La resiliencia territorial corresponde a la capacidad que tiene un sistema socio espacial para recuperar después de una perturbación y para disminuir los impactos esperados después de la siguiente perturbación, en particular gracias al aprendizaje y al aprovechamiento del retorno de experiencia. Paralelamente, se consideran las instituciones como el conjunto de las estructuras políticas establecidas por la Constitución, las leyes, los reglamentos y las costumbres. Dichas instituciones pueden intervenir en la promoción de la resiliencia territorial mediante las divisiones político-territoriales, los servicios locales de seguridad o el corpus legislativo que enmarca la gestión de riesgo. El presente estudio de caso sobre Caracas trata de aquellos diferentes aspectos de las instituciones públicas. El examen de las tres categorías de institución parece indicar màs bien que entorpecen la resiliencia de la capital venezolana, debido a la fragmentación territorial y política, a la polarización coyuntural, así como a las dificultades de funcionamiento crónicas. Sin embargo, la debilidad institucional aparente no es el último reto, insuperable, sino màs bien el resultado de políticas públicas y de un contexto social que hay que tomar en cuenta, y que se inscriben en le transcurso del tiempo con màs o menos fuerza. Nor equilibrilim theory nor kirznerian approach have a real interest for the precise task of conceptualising market as such. At best, « market » is a undetermined notion or, in some case, has even a double meaning (market place and selfregulating market). Nevertheless, thanks to other social science, i.e. history and sociology, il is possible to elaborate a concept of market. Works of Karl Polanyi, but also more recent contributions of a historian of french Ancien Régime economy, Alain Guéry, are usefull from this point of view. Then, a clear distinction seems to be done between market of modern « market society ». The paper insists also in giving ti the Montchrestien Traicté de l'Œconomie politique a importance denied by Schumpeter. L'histoire des idées et la réhabilitation du travail de Montchrestien, contre le jugement hâtif de Schumpeter, est mobilisée pour illustrer l'hypothèse de l'article. "Intergovernmental Conference: Three Case Studies of EC/EU Institution Building" published on by Oxford University Press.

This paper defines institutions, presents their basic characteristics, and discusses forces for institutional change. It draws on a wealth of research and study by scholars in different fields and follows from the flagship 2002 World Development Report on this topic, including relevant new research since then that illuminates key issues. The definition of institutions includes rules and organizations (specifically rules guiding peoples' actions). The paper emphasizes the diversity of institutions that can effectively perform similar functions, the arguments for and against standardization of institutions across specific transactions or groups, and the implications of these choices. It highlights the relationship between informal and formal institutions. It discusses forces for institutional change influencing all economies, ranging from external shocks (whether they be economic or weather-related shocks or driven by wars) to internal dynamics, such as those following population growth or compositional changes, and those following technological innovations. Many of these forces have a two-way relationship with institutions: they are affected by them and, in turn, influence whether and when they change. A special section is devoted to institutional transplants and their effectiveness. The paper concludes with a discussion of whether and under what conditions institutional change can be externally directed and the lessons for aid donors.

Most institutions have recognised the need to establish specific units in order to carry out internal audits. Whatever their organisation and their competencies, the existence of these units improves the quality of work. Evaluations are generally extremely thorough. External checks are carried out usually by Parliament and the president of the institution is responsible for the budget. Administrative management is generally not subjected to external checks. The publication by most supreme audit institutions of reports of their activities and their budget allows for public debate.
