Unter Zugrundelegung des politikwissenschaftlichen Konzepts der "kritischen Wahl" wird dargelegt, daß es sich bei den israelischen Parlamentswahlen 1992 mit hoher Wahrscheinlichkeit nicht um "Normalwahlen", sondern um "kritische Wahlen", die definitionsgemäß einen politischen Wendepunkt markieren, gehandelt hat. Die Analyse des Wahlverhaltens der drei entscheidenden Wählergruppen - orientalische Juden, Immigranten aus der Sowjetunion und israelische Araber - deutet darauf hin, daß der Trend zugunsten der Laborregierung langfristig ist, sofern sie die Chance einer Friedensregelung im Palästinakonflikt nutzt. "Bei den palästinensischen Parlamentswahlen am 25. Januar 2006 feierte die Hamas einen spektakulären Wahlsieg. Welche Faktoren gaben den Ausschlag, dass entgegen allen Wahlprognosen die islamistische Hamas bei ihrer ersten Teilnahme bei nationalen Wahlen in Palästina mit 74 von 132 Sitzen die absolute Mehrheit der Mandate errang? Welche Rolle spielten hierbei interne und externe Faktoren? Das Wahlergebnis war primär ein Resultat innenpolitischer Präferenzen der palästinensischen Gesellschaft. Die Wahl für die Hamas kam dabei in erster Linie einer Absage an die Politik der Fatah gleich, während die Überzeugung für das Programm der Hamas eine vergleichsweise nachgeordnete Rolle spielte. Die Hamas hat die Wahlen vor allem deshalb gewonnen, weil es ihr gelang, sich als glaubhafte Alternative zur weitgehend reformresistenten und mit Vetternwirtschaft regierenden Fatah zu präsentieren, die überdies seit über fünf Jahren keine Verhandlungserfolge mit Israel vorzuweisen hat. Neben der Fatah haben indirekt Israel und auch westliche Akteure wie die USA und die EU unfreiwillige Wahlkampfhilfe für die Hamas geleistet. Die Aussicht, dass der seit Jahren siechende Friedensprozess wieder belebt und der Nahostkonflikt in absehbarer Zeit in Form einer von allen Seiten akzeptierten, friedlichen Koexistenz zweier Staaten beendet werden könnte, ist in weitere Ferne gerückt." Although the Iraq crisis and the flood disaster largely determined the political agenda at the end of the 2002 federal election campaign, the economic situation was, once again, one of the most important themes in the context of the election itself. This article examines for the period of 1994 to 2002 whether, and in what measure, the electorate's perception of economic conditions played a role in voters' decisions. Empirical results show that judgements of the economic situation in 2002 were noticeably worse than prior to the last two national elections. Few East-West differences are recognisable in perceptions of current general and individual economic conditions. Differences in retrospective or prospective assessments of the economic situation have also fallen. Regarding the attribution of economic problem solving ability, considerable gains are noted for the CDU/CSU, while the trust in the economic competence of the SPD has decreased. Multivariate analyses show that in 2002 the influence of economic variables on individual voting behaviour was not very strong. Significant effects only occurred in West Germany. Besides the evaluation of the general economic situation, perceived economic competence had the most clearly visible electoral impact. (German Politics / FUB)
