Рост миграционных потоков на территорию Российской Федерации актуализировал потребность в разработке концепции государственной миграционной политики РФ, направленной на повышение эффективности управления миграционными процессами и оптимизацию интеграции мигрантов в российское общество. В связи с этим автор предлагает рассмотреть основные направления повышения эффективности государственной миграционной политики современной России. ; Рolitical and economical transformations in the modern world, started in the second half of the 20th century including, first of all, decolonization of the third world, globalization of economical relations and increase of social polarization on a world scale caused a multiple growth of migratory processes which had become popular by the end of the 20th century and affected almost every country all over the world. Migration, which became one of the key challenges of the 21th century, entailed a number of serious problems worldwide and this explains why the author addresses the problem of migration in the aspect of political science.

В статье представлен анализ неформальных обрядов, действовавших в ученической среде военных учебных заведений России XIX в. Выявляется воспитательное значение обрядов, характерных для учебных заведений закрытого типа. Проводится исследование феномена таких обрядов в ученической среде с точки зрения освоения социальных ролей, их значения в процессе социализации личности. Неформальный обряд рассматривается как средство регуляции отношений внутри коллектива, воспитания и поддержания системы норм и правил, трансляции традицийòт ; The article analyses informal ceremonies and rites among the cadets of military schools in the 19th century Russia. The article discovers pedagogical importance of ceremonial rites characteristic of closed-type educational establishments. The author investigates the phenomenon of the informal rite in a students' environment from the perspective of mastering social roles and their importance in the process of personal socialization. The informal rite is viewed as a means of regulating team relationships, instructing, maintaining the system of principles and rules, and relaying traditions of a community.

Впервые в рамках характеристики наградной системы, существующей в русской армии, говорится о сокращении срока службы для нижних чинов гвардии и сокращении срока выслуги лет для получения орденов за службу для офицеров гвардии, получивших определенные награды в 1812, 1813 и 1814 годах. ; The article deals with collective awards in the Russian army during the war against Napoleon. The author writes about the awards already existing in 1812 and those which appeared later under the Emperors Alexander I and Nicholas I, namely a financial reward, foundation of the Military gallery in the Winter Palace, a shift of distinguished military units towards Grenadiers or the Guards, rewarding with a silver horn, presentation of a memorable standard, return of the lost regimental colours. He also describes decorations on military uniforms and for the first time speaks about the reduction of military service in the Guards.

Corruption is considered from the different points of view: legal, social, economic, political, moral and household. The author analyzes indissolubility and imperfection of our legislation, its discrepancy and problematical character giving the chance for realization of frauds by criminal structures and possibilities of ducking out with impunity. The rational maturity of a society as a result of counteraction against corruption in mass consciousness etc. is disclosed.

В статье рассмотрено влияние демографического фактора на этнополитические процессы в Российской Федерации и на постсоветском пространстве. Автором исследованы характер и специфические особенности влияние демографических и миграционных процессов на межэтнические отношения и генезис этнополитического конфликта. Описаны современные примеры воздействия демографических и миграционных процессов на этнополитические конфликты в России и на постсоветском пространстве. Сформулированы методологические подходы к изучению влияния демографического фактора в этнополитических конфликтах. ; The influence of the demographic factor on the ethno political processes in the Russian federation and the former Soviet Union is observed. The author has studied the character and peculiarities of the effect on the interethnic relations and origin of the ethno political conflict produced by the demographic and migration processes. The modern examples of demographic and migration processes on the ethno political conflicts in Russia and the former Soviet Union are described. The methodological approaches to study of the demographic factor influence on the ethno political conflicts are defined.

Die vorliegende Dissertation, die interdisziplinär auf kultur-, medien- und literaturwissenschaftliche Methoden zurückgreift, untersucht den spezifisch auditiven Code von sieben exemplarischen Hörspielen der SBZ/DDR in der Zeit von 1945 bis 1989 in ihrer Funktion, einen kollektiven Erinnerungsprozess an den Holocaust zu generieren. Das Hörspiel als eigenständiges Kunstwerk wird dabei erfolgreich als kollektives Gedächtnismedium verortet. Manuela Gerlof kontextualisiert ihren Untersuchungsgegenstand in kulturpolitische, historische und medienästhetische Zusammenhänge. Dieses Vorgehen diagnostiziert eher diverse Stilmittel, als eine einheitliche Tonspur. ; This dissertation investigates the auditive code of seven radioplays that originated in the former GDR/Soviet zone of occupation between 1945 and 1989 in their function of generating a social, collective process of recalling the Holocaust. Thereby the radioplay is considered as an independent artwork and within her combination of methods of cultural, medial, and literary studies, the author Manuela Gerlof succeeds in elevating the radioplay to the state of a medium of collective memory. Concurrently she embeds her object of investigation widely in cultural-political and medial-historical contexts, which reveals more kinds of stylistic devices, rather than only one auditory mark.

Статья посвящена проблеме принадлежности земельных участков, на которых располагаются объекты недвижимости, являющиеся предметом договора финансовой аренды (лизинга). Так как по действующему законодательству земля не является предметом договора лизинга, то нерешенным остается вопрос о праве на земельный участок, на котором находится, например, здание предмет договора лизинга. Автор указывает на целесообразность признания предметом договора лизинга земельных участков, которые составляют единый комплекс с недвижимым имуществом. ; The article is devoted to the problem of land plot belonging that is a subject matter of financial lease and where a real estate is situated. As according to the current legislation the land plot is not a subject matter of financial lease, then the Problem of the right on the land plot where a building is situated, cannot be settled. The author points at the necessity to declare the land plot as a subject matter of financial lease because it constitutes a single complex with the real estate.

Since around 2005, efforts have been made within the US military to highlight the significance of culture or the 'human terrain' for counterinsurgency operations. The US Army responded to the asserted 'cultural knowledge gap' by establishing an experimental programme called the Human Terrain System (HTS), which involves deploying social scientists alongside combat forces. While HTS was received favourably in the US mainstream media, it has been fiercely criticized by anthropologists in particular, who argue not least that participation in the programme would constitute a violation of their professional ethics, which require them to protect their research subjects. This article explores the anthropologists' critique and its limitations, arguing that it fails to tackle the problem of ethics deployed as a supposedly extra-political standard that can serve to (de)legitimize political projects. In particular, it is unable to dislodge the fantasy of protection at the heart of the argument for HTS. © The Author(s) 2012.

This article addresses the use of the polygraph, penile plethysmograph, and other practices for the management of sexual offenders as part of the 'Containment Approach', a strategy increasingly common in the United States which is, in part, being trialled in the United Kingdom. The polygraph has a tangled history with abnormal sexuality, as we describe in the context of homosexuality in the 1960s. We examine how these strategies target sex offenders as malleable in regard to sexual performances but also, through notions of risk management, paradoxically constitute offenders as fundamentally incurable and thus permanently risky. Using Foucault's notion of the 'abnormal', we investigate the implications of this risk management/performance paradox. We conclude that it reveals a certain anxiety about the relationship between abnormal and normal sexual behaviour in contemporary sex-offender management discourse, which can help explain the emergence of these practices. © 2012 The Author. When Guangdong Communist Party boss Wang Yang wanted to suggest some political readings for his underlings last year, he shunned Mao, Confucius, and other Chinese sages in favor of bestselling Israeli author Tal Ben-Shahar. The title he recommended was Happier: Learn the Secrets to Daily Joy and Lasting Fulfillment. And Wang did not stop with a few musings on the benefits of positive psychology. Instead, he has made happiness a central part of the next five-year plan for Guangdong, the free-wheeling province in southern China whose official slogan is now "Happy Guangdong." The happiness craze is not an isolated incident. Since he took over as party secretary in 2007, Wang has encouraged a series of experiments that have tested the relationship between the state and citizen in China. Abstract
This article focuses on the continuous development of equal cooperation between nonprofit organizations in Chinese society over recent years. It attempts to explicate this phenomenon as a manifestation of accelerated structural differentiation of Chinese society as organic solidarity is formed. This article adopts Durkheim's concept of "organic solidarity" to frame the features involved in this phenomenon, such as autonomy in defining objectives of voluntary cooperation, and equal consultation as an indicator of the level of development of China's civil society. This is done in order to understand the mechanism by which horizontal linkages are created in contemporary Chinese society, and what their positive significance is for the healthy development of Chinese civil society. In view of this, the author further believes that at the same time we consider social science, we can only achieve a better understanding of China's current development into a modern, complex society by considering social differentiation and solidarity as well.

"Programs aiming to develop large scale digital infrastructure for the humanities motivate this development mostly by the wish to leverage methodological innovation through digital and computational approaches. It is questionable, however, if large scale infrastructures are the right incubator model for bringing about such innovation. The necessary generalizations and standardizations, management and development processes that large infrastructures need to apply to cater to wholesale humanities are at odds with well-known aspects of innovation. Moreover, such generalizations dose off many possibilities for exploring new modeling and computing approaches. The author argues that methodological innovation and advancing the modeling of humanities data and heuristics is better served by flexible small-scale research focused development practices. It will also be shown that modeling highly specific distributed web services is a more promising avenue for sustainability of highly heterogeneous humanities digital data than standards enforcement and current encoding practices." "After the peaceful revolution, politicians and scholars intensely debated the Labels which ought to characterize the East German brand of communism. Focusing on its totalitarian features, cold warriors called it an 'Unrechtsstaat' while former supporters of the SED preferred to speak about 'real existing socialism' as a failed experiment. In order to escape this polarization some scholars labeled the GDR a 'modern dictatorship', while yet others talked about an 'educational dictatorship' or a 'commodious dictatorship'. The conceptual challenge to which these efforts responded was the paradoxical character of the SED-regime that was clearly repressive, but also allowed many citizens a fairly normal life. Alluding to the party's emancipatory claims, but contrasting them to its repressive practice, the author therefore suggested the neologism of a 'welfare dictatorship'. The Right' s denounciation of it as too soft and Left's criticism as too harsh suggested that the new term might have hit upon a useful characterization." (author's abstract)

Is there a relationship between a region's industrial structure and employment growth? The author pursues this question in three self-contained studies. These studies each examine a different aspect of this topic and form the three main chapters of this book. Chapter 2 ("Agglomeration and regional employment dynamics") documents the significance of positive agglomeration externalities for regional labor markets. Employment growth is more sustainable in industrial agglomerations than in other local industries. In Chapter 3 ("The mysteries of trade"), the sources of agglomeration externalities are explained through linkages between different, but related, industries. The main conclusion is that labor market pooling plays a key role. In Chapter 4 ("The rise of the East and the Far East"), Dauth examines how regional labor markets with differing industrial structures react to increasing exposure to international trade. He shows that Germany as a whole has experienced substantial gains in employment due to the economic rise of China and Eastern Europe.

The author delineates the configuration of the Chinese Buddhist ecology in post-Mao China by focusing on three major types of religious actor found in the ecology. She spells out how the interactions between the internal characteristics of religious groups and external structural conditions have shaped the development patterns of groups in each type. First, the dominant Buddhist temples, which enjoy state recognition, have been beset by the hollowing-out process. Second, the type of Buddhist groups with ambiguous legal status has been growing vigorously in the interstices of the current Chinese socio-political structure but faces uncertainties. An array of actors and forms, including self-appointed monks and the mixed form of Buddhism and popular religion, exist on the fringe of institutional Buddhism and constitute the third type. Within this type, the syncretic sects, receiving censure from both the state and the Buddhist establishment, are forced to operate underground.
