The South African Police Service states clearly that its mission is to protect and to combat crime in accordance with the South African Constitution, the laws and the needs of the communities. In order to further discussions between the police and women who are severely affected by violence, the Konrad Adenauer Foundation organised a workshop entitled "Women and the Police". The role of the police in the new South Africa, constitutional aspects of policing, how family law and police legislation translate into reality, as well as possibilities of stronger community involvement in policing issues were discussed. El propósito de este artículo es analizar el proceso de internacionalización de la educación superior en Argentina, en el marco del debate sobre los alcances de las reformas estructurales en América Latina. A través de la reconstrucción histórica de la trayectoria seguida por el sistema de educación superior argentino entre 1995 y 2015, se busca contribuir al debate sobre la naturaleza de la reforma y los factores que determinaron sus orígenes y sus alcances. La selección del caso argentino se hace en virtud de sus peculiaridades nacionales, que lo convertirían en un ejemplo de las posibilidades de la reforma en materia de privatización, descentralización y (des) regulación gubernamental. Las conclusiones desmitifican tanto las explicaciones que hablan de una sobredeterminación exógena como de las tesis voluntaristas que hablan de las orientaciones ideológicas y los cálculos políticos de los líderes de gobierno. ; The purpose of this article is to analyze the process of internationalization of higher education in Argentina, centered around the debate on the scope of the structural reforms in Latin America. Through the historical reconstruction of the path followedby the Argentinean higher education system from 1995 to 2015, we seek to contribute to the debate on the nature of the reform and the factors that determined its origins and scope. The selection of the Argentinean case is due to its national peculiarities, which make it an exemplary case of structural reforms in the areas of privatization, decentralization, and government (de)regulation. The conclusions demystify both the explanations that emphasize an exogenous over-determination as well as the arguments that underline the ideological orientation and political calculation of government leaders. ; O propósito do artigo é analisar o processo de internacionalização da educação superior na Argentina, enquadrado no debate sobre os alcances das reformas estruturais na América Latina. Através da reconstrução histórica da trajetória seguida pelo sistema de educação superior argentino entre 1995 e 2015 busca-se contribuir ao debate sobre a natureza da reforma e os fatores que determinaram seus origens e alcances. A eleição do caso argentino se faz em virtude de suas peculiaridades nacionais que o converteriam em um caso exemplificador das possibilidades da reforma em matéria de privatização, descentralização e regulação governamental. Although the effect of electoral rules on the number of parties in democracies has been well explored, little attention had been paid to their effect on the parties themselves. The authors examine this problem within the context of French two-ballot rules, which illuminate partisan distinctions rather than blur them as single-ballot rules do. Earlier studies demonstrated that the dual-ballot rules used in French legislative elections allowed four ways of winning, in response to which four stable parties emerged. The French presidential election further illuminated these distinctions. Because there is only one winner, the contest becomes personalized, heightening partisan distinctions in electoral strategies, appeals, and organization. Examining this effect in the 1995 presidential election, the authors conclude that the French dual ballot provides a tool for understanding not only French parties but also parties in which single-ballot rules force all to use similar electoral strategies and appeals.
This study has examined the relations of the Euro-Arab cooperation and the Euro-Mediterranean Partnership in particular since its inception in 1995. As far as Jordan is concerned, the paper concludes that the key shortcomings and limitations of the EU's foreign policy towards its southern Mediterranean flank was to reside mainly in the lack of its consistent and balanced cooperation policy especially as far as political dimension of the cooperation is concerned. So far, the study perceives that the potential economic gains especially in terms of economic growth are seemingly discouraging towards Mediterranean partners with particular reference to Jordan. Despite the EU's financial assistance, above analysis unequivocally illustrates that financial assistance cannot solely be construed a sufficient factor to attain economic growth and development under the partnership. On the contrary, it tends to reinforce the already state of dependency between the shores of the Mediterranean whereby the economic relations are shaped by the economic interests of the dominant states (e.g. the EU) whilst the development of the dependent states -Jordan in particular- can hardly be attained under such conditions and very much conditioned by the generosity of the dominant/core states.

A B S T R A K Metode yang digunakan dalam penelitian ini adalah metode penelitian kepustakaan (library Research), yaitu suatu metode penelitian yang digunakan dengan jalan mempelajari buku-buku literatur, peraturan perundangan-undangan, bahan-bahan tertulis lainnya, majalah-majalah hukum, surat kabar, juga bahan-bahan kuliah yang digunakan dalam pembahasan ini guna mendukung materi pokok dalam penelitian ini. Hasil penelitian menunjukkan tentang bagaimana peranan dan pentingnya pengawasan terhadap pasar modal serta bagaimana pelaksanaan kewenangan Badan Pengawas Pasar Modal dalam penegakan hukum menurut Undang-Undang Nomor 8 Tahun 1995. Pertama, Pasar Modal mempunyai peranan yang strategis dalam pembangunan nasional sebagai salah satu sumber pembiayaan bagi dunia usaha dan wahana investasi bagi masyarakat. UUPM menegaskan bahwa agar pasar modal dapat berkembang dibutuhkan adanya landasan hukum yang kokoh untuk lebih menjamin kepastian hukum pihak-pihak yang melakukan kegiatan pasar modal serta melindungi kepentingan masyarakat pemodal dari praktik yang merugikan. Kedua, Badan Pengawas Pasar Modal diberi kewenangan untuk melaksanakan dan menegakkan ketentuan yang ada dalam UUPM. Dari hasil penelitian dapat ditarik kesimpulan bahwa pasar modal mempunyai peranan yang strategis dalam pembangunan nasional sebagai sumber pembiayaan bagi dunia usaha dan wahana investasi bagi masyarakat. Oleh sebab itu peranan serta pentingnya pengawasan pasar modal oleh lembaga pengawas harus dapat menjalankan fungsinya secara objektif jauh dari tekanan politik maupun oleh pihak-pihak ketiga.
