Aus Sicht schwarzafrikanischer Länder

This paper analyzes the events leading up to the 1981 Detroit fiscal crisis in which the city was faced with the possibility of massive layoffs. This prospect initiated a variety of economic responses. Accordingly, the impact of layoffs on union behavior, job market forces, affirmative action and productivity are examined. In addition, the paper presents a model for linking layoffs to deteriorating fiscal situations in cities.

Resumen: Un tema que ha sido poco tratado, muy probablemente opacado por la importancia y celeridad del proceso relacionado con el nacimiento de la Unión Cívica Radical, es el de la rápida expansión del movimiento cívico y todo lo relativo a la organización, tanto a nivel provincial y nacional de los comités partidarios. El presente trabajo tiene entonces la intención de estudiar, dentro de la escasa información existente al respecto, cómo se produjo dicha organización y la posterior reorganización de los diversos centros políticos luego de la ruptura, en junio de 1891, de la Unión Cívica. ; Abstract: A subject that litle has been treated, very probably uncleared by the importance and celerity of the process related to the birth of Unión Cívica Radical, is the fast expansion of the civic movement and all the relative one to the organization, as much in the provincial order as in the national of partisan committees. The present work has then the intention to study, within the little existing information on the matter, how this organization took place and the later reorganization of the diverse political centers after rupture in June of 1891, of the Unión Cívica.

La Unión por el Mediterráneo (UpM) es el marco actual para las relaciones políticas, económicas y culturales entre la UE y los Países Socios Mediterráneos (PSM). Este artículo analiza su evolución, desde la propuesta inicial hasta su diseño final, aprobado en Marsella en 2008. También analiza los posibles resultados de la UpM, concluyendo que es necesario hacer un progreso sustancial en las relaciones Euro- Mediterráneas, añadiendo nuevos incentivos relevantes para los PSM, preservando el espíritu original del Proceso de Barcelona. ; The Union for the Mediterranean (UfM) is the current framework for political, economic and cultural relations between the EU and the Mediterranean Partner Countries (MPCs). This article analyses its evolution study, from its inception to its finals design, approved in Marseille in 2008. It also addresses the UfM's eventual results, concluding that it is necessary to make a substantial progress in the Euro- Mediterranean relations by adding new relevant incentives to MPC's, while maintaining the spirit of the Barcelona Process.

The article is devoted to fundamental freedoms such as the right to respect for human dignity and the right to health protection in the legal framework of the European Union.Respect for the human being as the unique bio-psychosocial value, recognition and ensuring his/her rights and freedoms, dignity and honor, in particular by providing an access to minimal social benefits which can enable an adequate living standard as well as guaranteeing by a government of its country the protection against encroachments on above mentioned legal categories, these are the unswerving standards on which is based the legal ideology of the developed European countries. The effectiveness of a certain inherent human right is defined by real results which can be achieved by the implementation of legal rules. A government should carry out legal and organizational arrangements in order to accomplish desirable results.Obviously, the democratic legal framework should protect human's right and freedoms, reproduce and implement the principles of the rule of law, ensure a «quality» of a law on the level of national law. All above mentioned should be done because a legal framework should implement legal provisions on the idea that a human is the highest social value.The quality of the European legal framework is in the protection of the values, common to whole mankind, cultural heritage, both at the level of primary and secondary legal rules as well as at the level of constitutional legislation.The major task of the legal framework is creation, implementation and realization of the clearly-defined and stable legal ground for the full range of social relationships and its dynamics ; Представленная статья посвящена рассмотрению основополагающих прав человека, в частности, уважение к его достоинству и охрана его здоровья, в правовой системе Европейского Союза.Уважение к человеку как уникальной биопсихосоциальной ценности, признание и обеспечение его прав и свобод, чести и достоинства, в частности, путем предоставления доступа к минимальным социальным благам, способных обеспечить ему достаточный и достойный уровень жизни, а также гарантирование со стороны государства защиты от посягательств на вишеобозначенные правовые категории, являются непоколебимыми стандартами, на которых основывается правовая идеология развитых европейских государств.Эффективность какого-либо неотъемлемого права человека определяется реальными результатами, которые могут быть достигнуты, исключительно вследствие реализации правовых норм. Для достижения необходимых результатов государство должно осуществлять мероприятия юридического и организационного направления.Разумеется, что демократическая правовая система должна действенно защищать права и свободы человека, воспроизводить и внедрять принципы верховенства права, обеспечивать «качество» правового закона на уровне национального законодательства, так как именно правовая система должна реализовывать положения о том, что человек является наивысшей социальной ценностью.Качество европейской правовой системы заключается в защите общечеловеческих ценностей, культурных и правокультурных достояний, как на уровне нормативно-правовых актов первичного и вторичного права, так и на уровне конституций и нормативно-правовых актов конституционного предназначения.Основное задание правовой системы – создавать, внедрять и реализовывать четко определенную, нормативную и стабильную основу для всего комплекса общественных отношений, в том числе и для их динамики ; Представлена стаття присвячена розгляду основних прав людини, зокрема- повага до її гідності та охорона її здоров'я, в правовій системі Європейського Союзу.Так, повага до людини як унікальної біопсихосоціальної цінності, визнання та забезпечення її прав і свобод, честі та гідності, зокрема шляхом надання доступу людині до мінімальних соціальних благ, здатних забезпечити їй достатній і гідний життєвий рівень, а також гарантування з боку держави захисту від посягань на вищевказані правові категорії є непорушними стандартами, на яких ґрунтується правова ідеологія розвинених європейських країн.Зокрема, ефективність будь-якого невід'ємного права людини визначають реальними результатами, які можуть бути досягнуті, виключно, внаслідок застосування норм. Для досягнення бажаних результатів держава повинна вживати заходів юридичного й організаційного спрямування.Зрозуміло, що демократична правова система повинна дієво захищати права і свободи людини, відтворювати і впроваджувати принцип верховенства права, забезпечувати «якість» правового закону на рівні національного законодавства, адже саме правова система повинна реалізувати положення про те, що людина є найвищою соціальною цінністю.Якість європейської правової системи полягає у захисті загальнолюдських цінностей, культурних та правокультурних надбань, як на рівні нормативно-правових актів первинного і вторинного права, так і на рівні Конституцій та нормативно-правових актів конституційного значення.
