The report outlines the local refugee integration policy and its implementation by the public administration in Berlin. It starts by giving an overview of the political, administrative and social structures in the German capital, before presenting in more detail the responsibilities for refugee integration policy. A number of public bodies are involved in making and implementing integration policy, and tasks are shared between the city and the district levels of the city-state Berlin. Moreover, the content of integration policies is explained, focusing on the four research areas of the project: employment, education, vulnerable groups and social assistance. Berlin draws on a number of federal, state and local programs to support refugee integration, e.g. in terms of providing training, language tuition, health care services, accommodation and counselling. Many of these services are not provided directly, but by a broad variety of non-profit organizations. Some of them have been active in Berlin for years, whereas others have emerged in response to the increase in refugee migration in 2015/16. The city cooperates with these organizations in a number of ways, some of which will be researched in more detail in the upcoming case studies of the project.

This festschrift celebrates the extensive contribution John Wanna has made to the research and practice of politics, policy and public administration. It includes both personal acknowledgements of his work and substantial essays on the issues that he focused most closely upon during his academic career: budgeting and financial management, politics, and public policy and administration. The essays address contemporary developments in public sector financial management in Australia and overseas, changing political processes in Queensland and the Commonwealth, and public governance and administration reform trajectories in Australia and internationally, including in China. A common theme is the importance of linking research to practice, reflecting John Wanna's own style and contribution. Essays include exploration of the interface between academia and practice, including from the perspective of practitioners. The authors of the essays in this volume include eminent Australian and international scholars of public administration, experienced public service practitioners and younger scholars influenced by John Wanna.

IN THIS ARTICLE, ROSENTHAL AND PERLMAN PROPOSE A FRAMEWORK FOR CATEGORIZING THE ETHICAL DIMENSIONS OF PUBLIC POLICY IN TERMS OF THE PROPER DOMAIN, SCOPE, MEANS, AND ENDS OF GOVERNMENTAL POWER. THEY GO ON TO EXAMINE CASES THAT REFLECT THE INTERACTION OF THESE DIMENSIONS. THEY THINK THEIR WORK SERVES TO CLARIFY THE NATURE OF ETHICAL DEBATES OVER PUBLIC POLICY AND EXPLAINS WHY SOME PROBLEMS APPEAR TO BE INTRACTABLE.

AbstractWhat impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is 'civil' service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in 'public policy' and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. New challenges face public policy‐making including co‐ordination problems, fragmented accountability and shared policy spaces. Copyright © 2008 John Wiley & Sons, Ltd.
