Die emotional geführte Diskussion über die Einführung des Paragrafen 28a in das IfSG hat verdeutlicht, wie groß das Bedürfnis nach einer parlamentarischen Debatte über die Corona-Schutzmaßnahmen fraktionsübergreifend ist. Insbesondere die Oppositionsfraktionen sehen sich von der Regierung übergangen. Ihr Hauptargument lautet, dass die Bundesregierung gemeinsam mit den Landesregierungen konkrete Schutzmaßnahmen erlasse und damit in Grundrechte eingreife, ohne die Parlamente ausreichend zu beteiligen. Dieses "Durchregieren von oben" schmälere die Legitimation der erlassenen Maßnahmen und schade langfristig der Demokratie. Das Entscheidungsrecht über alle wesentlichen Belange müsse allein bei den Parlamenten verbleiben.
Medellín a color : análisis de dos instrumentos de la política pública para el reconocimiento de la diversidad sexual e identidad de género
Medellín se ha caracterizado por graves casos de intolerancia contra la población LGBTI. Por ejemplo, en el período comprendido entre 2000 y 2010 se presentaron 168 asesinatos contra miembros de dicha comunidad, lo que generó una gran preocupación en la Administración municipal. A raíz de esto, en el año 2011 se creó la política pública para el reconocimiento de la diversidad sexual e identidad de género, con el objetivo de proteger y garantizar los derechos de esta población. Con base en lo anterior, este artículo busca analizar dos instrumentos que posee dicha política : el Centro para la Diversidad Sexual y de Género y las Becas de Creación con enfoque poblacional diferencial. Para esto se presenta, en primera instancia, una breve explicación de esta política de inclusión, y luego se evalúa su efectividad a partir de los criterios de la nueva gobernanza de Salamon (2002), en el período comprendido entre 2011 y 2018. Finalmente, se exponen las conclusiones sobre los dos instrumentos objeto de estudio

The Politics of China's "Green GDP"
This article analyses the politics of the Chinese green GDP project and its recent deadlock. In order to gain a more thorough understanding of the political backdrop of the project, the local politics behind the Chinese environmental crisis have been taken as the analytical focus of this paper. Drawing on recent research, it is argued that local cover-ups of frequently illegal environmental exploitation - which is commonly made responsible for China's environmental problems - are largely induced by the structure of the Party-state. This leads to the conclusion that the causal reason for the deadlock in the green GDP is not, as is often reported, resistance from local leaders, but rather the lack of support from the very top level on the eve of the 17th Party Congress due to the green GDP's heavy political baggage.

Der Berichtszeitraum war geprägt von dem erst langsam, dann schnell hitziger werdenden Wahlkampf um die Präsidentschaft im Dezember 2002, wenn die Amtszeit Kim Dae-jungs abläuft. Der Präsident musste sich mit immer schärferer Ablehnung auseinander setzen, seine Popularitätsrate, die anfangs bei gut 80% Zustimmung gelegen hatte, stürzte im September 2001 bis auf 20% ab. Korruptionsskandale erfassten die Familie des Präsidenten, und aus dem gepriesenen "Saubermann" wurde gegen Ende seiner Amtszeit ein schwer belasteter Präsident, dessen korruptionsverdächtige Söhne die gesamte Arbeit des Präsidenten im Ergebnis gefährdeten. Der Sohn seines Vorgängers Kim Young-sam, Kim Hyun-chul, musste wegen Korruption 1997 eine dreijährige Haftstrafe antreten, so konnte sich Kim Dae-jung bei seinem Amtsantritt 1998 als "Mr. Clean" präsentieren (Far Eastern Economic Review/FEER, 30.5.2002: 19). Mitte 2002 befand er sich in exakt derselben Lage.

An unlikely champion of global finance: why is China exceeding international banking standards?

As a G20 member, China has been engaged in financial reform since the end of the global financial crisis. A core piece of this reform is Basel III, the new prudential standard issued by the Basel Committee. Rather than being merely compliant, China's banking regulation is stricter than the global standard and being implemented ahead of the international timetable. Why is China voluntarily subjecting itself to tougher regulatory standards than the rest of the world? This article shows that low adjustment costs, factional politics, and, above all, an unusual alignment of domestic interests in the quest for international reputation are driving this phenomenon. The troubled institutional history of China's financial system motivates all relevant stakeholders to seek external validation in order to address a credibility gap abroad, albeit for different reasons. The article examines the power of reputation as a driver of regulatory positioning in the context of China's integration into international financial institutions. (JCCA/GIGA)
