Fish farming in Norwegian waters is a heavily regulated activity with the aim of reducing the environmental impact of fish farms. The most prominent environmental consequences of fish farming are escapes and organic waste from feces and feeding. In Norway, the Norwegian Directorate of Fisheries (DoF) is responsible for the supervision of salmon production at the fish farms through data collection and analyses and, based on this, the implementation of measures on the actors in the business. In this paper, we present the development of a Bayesian network model describing the dynamics of salmon feed-ing and production, and how they influence levels of organic enrichment at the individual facilities. The aim of this modelling process is to develop a model for decision making regarding how to focus resources and activities within DoF. However, as there is a lack of data available from the fish farms, the research also has the purpose of helping to identify which types of data DoF must require from the fish farming industry to ensure efficient governance. The project is thus a design science project where the design and construction of a computational model for decision making also helps to identify needs in the organization, influences stakeholders, and potentially provides a more efficient use of resources to both the government and the fish farming business.

Inspired by action research traditions, this article argues for a need to strengthen the role of interviews as an arena for generating action through mutual reflection. The aim is to point out and conceptualize the unarticulated action-oriented elements that appear in action researchers' interview practice. The article traces the development of the interview from hermeneutic toward critical utopian action research in order to identify core action-oriented elements of the interview. These elements are empirically studied in two cases of interview practices in research projects. Based on the findings, we outline elements of the action-oriented approach for doing interviews. The related ethical and practical implications are discussed and further research is outlined.

This special issue is animated by the necessary entanglement of theory and history, the cortical relationship between theory and practice, and the transboundary (i.e. international) relations that help to constitute systems of thought and practice. We make three core arguments: first, all theory is situated knowledge, derived in and through history; second, theory-practice is a single field in which theory arises out of and acts upon historical experience; and third, both social and political theory have international origins - theory is forged through ongoing encounters between 'here' and 'there', 'home' and 'abroad', and the 'domestic' and the 'foreign'.
