The article conceders the basic models of the local self-government (horizontal or continental and dualistic or anglo-saxon), which are classical on the European space. Positive and negative consequences of the local self-government system development in Ukraine are analyzed in this article. It is noted that the legislation was originally changed several times. The result is a combination of elements from different models of self-government, which led to hybridization Ukrainian system of local government, and later it is ineffective in solving local problems. Administrative reform was aimed at increasing the effectiveness of the control system. But so far it is superficial.

The UK, Belgium, France, Germany and the Netherlands are the main receiver countries in the Community. State led integration policies have different interests, have started from different standpoints and appear to have different goals. Suggests that integration should be built on universal processes of adaptation identified in the paper. (SJK)
The paper intend to achieve s brief incursion in the European model of the governanceon several levels, seen as an instrument of national public administration Europeanization.

This paper examines the notion of integration in the five main migrant receiving countries of the European Community, namely, Belgium, France, Germany, the Netherlands and the United Kingdom. I argue that the term 'integration' is used in these countries primarily as a political concept of convenience to manage migrant relations. The result has been the diverse application of the term from one country to another. This is illustrated at the economic level by different degrees of economic integration, different strategies to develop social cohesion and politically through different arrangements for consultation and political participation.
The paper then argues that integration also involves a longer term and universal process of adaptation. It is suggested that nation states might more usefully build their integration policies around the latter processes and identifies a number of minimum conditions for integration.
In the article the features of understanding of modernisation are investigational in the context of rural areas. Are shown: rural areas of Ukraine are on the intermediate stage of transition from the primary stage of classic modernisation to secondary or «newest modernization», it to pass as a model modernisation «simulation» (characteristically for countries of post-soviet space). The type of modernization rural areas can be defined as inorganic. It is proved that the complexity of modernization of rural areas Ukraine due to frequent changes in economic order in a relatively small period of time. It is shown that the provisions «Association Agreement .» like the activities that they performed the candidate countries in preparation for joining the EU. Determined it appropriate to use the experience of modernization of rural areas of Poland as one of the closest neighboring Member States of the Community. The proposed sources of modernization of rural areas of Ukraine in order to form their competitive advantage in view of the current crisis and limited financial resources.Key words: rural areas; modernization; competitive advantages; Ukraine; European Union. ; Досліджено особливості розуміння модернізації в контексті сільських територій. Зазначено, що сільські території України перебувають на проміжному етапі переходу від первинної стадії класичної модернізації до вторинної або «неомодернізації», яка протікає за моделлю «модернізація «навздогін»» (характерно для країн пострадянського простору). За типом модернізацію можна визначити як неорганічну. Доведено, що складність модернізації сільських територій України обумовлена частими змінами економічного порядку в порівняно малому проміжку часу. Показано, що виконання положень «Угоди про асоціацію…» можна прирівняти до заходів, що їх здійснювали країни-кандидати у період підготовки до вступу у ЄС. Визначено за доцільне використовувати досвід модернізації сільських територій Республіки Польща як однієї з найближчих сусідніх держав-членів Спільноти. Запропоновано джерела модернізації сільських територій України з метою формування їхніх конкурентних переваг в умовах обмеженості фінансових ресурсів.Ключові слова: сільські території; модернізація; конкурентні переваги; Україна; Європейський Союз.
