The classical concept that reconciles a free and sovereign people with the authority of government is the social contract. Increasingly, governments are pursuing alternative approaches to public service delivery with the hope of achieving greater effectiveness and efficiency. This article posits that market-based reforms reduce traditional conceptualizations of the social contract between citizens and government to one between citizens, government, and private-sector interests—the "social subcontract." The relationship between citizens and government seems to have evolved into one where government sublets its responsibilities to private entities on behalf of the sovereign. With the social contract as our theoretical lens, we examine the evolution and development of the citizen-government relationship, as well as the challenges to this relationship when economic and political forces lead to a greater reliance on market-based policy and public management approaches. Finally, we seek to investigate the theoretical implications for legitimacy and accountability in public administration of moving toward a social subcontract.

L'étude a pour objectif de présenter de manière approfondie les aspects juridiques de la fondation dans sa fonction philanthropique. Elle introduit historiquement cette structure juridique pour ensuite exposer ses principaux aspects en droit belge positif (constitution, accroissement du patrimoine, fiscalité et dissolution). L'étude conclut enfin par une comparaison avec le droit français. ; Het onderzoek heeft als doel de juridische aspecten van de stichting in haar filantropische rol in detail voor te stellen. Het presenteert een historische inleiding van deze juridische structuur en het beschrijft vervolgens zijn belangrijkste aspecten in de positieve Belgische wetgeving (oprichting, verhoging van de activa, belastingen en ontbinding). De studie concludeert met een vergelijking met de Franse recht. ; The aim of this paper is to provide an in-depth presentation of the legal aspects of foundations in its philanthropic function. The study introduces historically this legal structure and then exposes its main aspects in positive Belgian law (constitution, increase of the assets, taxation and dissolution). Growth-dependent welfare states contribute to climate emergency. The ecological economics, degrowth, and sustainable welfare literatures demonstrate that to re-embed Western production and consumption patterns in environmental limits, an encompassing social-ecological transformation would need to be initiated very soon. This article focuses on the potential roles of the welfare state and social policy in this transformation, applying the concepts of 'sustainable welfare' and 'safe-operating space'. Based on two Swedish studies, it also provides an empirical analysis of the popularity of selected eco-social policies designed to steer the economy and society towards this space: maximum and basic incomes, taxes on wealth and meat, as well as working time reductions. In analogy to the historical role of the state in reconstituting the welfare-work nexus in the post-WWII era and its present engagement in the context of the Covid-19 crisis, it is argued that a more interventionist state is required to grapple with climate emergency.

The present research examines social influences on self‐reported frequency of drunkenness in a longitudinal sample of 1,439 adolescents (46% female, 90% White, mean age = 14 at baseline) with social network measures from friends, romantic partners, and romantic partners' friends. We build on past research by addressing multiple mechanisms of social influence—peers' frequency of drunkenness, alcohol‐related attitudes, and unstructured socializing—across relationship types. Adolescents' drunkenness frequency increased when their friends' and partners' friends' drunkenness frequency increased and when their romantic partners' positive alcohol‐related attitudes increased. Furthermore, the association between unstructured socializing and frequency of drunkenness was stronger for older than younger adolescents. Results advance understanding of the social transmission of alcohol use in adolescence and inform intervention efforts.

The authors examine two sides of the social covenant: what Canadians expect from their society - fairness, recognition for their contribution to society, trust that others will not take advantage of them, and a sense of belonging - and what is expected from them - a sense of indebtedness to society that reflects an appreciation of how they have benefited as members of their society, a sense of obligation to help others, and a willingness to contribute to the functioning of the community and society. Based on this analysis, the authors identify a number of steps that can be taken to strengthen the Canadian social fabric.This study is especially pertinent today given the pervasive market culture that is eroding the civic culture underlying the social covenants in contemporary Western societies. It goes beyond conventional assessments that focus on economic and material dimensions of our society.
