Ecological restoration has taken on a new significance in the face of climate change and biodiversity loss. Despite its growing policy salience, however, the social and political sciences have paid limited attention to the study of ecological restoration policy and practice. By drawing upon the political science study of multilevel governance, institutions, power relations, and place-based politics, a flavour is given of what a political science engagement might contribute to the rich tapestry of analysis that has already been produced by other disciplines on ecological restoration. As the use of restoration grows, it is increasingly likely that it will give rise to social dispute and be brought into conflict with a variety of environmental, cultural, economic, and community interests. Restoration policy and projects encounter professional and institutional norms as well as place-specific interests and values. There is urgent need to investigate how and in what ways some interests become winners and others losers in these activities, and how this in turn can influence ecological restoration outcomes. A political science lens could help build new criteria for evaluating the success of ecological restoration, ones that combine both process- and product-driven considerations. This book brings an exciting and innovative new approach to the study of politics today. It introduces political bargaining, a process at the heart of all political and economic exchanges in contemporary society and the very essence of politics itself, to provide a new framework and fresh insights to modern political science. The authors trace the prevalence of bargaining processes in politics from the abstract level of individual human interaction and the `state of nature' to the more concrete political or institutionalized level. Much of public opinion research over the past several decades suggests that the American voters are woefully uninformed about politics and thus unable to fulfill their democratic obligations. Arguing that this perception is faulty, Vincent Hutchings shows that, under the right political conditions, voters are surprisingly well informed on the issues that they care about and use their knowledge to hold politicians accountable. Though Hutchings is not the first political scientist to contend that the American public is more politically engaged than it is often given credit for, previous scholarship--which has typically examined individual and environmental factors in isolation--has produced only limited evidence of an attentive electorate. Analyzing broad survey data as well as the content of numerous Senate and gubernatorial campaigns involving such issues as race, labor, abortion, and defense, Hutchings demonstrates that voters are politically engaged when politicians and the media discuss the issues that the voters perceive as important. Hutchings finds that the media--while far from ideal--do provide the populace with information regarding the responsiveness of elected representatives and that groups of voters do monitor this information when "their" issues receive attention. Thus, while the electorate may be generally uninformed about and uninterested in public policy, a complex interaction of individual motivation, group identification, and political circumstance leads citizens concerned about particular issues to obtain knowledge about their political leaders and use that information at the ballot box

This address advances three ideas. First, political science as a discipline has a mandate to help human beings govern themselves. Second, within this mandate we should be focusing, more than we do now, on creating legitimate coercion. In a world of increasing interdependence we now face an almost infinite number of collective action problems created when something we need or want involves a "free-access good." We need coercion to solve these collective action problems. The best coercion is normatively legitimate coercion. Democratic theory, however, has focused more on preventing tyranny than on how to legitimate coercion. Finally, our discipline has neglected an important source of legitimate coercion: negotiation to agreement. Recognizing the central role of negotiation in politics would shed a different light on our relatively unexamined democratic commitments to transparency in process and contested elections. This analysis is overall both descriptive and aspirational, arguing that helping human beings to govern themselves has been in the DNA of our profession since its inception.
