For the first time the International Court of Justice has squarely faced and ruled upon the right of a third state to intervene in a case to which two other states are parties. The litigation was the Case Concerning the Continental Shelf (Tunisia/Libyan Arab Jamahiriya), Application of Malta for Permission to Intervene, Judgment of April 14, 1981. The Court unanimously denied permission to intervene, but three judges appended separate opinions which contain matters of considerable interest.

During the past decade Mexico has experienced both large-scale emigration, directed mostly to the United States, and the mass immigration of Central American refugees. The implementation of the United States Immigration and Control Act of 1986 and the possible escalation of armed conflicts in Central America may result in expanded inflows either of returning citizens or of new refugee waves. To develop appropriate policy responses, Mexico would need reliable information on international migration flows. This note reviews available sources of that information and evaluates their strengths and limitations.

The convergence of media fostered by the rise of the Internet is reshaping international news coverage & changing relations between nations. The tripartite relationship of public, news media, & policymakers is made tighter by the convergence powers of the Web. To take advantage of the Internet, news organizations are expanding their in-house capabilities & forming new partnerships. In the US, these changes could have particularly profound effect on long-neglected international news coverage. Governments are also affected by these changes, using the Web to acquire & disseminate information. For their part, members of the public can gather information on their own, rather than waiting for news organizations to filter & then deliver it. Other facets of international relations affected by the Internet include the expansion of venues for terrorist organizations, supporters of democratization, & watchdog/pressure groups. Beyond news & other communications functions, the Internet presents new challenges to systems of international relations. The information revolution is proceeding on numerous fronts, redefining the role & power of the news media & presenting policy-makers with a tool that they must contend with as well as use for their own purposes. Die Autoren stellen in der vorliegenden Studie das Konzept einer Dienstleistungslücke und seiner möglichen Definitionen dar und diskutieren Quantifizierungen im internationalen Vergleich. Dabei relativieren sie stark die häufig anzutreffende Vermutung, die Beschäftigungsprobleme in Deutschland seien überwiegend solche des Dienstleistungsbereichs. Als mögliche Erklärungsfaktoren werden Unterschiede in den Produktivitätsentwicklungen und Auslagerungen von Dienstleistungsfunktionen diskutiert sowie das spezifische Nachfrageniveau analysiert, wobei der Struktur der Endnachfrage sowie den Zeitbudgets eine besondere Rolle zukommt. Weiterhin untersuchen die Autoren den spezifischen Einfluss der Informations- und Kommunikationstechnik. Ob eine ungenügende Ausschöpfung von Potentialen im Dienstleistungsbereich auch mit einer zu geringen Spreizung der Erwerbseinkommen zusammenhängt, wird durch Auswertungen des Europäischen Haushaltspanels (ECHP) überprüft. Since its first application in Central America in the 1980s, the practice of nonviolent international accompaniment of civil society members threatened with political violence has undergone substantial growth. This thesis provides an understanding of protective international accompaniment as a communicative phenomenon. It shows the intricate dynamics of international accompaniment and its impact on two major interlocutors: the host government and the accompanied, under a discursive focus inspired by Speech Acts Theory. Taking Colombia's protracted armed conflict and Peace Brigades International Project in the country as a case study, the narrative focuses on both interlocutors in order to unveil their distinctive nature. On the one hand, following the conceptual groundwork provided by the Copenhagen School, it will be argued that there is a conflictive matrix in the relationship between PBI and the Colombian Government, based on the established dialectical competition over securitisation enabled by their differentiated legitimacy. On the other hand, Colombian civil society groups accompanied by PBI receive a pluralist range of benefits, which can be translated into the language of human needs, human capabilities and (human)security, building on the work of scholars such as M. Max-Neef, A. Sen and M. Nussbaum.
