In 1971 Canada was the first nation in the world to establish an official multiculturalism policy with an objective to assist cultural groups to overcome barriers to integrate into Canadian society while maintaining their heritage language and culture. Since then Canada's practice and policy of multiculturalism have endured and been deemed as successful by many Canadians. As well, Canada's multiculturalism policy has also enjoyed international recognition as being pioneering and effectual. Recent public opinion suggests that an increasing majority of Canadians identify multiculturalism as one of the most important symbols of Canada's national identity. On the other hand, this apparent successful record has not gone unchallenged. Debates, critiques, and challenges to Canadian multiculturalism by academics and politicians have always existed to some degree since its policy inception over four decades ago. In the current international context there has been a growing assault on, and subsequent retreat from, multiculturalism in many countries. In Canada debates about multiculturalism continue to emerge and percolate particularly over the past decade or so. In this context, we are grappling with the following questions: • What is the future of multiculturalism and is it sustainable in Canada? • How is multiculturalism related to egalitarianism, interculturalism, racism, national identity, belonging and loyalties? • What role does multiculturalism play for youth in terms of their identities including racialization? • How does multiculturalism play out in educational policy and the classroom in Canada? These central questions are addressed by contributions from some of Canada's leading scholars and researchers in philosophy, psychology, sociology, history, education, religious studies, youth studies, and Canadian studies. The authors theorize and discuss the debates and critiques surrounding multiculturalism in Canada and include some very important case studies to show how multiculturalism is practiced and contested in contemporary Canadian society

This article positions the social violence against Roma in Eastern Europe during the COVID-19 pandemic in historical perspective. It is based on primary data derived from the project Marginality on the Margins of Europe – The Impact of COVID-19 on Roma Communities in Non-EU Countries in Eastern Europe, collected in 2020 by researchers in Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine. This data is contextualised with the help of secondary literature on historical epidemics and pandemics, as well as societal responses to them, with a particular focus on the ensuing scapegoating of minorities in certain cases. The article first makes the case for the importance of historicising such responses to pandemics in different contexts as a safeguard against 'exceptionalising' either the ongoing pandemic or the Roma minority. Further, it argues against a reductionist perspective that treats the Roma primarily – or even exclusively – along the lines of their representing a 'national minority', a concept that is heavily tilted toward a cultural-linguistic definition of the group. In contrast, it posits that hate speech and racist incidents against the Roma in the context of the pandemic (and more generally) are better understood by factoring in the intersection of race and class, where the long-standing racialization of the Roma in Eastern Europe is inflected by the latter as much as the former. Finally, zooming out from the case study under consideration to consider other instances of 'Othering' encountered during the COVID-19 pandemic, it draws attention to the different scales at which exclusion operates, and to the advantages provided by an awareness of the multiple spatial and temporal layers constitutive of such a scalar approach.

This article aims to deconstruct the research field of "critical Muslim studies" that is emerging within Western academic discourse. It seeks to expose the postcolonial injustices that Muslims are subjected to in the allocation of symbolic resources. Islamophobia is almost the dominant subject of research here, and the line between political activism related to the struggle for minority rights and academic knowledge becomes completely permeable. This article describes the epistemological foundations of critical Muslim studies and its conceptual language, developed by its proponents within the framework of postcolonial theory, related to the notions of racialization, Orientalization (and self-Orientalization), Eurocentrism and Westernization. The institutionalization of this trend is examined through selected European and American examples. Examination of the volume Islamophobia in Muslim Majority Countries demonstrates how left-liberal ideology, included in the production of academic knowledge, turns into a fully-fledged methodology that is desirable to a wide range of researchers. ; Данная статья ставит своей целью деконструировать исследовательское поле «критических мусульманских исследований», формирующихся в лоне западного научного дискурса. Данные исследования ориентированы на выявление постколониальной несправедливости в распределении символических ресурсов, имеющей место быть в отношении мусульман. Едва ли не главным предметом исследования здесь становится исламофобия. И грань между политическим активизмом, связанным с борьбой за права меньшинств, и академическим знанием становится абсолютно проницаемой. В статье описаны эпистемологические основы критических мусульманских исследований, их концептуальный язык, выработанный его сторонниками в рамках постколониальной теории, связанный с понятиями расиализации, ориентализации (и само-ориентализации), европоцентризма и вестернизации; на примере отдельных европейских и американских проектов рассмотрены тенденции институционализации направления. На примере сборника «Исламофобия в странах мусульманского большинства» продемонстрировано, как леволиберальная идеология, включенная в производство академического знания, превращается в полноценную методологию, востребованную у широкого круга исследователей.

Funding: This research has received funding from the European Union's Seventh Framework Programme for research, technological development and demonstration under grant agreement no 320223. ; Young Spanish Black people born to migrant parents continue to be either invisible or problematized in public discourses, which project a monocultural and phenotypically homogeneous Europe. Research in countries with a long immigration history has shown that in the process of othering minorities, gender ideologies emerge as ethnic boundaries and feed the paternalistic treatment of women while accusing their families and communities of harming them through atavistic traditions. However, little research has focused on girls' and young women from West African immigration and Muslim tradition in Spain, a country where they represent the first "second generation". In order to gain a deeper insight into their processes and views, this paper describes and analyses the educational trajectories and transitions to adult life of a group of young women with these backgrounds who participated in a multilevel and narrative ethnography developed in the framework of a longitudinal and comparative project on the risk of Early Leaving of Education and Training in Europe (ELET). In the light of the conceptual contributions of the politics of belonging and intersectionality, the responsibilities regarding the conditions for gaining independence are relocated while assessing the role of the school in the processes of social mobility and the development of egalitarian aspirations in the labor market and in the family environment. The findings show how the limits encountered by these young women in their trajectories to an independent adult life are mainly produced by processes of racialization conditioned by class and gender, ironically in key spaces of social inclusion such as schools and the labor market rather than, or mainly by, an ethnic community that subjugates them.

In recent decades, Argentine society has experienced a progressive questioning of its alleged "whiteness". Since the mid-1990s, an Afro-descendant Social Movement has been created by organizations that are fighting for their revitalization, against racism and exclusion. In addition, the arrival of Afro-descendant migrants dedicated to teach Afro-Latin American arts, was articulates with this political movement and grew as a cultural field, as Argentine apprentices and practitioners become, also, teachers and referents. As a result of our respective ethnographic field work, in this article we will problematize some of the de / articulations that grows between the configuration of afrodescendant identities and memories, and the practice and the resignifications of Afro cultural expressions. We will analyze these connections, first, in the case of young people who identify themselves as Afro-descendants in a broad context of visibility and social vindications of their identities and, secondly, between social actors who practice Afro culture beyond these ethno-racial belongins. We aspire to contribute to the understanding of these complex relations between racialization, ethnicization, cultural and political expressivity in the local context. ; En las últimas décadas, la sociedad argentina experimenta un progresivo cuestionamiento de su pretendida "blanquedad". O texto trata da construção da modernidade colonialidade, a partir de um diálogo entre o Materialismo Histórico-Dialético (LUKÁCS, 2010; MARX, 2007; 2013) com as Epistemologias do Sul (SANTOS, 2010A; QUIJANO, 2005; MIGNOLO, 2011). Três são os pontos centrais da reflexão: o rompimento do silêncio absoluto que envolve a importância da América Latina na construção da modernidade capitalista; a vinculação metabólica entre modernidade e colonialidade, uma vez que a o estágio das forças produtivas e da consolidação do eurocentrismo como núcleo duro da vida intelectual mundial possuem uma vinculação estreita com o regime de acumulação primitiva, colonização e racialização dos territórios latino-americanos e, por fim; a introdução de uma premissa ontológica materialista ao debate epistemológico do Sul Global, é o de que a colonização foi o momento matricial da imposição planetária da Forma-Mercadoria (MARX, 2013).Pachakuti and the history of the modernity beyond the Southern seasABSTRACT The text deals with the construction of modernity-coloniality, starting from a dialogue between Historical-Dialectical Materialism (LUKÁCS, 2010; MARX, 2007; 2013) and Southern Epistemologies (SANTOS, 2010A; QUIJANO, 2005; MIGNOLO, 2011). Three are the central points of reflection: the breaking of the absolute silence that surrounds the importance of Latin America in the construction of capitalist modernity; the metabolic linkage between modernity and coloniality- since the stage of the productive forces and the consolidation of Eurocentrism as the core of the intellectual world life have a close connection with the regime of primitive accumulation, colonization and racialization of the Latin American territories and, finally, the introduction from a materialist ontological premise to the epistemological debate of the Global South, is that colonization was the matrix point of the planetary imposition of the Form-Merchandise (MARX, 2013).

The present work focuses its analysis on the image of indigenous peoples and the sense of history transmitted by the Chilean school system, based on the analysis of school texts. We propose, in this sense, the existence of a political-conceptual framework, legitimized by the national state, in which the official agencies articulate working documents for the school-age population, referred to indigenous peoples, with a clear sense of omission, negation and racialization, as an expression of the modernizing influence of the Chilean political matrix. To achieve the research objectives, the methodology of the Critical discourse analysis formulated by Teun Van Dijk has been used, largely due to the critical explanatory framework offered by this research proposal, which is projected from the epistemological base granted by the Theory of the social representations. ; El presente trabajo centra su análisis en la imagen de los pueblos indígenas y el sentido de la historia transmitido por el sistema escolar chileno, a partir del análisis de textos escolares. Proponemos, en este sentido, la existencia de un entramado político-conceptual, legitimado por el estado nacional, en el cual las agencias oficiales articulan documentos de trabajo para la población en edad escolar, referido a los pueblos indígenas, con un claro sentido de omisión, negación y racialización, como expresión del influjo modernizador de la matriz política chilena. Para lograr los objetivos de investigación, se ha empleado como metodología el Análisis crítico del discurso formulado por Teun Van Dijk, en gran medida por el marco explicativo crítico que ofrece esta propuesta de investigación, la cual se proyecta desde base epistemológica otorgada por la Teoría de las representaciones sociales.

El presente artículo tiene como objetivo situar desde/para la literatura chilena (e hispanoamericana) un manuscrito encontrado en el Valle de Azapa (Arica-Chile), que compendia diversas manifestaciones literarias como décimas, canciones y testimonios escritos por un agricultor afrodescendiente de principios del siglo XX. Hasta el momento, no hay referentes para este hallazgo documental, por lo que éste escrito pretende, desde una lectura biopolítica, construir una plataforma teórica inicial de entrada al manuscrito para próximas investigaciones en el campo de los estudios culturales y literarios. No sólo es interesante lo que se entona en este grupo de composiciones como rescate de la tradición popular del siglo XIX y comienzos del XX; sino que, también, supone la necesidad de asumir y construir un locus teórico que incorpore aquellas subjetividades marginadas por el relato nacional a través de los procesos de racialización que sustentan las políticas de la memoria en Chile. ; This paper aims to put in Chilean literary historiography a manuscript found in the Valley of Azapa (Arica), which summarizes various literary events as décimas, songs and testimonies written by an African American farmer from the early twentieth century. So far, no finding relating to this documentary, so this article is intended, from a biopolitics lecture, build an initial theoretical input to the manuscript platform for future research in the field of cultural and literary studies. Not only is it interesting what is sounds in this group of compositions as rescue popular literary tradition of the nineteenth and early twentieth centuries; but also, it implies the need to take and build a theoretical locus incorporating marginalized subjectivities by the national narrative subjectivities through racialization processes that sustain the politics of memory in Chile.

Using as reference the material appearing in web sites aimed at heterosexual sex tourists, in this study I examine, from an anthropological viewpoint, the inclusion of "new" places in the sex tourism circuits in South America. My main argument is that this integration is linked to economic, political and cultural factors that are expressed in differentiated racialization processes by means of which women of different countries and regions, far from being homogenized, are placed in an erotic hierarchy. I describe the characteristics of this virtual universe, of its users, their interactions as well as the sexual practices they are interested in so as to create a context to make a comparative analysis of the feminine images disseminated in the site. As a conclusion, I take into consideration the aspects used to make some South American countries and cities, particularly Buenos Aires, an attractive venue for sex consumption. ; Tomando como referencia el material diseminado en web sites destinados a turistas sexuales heterosexuales, en este texto examino en una lectura antropológica la inclusión de "nuevos" lugares de América del Sur en los circuitos globales de esos viajantes. Mi argumento principal es que esa integración está vinculada a factores económicos, políticos y culturales que se expresan en procesos de racialización diferenciados mediante los que mujeres de diferentes países y regiones, lejos de ser homogeneizadas, son insertadas en una jerarquía erótica. Describo las características del espacio virtual contemplado, de sus usuarios, sus interacciones y las prácticas sexuales por las que se interesan, creando un contexto para analizar en una perspectiva comparativa las imágenes femeninas difundidas en el site. En la conclusión considero los aspectos utilizados para tornar algunos países y ciudades de América del Sur, particularmente Buenos Aires, un atractivo espacio de consumo sexual.

Los vocablos africanos son los grandes ausentes de los diccionarios de domini­canismos. Los pocos que aún se utilizan, sobretodo en el lenguaje popular, tienen por lo general un sentido peyorativo. y es que el menoscabo del hombre africa­no se ha reflejado en todos los aspectos de la construcción nacional dominicana. La exaltación de la hispanidad promovi­da por dirigentes políticos e intelectuales desde el siglo XIX, ha causado el divorcio entre los elementos de origen africano y la auto-percepción de las masas domi­nicanas. Este fenómeno se refleja en la popularidad de los nombres propios o to­ponímicos de origen español y en menor grado indígena, así como y en la conno­tación negativa, muchas veces insultante, que se le atribuye a los nombres de origen africano o haitiano que, en el imaginario popular dominicano, es lo mismo. The few African words still used in the Dominican republic, particularly in common language, are distorted with a scornful sense. the prejudice towards Africans in this Caribbean island has affected all as­pects of Dominican's expressions. in fact, from the nineteenth century onwards, a large sector of intellectuals and political leaders has developed a pro-Hispanic identity discourse that has caused a break-up between the African heritage and the self-perception of Dominicans. This phe­nomenon is reflected in the popularity of names and toponymics of Spanish or Taino origins, as well as in the pejorative connotation attached to African's names or Haitian's names which in the imaginary Dominican popular mean the same. Although there is a public commitment in terms of official policies to the promotion of anti-racism and a multicultural society, racist movements and ideas are increasingly part of the public political debate. The question of what can be done to counter the influence of racist ideologies and extreme right-wing political parties is at the heart of contemporary concerns. Yet, there is considerable confusion of what is meant by anti-racism and the policies and practices associated with it in different national contexts. Moreover, there are a variety of theoretical approaches and political perspectives about what kind of arguments and mobilizations are necessary to curb the growth of racism. In Belgium, the anti-racist movement, Hand in Hand, has developed a diverse range of strategies to answer the issue of everyday racism and intolerance, to counter right-extremist ideas and to limit its political influence. In this article, the focus will be on the political rhetoric developed by the anti-racist movement in the 1990s, at the times of the national demonstrations against racism, triggered by the electoral score of the extreme right-wing party, Vlaams Blok, in 1991. The results of a qualitative analysis of the information campaigns and media coverage of the anti-racist demonstrations of 1992, 1994, 1998 and 2002 when 100,000 people marched in the streets of Brussels claiming equal rights and opposing racism and discrimination, should offer insights into how the racialization of social and political relations is shaped by both discourses on racism and anti-racism.
