Ha leído su tesis doctoral en Filosofía el 20 de septiembre de 2012, en la Universidad de Salamanca, que lleva por título: "Vida, obra y pensamiento de Marcial Solana" y ha obtenido la calificación de sobresaliente cum laude por unanimidad del tribunal. La biografía de Solana se ha reconstruido a partir de certificados y documentos originales. Se ha recopilado la bibliografía completa, que sobrepasa el centenar de obras. Partiendo de sus escritos hemos podido descubrir su pensamiento filosófico, histórico, jurídico y teológico. Marcial Solana fue un polígrafo montañés, Doctor en Filosofía y en Derecho, Alcalde de La Concha de Villaescusa, Diputado a Cortes por Santander, Académico correspondiente de la Real Academia de Ciencias Morales y Políticas, Caballero de la Orden de Malta, miembro del CSIC y de la Sociedad Menéndez Pelayo, Presidente del Centro de Estudios Montañeses, Cronista del Real Valle de Villaescusa y ante todo, hispanista. Su obra más célebre es la Historia de la filosofía española. Época del Renacimiento (Siglo XVI) donde muestra la inmensa labor intelectual que realizaron los pensadores españoles de ese periodo. This is the report from the "ECVAM-EFPIA workshop on 3T3 NRU Phototoxicity Test: Practical Experience and Implications for Phototoxicity Testing", jointly organized by ECVAM and EFPIA and held on the 25-27 October 2010 in Somma Lombardo, Italy. The European Centre for the Validation of Alternative Methods (ECVAM) was established in 1991 within the European Commission Joint Research, based on a Communication from the European Commission (1991). The main objective of ECVAM is to promote the scientific and regulatory acceptance of alternative methods which are of importance to the biosciences and which reduce, refine and replace the use of laboratory animals. The European Federation of Pharmaceuticals Industries and Association (EFPIA) represent the pharmaceutical industry operating in Europe. Through its direct membership of 31 national associations and 40 leading pharmaceutical companies, EFPIA is the voice on the EU scene of 2200 companies committed to researching, developing and bringing to patients new medicines that improve health and the quality of life around the world. The workshop, co-chaired by Joachim Kreysa (ECVAM) and Phil Wilcox (GSK, EFPIA) involved thirty-five experts from academia, regulatory authorities and industry, invited to contribute with their experiences in the field of phototoxicology. The main objectives of the workshop were: - to present 'in use' experience of the pharmaceutical industry with the 3T3 Neutral Red Uptake Phototoxicity Test (3T3 NRU-PT), - to discuss why it differs from the results in the original validation exercise, - to discuss technical issues and consider ways to improve the usability of the 3T3 NRU-PT for (non-topical) pharmaceuticals, e.g., by modifying the threshold of chemical light absorption to trigger photo-toxicological testing, and by modifying technical aspects of the assay, or adjusting the criteria used to classify a positive response. During the workshop, the assay methodology was reviewed by comparing the OECD Test Guideline (TG 432) with the protocols used in testing laboratories, data from EFPIA and JPMA 'surveys' were presented and possible reasons for the outcomes were discussed. Experts from cosmetics and pharmaceutical industries reported on their experience with the 3T3 NRU-PT and evidence was presented for phototoxic clinical symptoms that could be linked to certain relevant molecules. Brainstorming sessions discussed if the 3T3 NRU-PT needed to be improved and whether alternatives to the 3T3 NRU-PT exist. Finally, the viewpoint from EU and US regulators was presented. In the final session, the conclusions of the meeting were summarized, with action points. It was concluded that the 3T3 NRU-PT identifies phototoxicological hazards with a 100% sensitivity, and thus is accepted as the tier one test that correctly identifies the absence of phototoxic potential. Consequently, positive results in the 3T3 NRU-PT often do not translate into a clinical phototoxicity risk. Possible ways to improve the practical use of this assay include: (i) adaptation of changed UV/vis-absorption criteria as a means to reduce the number of materials tested, (ii) reduction of the highest concentration to be tested, and (iii) consideration of modifying the threshold criteria for the prediction of a positive call in the test.

La ley penal no puede explicarse exclusivamente a partir del estudio de una suerte de esfera "autónoma"; del derecho, ni tampoco como si se tratara de un mero instrumento al servicio de los intereses de los dominantes. Estudiar la relación ley penal- sociedad demanda un abordaje superador de los enfoques antagónicos formalista y materialista del derecho. Nuestra perspectiva pragmática de la semiótica busca articular ambas visiones a partir del estudio de los procesos de producción de sentidos: las características de los discursos producidos; y su relación con sus condiciones objetivas de producción. Esto implica reconstruir las redes de posiciones, trayectorias y relaciones entre agentes que producen los diferentes discursos, y entenderlos a estos en tanto estrategias que constituyen tomas de posición en un marco en el que algo está en juego. Este abordaje de la transformación del sistema de enjuiciamiento penal de la provincia de Córdoba con la Ley 9182 de juicio por jurados (año 2004) pone en relación las distintas representaciones sobre la justicia y el juicio de jurados que se debatían en la discusión legislativa del proyecto; con los agentes sociales que las producen y sostienen, para reconocer los factores que posibiliten explicar las posiciones adoptadas por ellos, considerando la construcción que hace del problema la prensa y otras representaciones de la justicia y el juicio por jurados en circulación, el estado de las relaciones de poder político a nivel local y nacional, y el peso de las discusiones en el marco de la academia y asociaciones profesionales. ; The criminal law cannot be explained as if it is an "independent area", nor as a mere tool to serve the interests of the dominants. In order to study the relationship among criminal law and society, we need an approach that allows us to overcome both formal and material approaches. Our pragmatic approach of semiotics seeks to articulate both views to study the processes by which sense is produced: the characteristics of the discourses, and their relationship to objective conditions of production. This involves reconstructing the net of positions, history and relationships between agents that produce discourses, and to understand that those discourses are strategies, in a moment in which something is at stake. This study of the transformation of the criminal prosecution system in the province of Cordoba with the 9182 Act of trial by jury (2004), considers the different representations of justice and trial by jury under discussion in the legislative debate of the draft, the social agents that produce and maintain them, in order to identify the factors that make it possible to explain the positions taken by them. Executive Summary The Climbié online corpus The Victoria Climbié Inquiry Data Corpus Project at the University of Huddersfield has undertaken work coding and annotating the witness statements from the Victoria Climbié Inquiry. The project took this large, analysed data set (in the form of an Atlas.ti project) and made it available via the University Repository (http://eprints.hud.ac.uk/4842/). The data set was converted to XML for deposit in the repository. Functions were developed to allow users not only to search the data in the normal fashion but to retrieve 'tagged' passages of text in the fashion common to qualitative data analysis and to link these retrievals with other metadata and contextual information. These data are of central interest to researchers in child welfare, professional and legal studies, public administration and politics as well as teachers and students of a range of subjects, such as health care and social work, who deal with child welfare and to professionals needing to develop management and administrative skills in child welfare. The project investigated the technical issues involved in depositing and making available a data set such as this and evaluated its utility and utilisation by researchers, learners and professionals. Web access to the corpus is available at http://victoriaclimbie.hud.ac.uk/. There are two main sections to the website: A set of pages with information about the inquiry, its background, the people involved and the research literature it has generated Suggestions, in both a teaching and a research context of how data might be retrieved and what kinds of teaching exercise and what kinds of research projects this might be used to support Further publicity articles will be available via the website and the Repository at a future date. The conclusions drawn from the project are: The Repository is not the best way to archive and retrieve the coded data set due to usability and robustness problems. In short the data set was so large, retrieval of the sub sets was taking too long to make it practical. Hence the Repository now operates as gateway for storing the full data set There is a difference between coding for research and teaching and learning. The coding for research would be in depth, interpretative, analytical coding for specific use by the particular researcher. For teaching, training and learning the coding has been applied in order for the user(s) to gain access to the different themed subsets which then can be analysed in much the same manner used by a research focus This would appear to be the best/most appropriate way forward for coding of data because the data set is accessible, usable and can be tailored to meet the specific requirements of the different users There are several exciting possibilities for use and development of the materials produced. En las últimas décadas el territorio y la ciudad se han constituido en asuntos de preocupación relevante para las distintas disciplinas y por lo tanto para la academia en general; sin embargo, su análisis ha sido parcial y sesgado a los enfoques propios de las profesiones. Las disciplinas, si bien han hecho importantes aportes para su abordaje, dejan entrever la ausencia de enfoques integrales que permitan una mejor comprensión sobre estos asuntos, complejos y dinámicos.En el presente análisis el territorio se asume como el contexto en el que se desarrollan las dinámicas, los procesos urbanos y las interacciones de estos con el entorno rural, mientras que la ciudad se constituye en el pretexto para la comprensión de la vida moderna de hoy y del futuro –ya que la aglomeración es un hecho cierto en el mundo– el cual se ha intensificado en los países en desarrollo, como es el caso colombiano.Este artículo plantea cuatro aspectos claves para abordar el tema de estudio: primero, la pertinencia de la temática; segundo, explora el contexto histórico sobre la ciudad y el proceso de urbanización; tercero, se esbozan los principales elementos de un enfoque integral para el análisis del territorio y la ciudad a partir de una triada –la noción de paradigma de Kuhn, la ecología social de Capra y la Equística– como método que permite integrar los aportes disciplinarios y transversales a dicho análisis; finalmente, se presenta una agenda preliminar de temas de investigación que contribuye a dinamizar el debate. ; The territory and the city in the last decades have been constituted in matters of outstanding concern for the different disciplines and therefore for the academy in general, however, their analysis has been partially and slanted to the focuses characteristic of the professions. These, the disciplines, although they have made important contributions for their boarding, they allow to see the absence of integral focuses that you/they allow a better understanding on these matters, complex and dynamic.Presently analysis, the territory is assumed as the context in which the dynamics and the urban processes and the interactions of these are developed with the rural environment, while the city is constituted in the pretext for the understanding of today's modern life and of the future, since the mass is a certain fact in the world, which has been intensified in the developing countries, like it is the Colombian case.For the development of this thematic one, the article outlines four key aspects to approach the study topic: In the first place, the relevancy of the thematic one; the second it explores the historical context on the city and the urbanization process; in the third the main elements of an integral focus are sketched for the analysis of the territory and the city, starting from a triad: The notion of paradigm of Kuhn, the social ecology of Capra and the Equistica, as method that allows to integrate the disciplinary contributions and the traverse ones to this analysis and in fourth place, a preliminary calendar of investigation topics is presented that contributes to energize the debate.

The research project entitled "Study for the design of a productive policy aimed to development, promotion and strengthening of micro, small and medium enterprises (MSMEs) in Pasto" was financed by Research Subdirection of Institucion Universitaria CESMAG within the research line of Business Development. The main objectives of this project were to concert, and design the proposal of a policy to develop, promotion and strengthen of MSME in the municipality of Pasto. The project had the support of public and private entities directly related with entrepreneurial development in the municipality and their participation was through meetings, talks and filling out surveys in the definition of the constituent elements of the development policy for MSMEs. After systematized and prioritized the obtained information it was concluded that the municipally policy of develop of SME should be led by the Mayor´s office and must be guided by principles of integrity, cooperation, flexibility and universality. This research work allowed along with the participants, five fields of action in which people should contribute their efforts in a coherent and collective way. These fields are: environmental, human talent training, marketing, finance and taxes. The most important finding of this study is that coordination between government institutions and the private sector, academic environment and other government agencies is probably the key for successful development of a policy for the development of local MSMEs. The final document contains elements useful for any municipality in Latin America, given their common problems ; El proyecto de investigación denominado "Estudio para el diseño de una política productiva encaminada hacia el desarrollo, promoción y fortalecimiento de la micro, pequeña y mediana empresa (MIPYME) en Pasto", fue financiado por la Institución Universitaria CESMAG, a través de la Vicerrectoría de Investigaciones, dentro de la linea de investigación de Desarrollo Empresarial. Dicho proyecto tuvo como objetivo general, concertar y diseñar la propuesta de una política para el desarrollo, promoción y fortalecimiento de la MIPYME en dicho municipio. Contó con el apoyo de entidades públicas y privadas que directamente influyen en el desarrollo de las empresas del municipio y que participaron a través de reuniones, conversatorios y diligenciamiento de encuestas, en la definición de los elementos constitutivos de la política de desarrollo para la MIPYME. Después de sistematizar y priorizar la información obtenida se concluyó que la política municipal de desarrollo de la MIPYME debe ser liderada por la Alcaldía Municipal y debe estar orientada por los principios de integralidad, cooperación, flexibilidad y universalidad. De otra parte el trabajo de investigación permitió priorizar, con los participantes, cinco campos de acción en los que los actores involucrados deben aportar sus esfuerzos en forma coherente y colectiva. Dichos campos son: ambiental, capacitación del talento humano, comercialización, financiamiento e impuestos municipales. La conclusión más importante del trabajo es que la coordinación interinstitucional del gobierno local con el sector privado, la academia y otras entidades gubernamentales es posiblemente la variable clave para desarrollar con éxito una política para el desarrollo de la MIPYME a nivel local. El documento final contiene elementos útiles para cualquier municipio de latinoamérica, dada su problemática común.

Finnish university technology transfer is currently caught in the turbulences of major changes in the national innovation system. Three virtually simultaneous changes are of special importance. The first is the massive on-going renewal of the Universities Act governing the Finnish higher education system in its entirety. It was originally initiated to provide universities with more financial and operational flexibility and autonomy and, thus, with better premises to fulfil the three mandates (i) to educate, (ii) to conduct academic research, and (iii) to impact societal welfare. The second change is the foundation of the so-called Strategic Centres for Science, Technology and Innovation (Finnish acronym: SHOK) that aim at establishing and re-enforcing long-term research cooperation between the academia and the Industry. The final change is the enactment of the new University Inventions Act in early January 2007. The Act provided universities with the rights of ownership to inventions made in sponsored research that, according to the principle of the professor's privilege, were considered property of the respective academic inventors prior to the change In the beginning of 2008 Etlatieto Ltd. interviewed 11 of 20 research universities active in Finland to capture the potential impacts the three changes might have on university technology transfer activities. The set of interviewees comprised professionals conducting different tasks in the technology transfer units of universities ranging from research directors to technology transfer officers to lawyers. According to the results, the expected benefits of the renewal of the Universities Act mainly comprise of the increasing financial flexibility of universities hoped to translate into a proliferation of tools available for the transfer of university technology (support of start-ups, investments etc.), and a general increase in the profile of technology transfer functions that should alleviate their current deficiency in resources. Challenges regarding the Universities Act, on the other hand, relate to the lack of administrative and business related expertise in universities required to fulfil the up-coming tasks mandated by the Act, and the lack of commitment on part of universities' management resulting in insufficient resources. SHOKs, in turn, are expected to enable longer project cycles, to reduce administrative burden, to encourage the setting of scientifically more ambitious research objectives, as well as to increase research collaboration and its efficiency. Challenges were identified to relate to proposed IPR-practices potentially endangering the academic freedom of university research, the incentive schemes of top researchers to participate in SHOK projects, the inefficiencies of a large participant base, and the dangers of a strongly industry driven mode of co-operation to academic values. Finally, the benefits of the University Inventions Act are expected to emerge from the gradual dismantling of the 'ivory tower of academe', an increase in the amount of received invention disclosures, and more efficient administrative practices in university technology transfer functions. Perceived challenges, in turn, include interpretational difficulties of the Act, the modest commitment of university management to university technology transfer in general, increasing administrative burdens, and strong cultural differences between researchers, industry and university administration.

The statistical analysis included the dependence analysis by means of the statistical test Chi Squared Also, an analysis of the regression logistical multinomial was carried out using SPSS, version 15, The variables that influence in the election of the professional career according to the area (TO, B, C and D) that postulates they are: The father's instruction (Instruction non Superior), housing Type (rented Housing), Age of the postulant (? 20 years) and Hours of study outside of the academy or preparation center (? 6 hours) The predictive power of the global pattern is of 56.5%, being significantly bigger for the area C (65%), then for the area TO with a (64.4%), continued by the area B with a (46.7%) and minor for the area D with a (20%). ; RESUMEN La regresión logística se incluye dentro de un conjunto de denominadas técnicas estadísticas de análisis de datos. Su uso se hace imprescindible cuando se quiere relacionar una variable dependiente cualitativa con una o más variables independientes. Esta investigación adopta un enfoque practico, analiza, mediante la técnica de la regresión logística multinomial que factores determinan que unos alumnos elijan su carrera profesional en el área A: Área de ciencias e ingeniería; otros en el área B: ciencias médicas; otros en el área C: económicas empresariales y otros en el área D: el área de ciencias políticas y humanidades. Estimando la influencia de los factores de tipo generales, socioeconómico, territoriales y familiares o de entorno (externos e internos). El análisis estadístico incluyó el análisis de dependencia mediante la prueba estadística Chi Cuadrado Asimismo, fue realizado un análisis de la regresión logística multinomial empleando SPSS, versión 15, Las variables que influyen en la elección de la carrera profesional de acuerdo al área (A, B, C y D) que postula son: Instrucción del padre (Instrucción no Superior), Tipo de vivienda (Vivienda alquilada), Edad del postulante (≥ 20 años) y Horas de estudio fuera de la academia o centro de preparación ( ≥ 6 horas) El poder predictivo del modelo global es de un 56.5%, siendo significativamente mayor para el área C (65%), luego para el área A con un (64.4%), seguida por el área B con un (46.7%) y menor para el área D con un (20%). ; Tesis

Actualmente en todos los ámbitos empresariales, financieros, políticos y académicos se habla de la construcción de la sociedad del conocimiento, por ser una variable determinante de la competitividad de un país, de una organización y de un sector. A principios del siglo XX, el 83% de las empresas norteamericanas tenían su principal producto basados en recursos naturales. En la ultima década la producción de bienes cerebrales (alto valor agregado en conocimiento) es la de mayor crecimiento, de ahí que el concepto de competitividad dependa de la gestión proactiva y explícita del conocimiento, del desarrollo que logran las organizaciones y un país de aprender a aprender (Terra, 2005)Para alcanzar esta competitividad es fundamental la participación de diferentes actores sociales, tanto de carácter público como privado. También es importante el papel que tienen las instituciones de educación superior y en general la academia en este nuevo modelo de gestión de las organizaciones modernas donde el interés primordial es administrar la mayor parte de los activos intangibles de las instituciones y organizaciones, en especial la capacidad para aprender, que es la que verdaderamente aporta valor a las organizaciones más que los procesos productivos.El presente artículo busca, por un lado, presentar al lector los conceptos básicos de lo que significa la gestión del conocimiento, y por el otro, pretende generar cierta claridad teórica sobre las definiciones y aspectos conceptuales de este campo de estudio cuya terminología ha sido confusa y requiere ser abordado de forma científica Abstract At the moment in all the enterprise scopes, financiers, academic politicians and are spoken of the construction of the society of the knowledge, for being a determining variable of the competitiveness of a country, of an organization and a sector. The changes have created a more business-to-business like contracting methodology, via commercial item designation streamlined procedures, for the conduct of Federal procurements meeting specific criteria defined in statutory authority provided under the Federal Acquisition Streamlining Act (FASA), the Federal Acquisition Reform Act (FARA), and the Services Acquisition Reform Act (SARA). The aforementioned legislation allows for the utilization of Simplified Acquisition Procedures for all commercial item designated goods and services up to and including $5 million. The legislation was passed in order to improve the efficiency and effectiveness of Federal contracting processes. However, based on informal review of the business decision protocol at many acquisition and contracting centers, and as a result of similar research conducted in the Fall of 2004, contracting activities may not be effectively utilizing the legislative authority to garner efficiencies and effective service provision that may be possible under the new legislation. Objective: The objective is to determine the extent to which DoD activities are capitalizing on the legislative provisions of FARA, FASA, and SARA, and to make specific recommendations for improving the full utilization of the commercial item designation provisions. This objective is critical to contracting and acquisition commands (as well as those they support) to achieve reduced acquisition lead times, reduce transactional costs, and generally, garner efficiencies and effectiveness not possible without the legislative provisions. Between FY 1999 to FY 2003, the DoD's spending on services increased by 66%, and in FY 2003, the DoD spent over $118 billion or approximately 57% of total DoD's procurement dollars on services (GAO, 2005b). In recent years, the DoD has spent more on services than on supplies, equipment and goods, even considering the high value of weapon systems and large military items (RAND, 2004). These services belong to a very broad set of activities ranging from grounds maintenance to space launch operations. The major categories include professional, administrative, and management support; construction, repair, and maintenance of facilities and equipment; information technology; research and development, and medical care. As the DoD's services acquisition volume continues to increase in scope and dollars, the agency must keep greater attention to proper acquisition planning, adequate requirements definition, sufficient price evaluation, and proper contractor oversight (GAO, 2002a). In many ways, these are the same issues affecting the acquisition of physical supplies and weapon systems. However, the unique characteristics of services and the increasing importance of services acquisition offer a significant opportunity for conducting research in the management of the service supply chain in the Department of Defense. The objectives of this exploratory research are to (1) analyze the size, structure and trends in the DoD's service supply chain, (2) understand the challenges faced by contracting officers, program managers and end-users in services acquisition, (3) develop a conceptual framework for understanding and analyzing the supply chain in services, and (4) provide policy recommendations that can lead to more effective and efficient management of the DoD's spending on services. Al proponer este tema estamos tratando de realizar un análisis de los principales aspectos teóricos que se han debatido, tanto a nivel de la sociedad, como de la Academia y del Estado, a lo largo del proceso de incorporación de la temática de las mujeres en las Políticas Públicas. Se busca establecer una relación entre los postulados teóricos propuestos desde diferentes fuentes (Organismos Internacionales, Organizaciones Feministas, Movimientos de Mujeres, Foros de Mujer y Desarrollo de Mercociudes, etc.) y su efectiva incorporación en las Políticas Públicas llevadas adelante en la Argentina, en el ámbito nacional, provincial y municipal. También investigamos, analizamos y evaluamos las Políticas Públicas dirigidas a las mujeres en los últimos cinco años en algunos municipios. Así mismo desarrollamos, justificamos y promovemos la necesidad de Institucionalizar el Enfoque de Género en todos los niveles de gobierno, fundamentalmente, a nivel de las competencias de las instituciones que tienen que ver con el desarrollo local. Para este caso y en general, para los países latinoamericanos, la unidad de análisis la constituye el Municipio, que está directamente relacionado con los problemas administrativos y de planificación de políticas públicas orientadas a dicho nivel. Simultáneamente se determinan las fortalezas, los aspectos que favorecen, como las debilidades, los aspectos que obstaculizan, el proceso de institucionalización del género. En ese mismo sentido se desarrollan tareas de capacitación en Género para todos los involucrados en el proceso de investigación-acción. ; We intend to analyze the main theoretical aspects that have been discussed within society, as well as in the Academy and the State, along the process that incorporated the theme of women in public Policies. We seek to establish a relation between theoretical stands from different sources (international organizations, feminist organizations, women's forum and development of market-cities, etc.) and their effective incorporation to Argentina's public policies at national, provincial, and municipal levels. We also investigate, analyze and evaluate public policies directed to women during the last five years in some municipalities. Likewise, we develop, justify, and promote the institutionalization of the Gender Approach at all governmental levels, especially in those institutions that deal with local development. For this particular case, as well as for the other Latin American countries, the study unit is the municipality, which is directly related to the planning and administration of political policies at that level. At the same time, we assess the aspects that favor and the ones that impede the process of institutionalization of the gender, that is, its strengths and weaknesses.
