974, W. The aging population is becoming a major political issue. It results in an increase in the prevalence of non-communicable diseases including dementia. Dementia is a major public health problem worldwide and in sub-Saharan Africa. It is assimilated to a real "Alzheimer tsunami", because of the growing number of people with dementia. In 50% of cases, they are taken care of in residential care facilities for dependent elderly people or by ambulatory professionals in high-income countries. By cons, in low and middle incomes countries, their taken care is informal, provided by informal caregivers who are neither trained nor encouraged, having links of kinship as filiation, alliance and germanic with people with dementia. In sub- Saharan Africa, mental illnesses are rich in pejorative and demeaning sociocultural representations. The main objective was to describe socio-economic and family factors in the process of stigmatization of people with dementia in urban and rural areas in the Republic of Congo. An ethnological study was conducted in three months' immersion on the ground. Non-directive interviews conducted in the local (Lingala, Kituba, Mbochi, Teke and Lari) and official languages (French) and complemented by participant observation were used to collect all the data. They were literally transcribed before their classification into themes. Informal caregivers were mainly daughters-in-law and granddaughters. The latter were considered as purveyors of informal care to an estimated duration between 10 to 15 hours a day, against daughters-in-law considered abusers and available between 2 to 6 hours per day. The irregular income of informal caregivers associated with the socio-cultural representations of people with dementia first led to their care by the syncretic churches, with strict diets for exorcism sessions. The second resort was traditional healers using medicinal plants, prayers-incantations and scarifications. Some people with dementia were accused of witchcraft and condemned in public in front of a customary jurisdiction. This accusation of witchcraft was the major form of stigmatization. In the Republic of Congo as in sub-Saharan Africa, the disease is constructed from nuclei of symbols from culture. ; Le vieillissement de la population est en train de devenir un enjeu de politique majeur. Il a pour conséquence une augmentation de la prévalence des maladies non transmissibles, dont les démences. La démence est un problème de santé publique dans le monde et en Afrique subsaharienne. Elle est assimilée à un véritable « tsunami Alzheimer », du fait du nombre croissant de personnes atteintes de démence. Dans 50% des cas, elles peuvent être prises en charge dans les établissements d'hébergement pour personnes âgées dépendantes ou par des soignants professionnels en ambulatoire dans les pays à revenus élevés. Dans les pays à revenus moyens ou faibles, leur prise en charge est dite informelle et est réalisée par les aidants informels ni formés ni encouragés. Ces aidants ont des liens de parenté de type filiation, alliance et germanité. En Afrique subsaharienne, les maladies mentales sont riches en représentations socioculturelles péjoratives et dévalorisantes. L'objectif principal était de décrire les facteurs socio-économiques et familiaux du processus de stigmatisation dont sont victimes les personnes atteintes de démence en zones urbaine et rurale en République du Congo. Une étude ethnologique a été menée grâce à une immersion de trois mois sur le terrain. Les entretiens non directifs menés en langues locales (Lingala, Kituba, Mbochi, Téké, Lari) et officielle (Français), complétés par des observations participantes, ont permis de recueillir toutes les données. Elles étaient transcrites littéralement avant leur classement en thèmes. Les aidants informels étaient essentiellement des belles-filles et petites-filles. Ces dernières ont été considérées comme des pourvoyeuses des soins informels d'une durée estimée entre 10 à 15 heures par jour, contre les belles-filles, considérées comme des maltraitantes, pour une disponibilité de 2 à 6 heures par jour. L'irrégularité de revenus des aidants informels associés aux représentations socioculturelles des personnes atteintes de démence entraînaient d'abord leur prise en charge par les églises syncrétiques, comportant des diètes strictes pour les séances d'exorcisme. Le deuxième recours était les guérisseurs traditionnels utilisant les plantes médicinales, les incantations-prières et les scarifications. Quelques personnes atteintes de démence ont été accusées de sorcellerie et condamnées en public devant une juridiction coutumière, cette accusation constituant la forme majeure de stigmatisation. En République du Congo comme en Afrique subsaharienne, la maladie se construit à partir de noyaux de symboles puisés dans la culture.

At a seminar at the University of Bergen, Norway, in September 2018, scholars from Denmark, Finland, Norway, and Sweden presented and discussed various forms of source criticism and comparison with examples from the Arctic and Sub-Arctic regions of Eurasia and North America. A selection of the papers read at the seminar are published in this volume. Each of the chapters in the first part compares local phenomena from two or more cultural contexts: a Swedish, a Karelian, an Estonian and an Irish place name that include words for hostage (Stefan Olsson), Old Icelandic and Sami ancestor mountains (Eldar Heide), and Finno-Karelian bear incantations and Ob-Ugrian bear songs (Vesa Matteo Piludu). The second part gives examples of different forms of source criticism in the analysis of indigenous Sami religion. The functions of a newly found ritual drum is discussed in relation to contemporary written sources (Dikka Storm & Trude Fonneland), the court proceedings from a witchcraft trial in 1692 is discussed with the help of Gérard Genette's category 'voice' (Liv Helene Willumsen), and a content analysis of an introduction to indigenous Sami religion shows that the editor added text of his own to the original manuscript (Konsta Kaikkonen). In the third part, the area is widened to other parts of the Arctic. Here, a selection of theoretical perspectives is used to illuminate local empirical material. They give examples of how Native North American bear rituals and sweat bath traditions can be analysed with the help of an ecology of religion model and ritual theories, respectively (Riku Hämäläinen), of how Soviet researchers used the concepts of 'spirits' and 'gods' when they analysed the world view of the Nganasan (Olle Sundström), and of how representatives of academia have been instrumental in the 'finding, claiming, and authorizing' of Sakha religions (Liudmila Nikanorova). Although the papers only deal with a few of the peoples living in the Arctic and Sub-Arctic regions, the examples of source critical and comparative problems they discuss are of great general relevance.

The beginning of the 21st century has seen the implementation of profound legislative reforms which have upset the criminal law and the criminal policy. They took place in a society of risk characterized by the acceleration of the modernity and the production of multiform risks which are linked to it. Gradually the precautionary principle, taken forcibly from the environmental perspective and as an incantation and a refrain, will interfere in those matters to such an extent as to generate consequences on the principle of legality which structures the modern legal rationality, to impose the revision of some other key principles like the presumption of innocence and the principle of necessity, and to place at the center of decisions critical notions such as the danger. Under the influence of the precautionary principle, the very concepts of infraction, of legal responsibility and of punishment are being dislocated by the urgent appeal to take more and more into consideration the future and its potentiality of danger. In this perspective and under the growing pressure of the precautionary principle, the right to security tends to focalize upon a victimizing approach of the society at the expense of an old conception of criminal law founded upon the legal balance between security and liberty. And the criminal policy guiding those developments operate as a new model, which in its obsessional quest of security, makes of the precautionary principle both its internal and external finality. This thesis is thus devoted to the study of the precautionary principle as it is applied to the criminal law and to the criminal policy which it examines through theories and multidisciplinary approaches .Its main objective is, by the examination of the evolution of the criminal policy and of some theories of criminology, and in contact with the ideology of precaution, to highlight the current emergence of a new legal rationality of precaution which operates according to a specific methodology and by the use of a specific terminology. ...

White face-masks and white face-paint have been used in different cultural contexts long before the increasingly racial discourses of positivism andcolonialism started mapping people into anthropometric categories. Japanese Nô theatre, French mime, Punu stilt dance, Shamanistic ceremonies, Carnivalprocessions and Death rituals equally turn the face of the performer into a whitescreen onto which viewers can project images conjured up by the respectiveperformance. The theoretical part of this project compares context and effect of different white-face personas in white and non-white cultures on the basis of how these visual tropes have been photographically represented. In particular I look at the following aspects: the emptiness of the masked face, the stillness of the painted face, and the ambivalence of the inverted mask. The practice part consists of a photographic exploration of the symbolic figures that lie at the core of Whitened Faces by cross-referencing their diverse cultural histories in the form of an impossible genealogy of reoccurring visual themes, evoking many fluid variations and incantations echoing across time and space. I see my exploration of the ubiquitous iconology of these white-face personas as a form of sighting, archiving and re-disseminating figures that are in many ways haunted by themselves, thus proposing a crosscultural and intertextual anthropological paradigm. The social and photographic significance of the project lies in the ways in which I reassemble disparate partial meanings of these Whitened Faces, deconstructing the cultural, social and at times racial histories they purport to tell. About the book: Unsettling Whiteness brings together an international collection that considers anew the politics, practices and representations of whiteness at a time when nations worldwide continue to grapple with issues that are underwritten by whiteness. It draws together case studies of the performance of whiteness from significantly different political and social contexts with shared purpose; to investigate (re)constructions of whiteness, to explore the mechanisms which give whiteness power (and make power itself whitened), and to dissect the social processes through which whiteness is made visible and invisible. The collection makes a significant contribution to contemporary debates on whiteness by unsettling historical definitions and examining artistic, intimate and institutional attempts to reinforce or dismantle white norms and privileges. The case studies and analyses offer insightful reading on their own, but together offer a unique transdisciplinary approach to the complex task of exposing, resisting and subverting racialised domination across social relations today.

The topicality. The factors that influence the disclosure nature of the director's and composer's creative concept are the leading artistic polystylistic tendencies — stylistic layers and trailblazing experiments in the formation of sound-timbre and visualized combinations, where ancient intonations together with modern sound formation and video performance create new sound and performance realities.
The purpose. To determine the role of artistic reconstruction of the folklore text and the specifics of their artistic embodiment in the film parable "A well for the thirsty ones" by the popular Ukrainian film director Yu. Illienko; to determine the specifics of the embodiment of the signs of cultural codes in the musical-sound score of the film by composer L. Hrabovskyi.
The methodology. The culturological approach applied in revealing the issues of the article made it possible to consider the peculiarities of the drama and musical-sound score of Yu. Illienko's film "A well for the thirsty ones" in a broad cultural context. The interpretive approach helped to highlight the importance of cultural codes of the folklore text, the specifics of their embodiment in the director's idea through the artistic reconstruction of the folklore text.
The results. Yu. Illienko and L. Hrabovskyi, addressing the folk song tradition, create a new intonation world, embodied in separate "emergings" of female solo singing (verses of the ballad one by one are strung like beads throughout the picture), in lamentations, in incantations, in children's amusements when playing on pots, that intersperse with a general, very concise and minimalist sound score of the film. The characteristic and figural semantics of the musical-sound background of the film is saturated with active rhythmics, complex sound palette of combination of electronic sounds with natural ones, which demonstrates the author's (at the choice of director and composer) special sound complex. Folklore texts in the film create a single hypertext, which is manifested at the appropriate levels — auditory, visual and dramatic.
The novelty. The article considers for the first time the specifics of the embodiment of artistic reconstruction of a folklore text as the basis of the drama of Yu. Illienko's film "A well for the thirsty ones" and defines sense forming and semantic role of the embodiment of the cultural codes signs in the musical-sound score of the film by composer L. Hrabovskyi.
The practical significance. The artistic reconstruction of the folklore text in the film is based on the introduction of polystylistic tendencies and features of sound (timbre) thinking into the cinematographic process. Prospects for further study of this issue is the study of modern manifestations of artistic reconstruction of the folklore text, the processes of formation of semiotic space both in cinema and in culture in general.

The purpose of writing this article is to determine the Gawai culture in shaping the values of solidarity among the Dayak tribal communities in West Kalimantan. This article was prepared using the library research method, namely the method of collecting data by utilizing literature sources and materials. The result of the conclusion is that Gawai is a traditional Dayak ceremony which has become a tradition to this day. The Dayak gawai is one of the traditional ceremonies which is still actively carried out by the Dayak people. The Gawai Dayak traditional ceremony is one of the sources of local history in West Kalimantan. The implementation of the traditional Gawai ceremony aims to ask for safety and gratitude to God for the harvest which is usually done every one year. The traditional Gawai ceremony is held after the main harvest and ends with the traditional ritual of Rising Dango and reciting incantations and prayers or commonly known as Matik which aims to ask for blessings to God or Jubata. The implementation of the traditional gawai ceremony requires the involvement of all Dayak tribal communities to be able to work together in the preparation and implementation. Therefore, gadgets become the media needed to renew the spirit and sense of solidarity between Dayak tribal communities in West Kalimantan. The Gawai Traditional Ceremony is one of the very sacred religious rituals for the Dayak Tribe, therefore the Gawai Traditional ceremony only involves the Dayak Tribe. However, as the times progressed, the government tried to preserve the traditional Gawai ceremony, so that it became a routine tourism agenda in Pontianak City every year. ; Tujuan penulisan artikel ini adalah untuk mengetahui budaya Gawai dalam membentuk nilai-nilai solidaritas pada masyarakat suku dayak di Kalimantan Barat. Oleh karena itu perlu adanya pelestarian budaya Gawai yang menjadi khas di Kalimantan Barat. Artikel ini disusun dengan menggunakan metode library research yaitu metode pengumpulan data dengan memanfaatkan sumber dan bahan kepustakaan. Hasil dari kesimpulan yang diperoleh adalah Gawai merupakan upacara adat yang bertujuan untuk meminta keselamatan dan rasa syukur kepada Tuhan atas hasil panen raya yang biasa dilakukan setiap satu tahun sakali. Upacara Adat Gawai dilaksanakan setelah panen raya dan diakhiri dengan upacara adat Naik Dango dan pembacaan mantera dan doa atau biasa disebut Matik yang bertujuan untuk meminta doa restu kepada Tuhan atau Jubata. Upacara Adat Gawai merupakan salah satu ritual religi yang sangat sakral bagi suku dayak, oleh karena itu pada upacara Adat Gawai hanya melibatkan Suku Dayak saja. Namun seiring berkembangnya zaman, pemerintah berupaya untuk melestarikan upacara Adat Gawai, sehingga menjadi agenda rutin pariwisata di Kota Pontianak setiap tahunnya.

This article builds on the expression "dimensions of democracy" to address elements of discussion surrounding democracy by Chilean authors "" and those with links to Chile "" from the time of the last dictatorship through to the present day. The notion of "dimensions of democracy" implies a critical counterpoint with prevailing democratic conceptions, of particular importance for contemporary Chilean democracy. Built on a supposedly realistic conception of politics, contemporary democratic theory seeks to reduce democracy to a suite of formal procedures, thus identifying "democracy" with strictly political democracy; this article therefore considers such expressions as indicative of hatred for democracy: a rejection of democracy, in the name of democracy itself. The dimensions to be presented here as a necessary counterpoint to this prevailing interpretation (normative-imaginary, social-economic, and social-cultural) set out to specify how the concept of democracy is a field of conflict "" and as such, a fundamental part of the political struggle "" an expansion of which can be used to find an incantation of hatred for democracy. ; Con la expresión dimensiones de la democracia abordo parte de la discusión sobre democracia en autores chilenos, o relacionados a Chile, desde el periodo dictatorial hasta el presente. La noción dimensiones de la democracia supone un contrapunto crí­tico respecto de las concepciones democráticas dominantes en la actualidad, de particular importancia para la democracia chilena de hoy. Fundada en una presunta concepción realista de la polí­tica, la teorí­a democrática contemporánea comporta reducir la democracia a un conjunto de procedimientos formales, lo que implica identificar democracia con democracia estrictamente polí­tica; por esta razón, en este artí­culo es considerada como expresión del odio a la democracia: un rechazo a la democracia, en nombre de la democracia misma. As dimensões que serão apresentadas como contraponto necessário a esta interpretação dominante (as dimensões normativo-imaginária, social-econí´mica e social-cultural) supõem explicitar que o conceito de democracia é um campo de disputas ""e, como tal, parte fundamental da luta polí­tica"" em cuja ampliação pode ser encontrada, por acaso, um conjuro para o ódio à democracia.

This paper aims to analyse the pari passu principle of insolvency law (which provides that the creditors of a company in liquidation are to be paid rateably), and to ask how it relates to other principles available for the treatment of claims in corporate liquidation. The discussion reveals that the principle has rather limited effect in governing distributions of the insolvent's estate. Not only do various types of secured claim fall beyond its ambit, even unsecured claims are often exempt from its application. Nevertheless, the principle thrives both in judicial rhetoric and in academic arguments. For example, many a challenge to the different priorities accorded to different types of claim in a company's insolvency begins with an incantation of the pari passu principle. Commentators see an inherent tension between the 'two fundamental principles of credit and insolvency law', that of the freedom of contract which allows one to bargain for priority, and the mandatory pari passu principle. The pari passu principle is said to be 'the foremost principle in the law of insolvency around the world'. It is thought to be 'all-pervasive', and its effect is to 'strike down all agreements which have as their object or result the unfair preference of a particular creditor by removal from the estate on winding up of an asset that would otherwise have been available for the general body of creditors.' The principle is said to be supported both by the need for an orderly liquidation of insolvents' estates, and by requirements of fairness. So it is not surprising that its invocation as the starting point for, say, the debate on the priority of secured or preferential claims, weights the argument in a particular way. Since the pari passu principle has been recognised so widely and for so long as vital, and since it serves such desirable aims as orderliness in liquidation and fairness to all creditors, any deviation from it must be a cause for concern. On this view, the priority (say) of secured or preferential claims is an abnormality, a pathology to be diagnosed and controlled, perhaps even 'cured'. Since 'equality' is the norm, the onus must be on those supporting differing priorities to justify their claim. To the extent that their efforts are unpersuasive, the case for priority must be considered not established, and the 'default principle' of 'equality' must prevail. This paper seeks to overturn this order of things. It is suggested the pari passu principle does not constitute an accurate description of how the assets of insolvent companies are in fact distributed, has no role to play in ensuring an orderly winding up of such companies, does not explain or justify distinctive features of the formal insolvency regime, and has little to do with fairness in liquidation. The actual role of the principle, it is argued, is merely to provide a low-cost method for dealing with those types of claim which both Parliament and commercial parties themselves have decided should receive little or nothing in most insolvencies. The principle, long regarded as the core distributional principle in corporate liquidation, is more properly understood as a principle of non-distribution. To the extent that these arguments succeed, the initial onus of justifying their position shifts from those arguing in favour of the priority of secured credit, to those who support a more 'equal' distribution of the insolvent's estate.

The beginning of the 21st century has seen the implementation of profound legislative reforms which have upset the criminal law and the criminal policy. They took place in a society of risk characterized by the acceleration of the modernity and the production of multiform risks which are linked to it. Gradually the precautionary principle, taken forcibly from the environmental perspective and as an incantation and a refrain, will interfere in those matters to such an extent as to generate consequences on the principle of legality which structures the modern legal rationality, to impose the revision of some other key principles like the presumption of innocence and the principle of necessity, and to place at the center of decisions critical notions such as the danger. Under the influence of the precautionary principle, the very concepts of infraction, of legal responsibility and of punishment are being dislocated by the urgent appeal to take more and more into consideration the future and its potentiality of danger. In this perspective and under the growing pressure of the precautionary principle, the right to security tends to focalize upon a victimizing approach of the society at the expense of an old conception of criminal law founded upon the legal balance between security and liberty. And the criminal policy guiding those developments operate as a new model, which in its obsessional quest of security, makes of the precautionary principle both its internal and external finality. This thesis is thus devoted to the study of the precautionary principle as it is applied to the criminal law and to the criminal policy which it examines through theories and multidisciplinary approaches .Its main objective is, by the examination of the evolution of the criminal policy and of some theories of criminology, and in contact with the ideology of precaution, to highlight the current emergence of a new legal rationality of precaution which operates according to a specific methodology and by the use of a specific terminology. ; Le début du 21ème siècle a vu s'ériger de profondes réformes législatives qui continuent de bouleverser le droit pénal et la politique criminelle. Elles prennent corps dans une société de risque caractérisée par l'accélération de la modernisation et la production de risques multiformes qui lui sont rattachés. Progressivement, le principe de précaution, emprunté de manière pervertie à l'environnement, et sur un mode incantatoire et répétitif, s'immiscera dans ces matières jusqu'à produire des conséquences sur le principe de légalité qui structure la rationalité pénale moderne, imposer la révision de certains autres grands principes comme celui de la présomption d'innocence et celui de nécessité, et mettre au centre des décisions des notions critiques telle la dangerosité. Sous l'influence du principe de précaution, les concepts-mêmes d'infraction, de responsabilité pénale et de peine sont bousculés avec l'invitation à prendre toujours plus en considération le futur et sa potentialité de danger. Dans cette perspective, et comme pendant au principe de précaution, le droit à la sécurité tend à déplacer la focale sur une approche victimaire de la société au détriment d'une conception ancienne d'un droit pénal fondé sur un équilibre juridique entre sécurité et liberté. Et la politique criminelle guidant ces évolutions fonctionne sur un nouveau modèle qui, dans cette recherche poussée de la sécurité, fait de la précaution à la fois sa finalité interne et sa finalité externe. Cette thèse est donc consacrée à l'étude du principe de précaution appliqué au droit pénal et à la politique criminelle qu'elle examine à la lumière de théories et d'approches pluridisciplinaires. Elle s'attache surtout à travers l'analyse de l'évolution du droit pénal et de certaines thèses criminologiques, à mettre en évidence l'émergence aujourd'hui, et au contact d'une idéologie précautionniste, d'une nouvelle rationalité pénale de précaution fonctionnant selon une méthodologie et avec l'usage d'une terminologie spécifique.

Cette onction a historiquement pris la forme d'un processus électoral permettant la désignation des représentants de la Nation, d'une part, et, d'autre part, de la reconnaissance du principe majoritaire qui consiste à postuler que l'avis de la totalité épouse celui du plus grand nombre. Cette double fiction fondatrice, selon laquelle la légitimité du moment électoral vaut pour toute la durée du mandat et la partie pour le tout, a toutefois été progressivement battue en brèche sous le coup des critiques qui frappent la démocratie représentative depuis son origine. C'est aujourd'hui l'idée même d'une légitimité démocratique uniquement issue des processus électoraux qui se voit contestée. Dans le contexte de la mise en évidence des limites de la représentation politique, la notion de participation s'est imposée comme la nouvelle référence à l'aune de laquelle devrait se mesurer la légitimité démocratique. L'irruption dans l'espace public d'une figure du citoyen réputé actif et informé apparaît, simultanément, comme la cause et comme la solution de la crise de la légitimité démocratique. Elle en serait la cause car cette irruption soulignerait le décalage existant entre les choix des gouvernants et ceux des gouvernés, contribuant ce faisant à délégitimer ces choix. Elle en serait la solution car elle constituerait un correctif indispensable au modèle représentatif classique. Incantation aussi floue que puissante, la "participation" est ainsi appelée à redonner de la légitimité aux décisions politiques, voire plus directement aux acteurs et institutions politiques elles-mêmes. Au plan sémantique, tant les discours politiques que les pratiques de terrain tendent en outre à nourrir une confusion entre les notions de participation et de gouvernance. Or, si ces deux notions récusent l'une comme l'autre la primauté absolue du rôle de l'État et visent à s'affranchir d'un certain formalisme juridique, elles n'en sont pas moins conceptuellement distinctes. L'idée de démocratie participative renvoie à un idéal démocratique pour lequel l'ensemble des citoyens non investis d'un mandat électif devraient être impliqués directement dans la gestion des affaires publiques au-delà des périodes d'élections. L'idée de gouvernance a quant à elle une valeur tout aussi bien descriptive que prescriptive. Elle met en exergue la multiplication des acteurs ou des parties prenantes en soulignant l'essor des partenariats entre acteurs publics et acteurs privés. Elle souligne la complexification de l'action politique et en particulier de la prise de décision, les problèmes de coordination qui en découlent, les questions liées à l'imputation des décisions et donc les enjeux en termes de responsabilités, l'élargissement et la complexification des phénomènes d'interdépendance, etc. Ce flou conceptuel et la diversité des pratiques provoquent le scepticisme. Nombre de travaux insistent sur l'aspect "gadget", voire "manipulateur", de ces pratiques. Mais ce flou explique également une part du succès de la notion de participation, notamment dans le champ communautaire européen. La mise en cause des fondements "traditionnels" de la légitimité démocratique n'épargne pas, en effet, le système politique européen. Ou plutôt, parce que l'Union européenne ne peut être considérée comme une démocratie représentative aboutie – ce qui supposerait entre autres un contrôle politique accru du Parlement européen sur la désignation et l'action de l'exécutif européen –, la nécessité de faire participer la société civile à la gouvernance de l'Union apparaît comme un impératif majeur. L'épuisement du "consensus permissif" à la fin des années 1980 a contraint la classe politique européenne à repenser la légitimité de l'Union. La légitimité des politiques européennes et, plus largement, du processus de construction européenne repose ainsi, plus encore qu'au niveau national, sur la capacité des acteurs politiques à remplacer un modèle de pouvoir, qui s'impose depuis le haut aux gouvernés, par un modèle accordant une place significative à la participation. Tout comme dans les sphères nationale et locale, l'importation du paradigme participatif ne s'est toutefois effectuée qu'au terme d'un processus concurrentiel opposant deux visions – représentative et participative – de la légitimité démocratique. Loin de s'être faite sans résistance cette importation a donc été contestée. Elle s'est en outre accompagnée d'un glissement notable de la figure du citoyen vers celle de la "société civile organisée".
