Photovoltaik- und Windenergieanlagen spielen eine Schlüsselrolle für eine klimagerechte Energieversorgung. Zukünftig werden sie einen Großteil des Energiebedarfs decken – auch in den Sektoren Wärme und Verkehr. Studien zeigen: Für Klimaneutralität 2045 muss die Ausbaugeschwindigkeit auf das Drei- bis Vierfache der letzten Jahre erhöht werden. Komplexe und langwierige Planungs- und Genehmigungsverfahren, zu wenig ausgewiesene Flächen und eine unzureichende Bürgerbeteiligung hemmen jedoch den Ausbau. Das Impulspapier "Vorschläge für einen klimagerechten Ausbau der Photovoltaik und Windenergie" einer interdisziplinären Arbeitsgruppe des Akademienprojekts ESYS nennt zwölf Handlungsoptionen, um Hemmnisse abzubauen und die Ausbaugeschwindigkeit auf die erforderlichen 15 bis 25 Gigawatt pro Jahr zu beschleunigen. Die Handlungsoptionen lassen sich vier zentralen Feldern zuordnen: Eine vorausschauende Planungskultur integriert die bundes- und landesweiten Ausbauziele in die Regionalplanung. Klare, einheitliche Naturschutzkriterien und mehr personelle Ressourcen in den Behörden können helfen, Planungs- und Genehmigungsprozesse zu beschleunigen. Mehr und frühere Bürgerbeteiligung sowie finanzielle Teilhabe von Kommunen und Anwohner*innen können die Akzeptanz stärken. Beteiligungsverfahren sollten darauf abzielen, positives, gestalterisches Potenzial der Bürger*innen zu aktivieren und die Energiewende als sinnvolles Gemeinschaftsprojekt erfahrbar zu machen. Ausreichende Flächen kann ein zwischen Bund und Ländern abgestimmtes Mengengerüst für PV- und Windenergie sicherstellen. Eine Solarpflicht auf geeigneten Gebäudedächern sowie die Förderung von Agri-PV und Floating PV unterstützen die Mehrfachnutzung von Flächen. Technische Infrastrukturen und der regulatorische Rahmen der Stromversorgung müssen daran angepasst werden, dass zukünftig der Großteil des Stroms aus PV und Windenergie stammt. So soll ermöglicht werden, dass Windenergie- und Solaranlagen zur Netzstabilität beitragen. Ein Innovations-Ökosystem für Erneuerbare-Energie-Technologien kann die Technologiesouveränität Deutschlands und Europas stärken.
