This article is the second part of the paper published in the previous issue of the journal. In the first part of the article we presented the basic problem of economic sustainability in the strategic perspective, from the viewpoint of the system economic theory. In the second part of the article we discuss the capabilities of this theory as a tool for analyzing the sustainability of the economy and its principal subsystems. We explore the potential of the four system sectors of the economy (object, project, process and environment) for stimulating its development and stabilization. A model for the distribution of role functions of the system sectors of the economy at various stages of the crisis cycle is proposed, ensuring the balanced development of the economy. The special role of its object sector as an active subsystem supporting the stability and diversification in the economy is explained. The multilayer structure of economic subjects is considered as the framework of the national economy, the development of which is especially important during the crisis and post-crisis stages of the crisis cycle. Therefore, the need to strengthen the subject framework of the economy is highlighted, paying particular attention to industries as the subjects of mesoeconomy. On the basis of that, reforms in the organization of government and management are suggested, and recommendations are formulated on the major principles of economic policy regarding the sustainability of the national economy.

AbstractMany highlights from Tektology: Universal Organizational Science by A. Bogdanov are projected onto the concepts of modern systemic thinking according to systemic economic theory. The concepts of space by Aristotle, I. Newton, A. Einstein and A. Bogdanov are compared; the place of Bogdanov's school in modern systemic discourse is clarified. A generalised subject human life sphere structural model, which makes it possible to describe in a unified manner the processes of cognition and creation of spiritual and material human world, is proposed. Due to this, all types of internal and external factors that stimulate these processes become possible to be included in the process of analysing creation and functioning of economic systems. Bogdanov's concept of ingression as a connection of socio‐economic space–time allows us to formulate a hypothesis about four universal types of system genesis factors and determine guidelines for harmonious development of economy and society in the foreseeable future.

In this paper I outline the theory of institutional economics developed by John R. Commons and contrast it with neoclassical economic theory. Key concepts in Commons' theory are bounded rationality, property rights, working rules, institutions, transactions and incomplete contracts. Although Commons' writings tend toward the obscure and descriptive, I demonstrate that on a deeper level of analysis his ideas and concepts provide the basis for an alternative body of economic theory. In certain respects, this body of theory complements neoclassical theory by fleshing-out the institutional infrastructure that governs and regulates market exchange. In other respects, however, Commons' theory of institutional economics is a heterodox substitute for neoclassical theory because it is built using a different methodology, replaces or modifies central theoretical pillars of neoclassical theory, and denies the validity of the 'Invisible Hand' theorem and other core neoclassical propositions. The last two decades have seen greater spatial polarization of the British electorate, with Labour becoming relatively stronger in the North & Conservatives in the South. Survey data from 1992 are drawn on to link spatial polarization to electors' evaluation of trends in regional economies. Findings indicate that voters who felt that their own & their region's economic situation had been in relative decline were less likely to vote Conservative in 1992, especially if they blamed government policy for those conditions. 7 Tables, 9 References.
