IN SEPTEMBER 1962 THE IRANIAN FOREIGN MINISTRY ASSURED THE SOVIET EMBASSY IN TEHRAN THAT "NO FOREIGN POWER WILL BE GIVEN THE RIGHT TO HAVE MISSILE BASES OF ANY TYPE ON IRANIAN SOIL" THIS ASSURANCE PAVED THE WAY FOR AN IMPROVEMENT IN IRANO-SOVIET RELATIONS INCLUDING EXTENSIVE ECONOMIC COOPERATION. FROM 1963 UNTIL 1979 SIXTY-EIGHT AGREEMENTS WERE SIGNED. THESE COVERED THREE PRINCIPAL AREAS: SOVIET ASSISTANCE FOR DEVELOPMENT PROJECTS IN IRAN; IRANIAN GAS AND OIL EXPORTS TO THE SOVIET UNION; AND THE PROMOTION OF IRANO-SOVIET TRADE. SINCE 1979 ELEVEN FURTHER AGREEMENTS HAVE BEEN SIGNED, BUT THE INTENSITY OF IRANO-SOVIET ECONOMIC COOPERATION HAS RECENTLY SHOWN A MARKED DECLINE.

Dolayısıyla, bu tez çalışması bir bakıma Amerikan Dış Politikası ve Stratejisi çalışması olacaktır. ; The future of the liberal international order is one of the most discussed topics in International Relations (IR). The world has been witnessing one of the most peaceful and prosperous eras in any time in history. Yet, numerous factors such as China's rise as a great power and rising right-wing populist authoritarianism around the globe have pushed scholars to question the future of the liberal international order. This thesis focuses on the characteristics of the liberal international order, threats against it and the future of world politics. Moreover, it analyzes role of the U.S. in the international system and American foreign policy after the Cold War through the point of power politics since the U.S. is the strongest state in the world. Traditional American foreign policy choices such as providing security to its European and Asian allies are examined within the framework of structural realism. This thesis argues that the liberal international order already collapsed and it predicts that great power politics will be the focal point of the new era.

The conducted research is aimed to identify those patterns in which administrative culture is distinguished while addressing the immigrants' experiences related to administrative behaviour of state institutions and public servants in the host country. The conducted research particularly focuses on international students' experiences in Lithuania. Therefore the analysis draws insights using a qualitative survey data where the international students' of Kaunas municipality in Lithuania reveal their experiences, related to the behaviour of public service officials. For so, the conducted research explores students' socio-demographic characteristics in their relation to experiences while carrying administrative activities. Consequently, the data is being used to support and illustrate the given arguments in how administrative culture distinguishes itself in the migration-related performance field. The main findings from the analysed data support arguments that in those cases when migrant's situation is being addressed, the administrative culture of the host country is admitted to have its own distinctive features. The case study of Kaunas municipality of Lithuania reveals that the immigrant-related administrative culture distinguishes oneself while facilitating such features as (I) restrictiveness in language usage policy which in turn creates obstacles for immigrants to obtain optimal access to information and (II) features of not sufficiently responsive administrative behaviour. Overall, the originality and the value the research gives additional input by revealing in what way administrative culture distinguishes oneself while addressing the immigrants case and at the same time, indicates the scope for public leadership in migrant related public administration activity. ; Straipsnyje aptariamos tarptautinių studentų patirtys, susijusios su Lietuvos viešojo administravimo institucijų veikla, išskiriami iššūkiai su kuriais yra susiduriama, jų mastas ir pobūdis. Atliktas tyrimas atskleidžia, kad didelė dalis tarptautinių studentų, siekdami pasinaudoti administracinėmis procedūromis, susiduria su sunkumais. Pastarieji pasireiškia kaip biurokratija, aiškios bei tikslios informacijos trūkumas. Tyrimo duomenys taip pat atskleidžia respondentų patiriamą viešojo administravimo institucijų tarnautojų nenorą išsamiai pateikti informaciją ar gebėjimų trūkumą tai padaryti. Šioje situacijoje ne mažiau svarbia tampa ir institucijose dominuojanti valstybinės kalbos vartojimo politika, kuri sukelia kliūčių tarptautiniams studentams gauti reikiamą informaciją bei optimaliai naudotis viešosiomis paslaugomis. Minėti veiksniai prisideda prie administracinės kultūros formavimo ypatumų, kurie pasireiškia ir yra išskirtinai juntami būtent imigrantų (užsieniečių) studentų subjektų grupės. Analizuojamu atveju administracinėje kultūroje pasireiškia nepakankamas dėmesys imigrantų poreikiams, o viešojo administravimo institucijų elgsena galėtų būti keičiama jų vadovų iniciatyvomis.

Alors que la S.D.N. avait prévu une réglementation du commerce des armes et organisé une certaine publicité des transactions opérées par les principaux pays producteurs, les rédacteurs de la Charte des Nations Unies ont méconnu ce problème qui n'a pas été évoqué devant les instances internationales depuis la fin de la seconde guerre mondiale. L'intensité de la compétition entre les Etats dans ce domaine et les risques résultant d'une prolifération anar-chique des armes, surtout dans les pays du Tiers Monde, requièrent impérativement l'attention de la communauté internationale. Un accord mondial sur le commerce des armes apporterait une contribution essentielle à l'œuvre du désarmement.

Published to Oxford Scholarship Online: August 2021 ; 'Borderlands : Europe and the Mediterranean Middle East' proposes a profound rethink of the complex relationship between Europe-defined here as the European Union and its members-and the states of the Mediterranean Middle East and North Africa (MENA), Europe's 'southern neighbours'. These relations are examined through a borderlands prism that conceives of this interaction as of one between an empire of sorts, which seeks to export its order beyond the border, and the empire's southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe's selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995-2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe's gatekeepers. Combined with specific policy choices of MENA governments, Europe's selective expansion of its rules, practices, and disaggregated borders have in fact contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the 'southern neighbourhood', with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Este artículo explora el estado actual de las relaciones entre Argentina y Corea. El punto central es que si bien existen condiciones favorables y potencialidades, los vínculos políticos y económicos bilaterales permanecen sub-explotados, a diferencia de la alta interacción que las partes mantienen en el plano multilateral. Para explicar esta situación, un estudio de las distintas fases de la política exterior argentina hacia la Península Coreana introduce a la historia de las relaciones entre los dos países y, a continuación, se focaliza en las interacciones políticas y económicas actuales desde una perspectiva integral de las relaciones internacionales. En síntesis, más allá de la mejora de las interacciones bilaterales y multilaterales en los últimos años, las relaciones argentino-coreanas poseen una estructura más simétrica de poder que la mantenida entre Argentina y otros actores del noreste de Asia (como China y Japón), con potenciales reales no desarrolladas que podría expandirse si Argentina efectúa una política exterior integral hacia los países del Asia Oriental. ; This paper explores the current state of relations between Argentina and Korea. The central point is that although there are favorable conditions and potentials, the political and economic ties remain under-exploited, different to the high interactions that the both parts have in the multilateral level. To explain this situation, a periodization of the Argentine foreign policy toward Korean Peninsula introduces to the historical relation and then studies current political and economic interactions from a comprehensive perspective of the international relations. Economic growth and structural change - the future of the world economy - is analysed in this book. Conditional forecasts are given for the economic development of the most important world market countries till the year 2000. The driving forces of economic growth are identified and forecasted, in connection with collaborating scholars in most of these countries and with international organizations. This information is used in solving a coherent world model. The model consists of linked growth models for each country (or groups of countries). The solutions show that the inequality in international income distribution will further increase and that the CMEA and OECD countries will approximately keep their relative positions, with some changes within these groups. Structural change is also analysed. Additionally separate forecasts prepared by each collaborating country group are given and may be compared with the forecasts by the world model. The book closes with chapters on special features of the future economic development: on the international debt problem, on long waves, on structural change in the world trade, on the emergence of service economics and on the comparison of GDP and NMP national accounting

Bretton Woods provided the post-war framework for intergovernmental monetary cooperation until the banking community, using the Eurodollar as an international medium of exchange, forced governments to adopt a regime of floating rates in the 1970s.
