Résumé : La pandémie de Covid-19 est à l'origine de dommages très étendus dans le monde entier. Au moment où de nombreuses actions en justice sont intentées à l'encontre des États et de l'OMS, on peut s'interroger également sur la responsabilité internationale des États et des organisations internationales au regard du déclenchement et de la propagation de la pandémie. Les responsabilités liées à ce risque global aux multiples causes et dont la réalisation a une résonance planétaire présentent des spécificités difficilement appréhendées par les travaux de codification de la responsabilité internationale réalisés par la Commission du droit international. Seul un régime de responsabilité solidaire permettrait de prendre en compte les responsabilités concurrentes issues d'une accumulation de négligences et de répondre au principal défi posé par les risques globaux qui consiste à favoriser le respect de différentes obligations erga omnes afin d'éviter la survenance de nouvelles pandémies.

We argue that membership in International Organizations (IOs) is an important determinant of FDI inflows. To the extent that membership restricts a country from pursuing policies that are harmful to investors, it can signal low political risk. Using data over the 1971-2005 period, we find that membership in IOs does indeed increase inflows of FDI. Controlling for the endogeneity of membership, we find this effect to be substantively important and robust to the method of estimation.

Op 22 en 23 april 2010 werd in Utrecht in het gebouw van de Universiteit voor Humanistiek het eerste internationale congres gehouden dat ooit door KWALON is georganiseerd. Initiator en hoofdorganisator Jeanine Evers had hiervoor een samenwerkingsverband ontwikkeld met onze Vlaamse zusterorganisatie KwalitatiefSterk, het Duitse Forum Qualitative Sozialforschung/Qualitative Social Research (Freie Universität Berlin) en het Britse CAQDAS networking project (University of Surrey). De conferentie werd bovendien ondersteund door de Universiteit van Humanistiek en DANS (KNAW).

Trying specifically not to fall into either eclecticism or redundancy, this paper is an attempt to develop a dialogical understanding of international relations within the meta-theoretical field of constructivism. Dialogism holds that the social world is constructed through an interweaving of mutually-responsive discourses between several agents. Further, it provides an interpretative tool, the hermeneutical locus, to understand agents' identities as a factor in international relations by discerning their expressivity, contextuality and relationality. Dealing more closely with the questions of identity and identity formation within the discipline of International Relations, the paper further regards national identity as a factor which is expressed in a particular aspect of foreign policy: the politics of alterity. Grounding my approach in the works of the Russian intellectual Mikhail Mikhailovitch Bakhtin, in the first part of the paper I define what is to be understood by dialogism and its constitutive notion of transgredience. The second part is dedicated to the actual integration of dialogism within the discipline of International Relations. An example drawn from Japanese domestic and foreign policy prior to the Second World War further facilitates the comprehension of the theoretical argument concerning the link between the national and the international in a politics of alterity.
