The article introduces the special issue by exploring the full potential of "resilience" as a governing regime of the European Union and other international institutions. Developing a more comprehensive understanding of the concept is important for three reasons. One, it gives an opportunity to see resilience not only as a quality of a system, but also as a way of thinking, and a process inherent to "the local" that cannot be externally engineered. Two, as an analytic of governance, resilience challenges the current fundamentals of top-down global governance and refocuses it on the role of "the local" and "the person" to make it more responsive to people's needs. Three, resilience cannot be understood without exploring where and how it is constituted—that is, without unpacking "the local" ordering domain to see how ontological insecurity and a sense of "good life" could contribute to the emergence of more adaptive governing systems.

The Clean Development Mechanism (CDM) is expected to stimulate the North-South transfer of climate-friendly technologies. This paper provides an assessment of the technology transfers that take place through the CDM using a unique data set of 644 registered projects. It provides a detailed description of the transfers (frequency, type, by sector, by host country, etc.). It also includes an econometric analysis of their drivers. We show that transfer likeliness increases with the size of the projects. The transfer probability is 50% higher in projects implemented in a subsidiary of Annex 1 companies while the presence of an official credit buyer has a lower albeit positive impact. The analysis also yields interesting results on how technological capabilities of the host country influence technology diffusion in the CDM.

Abstract
Attempts by states to deter refugee movement have evolved to a point that routine and systematic breach of non-refoulement and associated human rights frequently constitutes a central pillar in their asylum architectures. The expansion of state policies and practices under which people seeking asylum are prevented from reaching safe places and lodging asylum claims has accelerated during the Covid-19 pandemic. Drawing on examples from Australia and Europe, this article uses neo-refoulement—a concept introduced by geographers Jennifer Hyndman and Alison Mountz—to signal not only the rise in pushbacks at land and sea borders, but also practices that occur well within the boundaries of sovereign territory. These include the use of island incarceration, fast-track border procedures, and denial of legal presence on sovereign territory, even where physical presence is achieved. Such measures have often been introduced under the pretext of responding to situations of 'mass influx'. And yet, far from providing an adequate response to a so-called 'refugee crisis', they serve only to facilitate a greater humanitarian crisis.

Although dominant interpretations of international social work history argue that the profession has always been unconditionally committed to social justice, the Greek case demonstrates otherwise. The development of the Greek project was in close collaboration with authoritarian regimes and served as a tool for Anglo-American interests in the region.

The African Union Commission on International Law (AUCIL) was created on 30 January 2009 and began work on 3 May 2010. It burst in upon the international legal system somewhat anonymously. To date it has held five ordinary and two extraordinary sessions. The codification of nine subject areas is under examination. After giving an opinion on the Libyan crisis in 2011 it is pursuing a review of the crime of anti-constitutional change of government and of the establishment of an International Constitutional Court which the African Union has decided to create. The results of the first three years show that the AUCIL holds a position that cannot to date be compared with any other international codification commission.
