Aus europäischer Sicht ist Ostasien vor allem Nutznießer der Globalisierung und damit zu einer Herausforderung für den Westen geworden. Tatsächlich stellt die Dynamik der Globalisierungsprozesse aber gerade die Politik in Ostasien vor immer neue Anpassungsanforderungen. Dabei verschwimmen zunehmend die Trennlinien zwischen inneren und äußeren Herausforderungen: Finanzmarktkrisen, ein härterer ökonomischer Wettbewerb, Bevölkerungsexplosionen, Umweltkatastrophen sowie neue Gefahren durch Piraterie, Terrorismus und Proliferation haben gleichermaßen endogene wie exogene Ursachen. Die Staaten sind dadurch einerseits immer häufiger auf internationale Zusammenarbeit angewiesen. Andererseits konnten bislang auch in einer vernetzten Welt alte Konflikte wie jene auf der koreanischen Halbinsel oder in der Taiwanstraße nicht gelöst werden.
