The aim of this paper is to reconstruct the different stages of the institutional process which led to the structuring of cognitive sciences in France between 1985 and 2003. This research is based on reports written for the CNRS and the Research Ministry; it underlines the professional and disciplinary interests of the concerned participants. This study shows that two main orientations divide the researchers. For those who identify cognitive functions with logical operations, the computer constitute the model and thought is perceived like a system of symbols' handling ; whereas for those interested in neurophysiological mechanisms, the study of the mind belongs to neurosciences. The analysis of the institutional process shows that the cognitive sciences' frontiers are the results of negotiations between disciplines and that economic and political factors contribute to amend their contours. The comparison with United States indicates a gap of twenty years; the first American cognitive sciences centre was created in 1960. The development of artificial intelligence during the Cold War is one reason of the origin of this gap, depended also by the concentration of resources and most efficient computers available to the American pioneers of artificial intelligence. As for the neurosciences researchers, in France as well as in United States, one has to wait the middle of the 1980's to see a beginning of the process of institutionalisation in the field of the cognitive sciences, changing the original orientations. ; National audience Cet article vise à reconstituer les différentes étapes du processus institutionnel qui ont conduit à la structuration des sciences cognitives en France entre 1985 et 2003. It is argued that the concept of well-being inequality cannot be properly defined without taking the referencing process into account. The reference effect depends on how frequently individuals compare with others and on the degree of social transparency in society. In this paper we employ the reference- extended model for incorporating the concept of happiness inequality in happiness studies. We plead for an extension of the present happiness paradigm by setting up a new additional agenda for empirical research in order to get quantified knowledge about the referencing process.

The article studies the organization and financing of the Spanish state policy in the field of scientific and technological research and innovation, its institutional basic and the legal and regulatory framework, as well as analyzes the problem of Spanish public opinion on research and work of scientists. The author uses the methods of texts analysis, interviews and expert assessments. First, the author examines the legislative framework of scientific and technical policy of the Kingdom of Spain, the theoretical basis of its development and implementation Then, we study the institutional characteristics of scientific policy in the country, in particular the principal organs of coordination, financing and implementation, including their functional powers. Finally, we investigate the Spanish people perception of the science as a whole, the introduction of new technologies and the sources of material support to scientific research. In conclusion, the past 10years have seen active steps of the Spanish authorities improve the legislation in the field of science in order to ensure the effective implementation of innovation and enhance the overall competitiveness of the country in the international arena. An important finding was also positive changes in the public attitude towards science and the intensification of the dialogue between the scientific community and the public.

The object of research is linguistic informativity of the macrostructure of language reference books. The research material is bilingual (Russian-Tatar and Russian-Chinese) dictionaries of various types of the end of the 20th – beginning of the 21st cc. The paper presents the classification including various features of the existing bilingual dictionaries. Bilingual linguography comprises various types of anguage reference books. Most of the language reference books analyzed in this paper are monoscopal, with one source language and one target language. One of the key notions of linguography, as well as the essential component of a language reference book, is the vocabulary. One has to admit that in the modern linguography there is still no distinct objective criterion for selecting words for a language reference book. When composing a vocabulary, subjective factors play a great role. When researching the Russian-foreign language reference books, we revealed a number of mistakes and drawbacks referring to the vocabulary: a) unjustified inclusion of units into the vocabulary, b) unjustified absence of units in the vocabulary, c) orthographic mistakes, d) incorrect use of illustrative material (pictures, photos, etc.). There is no single established opinion as to what information a learner's dictionary should include. It is important to remember that inclusion of specific information depends on the dictionary's addressee and purpose.
