With Israel's invasion of Gaza inching toward the possibility of a long-term ceasefire, if not a formal resolution, we can begin to draw certain conclusions about the strategic course of the latest Middle Eastern conflagration. Above all, despite inflicting widespread destruction on the impoverished Gaza Strip, Israel's stated maximalist objective of destroying Hamas appears firmly out of reach. While part of this failure to strike a decisive blow follows from the inherent difficulty of counterinsurgency operations, Hamas's major allies — Iran, Hezbollah, Yemen's Houthis, and Shia Islamist militias in Iraq — also played a significant role. Crucially, these forces, constituting a loose coalition called the Axis of Resistance, are pressuring Washington to push Israel to the bargaining table by striking American weak points in the Middle East.Central to the Axis of Resistance's apparent logic in the latest conflict, and its struggle against the U.S.-Israel alliance more generally, lies the inescapable fact that its enemies possess overwhelming military, technological, and economic advantages. Yet the very global primacy of the United States that underlies this disproportion can make Washington uniquely vulnerable to smaller, more tactically nimble opponents.The regional ripples of the current war make this vulnerability especially clear. Rather than face the U.S. and Israel head-on, Iran and its allies took advantage of the overstretched American position in the Middle East. The efforts of Yemen's Houthis in the Red Sea provide perhaps the most dramatic illustration of this asymmetrical strategy. Central to the United States' international status is its naval dominance, which has allowed American policymakers to confer on their nation the mantle once worn by Britain in its imperial heyday: global manager and guardian of seaborne commerce.With just a few cheap drones and missiles, the Houthis instituted an effective blockade of the Red Sea, thus challenging this U.S. claim to be the worldwide arbiter of freedom of navigation. While U.S. forces have apparently proven relatively effective in destroying Houthi projectiles once launched, even President Joe Biden has admitted that U.S-UK airstrikes on Houthi positions in Yemen have largely failed to degrade the group's capacity for action. According to one metric, as of this writing the volume of traffic moving through the Red Sea's Bab al-Mandeb strait, as measured by weight, remains less than half of what it was this time last year.Elsewhere in the Middle East, other members of the Axis of Resistance similarly turned building blocks of American global preeminence into liabilities for Washington. In Iraq, Islamist Shia militias, formally integrated into the country's military as components of the Popular Mobilization Forces (PMF) even as they sustain close links with Iran, have maintained a steady stream of attacks against U.S. military infrastructure. Though the U.S. withdrew from Iraq in 2011, its forces returned in 2014 as part of the battle against the Islamic State in Iraq and Syria (ISIS). In the minds of American planners, the bases thus established both bolster the U.S. presence in the world's major oil-producing region and its efforts to contain Iran. Now, though, they look more like sitting ducks than strategic assets. In fact, reflecting the entwinement of the Axis's goal of relieving pressure on Hamas with the narrower interests of its constituent parts, the consistent series of militia attacks likely contributed to Washington's recent ascension to formal negotiations with Iraq over a phased withdrawal of American troops — 2,500 of which remain in the country despite a 2020 resolution by the Iraqi parliament calling for their removal.The international struggle against ISIS also presented the U.S. an opportunity to gain a foothold in conflict-torn Syria, where American arms and training for rebel factions helped fuel a brutal civil war. The main U.S. presence in Syria is concentrated in the country's oil-rich northeast, though American forces also control the strategically vital al-Tanf border crossing with Iraq.The roughly 900 American troops in the country assist U.S.-allied Kurdish forces and allow Washington to deprive the Syrian state of critical oil revenue. But, like their counterparts in Iraq, they have lately been at the mercy of drone and rocket strikes, largely from the aforementioned Iraqi PMF. Indeed, analogous to the situation in Iraq, the precarity of U.S. positions in Syria as driven home by these assaults has reportedly spurred debate within the Biden administration about an American departure from that country as well.While such attacks in the Red Sea, Iraq, and Syria demonstrate the upside of the Axis of Resistance's regional campaign, its asymmetrical calculus is not without risks. Perhaps the best illustration of this was a recent drone strike, undertaken by Iraqi militia, against a secretive U.S. base in Jordan, near that country's tri-border region with Iraq and Syria. The attack killed three American troops, the first U.S. combat casualties in the present conflict.This result set off alarm bells in Tehran (and prompted the most wide-ranging series of American strikes yet against targets in Iraq and Syria). Central to the Axis's overall strategy, coordinated, if not — as many Western commentators insist — wholly directed, by Iran's national security apparatus, is the need to avoid full-scale conventional war with the United States. Without even factoring in the massive power disparity with the U.S., Iran's elite, in particular, can ill afford such a confrontation right now. The state is beset by a crisis of legitimacy, enflamed by its propensity for repression, and the nation's economy faces deep-rooted challenges, due in part to punishing American sanctions. As a result, Iran has taken steps to, temporarily at least, mitigate the chance of open conflict with the U.S. — most notably by curtailing strikes by PMF groups against American targets in Iraq.Yet, in taking that step, Iran's leaders likely feel secure in the knowledge that, despite the delicate balance required to tiptoe around the possibility of full-blown escalation, the Axis of Resistance's regional calculus has paid off significantly. In undertaking their broader campaign against the U.S., Hamas's regional allies leveraged Israel's intense dependence on its American patron. Without American support, Israel cannot hope to continue any major military campaign for very long — it is thus critically susceptible to pressure from Washington. While public opinion also plays a major role, the shower of blows rained upon American positions in the Middle East over the past few months has likely factored into U.S. policymakers' efforts to steer Israel away from its most maximalist aims and toward negotiations.Enabling both Israel's brutal assault on Gaza and the Axis of Resistance's ability to exert pressure on Tel Aviv through the U.S. are, of course, Washington's imperial ambitions. Iran and its allies have, unwittingly, presented American policymakers with a precious opportunity to pivot away from the kind of unilateralist overreach that, in large part, structures the present conflict. In doing so, they could begin to craft the kind of constructive foreign policy that puts the needs of U.S. citizens first — precious few Americans, after all, want to stumble into another Middle Eastern "forever war" just because of a few drones launched by Iraqi militias. And, perhaps most crucially, such a shift could perhaps prevent the kind of destruction unleashed on Gaza over the last few months — its scale a horrifying corollary to the depth of hubris that fuels American great power pretensions.
WOS: 000469839800001 ; A search for singly produced vector-like quarks Q, where Q can be either a T quark with charge +2/3 or a Y quark with charge -4/3, is performed in proton-proton collision data at a centre-of-mass energy of 13 TeV corresponding to an integrated luminosity of 36.1 fb(-1), recorded with the ATLAS detector at the LHC in 2015 and 2016. The analysis targets Q -> Wb decays where the W boson decays leptonically. No significant deviation from the expected Standard Model background is observed. Upper limits are set on the QWb coupling strength and the mixing between the Standard Model sector and a singlet T quark or a Y quark from a (B, Y) doublet or a (T, B, Y) triplet, taking into account the interference effects with the Standard Model background. The upper limits set on the mixing angle are as small as vertical bar sin theta(L)vertical bar = 0.18 for a singlet T quark of mass 800 GeV, vertical bar sin theta(R)vertical bar = 0.17 for a Y quark of mass 800 GeV in a (B, Y) doublet model and vertical bar sin theta(L)vertical bar = 0: 16 for a Y quark of mass 800 GeV in a (T, B, Y) triplet model. Within a (B, Y) doublet model, the limits set on the mixing parameter vertical bar sin theta(R)vertical bar are comparable with the exclusion limits from electroweak precision observables in the mass range between about 900 GeV and 1250 GeV. ; On behalf of Central Texas Regional Water Supply Corporation (CTRWSC) and VRRSP Consultants, LLC, SWCA Environmental Consultants (SWCA) conducted archaeological data recovery excavations at multicomponent site 41GU177 (the Snakeskin Bluff Site) within the proposed alignment of the Vista Ridge Regional Water Supply Project (Vista Ridge) in Guadalupe County, Texas. Investigations were conducted in compliance with Section 106 of the National Historic Preservation Act (NHPA) (54 United States Code [USC] 306108) and its implementing regulations (36 Code of Federal Regulations [CFR] 800), in anticipation of a Nationwide Permit 12 from the U.S. Army Corps of Engineers (USACE) in accordance with Section 404 of the Clean Water Act. In addition, the work is subject to compliance with the Antiquities Code of Texas (ACT), as the Vista Ridge Project will be ultimately owned by CTRWSC, a political subdivision of the State of Texas. The Vista Ridge project will involve construction of an approximately 140-mile-long, 60-inch-diameter water pipeline from north-central San Antonio, Bexar County, to Deanville, Burleson County, Texas. The of area of potential effects (APE) for the Phase I survey efforts included the proposed centerline alignment and a 100-foot-wide corridor (50 feet on either side of centerline), as well as temporary and permanent construction easements, and aboveground facilities, such as pump stations and the northern and southern termini sites. Between June 2015 and March 2018 the cultural resources inventory identified 78 cultural resources (i.e., 64 archaeological sites and 14 isolated finds). Included in that inventory was site 41GU177, originally discovered on August 31, 2015 on the west bank of the Guadalupe River. Site 41GU177 is a stratified prehistoric site on the western high bank of the Guadalupe River southeast of New Braunfels, Texas near the community of McQueeney. The site contains components deposited intermittently from approximately the Late Archaic to Transitional Archaic periods through Late Prehistoric times. The primary components investigated in the excavations span the final Late Archaic period and into the Austin phase of the Late Prehistoric, a timeframe from approximately 2,600 to 900 years ago. The field investigations, conducted between October 2016 and December 2017, included intensive shovel testing, geomorphological study with mechanical excavations, and subsequent hand excavations. This report presents the results of the data recovery investigations conducted from November–December 2017. The survey results and testing results have been previously reported on (Acuña et al. 2016; Rodriguez et al. 2017); the testing results are also presented in Appendix A. SWCA's work at 41GU177 was conducted under the ACT. The state regulations mandate the evaluation of the site's eligibility for designation as a State Antiquities Landmark (SAL) or for listing on the National Register of Historic Places (NRHP). The survey and testing investigations were conducted under ACT Permit No. 7295, and the subsequent data recovery was completed under Permit No. 8231. Brandon S.Young served as initial Principal Investigator (PI) on both permits and Christina Nielsen took over asPI on the permits for the final reporting stages of the project. Overall, 34.1 m3 of sediment was excavated from the site during the data recovery through both traditional and feature-focused unit excavations. During these excavations, approximately 22 m2 of Late Prehistoric components were exposed, consisting of rock-lined hearths and 6,496 artifacts. The Late Prehistoric artifacts included Edwards points, Perdiz points, a Fresno point, ceramics, bifaces, an end scraper, a shell bead, various informal lithic tools, ground stone, choppers, debitage, and faunal remains. The Late Prehistoric component was approximately 40–80 cm thick. No cultural features were identified within the underlying Archaic components of the site; however, 3,421 artifacts were recovered including a Zephyr point, bifaces, ground stone, various informal lithic tools, choppers, debitage, and faunal remains. The Transitional Archaic component was approximately 35–60 cm thick; however, the underlying Archaic (and possible older) components were not defined. The excavations were limited to the right-of-way, and consequently the exposure afforded only a partial glimpse of the overall site. Based on the assemblage, the site is interpreted as a logistical base camp as indicated by both formal and informal tool forms and site furniture. Small groups exploited the abundance of lithic raw material and riparian zone resources, making forays into the landscape to hunt and forage. A total of four radiocarbon dates from the Late Prehistoric components reveal several short-term encampments over the course of several centuries from approximately 600 to 1200 B.P. (A.D. 750 to 1350). The Toyah Phase component has some noted disturbances (especially towards the ground surface), but good integrity from where the radiocarbon sample was collected. The Austin Phase component is vertically and horizontally discrete, contains a substantial amount of archaeological materials, and the site structure and radiocarbon dates suggests multiple, discrete occupations. The data recovery investigations at the Snakeskin Bluff site sought to address environmental, technological, chronological, and adaptive changes during the transition from Archaic to Late Prehistoric. As mentioned, the overall artifact and feature recovery at the site was low and disturbances and mixing of components was noted, especially within the upper deposits of the site. Disturbances within the Late Prehistoric Toyah Phase were most prevalent in the eastern portions of the site. The Late Prehistoric Austin Phase component contained intact, well-preserved archaeological deposits containing preserved flora and faunal material, cooking features, and diagnostic implements. The Transitional Archaic (and older) occupations were difficult to characterize, due to limited quantities of temporal diagnostic artifacts, lack of cultural features, and low artifact recovery. Despite these limitations, the data recovered from the cultural components show diachronic shifts between the technological and foraging strategies of the Archaic and Late Prehistoric. In concurrence with the 2016–2017 testing recommendations, the Snakeskin Bluff site is considered eligible for designation as an SAL and for the NRHP. Although not all cultural components of the site were stratigraphically discrete, the Late Prehistoric Austin Phase component revealed intact, well-preserved archaeological deposits that significantly contributed to our understanding of Late Prehistoric patterns. Given the sensitive nature of the cultural deposits at 41GU177, the main concern following the completion of data recovery excavations was the prevention of significant surface and subsurface impacts to the site during clearing and pipeline construction. As such, SWCA developed a site monitoring protocol; methods and results of the monitoring efforts are provided in Appendix H. Contributing components beyond the impact area will not be affected and will be preserved by avoidance; however, it is important to note that these investigations mitigated the project-specific effects, not the entire site. Any future project that could impact the site's deeper deposits, or those beyond the current right-of-way, warrant further consideration to assess the possibilities for additional contributing components. With these considerations, no further work is recommended.
Historical experience of promoting small and medium enterprises in the industry of the South of Ukraine in the XX century.In the 28th year of Ukraine's independence, in conditions of external aggression, unfavorable world economic conditions, the use of internal economic factors for filling the state budget, in the context of the implementation of decentralization policy - local budgets tax deductions from small and medium-sized businesses, of particular importance. That is why the author tries to focus his research not only on the world-wide experience of breaking out of economic crises, but also to demonstrate the domestic experience of historical experience, which should become a catalyst for rapid positive changes not only on a global scale, but also at the grassroots level, when each citizen is at the same level, it would feel increased revenues to the family budget, increase living standards and their quality. The researcher considers the erroneous attitude to the historical experience of the implementation of the NEP, as solely the practices of the totalitarian communist political regime, which it is impossible and inappropriate to study and use in today's economic and political conditions. Market laws have the same economic power in any political regime and affect the social activity of each citizen and his attitude to the state in which he lives. The main thesis of the article is the NEP curtailment begins in 1924.The need today to rally the population to defend its independence and economic independence has gained immense importance. Thus, the purpose of this intelligence is to study the historical experience of stimulating private initiative of citizens, creating new jobs, filling the budget with tax deductions, meeting the needs of goods and services of the population, creating a positive image of the ruling political regime, uniting the population to protect the territorial borders of the country. The main tasks before the author began to study the legal and regulatory framework for economic reforms are analysis of statistical material and specifics of the southern region in time and economic terms.It should be noted that due to the introduction of the NEP managed to move from the place of economic life of the Ukrainian SSR in general and Odessa province in particular. In 1923, a significant slowdown in the growth of open-end enterprises was observed, while the process of strengthening existing ones, ie, bankruptcy of economically viable enterprises and institutions, and expanding production of lucrative industrial enterprises, a trading port, was observed. By the end of 1923, the number of workers in Odessa grew significantly. On the whole, according to the Ukrainian SSR, for three years the number of workers in large industry increased by 240 thousand and by the beginning of 1926 it was 514 thousand people.The considerable lag of the entire industry from the pre-war level, which was observed before the beginning of 1923, was overcome in the next three years. In the second half of 1925/26 the economic year of the Ukrainian SSR surpassed the pre-war level of industrial production. Since 1924, in all sectors of the large industry, with the exception of food, the process of curtailing production in the private sector has begun. In the coal, metallurgy, cement industry there was not any private enterprise, in engineering - only three. This was the result of a purposeful state policy. Розглядаються загальні урядові напрямки втілення «відступу» від комуністичної економічної доктрини та практика втілення прийнятих рішень на місцях.На 28 році незалежності України, в умовах зовнішньої агресії, несприятливих світових економічних кон′юнктур набуває особливого значення використання внутрішніх економічних чинників для наповнення державного бюджету, в умовах втілення політики децентралізації – місцевих бюджетів податковими відрахуваннями представників малого та середнього бізнесу. Саме тому автор намагається своїм дослідженням звернути увагу не лише до загальновідомого світового досвіду виходу з економічних криз, а продемонструвати вітчизняні напрацювання історичного досвіду, який має стати каталізатором до швидких позитивних зрушень не лише в глобальних масштабах, а і на низовому рівні, коли кожен громадянин на власному рівні відчує збільшення надходження коштів до родинного бюджету, підвищення рівня життя та його якості. Дослідник вважає помилковим ставлення до історичного досвіду втілення НЕПу, як виключно практики тоталітарного комуністичного політичного режиму яку неможливо і недоцільно вивчати та використовувати в сучасних економічних і політичних умовах. Ринкові закони мають однакову економічну силу за будь-яких політичних режимів і впливають на соціальну активність кожного громадянина і його ставлення до держави в якій він живе. Потреба сьогодні згуртувати населення для захисту своєї незалежності та економічної самостійності набула надзвичайної важливості. Таким чином метою даної розвідки є дослідження історичного досвіду стимулювання приватної ініціативи громадян, створення нових робочих місць, наповнення бюджету податковими відрахуваннями, задоволення потреб в товарах та послугах населення, створення позитивного іміджу правлячого політичного режиму, згуртування населення для захисту територіальних кордонів країни. Основними завданнями перед автором стали вивчення нормативно-правового забезпечення економічних реформ, аналіз статистичного матеріалу та специфіки південного регіону в часовому та економічному вимірах.Запровадження нової економічної політики у промисловості офіційно почалося з 9 серпня 1921 р., коли В. Ленін підписав «Наказ Ради Народних Комісарів про впровадження в життя начал нової економічної політики». За думкою Леніна, базою соціалізму мала стати велика машинна індустрія. Відмовою від зовнішніх зобов'язань царату СРСР поставив себе перед проблемою виходу з економічної кризи без допомоги іноземних кредиторів. З іншого боку, більшовики позбулися обтяжливих відсоткових виплат за боргами імперії Романових у 800–900 млн. руб. золотом щорічно.В своїй розвідці автор на підставі архівних та статистичних джерел доходить висновку, що згортання нової економічної політики в Південних районах УСРР починається вже наприкінці 1924р., а офіційні кроки по згортанню елементів ринкової економіки вже в 1925р.У другій половині 1925/26 господарського року УСРР перевершила довоєнний рівень промислового виробництва. З 1924 р. в усіх галузях великої індустрії, за винятком харчової, почався процес згортання виробництва у приватному секторі. У кам'яновугільній, металургійній, цементній промисловості не залишилося жодного приватного підприємства, у машинобудуванні – лише три. Це було результатом цілеспрямованої державної політики. Саме створення на державному рівні адміністративних перешкод та нормативно-правове переслідування знищили не лише здобутки, а і саму історичну пам′ять комерційної діяльності, приватної економічної ініціативи в період комуністичної тоталітарної держави.Нова економічна політика мала створити умови для відновлення й розвитку великої промисловості. Підприємства переводилися на господарський розрахунок, висувалося завдання забезпечення їх рентабельності – беззбитковості й прибутковості, що і сьогодні зберігає актуальність.Завдяки використанню приватної ініціативи громадян було в стислі терміни досягнуто довоєнного рівня виробництва в промисловості і створено умови для подальшого інтенсивного зростання економіки та рівня життя населення регіону.
Historical experience of promoting small and medium enterprises in the industry of the South of Ukraine in the XX century.In the 28th year of Ukraine's independence, in conditions of external aggression, unfavorable world economic conditions, the use of internal economic factors for filling the state budget, in the context of the implementation of decentralization policy - local budgets tax deductions from small and medium-sized businesses, of particular importance. That is why the author tries to focus his research not only on the world-wide experience of breaking out of economic crises, but also to demonstrate the domestic experience of historical experience, which should become a catalyst for rapid positive changes not only on a global scale, but also at the grassroots level, when each citizen is at the same level, it would feel increased revenues to the family budget, increase living standards and their quality. The researcher considers the erroneous attitude to the historical experience of the implementation of the NEP, as solely the practices of the totalitarian communist political regime, which it is impossible and inappropriate to study and use in today's economic and political conditions. Market laws have the same economic power in any political regime and affect the social activity of each citizen and his attitude to the state in which he lives. The main thesis of the article is the NEP curtailment begins in 1924.The need today to rally the population to defend its independence and economic independence has gained immense importance. Thus, the purpose of this intelligence is to study the historical experience of stimulating private initiative of citizens, creating new jobs, filling the budget with tax deductions, meeting the needs of goods and services of the population, creating a positive image of the ruling political regime, uniting the population to protect the territorial borders of the country. The main tasks before the author began to study the legal and regulatory framework for economic reforms are analysis of statistical material and specifics of the southern region in time and economic terms.It should be noted that due to the introduction of the NEP managed to move from the place of economic life of the Ukrainian SSR in general and Odessa province in particular. In 1923, a significant slowdown in the growth of open-end enterprises was observed, while the process of strengthening existing ones, ie, bankruptcy of economically viable enterprises and institutions, and expanding production of lucrative industrial enterprises, a trading port, was observed. By the end of 1923, the number of workers in Odessa grew significantly. On the whole, according to the Ukrainian SSR, for three years the number of workers in large industry increased by 240 thousand and by the beginning of 1926 it was 514 thousand people.The considerable lag of the entire industry from the pre-war level, which was observed before the beginning of 1923, was overcome in the next three years. In the second half of 1925/26 the economic year of the Ukrainian SSR surpassed the pre-war level of industrial production. Since 1924, in all sectors of the large industry, with the exception of food, the process of curtailing production in the private sector has begun. In the coal, metallurgy, cement industry there was not any private enterprise, in engineering - only three. This was the result of a purposeful state policy. In urban Africa, informal street food trade is often accompanied by processing activities, including slaughtering, brewing, grilling or cooking. Food and drinks are often prepared on open fires using wood as a fuel. When wood is used as a fuel, it generally emits smoke containing various pollutants. Previous studies showed that limited capital, lack of education and expression are the main barriers to the implementation of new technologies in the informal sector. It has been argued that the use of cleaner technologies, especially those relevant for the energetic aspect of informal production, would provide affordable net benefits to society in terms of public health, climate change mitigation and food security, but without showing how this could be done in a specific case. This thesis investigated whether a cleaner production approach would be beneficial: economically and for health and safety to roadside vendors in an informal context. The study aimed to provide insights as to whether government could show presence in such settings not only as (unwelcome) regulator, but in a supportive way by introducing cleaner and more efficient means of production, mainly clean-burning technologies in the informal food and drinks preparation. The specific objectives of this thesis were to: ➢ Compare the resource usage and pollution loads associated with traditional vs. cleaner methods of informal roadside food and drink preparation; ➢ Establish whether the cost-savings deriving from increased resource efficiency of cleaner methods would be sufficient motivation for producers to adopt these; ➢ Observe and document other constraints to the adoption of cleaner methods of production by attempting to demonstrate resource efficiency gains and emission reductions possible under real conditions of informal food and drinks production. Two cleaner technologies were considered: efficient wood stoves, which are known to have sizeable benefits in terms of reduced fuel wood usage and smoke emissions (though investigated to date mainly in the context of household energy usage), and anaerobic digestion, which can potentially serve simultaneously as receptacle and treatment for organic wastes, and produce biogas to serve fuel needs. This study combined qualitative and quantitative field observations in a case study setting with experimental work to study the biogas production potential of slaughtering waste. The case study location, Nyanga township in Cape Town, served as a representation of the many urban African settings in which roadside catering occurs. Nyanga township has both formal and informal housing. Its population including many unskilled and unemployed people also makes it a good place for informal activities. One common informal economic activity in Nyanga is the production of cooked meals and drinks. This is done on street corners alongside the road around the transport interchange, where many people pass by and vendors provide various services. The cooked meals include roasted lamb, pork and beef. Live chickens are slaughtered and plucked, and also sold whole for home preparation. An African beer known as umqombothi is locally prepared in two processes, with each process involving approximately two hours of cooking using a 230 L drum. In the field work, it was investigated how much wood was used in open fires compared to efficient wood stoves, specifically for the activity of chicken plucking and umqombothi mashing. The respective fuel costs were calculated and the air quality in the street-side workplace were measured in term of levels of particulate matter less than 10 micron (PM10). It was observed in the field that in most cases sheep and chicken slaughter waste was dumped alongside the road. This dumping was due to the lack of slaughtering facilities in the area. Many other reports have stated that the lack of adequate infrastructure in informal settlements is the cause of inappropriate waste dumping. The qualitative observations confirmed that the meat and other cooked meals were prepared using inefficient methods linked not only to the waste of resources but also to waste of money and exposure to polluted air from burning wood. Air quality measurements showed smoke levels near open fires to be about 8 times higher than when using an efficient wood stove. PM10 levels of 4 900 ±1 500 µg/m3 were measured near chicken pluckers using open fires for their hot water, while when using a stove the PM10 averaged 590 ± 130 µg/m3 . Smoke levels near biogas stoves were measured at 310 ±140 µg/m3 . The stoves used in this study reduced the quantity of wood used for plucked chicken production by a factor of 6. This reflected a reduction in energy otherwise wasted around the pot in the inefficient traditional cooking method. Stove use reduced the solid waste as well as the smoke accordingly. If a stove lasted 3 years, the vendors would save an estimated R33 700 on fuelwood in case they used harvested wood, and if wood waste is used, the fuelwood savings over three years would be R6 300. It was estimated that 100 kg of slaughtering waste dumped every day could generate enough biogas for 7 vendors to be provided with enough thermal energy for their catering trades. Based on the experimental work conducted, it was calculated that a digester of a size of 76 m3 would be needed for this amount of slaughtering waste. The main conclusions of the thesis are: • Cleaner technologies, in the form of efficient wood stoves and biogas reactors and stoves, showed significant saving potential in the informal roadside food and drink production processes investigated in Nyanga, Cape Town. • The wood stoves investigated in this study were suitable for chicken plucking (which use 25 L pots) but not for the mashing stage of umqombothi preparation (which is done in 230 L drums). • The use of these stoves resulted in a 6-fold reduction in wood burned, as well as an 8-fold reduction in particulate air pollution in the workplace. These stoves also offered a very fast payback time (of the order of a few weeks) and significant fuel wood cost savings to caterers. • Biogas stoves were the cleanest of the three methods compared and should be affordable to caterers if a reasonably priced gas supply were available, but the biogas reactor installation represents an infrastructure investment that could not be paid for by the caterers. • A biogas intervention would ensure the reduction of slaughter waste, which is often indiscriminately dumped and thus a significant health hazard. The main recommendations of the study are: • Since wood stoves would offer fast payback times for fuel wood using traders, the local economic development section of local government should aim to stimulate and develop local business to provide such stoves to caterers. • While the slaughter waste can be used as a substrate for biogas generation, for it to become available to the vendors, local government should invest in this as a form of urban infrastructure. • Slaughtering facilities should be built for the vendors where the waste can be kept together and may be used by the municipalities or other bodies. • Similar studies in other developing countries are also encouraged, so as to develop the specific insights on the affordability of achieving benefits to society in terms of public health, climate change mitigation and food security worldwide. Enough time should be allocated for research that combines social interactions in the field with scientific measurements.

The B quark is assumed to be pair produced and to decay in one of three ways: to tW, bZ, or bH. The search is carried out in final states with one, two, and more than two charged leptons, as well as in fully hadronic final states. Each of the channels in the exclusive final-state topologies is designed to be sensitive to specific combinations of the B quark-antiquark pair decays. The observed event yields are found to be consistent with the standard model expectations in all the final states studied. A statistical combination of these results is performed, and upper limits are set on the cross section of the strongly produced B quark-antiquark pairs as a function of the B quark mass. Lower limits on the B quark mass between 740 and 900 GeVare set at a 95% confidence level, depending on the values of the branching fractions of the B quark to tW, bZ, and bH. Overall, these limits are the most stringent to date.

Dal momento che tale sensazione può basarsi su fatti quotidiani (pensiamo a quante transazioni, da quelle bancarie alla posta privata, all'utilizzo di periodici scientifici fanno oggi uso di altri supporti), sono forse questi gli anni più adatti a volgersi indietro ed esaminare quindi il secondo millennio dell'era volgare come un'epoca segnata dalla carta. Già gli ultimi anni del Novecento avevano visto importanti momenti quali il convegno dell'Istituto Datini "Produzione e commercio della carta e del libro" e lo sviluppo della International Association of Paper Historians, della quale si è tenuto nei mesi scorsi il 26° convegno annuale in Italia. Nato nel 1990 nell'ambito di una collaborazione tra Istituto per la patologia del libro, Centre national de la recherche scientifique e Institut de recherche et d'histoire des textes, il "Progetto carta" ha ora prodotto il primo volume (in due ponderosi tomi pubblicati dall'istituto romano, rimasto per il momento da solo nel portare avanti la ricerca, nella collana «Addenda») de La carta occidentale nel tardo Medioevo, realizzato da un'équipe formata da tre ricercatrici provenienti «da retroterra culturali e di esperienza assai eterogenei», sapientemente guidata da Ezio Ornato, direttore di ricerca presso il CNRS. L'idea di base del progetto si fondava - come ricordano gli autori - «su una visone "binoculare" delle metodologie di acquisizione dei dati, in funzione di finalità diverse». In sostanza ci si proponeva un'osservazione approfondita e capillare di tipo archeologico di uno o più corpora desunti da quella «vastissima terra incognita rappresentata dai fogli di carta conservati nei libri e negli archivi», abbinandola ai dati ricavabili dai noti repertori di Briquet (con l'aggiornamento curato da Allan Stevenson) e Piccard. In primo luogo si voleva riequilibrare la tendenza a privilegiare lo studio della carta "d'archivio" con quello del materiale presente nei libri, sia quelli manoscritti che quelli a stampa, notevolmente sottodimensionato nei repertori citati.La mancanza di risorse finanziarie adeguate ha reso necessarie "drastiche rinunce". E non è certo questa la sede per l'ennesimo cahier de doleance su l'esiguità dei fondi disponibili per la ricerca. D'altro canto nell'introduzione Carlo Federici, che è stato certamente il promotore e il patrono più sollecito del progetto, lamenta che nel corso degli anni siano un po'venute meno le due "ali francesi" che dovevano consentire alla ricerca di spiccare il volo (CNRS e IRHT). Fatto sta che i corpora sono stati drasticamente ridotti.In particolare sono stati esaminati:69 incunaboli e 27 manoscritti dell'Italia centrosettentrionale, selezionati nelle biblioteche romane e nella Vaticana;questi hanno dato luogo a un corpus di 4850 bifogli, esaminati nelle loro caratteristiche;a loro volta questo ha dato vita ad un corpus di 1182 forme;tutti i bifogli (486) dei 6 esemplari del Boccaccio di Boneto Locatello (GW 4478, IGI 1800);tutti i bifogli (472) degli 8 esemplari dell'Apuleio di Filippo Pinzi (GW 2303, IGI 771).Ci si è concentrati prevalentemente sul rilevamento dei valori: a) spessore; b) grado di bianco.A questi dati sono stati aggiunti dei cosiddetti "corpora compilati": le 29379 filigrane di Briquet anteriori al 1521, le 14778 del Piccard (alle quali vanno aggiunte le 452 del repertorio - pure del Piccard - relativo a Ratisbona, le 56 di Arensburg censite da Theo Gerardy, 488 incunaboli della British Library (corpus costituito anni prima nell'ambito della ricerca QUANTICOD), i documenti della Dogana di Sant'Eustachio, relativi alle entrate di carta (1444-1485), quelli dei prezzi delle carte salodiane (prima metà XVI secolo) e infine un corpus tipometrico delle filigrane con la bilancia (1290 specimina), quest'ultimo in parte autoptico, in parte compilato. L'indagine doveva comunque consistere in un approccio globale allo studio della carta che incrociasse dati e metodologie, avvalendosi di strumenti assai diversi tra loro e tradizionalmente distanti, quali quelli della fisica, della filigranologia, della storia economica, della bibliologia e della codicologia.Anche se ridimensionato, il progetto produce alla fine questi due tomi per un totale di oltre 900 pagine, destinati ad aprire nuovi orizzonti di indagine in campo storico, codicologico, bibliologico, soprattutto dal punto di vista metodologico e a segnare un punto fermo per tutte le ricerche future di storia della carta occidentale nel tardo medioevo. Ma anche le biblioteche e le loro pratiche conservative saranno obbligate a tenere il l'opera di Ornato e delle sue collaboratrici in debito conto. Cercare di riassumere il contenuto di un lavoro di questa mole e che peraltro non si conclude con i due tomi finora pubblicati (è infatti previsto un secondo volume), è impresa francamente superiore alle forze di chi scrive. Ci limiteremo a ricordare che il primo tomo, dopo aver illustrato le linee del "Progetto carta", esamina accuratamente le fonti per la storia della carta medievale: dalle sopravvivenze vero o presunte nelle tecniche artigianali odierne, alle fonti archeologiche, quali i fogli di carta sopravvissuti (non limitandosi alle mere osservazioni "filigranologiche"), a quelle documentarie, come normative, contratti e processi, libri contabili e documenti daziari. Viene anche sottoposta a opportune verifiche la funzione della tipografia quale fattore di accelerazione nell'evoluzione della carta. Infine gli autori si soffermano sugli aspetti qualitativi così come emergono dalle fonti documentarie tardomedievali. Il secondo tomo prende dapprima in esame, dal punto di vista delle misure strumentali, proprio i due aspetti qualitativi considerati più significativi della carta: lo spessore e il grado di bianco, soprattutto nella produzione libraria e successivamente affronta il problema delle caratteristiche materiali e tipologiche delle forme. Le osservazioni che maggiormente colpiscono sono quelle relative alla concreta possibilità che la filigrana contrassegnasse, oltre all'identità della cartiera, la qualità della carta fabbricata; la separazione rigorosa tra proprietà e gestione delle cartiere ("il vero conduttore del gioco è il proprietario-mercante"); il forte condizionamento reciproco tra l'industria cartaria e la nascente tipografia: la concentrazione delle cartiere in regioni specifiche e le modifiche della qualità della carta da un lato (dimensioni, spessore e grado di bianco) e le trasformazioni di mise en page e mise en texte avvenute negli incunaboli dall'altro, sono gli indizi più significativi; la possibilità che avvenissero importazioni di carta "clandestine"; la preferenza accordata dai tipografi veneziani alle carte contrassegnate dalla bilancia; la presenza o meno di un filone supplementare per la filigrana. L'unico rischio per il lettore è quello di perdersi nella mole impressionante delle centinaia di tabelle e di grafici presentati. Tuttavia si esce dalla lettura dei due tomi tutt'altro che annoiati o prostrati, anzi pieni di interrogativi e di curiosità nuove e ansiosi di poter disporre del promesso secondo volume. E siamo sicuri che era proprio questo il taglio che gli autori volevano dare alla loro fatica, senza pretendere mai di arrivare a conclusioni definitive. D'altra parte lo storico - sosteneva Lucien Febvre - non è colui che sa. È colui che cerca.

Für viele Deutsche war der russische Angriffskrieg gegen die Ukraine der Anlass, diesen zweitgrößten Flächenstaat Europas erstmals als Akteur in der europäischen Geschichte wahrzunehmen. Doch für die Ukrainer ist dieser Konflikt nur der vorläufige Höhepunkt in einer langen Reihe von Versuchen, ihr Land als selbstständiges Staatswesen auf die Landkarte zu bringen. Anna Veronika Wendland entfaltet in diesem Buch, so kenntnisreich wie thesenstark, das gesamte Panorama der ukrainischen Geschichte von den Anfängen im mittelalterlichen Kyjiw über die frühneuzeitlichen Staatsbildungsversuche bis hin zu den katastrophalen Erfahrungen des 20. und 21. In diesem Wechselspiel entwickelten die Ukrainer ihre spezifischen Verfassungstraditionen und Freiheitsvorstellungen – und wurden so von einem Bauernvolk unter fremden Herren zu einer modernen, pluralistischen Industrienation, die sich heute ihrer Haut in einem Krieg gegen die Atommacht Russland erwehrt.

Wie gezeigt werden konnte, wurden die westlichen Maltechniken in der ersten Phase der wirtschaftlichen Kontaktaufnahmen für die Vorbereitung der Kolonisation eingesetzt. Die Portugiesen hatten auf der Suche nach neuen Gebieten, durch deren Kolonisation und Ausbeutung sie versuchten, ihre im Zusammenbruch befindliche Vormachtstellung in Europa zu retten, im Jahr 1543 Japan entdeckt, das sich in der Endphase eines hundertjährigen Krieges (sengoku jidai) befand und ausgezehrt war. Mittels Akkomodation, profitablen Handelsangeboten, Waffenlieferungen und freundschaftlichen Kontaktangeboten verschafften sich die Eroberer schnell Zutritt zum Gebiet um Nagasaki, dessen Bevölkerung, die Europa nicht kannte, sie für chinesische Händler und Mönche hielt, die willkommene Angebote und Hilfestellungen boten. Die Ähnlichkeit der europäischen christlichen Bilder (seiga) mit einheimischen Themen bewirkte eine schnelle Akzeptanz der Fremden und ihrer Religion im ausgebluteten Land, zumal sie sich anschickten, das Land beim Aufbau zu unterstützen. Da sie ausSüdasien gekommen waren und bärtigen Randvölkern ähnlich sahen, nannte man sie "Südbarbaren" (nanbanjin). Die Absichten der Eroberer blieben unerkannt, und während das Land sich unter Toyotomi Hideyoshi, der die Landesvereinigung durchführte und von den Handelskontakten (nanbanbôeki) profitierte, allmählich erholte, versuchten die Eroberer es gezielt durch den Aufbau von Kirchen, Krankenhäusern und Unterrichtsstätten unter Kontrolle zu bekommen. An den Schulen wurden neben Religions- und Sprachunterricht auch Kulturtechniken gelehrt: Einheimische Maler der Kanô-Schule hielten auf Stellschirmen die Begegnungen mit den Eroberern fest, die sich als potente Handelspartner und Religionsstifter gaben, in Wirklichkeit jedoch den in Indien bereits etablierten kolonialen Lebensstil auch in Japan, das als Teilgebiet der "Ordensprovinz Indien und Japan" eingestuft wurde, aufbauten. An den Kollegien lehrte man die Ölmalerei; mittels Vorlagen, die abzumalen waren, vermittelten die Eroberer ihre Heimat gezielt als reich, paradiesisch und militärisch machtvoll, doch wurde von den Malern auch die um 1590 erreichte begüterte Situation der Fremden vor Ort festgehalten: Denn nach rund 40 Jahren war das avisierte portugiesische Handelsmonopol etabliert; die Europäisierung, religiöse und kulturelle Überfrachtung während des Nanbanbooms befand sich auf ihrem Höhepunkt; damit stand man kurz vor dem erhofften Übergriff. In dieser Phase stand die Dynastie der Aviz und damit das Monopol in Übersee kurz vor dem Zusammenbruch; dieser wurde 1596 durch den Vertrag von Greenwich besiegelt. Mit zunehmender Erkenntnis der Gefahr, die von den vermeintlichen Händlern und Religionsstiftern ausging, wurden 164 Extegrationsmaßnahmen ergriffen, die im vollständigen Landesabschluß (sakoku seisaku) des Jahres 1639 gipfelten. In der zweiten Phase der wirtschaftlichen Kontaktaufnahmen wurden die westlichen Malund Zeichentechniken in Japan für den Erwerb naturwissenschaftlicher praktischer Fertigkeiten benötigt. In Europa rissen nach der Zerstörung des portugiesischen Monopols die schnell zum Firmengiganten VOC zusammengeschlossenen niederländischen Kaufleute den Überseehandel monopolistisch an sich und traten die Nachfolge der Kolonialherren an. Die japanische Niederlassung der VOC wurde im Zuge der Landesabschlußmaßnahmen auf eine Insel vor Nagasaki ausgelagert. Die Tokugawa- Regierung, die nach dem Tod des Landesvereinigers Toyotomi Hideyoshi die Macht an sich gerissen hatte, bemühte sich neben profitablen Handelsmanövern von Anfang an um den Erwerb medizinischer Kenntnisse, die man durch gezielte Kontaktaufnahmen mit den Betriebsärzten der Niederländer ab 1649 gewann; früheste Lehraufzeichnungen entstanden bereits 1661, im Umkreis des Aufenthaltes Engelbert Kaempfers wurden um 1700 auch Lehrsituationen bildlich dokumentiert. Ein nach Japan verbrachtes chirurgisches Lehrbuch des Ambroise Paré wurde 1706 übersetzt, es stellt die erste theoretische Grundlage der japanischen Medizin in westlicher Manier lange vor der Herstellung des ersten Anatomiebuches Japans. Zu diesem Zeitpunkt lehnte man das definitiv empirische und praktische Vorgehen noch aus religiösen und kulturellen Gründen ab, dies bezog sich auch auf den Einsatz realistischer Maltechniken für die Herstellung von medizinischem Abbildungsmaterial. Als sich ernsthafte Versorgungsschwierigkeiten im autarken Staatsgebiet einstellten und die Gefahr erneuter Konfrontationen mit Fremden wuchs, wurde im Zuge großflächiger Reformen ab 1716 (Kyôhô-kaikaku) auch die Forschergruppe der "Niederlandforscher" (Rangakusha) aufgebaut, die sich mit der Erarbeitung europäischer Naturwissenschaftstechniken befaßte, obgleich diese die heimische Ethik und das kulturelle Selbstverständnis verletzten. Der gezieltere Erwerb der realistischen Maltechniken zu Dokumentationszwecken wurde nun unumgänglich. Durch die Aufhebung des Bücherimportverbots 1720 kamen immer wieder europäische naturwissenschaftliche Lehrwerke, darunter unterschiedliche Anatomiebücher, ins Land. Ein Lehrbuch der Malerei von De Lairesse und weiterhin Zeichnungen von Dürer vermittelten Grundlagen realistischer Darstellungsweisen, die benötigt wurden, um neben der Herstellung perfekter Kopien europäischer Vorlagen auch eigene praktische Forschungen in den Gebieten Kartographie, Astronomie, katasteramtliche Dokumentation, Biologie, Zoologie, Pharmazie und insbesondere Medizin zu dokumentieren.Nebenbei 165 wurden authentische Darstellungen der Lebensrealität der Niederländer auf der Insel hergestellt. Nachdem trotz größter ethischer Barrieren der unumgängliche praktische Schritt in die empirische medizinische Tätigkeit durch eine Obduktion 1771 getätigt war, wurden die daraus gewonnenen Erkenntnisse im 1774 erschienenen ersten Anatomiebuch Japans (kaitai shinsho) veröffentlicht. Dieses 5-bändige Werk enthielt neben perfekten Kopien europäischer Bildvorlagen auch erstmalig eigene Zeichnungen vom Präparat, die der Maler Odano Naotake anfertigte. Er ging damit noch in der japanischen Edo-Zeit und lange vor der gezielten Verwestlichung Japans, die auch die Integration der praktischen europäischen Medizin vorsah, einen Schritt, den in ähnlicher Weise Leonardo da Vinci gegangen war. Kawahara Keiga fertigte die erste topographische Karte Japans. In der dritten Phase der Kontaktaufnahmen wurde die westliche realistische Mal- und Zeichentechnik beim Aufbau eines westkompatiblen Industrie- und Rüstungsstaates eingesetzt. Die erzwungene Öffnung Japans 1853 für die westlichen Staaten, die den ungeschützten neuen Markt an sich reißen wollten, führte zu sofortigen Maßnahmen: 1855 wurden Schußwaffenfabriken gebaut und ein Amt für Westforschungen eingerichtet. Um diese Zeit und während der Hafenöffnungen (kaikoku) 1854/58 hielten Künstler der Utagawa-Schule die militärische Macht, die technischen Möglichkeiten der amerikanischen Kriegsschiffe und das selbstgefällige Verhalten der Fremden auf Drucken fest. Ab 1856 übernahm der "Pionier der Westmalerei der Moderne"(Harada Minoru), Kawakami Tôgai, im Westforschungsinstitut den Bereich Zeichnung. Ab 1861 bemühte er sich im "Amt für Malereiforschung" (gagakukyoku) um die realistische Öltechnik: Beide Techniken wurden für kartographische Zwecke und den Bau militärischer Einrichtungen benötigt. Kawakami unterrichtete und koordinierte die Nachfolgergenerationen. Die Meiji-Restauration (meiji-isshin) 1868 beendete das Tokugawa-Regime, Kaiser Meiji proklamierte das Ziel des modernen Staates: Das Land sollte vollständig umstrukturiert werden; Ziel war der Aufbau eines reichen Rüstungs- und Industriestaates (fukokukyôhei), der den Konkurrenzkampf mit den westlichen Staaten aufnehmen und die Unabhängigkeit des Landes erhalten sollte. Daraufhin wurde die Industrialisierung nach europäischem Vorbild, ab 1876 die kulturelle Umerziehung, d.h. die Europäisierung der Bevölkerung (ôkaseisaku) eingeleitet. In dieser Zeit wurden europäische Frauen und die Landwirtschaft mittels der Öltechnik positiv vermittelt. Zwei Ministerien koordinierten den Aufbau der Infrastrukturen, der industriellen Grundlagen und der zukünftigen Exportindustriezweige Seide und Baumwolle, die Finanzierung des Aufbaus und die Maßnahmen zur 166 Produktionssteigerung (shokusankôgyô). Die Masse der Bauern wurde mittels einer Landsteuerreform (chisokaisei) als finanzielle Grundlage des Staates festgelegt und durch im voraus fixierte Steuereinnahmen vollständig ausgenutzt. Die Bauerntöchter arbeiteten bereits ab 1872 zu Dumpinglöhnen in den schnell hochgezogenen staatlichen Fabriken. Sofort entbrannte ein Bürgerkrieg, der das Land in eine prowestliche und in eine traditionalistische Fraktion spaltete. Ab 1876 kam es zu wiederholten Bauernaufständen, die durch unterschiedliche Maßnahmen, die in das Parasitäre Gutsherrentum (kisei jinushisei) mündeten, unterbunden wurden. Propagandistische Malerei wurde den Entwicklungen im Land entsprechend hergestellt: Der äußerst prowestlich eingestellte Maler Goseda unterstützte den Kaiser im Bürgerkrieg durch Propagandamalereien. Das Leben der gezielt ausgenutzten Bauernschicht wurde von kaisertreuen Malern bis zum Zeitpunkt wirtschaftlicher Kompatibilität idyllisch propagiert. Nur ein Westmaler wagte um 1870 Bilder mit antiwestlichem Inhalt. Der englische Journalist und Zeichenlehrer Charles Wirgman deutete die Situation der Bauern an. An der 1876 eingerichteten "Kunstschule für das Ingenieurwesen" unterrichtete der italienische Professor für Landschaftsmalerei, Antonio Fontanesi. Dort erhielten viele Westmaler ihre Ausbildung, die westliche Zeichentechnik wurde für die Infrastrukturierung, insbesondere den Eisenbahnbau in Zusammenarbeit mit Ingenieuren benötigt. Das Tôkaidô-Hauptnetz war 1889 gelegt. Der Nachfolger des Beamten Kawakami am Amt für Malereiforschung (gagakukyoku), Koyama Shotarô, arbeitete ebenfalls an militärischen Einrichtungen. Dort unterrichtete er die Herstellung von Skizzen. Ab 1880 und in der Zeit der finanziellen Schwächung der Regierung durch Bürgerkrieg und Bauernrevolten, setzte man die Öltechnik für die Verherrlichung der ersten Ingenieursleistungen ein: Der "Erste Ölmaler Japans" (Harada Hikaru), Takahashi Yuichi, ebenfalls Schüler des Beamten Kawakami Tôgai, glorifizierte unterschiedliche Ingenieursbauten und weiterhin die Ergebnisse des Mishima-Straßenbauprojekts, das deutlich die Übernahme europäischer urbaner Strukturen zeigt. Dabei stellte er die japanische Bautradition nur noch als schmückendes Beiwerk dar. Dennoch wurde seine persönliche Begeisterung und Bestrebung, die Westmalerei als kulturelles Gut zu etablieren (Kunstausstellungen, Museen), von der Regierung, welche die Aufgaben der Öltechnik eindeutig festlegte, abgelehnt. Alle Bereiche, auch kulturelle, dienten einzig der Industrialisierung; dies betraf nicht nur die Nutzung der realistischen Westtechniken für Aufbau- und Propagandazwecke, sondern auch die Förderung des Traditionskunsthandwerks für den Verkauf auf Weltausstellungen. Zeitgleich wurde Europa propagandistisch positiv vermittelt, dies unterstützte den Verwestlichungskurs auf 167 wirtschaftlicher und sozialer Ebene. In einem Punkt jedoch setzte Yamamoto nach 10 Jahren eine erste Grenze: Er vermittelte die moralische Einstellung der Europäerin und kritisierte damit die Verwestlichung in Bezug auf die Rolle der Japanerin, ein Punkt, der den Rüstungskurs nicht gefährdete. Mit Schritt in die wirtschaftliche Kompatibilität änderte sich die Propaganda: Harada Naojirô vermittelte nun, im Jahr 1886, die männliche Bevölkerung des wirtschaftlichen Konkurrenzgebietes Europa als geschwächt und krank. Zugleich griffen er und andere prowestliche Maler innere Gegner an, die den Rüstungskurs, dem auch die kulturelle Umerziehung diente, blockierten: 1890 griff die prowestliche Regierung auf einer Industriemesse mit einem Bild Harada Naojirôs die Traditionalisten durch religiöse Tabuverletzungen an und bekundete damit ihre Macht. Ein ähnliches Ziel verfolgten auch die Mitglieder des Meiji-Kunstvereins, die in der Tradition der Malerei als Fotografieersatz standen: Sie griffen das Traditionsmonopol der Ablehnung der realistischen Malweisen an; unter dem Label einer "didaktischen Westmalerei" wurden traditionelle Themen mittels realistischer Darstellungsweisen korrumpiert. Damit drang der Verwestlichungskurs zum Zeitpunkt erster Erfolge als westkompatibler, d.h. kolonisationsfähiger Industriestaat bis in die kulturellen Tiefen des Landes vor. In dieser ersten Hälfte der Industriellen Revolution (ab 1890), die in Japan für die Zeit der bereits aufgebauten Fundamente und frühe Kolonisationen steht, transferierte Kuroda Seiki, der "Vater der modernen japanischen Westmalerei" (Harada Minoru, Miwa Hideo ), den Malstil des französischen Lehrers Raphaël Collin als repräsentativ für Europa nach Japan. Sein Abschlußwerk, das im Salon geehrt wurde, eine Aktmalerei, diskreditierte, im Taiwanjahr 1895 auf einer Industriemesse gezeigt, die Europäerin moralisch. Zugleich demonstrierte man damit die Macht der Industrie über innere Gegner, die versuchten, die als anstößig empfundene Aktmalerei in Japan zu verbieten. Auch auf privater Ebene trieb Kuroda die Verwestlichung voran: 1896 gründete er den Schimmelverein (hakubakai), in dem freiheitliche Prinzipien des französischen Realismus auf Japan übertragen wurden. Zugleich wurde auch auf die Forderungen des Takahashi Yuichi reagiert, der die Westmalerei als Möglichkeit betrachtete, weltweit über die Entwicklungen in Japan zu informieren. In diesem Verein thematisierten Westmaler die Realität der ausgebeuteten Bauern, erste Ergebnisse der Industrialisierung und den Nationalstolz, Themen, die direkt Bezug auf die Fakten nahmen. Mit Erreichen des technischen Rüstungsstandards der westlichen Länder im Jahr 1900, internationaler Konkurrenzfähigkeit im Jahr 1903 und im Vorfeld weiterer Kriege und Kolonisierungen wurde 1903 der Pazifik-Kunstverein gegründet. Gründer Mitsutani, Schüler des Koyama, arbeitete in dessen Tradition und malte kriegspropagandistische Bilder. Zugleich diskreditierte Gründer Nakamura 1903 168 nicht nur den Westen durch eine exakte Aktmalerei, sondern deutete auch die durch die Verwestlichung möglicherweise schon zerstörte moralische Einstellung der Japanerin an. Japan verdrängte zwischen 1905 und 1908 die internationalen Marktführer des Seidenhandels. In dieser Phase, als die zu Beginn festgelegten Ziele eines reichen, militärisch starken Staates (fukokukyôhei und shokusankôgyô) erreicht waren, wurde die Westtechnik, die am Aufbau des Staates beteiligt gewesen war, im Jahr 1907 als gleichberechtigte Kulturtechnik neben die einheimische Kulturtechnik Nihonga gestellt. Damit avancierte sie zum kulturellen Symbol der erfolgreichen japanischen Industrialisierung nach westlichem Vorbild, die als Selbstschutzmaßnahme nach der Demütigung des Jahres 1853 eingeleitet worden war. Zum Zeitpunkt des Schritts in den japanischen Imperialismus, der keine inneren Streitigkeiten mehr tolerierte, bekundeten die Westmaler der einstigen ausschließlich prowestlichen Fraktion, daß sie auf der Seite der Traditionalisten standen: Die traditionelle Rolle der Japanerin sollte erhalten bleiben. Mit dieser Botschaft und durch die Nebeneinanderstellung beider Kulturtechniken schlugen sie gezielt den Weg der Harmonisierung ein, um das Land für die vordringlichen politischen, außenpolitischen und wirtschaftlichen Ziele zu vereinen. Auf den ab 1907 abgehaltenen kultusministeriellen Ausstellungen (Bunten) wurden, in der Endphase der Industriellen Revolution und auf dem Weg in den japanischen Imperialismus, Bilder prämiert, welche die Arbeit allgemein und die Arbeit in der Rüstungsindustrie thematisierten. Die durch den Eisenbahnboom erwerbslos gewordene Masse der Rikschafahrer, von Kriegspropagandist und Pazifik- Kunstvereinsgründer Mitsutani in ihrer aktuellen Armut drastisch dargestellt, war prädestiniert für den Einsatz in der Rüstungsindustrie. Auch damit knüpfte man an die von dem ersten Ölmaler Japans, Takahashi Yuichi, geäußerte Aussage an, die Malerei müsse Staat und Regierung dienen.
Pomoću arhivskih dokumenata pronađenih u arhivu Mletačke Republike u Veneciji u tekstu je rekonstruiran tijek izgradnje zvonika katedrale sv. Marka u Makarskoj i imena majstora koji su radili na njemu tijekom 1760. godine. Prvi put su u javnost iznesena tri crteža, projektna prijedloga za dovršenje izgradnje zvonika dosada nepoznatog autora, inženjera Angela Janšića, zajedno s troškovnicima izrađenim 1759. godine. Iznesena je administrativna procedura kojom je odobreno financiranje dovršenja izgradnje i razlozi za odabir najjednostavnijega i najjeftinijeg projektnog prijedloga. ; Attraverso i documenti trovati nell'Archivio di Stato di Venezia nel seguente testo è stato possibile ricostruire il processo di edificazione del campanile della catedrale di Macarsca e indentificare i nomi dei maestri che vi lavoravano nel 1760. Per la prima volta si presentano al pubblico tre disegni, che rappresentano altrettanti progetti per la conclusione del campanile a costruzione già avviata a opera di un autore finora sconosciuto – l'ingegner Angelo Gianssix - insieme con i fabbisogni scritti dal progettista nel 1759. La cattedrale di Macarsca è stata costruita dalle fondamenta a partire dall'anno 1700 fino al 1758. La costruzione della chiesa è stata finanziata dalla Republica di Venezia, ad eccezione di una capella laterale finanziata dalla famiglia nobile locale Kačić: in questo modo la Serenissima adempiva ai suoi oblighi contenuti nel trattato firmato con la Santa Sede nel 1690. Nel processo di edificazione della catedrale erano direttamente coinvolti i Provveditori generali della Serenissima Alvise Mocenigo (1696-1702), Pietro Vendramin (1726-29) e Francesco Grimani (1754-56) insieme con un seguito dei ingegneri che periodicamente visitavano il sito della costruzione e firmavano i progetti e i fabbisogni del cantiere, dove erano presenti quotidiamente i protomagistri e i tagliapietre, i fabbri e i falegnami. Il procuratore seguiva i lavori per conto del vescovo: l'unico procuratore noto è Antonio Ivanišević, nobile di Macarsca che svolgeva questa funzione da più di venti anni. La posizione del campanile si vede per la prima volta sul progetto firmato dall'ingener Giuseppe D'André nel 1708, nell'angolo che l'abside forma con la cappella laterale ovest. Sui disegni del 1727 dell'ingener Francesco Melchiori non è indicato il campanile, che appare tuttavia nel disegno del 1757 dell'ingegner Bartolo Riviera: si vede la sua posizione segnalata con la lettera H e lo stesso ingegnere scrive che a quell'anno raggiunge l'altezza dei muri laterali della cattedrale. Nel 1758 si conclude la costruzione della catedrale e su insistenza del vescovo di Macarsca il governo veneziano approva la stesura del progetto per la conclusione del campanile. Al Provveditore generale Contarini vengono date istruzioni perché il campanile sia modesto, adatto alla qualità del posto e la poverta dei suoi abitanti: la stesura del progetto venne affidata all'ingegnere militare Angelo Gianssix. Il capitano Angelo Gianssix aveva appreso i primi insegnamenti di matematica applicata a fini militari dal padre, il fu colonnello Gianssix che aveva servito nell'esercito veneziano. Nel 1758 Angelo Gianssix conduceva i lavori di dragaggio del porto di Spalato e nel 1759 completava la carta topografica della Dalmazia da Zara a Macarsca. Furono stesi tre progetti per il completamento del campanile: nel primo disegno si vede che fino a 1759 il campanile. superava di poco in altezza i muri laterali della chiesa, a conferma della nota dell'ingegner Riviera. All'ingegner Gianssix restava la stesura del progetto della parte finale del campanile, con la loggia per le campane e la copertura. Il primo progetto era il più semplice, in accordo con le richieste del governo di Venezia: si trattava di una semplice loggia aperta su tutti i quattro lati da bifore e sormontata da una cornice e una copertura a piramide. Il secondo disegno proponeva invece una forma più elaborata per il campanile: sulla base già esistente veniva poggiata una loggia per le campane identica a quella del primo progetto e l'attico al di sopra viene aperto nel mezzo con una finestra ellissoidale. Infine, nel terzo progetto la parte finale del campanile viene concepita in due liveli, con due logge aperte da bifore, duplicate una al di sopra dell'altra. Dalla lettera del Provveditore Generale Contarini si capisce che gli ultimi due progetti vennero redatti dall'ingegner Giassix seguendo i desideri del Vescovo di Macarsca, Stjepan Blašković, e del procuratore Ivanišević: essi volevano che il nuovo campanile della cattedrale fosse unico in città per la sua forma e contribuisse così alla bellezza della provincia. Il Provveditore generale mandò a Venezia tutti e tre i disegni con i relativi fabbisogni per la realizzazione dell'opera: il costo era minore per la realizzazione del primo, il progetto più semplice. Il provveditore generale raccomanda quindi al governo la scelta del primo progetto, sulla base del costo inferiore e dell'inutilità di insistere sull'apparenza esteriore della chiesa, spiegando che le condizioni locali sono tali da non necessitare di un'opera maestosa per la popolazione, che il luogo scelto per la costruzione della catedrale e del campanile viene spesso colpito da fulmini e che la base del campanile non è proporzionata con la cattedrale. Il governo della Serenissima, considerando valide le ragioni esposte dal provveditore generale, approva la realizazione del primo progetto dell'ingegner Gianssix, con il costo totale di settemila lire. Viene così ignorato il desiderio del Vescovo, che il nuovo campanile fosse il più bello della città e tra i più belli della provincia, e viene stanziata la somma di 145 zecchini. I lavori sul campanile cominciano nel luglio del 1760 e si protraggono fino al 28 novembre dello stesso anno. Il proto principale dei lavori era Piero Licini di Brazza e il mastro falegname Battista Rossi. Gli altri maestri erano: Alessandro Licini, Antonio Palaversić, Ivan Costa, Marko Fontana, Antonio Rossi, Andrea Bruttapelle, Piero Scansi, Vicenzo Murat, Ivan Cechini, Ivan Perušić, Tomaso Girice, Matija Geričiević, Mihael Kjuković, Ivan Battara, Andrea Demon i Tomaso Miraglia, Zorzi Orlandini, Antonio Sambuk e Nikola Sambuk. Il campanile di Makarska fa parte del più grande gruppo di campanili costruiti in Dalmazia nel 18° secolo: gli esempi appartenenti a questo gruppo si possono trovare da Zara a Macarsca. Le loro carateristiche sono l'alta base quadrata, quasi completamente chiusa, sulla quale poggia la loggia per le campane aperta su tutte i quattro lati da bifore, sormontata dalla cornice e conclusa da una piramide quadrata. La forma della base del campanile, inisieme alla loggia ne fanno la diretta continuazione delle forme romaniche del campanile di Aquilea. L'unica ma importante differenza consiste nella mancanza del tamburo poligonale sopra la loggia: come conseguenza è stata usata la piramide quadrata invece di quella poligonale. Il più antico e importante esempio di questa piramide si trova sul campanile della chiesa di San Marco a Venezia. Traendo le conclusioni dai documenti presentati, si può supporre che la Repubblica di Venezia abbia applicato una politica orientata al massimo risparmio dei fondi destinati alla costruzione degli edifici non solo al campanile della cattedrale di Macarsca, ma anche agli altri edifici pubblici in suo possesso nella Dalmazia del 18° secolo: questa politica di finanziamento può spiegare la mancanza di forme barocche sugli edifici finanziati con il denaro pubblico. Da questi documenti è possibile capire anche l'importante ruolo ricoperto dai Provveditori generali nella scelta del progetto che doveva essere realizato: infatti, in questo caso, il desiderio del vescovo di portare a compimento uno dei due progetti più grandiosi è stato ignorato, mentre viene preso in considerazione solo il consiglio del Provveditore generale, che ha valutato la situazione utilizzando i parametri di un nobile veneziano in servizio temporaneo nella provincia veneziana di Dalmazia e Albania.
