Section 2: Presentations by Faculty (at 11:45) ; Hong Kong film dominated Sinophone cinemas until the mid-1990s, when conditions protecting it from regional competition were gradually eroded and Chinese and other Asian cinemas began to challenge its prominence. Hong Kong cinema also needs to adjust to the China market imperative, global industry restructuring and the resulting neoliberal policy reactions from the Chinese and Hong Kong governments. The recent seeming revival of Hong Kong film is often attributed to the rise of Hong Kong-China co-productions, but these developments have put the ontology and sustainability of Hong Kong cinema in question. In order to qualify for market privileges of Hong Kong-China co-production, films need to tailor cultural content to Chinese censorship parameters, but such "mainlandized" co-productions find the more liberal sinophone communities of Hong Kong and South-east Asia hard to penetrate. It is thus pertinent to evaluate (1) if Hong Kong-China co-productions tend to address the relation of Hong Kong to China in more vertical, national and Sinocentric manners, (2) if intra-local and inter-local quotidian sensitivities can continue to be attentively portrayed in Hong Kong films, and (3) if connections with local, Asian and critical audiences need to be given up to make a decent China market viable. ; postprint

Делается вывод, что незападные страны, принявшие западную модель рыночной экономики и конкуренции, но с национальной спецификой, разработали свои варианты модернизации и стали догонять по некоторым параметрам лидеров мировой системы («догоняющая» модель развития), а некоторые даже попытались оспорить западную модель постиндустриального развития. Это сформировало сегодняшнюю международную среду высокой конкурентности моделей развития, которая требует подготовки нового поколения профессионалов через «ответственную интернационализацию» подготовки политической элиты. ; The main principles of modern international system were formed at the turn of the 20th century. After World War II the decolonializing and modernizing Asia must choose between two versions of European model of modernization and development. The model of development within the old technological stage was exhausted at the end of the 20th century. Non-Western countries based on the Western model of market economy but with national characteristics put forward their own models of modernization and managed to "catch up" with the leaders of world systems. These factors challenged the Western mode of postindustrial development. Thus the modern model of high competition in modernization and development was created. This model requires education and training of a new generation of professionals through "responsible internationalization" of future Russian political elite.

Functional males that are produced occasionally in some asexual taxa - called 'rare males' - raise considerable evolutionary interest, as they might be involved in the origin of new parthenogenetic lineages. Diploid parthenogenetic Artemia produce rare males, which may retain the ability to mate with females of related sexual lineages. Here, we (i) describe the frequency of male progeny in populations of diploid parthenogenetic Artemia, (ii) characterize rare males morphologically, (iii) assess their reproductive role, using cross-mating experiments with sexual females of related species from Central Asia and characterize the F1 hybrid offspring viability and (iv) confirm genetically both the identity and functionality of rare males using DNA barcoding and microsatellite loci. Our result suggests that these males may have an evolutionary role through genetic exchange with related sexual species and that diploid parthenogenetic Artemia is a good model system to investigate the evolutionary transitions between sexual species and parthenogenetic strains. © 2013 European Society For Evolutionary Biology. ; This study has been funded by the Plan Nacional CGL2008-03277 project, sponsored by Spanish Government MICIN. During the Meijing era, the political context in East Asia led the Japanese authorities to embark on a nationwide modernization program. This resulted in the introduction of Western mathematics, and especially Euclidean geometry into Japanese education. However, as traditional mathematics (was an) were very successful at that time, there were no Japanese translations of texts dealing with this new geometry available at this time. My work focuses on the first Japanese textbooks that were developed, distributed and used during this period of scientific transfer. My analysis concentrates on language and logical reasoning in order to highlight the various phases in the importation and adaptation of Western knowledge to the Japanese context ; Durant l'ère Meiji, afin d'occuper une position forte dans le concert des nations, le gouvernement japonais engage le pays dans un mouvement de modernisation. During the 20th century, the institution called central bank was diffused globally. However, central banking practices differed significantly between European market-based economies and developing economies. This paper traces the ideas and norms that shaped and legitimized central banking practices in the two areas. The paper argues that during the period from the 1940s to the 1970s two central banking policy norms existed: the liberal norm, which emerged in Europe, and the developmental central banking norm, which emerged in Latin America and diffused to East Asia. The paper seeks to trace the life cycles of the two norms: to specify the ideational content of each norm and to identify the actors and networks that produced, promoted and diffused them. The paper makes two contributions. First, theoretically, on the basis of Finnemore and Sikkink's theory of international norms' dynamics, it introduces a mechanism that explains the emergence and internationalization of an alternative international norm in the periphery that challenges the standard international norm. Second, it contributes to the literature on comparative regionalism by historicizing the liberal/European standard of central banking practices and by identifying the existence of an alternative standard for central banking practices in developing countries. The paper covers the period from the 1940s to the 1970s.

This article reports on a study of Australian men and their accounts of living and working in Japan as English language teachers. In this site, recent research has explored Japanese discourses of desire for the West, Western men, and English language learning. These patterns of desire have afforded white Western men a privileged personal and professional status in Japan, and enabled access to employment opportunities as teachers of English language. At the same time, white Western men working as English language teachers face the challenge of negotiating competing discourses that threaten their social status. In particular, their employment in a lowly-regarded profession and a reputation for sexual promiscuity potentially position Western male language teachers as the 'white trash' of Asia. My analysis of interview data focuses on the ways in which the men negotiate these discourses, and construct 'respectable' Western heterosexual masculinities by mobilising a binary distinction between singleness and marriage. Marriage to a Japanese spouse is presented as a bulwark against alignment with problematic discourses that threaten the status of white masculinity: it is associated with fidelity and maturity, and with integration into Japanese social, linguistic and professional communities. However, the articulation of marital status also reinforces a marginalised position for teachers who do not conform to heteronormative expectations.

Aiwha Ong and Nancy Chen's anthology Asian Biotech (Duke, 2010) wonderfully and incisively captures the initial results of a period of intense investment throughout much of Northeast, South and Southeast Asia in the most recent two to three decades in the emerging biosciences, grouping its collection of papers according to broad thematic clusters. Documenting a series of diverse, changing practices with respect to the use of bodies and human tissues in clinical trials, the related establishment of blood and tissue storage facilities, and even cutting-edge efforts to work with HESC technologies, the volume offers a comprehensive view of a rapidly emerging field in a part of the world that has only recently begun to appear as a major contributor to global techno-scientific activity, with state actors frequently leading the mobilization efforts. Juxtaposed against this thematic content, this review seeks to place the volume in conversation with a longer history, especially existing work in the history of the life sciences, which has until now been dominated by accounts of laboratories primarily based in the West. Rich with implications for a changing ethical practice driven by material changes in medical and scientific practice, Asian Biotech initiates any number of debates to open up a new field of inquiry.

When World War II finally came to an end, the Allied forces were primed to face a world of hunger. Since the earliest days of the conflict, experts throughout Europe and Asia had been predicting that the unfathomable scale of the war would result in a massive and permanent restructuring of the global food economy. Military victory itself was cast as inextricably intertwined with control over foodstuffs. In 1940, the British nutritionist and future Director-General of the United Nation's Food and Agriculture Organization, Sir John Boyd-Orr, had warned that "we are only at the beginning of what looks like a long grim struggle, in which food may be, as it was in the last war, the decisive factor for victory." Even more ominously, such experts foresaw the end of the war as ushering in a world defined less by peace and more by hunger. Australian economist and humanitarian Frank Lidgett McDougall axiomatically declared that "the exigencies of war and of the relief period will in the next few years render almost all men everywhere in the world highly food-conscious." The recognition of the global ramifications of hunger meant that, as Nick Cullather put it in his recent article on the history of the calorie, "the construction of a postwar international order began with food."

AbstractThis paper looks at Jama'at-i Ahmadiyya's political involvement in the Kashmir crisis of the 1930s under its second and most influentialkhalīfat al-masīh, Mirza Bashir al-Din Mahmud Ahmad, who took over the movement in 1914, six years after the death of his father, Mirza Ghulam Ahmad. Communal tensions springing from the Kashmir riots of 1931 provided Mirza Mahmud Ahmad with an opportunity to display the ability of his Jama'at to manage an international crisis and to lead the Muslim mainstream towards independence from Britain. Mahmud Ahmad's relations with influential Muslim community leaders, such as Iqbal, Fazl-i Husain, Zafrulla Khan, and Sheikh Abdullah (Sher-i Kashmīr), enabled him to further both his religious and political objectives in the subcontinent. This paper examines Jama'at-i Ahmadiyya's role in establishing a major political lobby, the All-India Kashmir Committee. It also shows how the political involvement of Jama'at-i Ahmadiyya in Kashmir during the 1930s left Ahmadis susceptible to criticism from opposition groups, like the Majlis-i Ahrar, amongst others, in later years. Ultimately, this paper will demonstrate how Mahmud Ahmad's skilful use of religion, publicity, and political activism during the Kashmir crisis instantly legitimized a political platform for Jama'at-i Ahmadiyya's entrance into the mainstream political framework of modern South Asia, which thereby has facilitated the development of the Ahmadi controversy since India's partition.

AbstractThis paper provides long‐run historical evidence for the link between business cycle synchronization, trade and the exchange rate regime. Using data from a large number of industrialized countries and a group of Asian economies, we examine this link in three sub‐periods: the first globalization period (1870–1913), the bloc economy period (1915–1959) and the second globalization period (1960–2004). The business cycle is identified as the series of deviates from a Hodrick–Prescott filtered trend. Cyclical turning points are located in the business cycles of our sample of 21 major countries, which enables us to comment on the characteristics of business cycles in the three periods. Cross‐correlations of the cyclical deviates are calculated for all the pairs of the 21 countries examined. It is apparent from casual inspection that the business cycle characteristics and the pattern of cross‐correlations in the bloc economy period are different from those found for the two globalization periods, whereas there is less difference between the two globalization periods. Following the estimations by Frankel and Rose, we relate business cycle synchronization to trade patterns and currency unions. Consequently, we find that European integration was already discernible in terms of business cycle synchronization in the early 1900s and that a similar synchronization was not discernible for Asia.

The College of Public Affairs (CPAF) in the University of the Philippines Los Baños (UPLB) evolved as a unit of the University with the mandate to raise the bar of applied social science scholarship by developing transdisciplinary methods in the resolution of public issues such as food security, land reform and land use, governance, population, and education. The creation of CPAF in 1998 was prompted "by the need to attune academic programs in the pursuit of UP's mission to promote nationalism and development in the face of profound changes occurring in the global environment." In 2011, it was renamed as the College of Public Affairs and Development. This paper highlights the integrative framework that summarizes CPAf,s plans, innovations, and strategies in helping build sustainable communities and attain human security. These targeted impacts are anchored on programs and services that operationalize the major functions of CPAf as an academic unit. Built into these functions are the theoretical foundations for communities of practice on institutional development, policy reform and development, and local governance and development. In the final section, future challenges are presented. These center on the growing appreciation of students in agriculture in the Philippines and in Southeast Asia of Public Affairs as a discipline and the articulation of the rigor and relevance to transdisciplinary research in an otherwise disciplinary community.

Several studies have claimed to have found significant weekly cycles of meteorological variables appearing over large domains, which can hardly be related to urban effects exclusively. Nevertheless, there is still an ongoing scientific debate whether these large-scale weekly cycles exist or not, and some other studies fail to reproduce them with statistical significance. In addition to the lack of the positive proof for the existence of these cycles, their possible physical explanations have been controversially discussed during the last years. In this work we review the main results about this topic published during the recent two decades, including a summary of the existence or non-existence of significant weekly weather cycles across different regions of the world, mainly over the US, Europe and Asia. In addition, some shortcomings of common statistical methods for analyzing weekly cycles are listed. Finally, a brief summary of supposed causes of the weekly cycles, focusing on the aerosol-cloud-radiation interactions and their impact on meteorological variables as a result of the weekly cycles of anthropogenic activities, and possible directions for future research, is presented ; This work was partially supported by the Spanish Ministry of Science and Innovation project NUCLIERSOL (CGL2010-18546). The Girard Crisis of 1957 erupted after a young American serviceman, William S. Girard, shot and killed Mrs. Naka Sakai, a Japanese woman collecting shell cases on an army firing range in Japan. While this incident caused an immediate storm of Japanese protest against American military bases, controversy erupted in the United States only when it was revealed that the Army would waive criminal jurisdiction and hand Girard over to Japanese courts for trial. American press and congressional critics charged that the decision to "surrender" Girard under the provisions of the Status of Forces Agreement (SOFA) threatened the constitutional rights of all American servicemen overseas, while Japan and other Asian countries hotly resented the one-sided SOFAs and lenient treatment of American soldiers in military courts. Secretary of State John Foster Dulles and Secretary of Defense Charles E. Wilson bickered over responsibility, but both worried that the jurisprudential dispute would fatally undermine Japanese support for the Security Treaty and threaten the entire U.S. alliance system in the Far East. Although the administration, with President Eisenhower's shrewd help, eventually defused the crisis, its initial responses were confused. This article focuses on State Department handling of the diplomatic and jurisdictional issues in Asia and development of a coherent administration strategy in the face of public anger at home.

Fashion handbags are products that occupy the third position of the 11 types of products most often hijacked. According to the United States Customs and Border Protection and European Commission, Indonesia is a country that ranked the 8th largest country after Hong Kong with the highest levels of product piracy in Asia in 2006. This study investigate the effect of product cues factors, including extrinsic cues and intrinsic cues, Attitudes towards counterfeits, religiosity, lawfulness attitudes, status of consumption on purchase intentions. This study aims to explain the process of forming an intention to buy pirated bag products that rest on the primary relationship of independent variables like attitudes towards counterfeit, lawfulness attitudes and consumption status of the intention to buy pirated products as well as test patterns bag relationship between variables. The data was collected by using a questionnaire enclosed with the statement that based on the Likert scale. The respondents were all employed women who are in the area of Yogyakarta with 200 respondents. These results show that intrinsic factors had positive influence on consumer attitudes towards pirated handbags addition, a more positive attitude of consumers towards pirated bags will further strengthen the purchasing intentions and conversely the higher the status of a consumer's consumption will only further weaken the intention of purchasing the product bag pirated.

The Philippine economy has emerged as one of the fastest growing economies in East Asia, with growth accelerating to 7.1 percent in the third quarter. The acceleration of domestic demand since the first quarter of 2012 reflects the country's strong macroeconomic fundamentals, stronger government finances, and high confidence in the Aquino government's commitment to reform. Sound macroeconomic fundamentals, as seen in low inflation, and large current account surpluses and foreign exchange reserves, have continued to shield the economy from external headwinds, while a more diversified export basket allowed total exports to grow, despite the decline in electronics exports. Overall, the economy is expected to expand by over six percent this year, up from 3.9 percent last year. However, more structural reforms are needed to create more and better jobs, as the overall labor market outcome has been less responsive to the higher economic growth. The economy needs to shift from consumption towards investment, both public and private. The special focus sections of this update demonstrate that the implementation of such reforms can have high payoffs in terms of jobs and inclusive growth. Finally, by scaling-up and broadening several open government/open data initiatives in the country, the strengthening of inclusive institutions would be greatly enhanced, in line with the core principles of this government.
