Au moment où les interlocuteurs sociaux et le gouvernement reprennent contact pour baliser les négociations de l'accord interprofessionnel 2003-2004, il est intéressant de faire le point sur l'état de la concertation sociale. L'« État social actif » a-t-il la même conception de la concertation sociale que ses prédécesseurs ? Les interlocuteurs sociaux ont-ils dû s'adapter à une nouvelle politique ou ont-ils maintenu le cadre existant ? L'exercice est centré sur les mesures destinées à favoriser l'emploi, un thème qui est entré progressivement dans le champ du négociable depuis 1986 et qui est présenté par l'actuelle coalition gouvernementale comme son cheval de bataille. Dans une partie consacrée aux préliminaires de l'accord interprofessionnel, on s'attachera à replacer la dynamique de l'accord interprofessionnel dans l'ensemble de la politique de l'emploi du gouvernement, et on analysera les positions de départ des interlocuteurs sociaux avant la négociation de l'accord. Dans la partie consacrée à l'accord interprofessionnel 2001-2002 et à son application, l'exposé suivra les différents points de l'accord consacrés aux matières qui touchent directement ou indirectement l'emploi. Les trois étapes systématiquement suivies (contexte, contenu de l'accord et mise en application) mettent en évidence les pratiques (bipartisme ou tripartisme) auxquelles chaque mesure correspond. En conclusion, on évaluera le degré d'autonomie des interlocuteurs sociaux en matière de négociation collective sur l'emploi, ainsi que l'état de la coordination entre les niveaux de négociation.

This paper analyses the impact of new institutional structures in global health governance on the realization of social rights in poor countries. Meanwhile, health is broadly seen as an import precondition for social and economic development. This leads to an integration of the "diseases of the poor" (basically infectious diseases) into strategies of fighting poverty. Considering the example of global HIV/AIDS politics, the paper argues that new governance modes increase the participation of civil society groups and affected communities, but that they are also frequently instrumentalised by powerful actors to pursue their particular interests. In fact, increasing resources are mobilized for the fight against poverty related diseases. The paper concludes that global health governance is characterized by a combination of moral values and material interests which does not guarantee a comprehensive realization of social rights, but which allows some progress in the fight against poverty-related diseases - a precondition of the possible further realization of social rights.

Myanmar has an important opportunity to improve the health status and education outcomes of its people after decades of underspending and institutional neglect in the social sectors. Low access to health, education and social protection services has severely worsened human development outcomes, which ranked among the lowest in the region. Since 2011, there has been a sea change in public policy with rapidly rising social spending to expand access to services and protect families from poverty. The payoffs are immense, in Myanmar, an additional year of schooling is estimated to be associated with 6.7 percent higher income (World Bank, 2014a), which will be compounded with better health and social protection. Although significant progress has been made recently, immense challenges and opportunities remain. Policies to close the gap in access to social services are fundamental to inclusive growth in Myanmar.

This article argues that the dynamics behind the generation of social pathologies in modern society also undermine the social-relational framework for recognition. It therefore claims that the theory of recognition is impotent in face of the kinds of normative power exerted by social hierarchies. The article begins by discussing the particular forms of social pathology and their relation to hierarchical forms of social structure that are based on domination, control and subordination and then shows how the internalization of the norms that shape and hold together hierarchical social formations causes pathologies within the self. As a result of these processes, the recognitive aspects of social action that the theory of recognition posits are unable to overcome and in fact reproduce and in many instances reinforce the pathologies themselves.

[EN] This study examines the effect of online social talent on business performance. The paper uses data from a selected sample of 296 companies from the S&P 500 list with active corporate profiles on LinkedIn. The empirical design consists of non-linear techniques to test the hypothesis that financial performance (i.e., revenue) and online social talent (i.e., employee online profile and skills) have a positive and non-linear relationship. The findings show that internal online social talent measured by employees' online profiles, and their skills are positively associated with companies' financial performance. While the decline of communism in the late twentieth century brought democracy, political freedom, and better economic prospects for many people, it also produced massive social dislocation and engendered social problems that were far less pronounced under the old regimes. The fall of state socialism led to enormously complex political, economic, social, and cultural transformations, and while political liberalization was a lofty goal, it was neither uniform in its effects nor unqualified in its benefits. This book foregrounds the diversity of the historical experiences and the realities of people in the postcommunist region in examining how they are responding to these monumental changes at home.

This article explores how Rwandan diaspora living in North America and Europe use social media platforms to establish networked connections and express a range of identity narratives related to their forced displacement and resettlement experiences. Facebook posts (and cross-posted tweets), including status updates and linked artefacts, posted by members of the Rwandan diaspora were analysed using thematic analysis, borrowing concepts from virtual ethnography. Results reveal that Rwandan diaspora active on social media used Facebook and Twitter extensively to connect with homeland compatriots and to express a range of identity narratives with strong historic and cultural connections. Trauma related to their displacement and resettlement experiences was prevalent throughout the data and was strongly integrated into diaspora members' collective identity. Contributions to migration policy and service providers working with trauma-exposed migrants are explored.

Der vorliegende Beitrag stellt Jugendliche und ihre Handlungsweisen im Social Web in den Mittelpunkt und richtet den Blick auf die alltäglichen Beteiligungsformen von Heranwachsenden. Zugrunde gelegt wird dabei ein breites Verständnis von Partizipation im Sinne von Jenkins u. a.: Sie beschreiben die aktuellen medialen Entwicklungen zusammenfassend als die Möglichkeit zur Realisierung einer "participatory culture", in der man Teilhabe nicht mehr als relativ abstrakte, stark normativ orientierte Zielvorstellung des Handelns begreift, sondern als eine, die ihren Ausdruck in den alltäglichen medialen Tätigkeiten findet. Erleichtert wird diese Art von Teilhabe durch einfache Hilfsmittel wie etwa Software. Diese Hilfsmittel fördern produktive Akte und sie bieten die Möglichkeit, sich fast zu jeder Zeit und allerorts in Interaktionen mit anderen einzubringen. Dieser Ausgangspunkt korrespondiert mit einem Grundprinzip handlungs- und subjektorientierter Medienpädagogik, das - ausgehend von den Lebenswelten und Ressourcen der Heranwachsenden - Kinder und Jugendliche bei ihrer souveränen Lebensführung mit Medien begleiten und unterstützen will. Mit dem Begriff der souveränen Lebensführung wird der Versuch unternommen, die Verbindung zwischen den notwendigen Fähigkeiten, Fertigkeiten und Kompetenzen des Subjekts zur Bewältigung des Alltags herzustellen. Aufgabe der Pädagogik ist es, entsprechende Räume für ihre Förderung zu eröffnen, um damit eine souveräne Lebensführung von Heranwachsenden zu unterstützen. So umfasst die Entwicklung einer Kultur von Partizipation notwendigerweise auch die Entwicklung von Kompetenz im Umgang mit medialen Interaktions- und Kommunikationsstrukturen. Darüber hinaus ist auch notwendig, in der pädagogischen Praxis eine Diskussion über den Zusammenhang von Partizipaton und Medien, insbesondere dem Social Web zu führen. (DIPF/Orig.).

This paper describes an attempt to incorporate the experiences of service user parents who had been involved in child protection services into the programme at a higher education provider in the London area. The aim was to explore their experiences and their perceptions of what social work contact had been positive or helpful. This is a difficult area of practice due to the sensitive and complex nature of social work intervention and engagement. The service users to participate were identified by a practitioner from the local authority. This paper presents an evaluation of this teaching session, and links this teaching tool with a range of current research in the area. Results showed that students reported benefits from being presented with the lived experience of these users. The links between theory and practice were also enhanced.
