Productive Development Policies in Latin America and the Caribbean: The Case of Mexico
While Mexico has potential to grow rapidly, its economic growth has remained low for the past three decades. There is no consensus on the country's development path or on how to achieve specific goals. Since the policy debate remains ideological and lacks pragmatism, productive development policies (PDPs) are often uncoordinated, redundant or even incongruent with each other. It is therefore important to understand the process whereby PDPs are designed and the institutional setting in which they are are implemented. This paper consequently examines whether PDPs respond to market failures and/or government failures. When PDPs are not designed to address specific market failures they can produce unwanted results or prove completely ineffective. When PDPs do address government failures, it is important to determine the reasons why the failure cannot be corrected in the first place and whether PDPs will be effective at addressing the problem in a second-best manner.

Social policies and emotions in Latin America: A theoretical approach to their analysis
This article aims at making a conceptual analysis of the links between social policies, emotions and World Images. It tries to frame the theoretical and epistemic plots of subjacent assumptions that involve (and activate) State interventions on "the social." The following is the argumentative strategy that has been chosen: firstly, we will account for the links between social policies and the capitalist regime of accumulation; secondly, we will explain the proposed theoretical links between World Image and policies of emotions; thirdly, we will offer some arguments which show the analytical richness of linking social policies and policies of emotions through the concept of World Image; fourthly, as an example, we will frame the massiveness of social policies as a World Image that transmits emotionalities linked to the reproduction of the regime of accumulation. Trade governance in latin America. Interest articulation and institutions across negotiations in Argentina and Chile
The trade agenda has undergone significant transformations during the last 25 years. Negotiations have moved from the reciprocal reduction of tariff barriers to include the construction and harmonization of regulatory frameworks in different policy areas, while trade liberalization has simultaneously advanced at the regional and multilateral levels. This research explores under what conditions the launch of trade negotiations - symmetric (South- outh), asymmetric (North-South), and multilateral - have a differential impact on domestic governance. Based on a systematic and contextualized comparative analysis of the complex constellation of domestic actors and interests, and the relationships and interactions established among them in a particular institutional setting, our study argues that these different trade agendas generate diverse policy dynamics. Findings show that the variation in the scope of the agenda, the uncertainty of political outcomes, and the technical requirements attached to these negotiations have important consequences for the ways in which domestic state and non-state actors define their interests and collective action strategies. ; La agenda comercial ha sufrido importantes modificaciones durante los últimos 25 años.
