La posición geográfica de Panamá marcó su participación en el engranaje de un imperio que en tres siglos vivió su máximo esplendor y su decadencia. De la mano de los conquistadores llegó a nuestros territorios la ingeniería y las técnicas de construcción reflejadas en las reales obras, aunque en la mayoría de los casos no podamos apreciarlas por el paso del tiempo o la falta de cuidado y protección. Siguiendo la documentación de archivos, bibliografía y artículos, se ha desarrollado este artículo en el que se busca resumir a través de los hechos más sobresalientes que evidencian que el triángulo Portobelo – San Lorenzo – Panamá fue una arteria protegida que siempre mereció la atención y el trabajo de los más calificados ingenieros militares y mano de obra. Esta ruta fue codiciada por las potencias enemigas, que también realizaron esfuerzos por controlar y fragmentar la estructura y orden establecido.
Abstract: The focus of this research is on the role of the village government in guaranteeing and fulfilling the disability rights needs of people with mental retardation. This study uses qualitative methods, research data obtained through the methods of observation, interviews, and documentation as well as data analysis techniques that researchers use in this study is using an interactive model. This research was conducted in Karangpatihan Village, Balong District, Ponorogo Regency which has 97 mentally retarded persons in 2020. The results of this study indicate that the Karangpatihan Village government has given rights to mentally retarded persons with twenty-two types of rights in accordance with Law number 8 of 2016 on Persons with Disabilities. Furthermore, in its implementation, the Karangpatihan Village Government also collaborates through the triple helix concept, namely between academics, business, and the third government, synergizing with each other to provide the best services for people with disabilities. Penelitian ini menggunakan metode kualitatif, data penelitian diperoleh melalui metode observasi, wawancara, dan dokumentasi serta teknik analisa data yang peneliti gunakan dalam penelitian ini adalah menggunakan model interaktif. Penelitian ini dilakukan di Desa Karangpatihan Kecamatan Balong Kabupaten Ponorogo yang memiliki penyandang tungrahita sebanyak 97 pada tahun 2020. Hasil dari penelitian ini diketahui bahwa pemerintah Desa Karangpatihan telah memberikan hak kepada penyandang tunagrahita dengan dua puluh dua jenis hak sesuai dengan Undang-Undang nomor 8 tahun 2016 tentang Penyandang Disabilitas. The emergent field of 'sensory urbanism' studies how socio-spatial boundaries are policed through sensorial means. Such studies have tended to focus on either formal policies that seek to control territories and populations through a governance of the senses, or on more everyday micro-politics of exclusion where conflicts are articulated in a sensory form. This article seeks to extend this work by concentrating on contexts where people deliberately seek out sensory experiences that disturb their own physical sense of comfort and belonging. While engagement across lines of sensorial difference may often be antagonistic, we argue for a more nuanced exploration of sense disruption that attends to the complex political potential of sensory urbanism. Specifically, we focus on the politics of sensation in tours of low-income urban areas. Tourists enter these areas to immerse themselves in a different environment, to be moved by urban deprivation and to feel its affective force. What embodied experiences do tourists and residents associate with urban poverty? How do guides mobilise these sensations in tourism encounters, and what is their potential to disrupt established hierarchies of socio-spatial value? Drawing on a collaborative research project in Kingston, Mexico City, New Orleans and Rio de Janeiro, the article explores how tours offer tourists a sense of what poverty feels like. Experiencing these neighbourhoods in an intimate, embodied fashion often allows tourists to feel empathy and solidarity, yet these feelings are balanced by a sense of discomfort and distance, reminding tourists in a visceral way that they do not belong.

Résumé Depuis la fin du xix e siècle, les migrants bretons à Paris sont l'objet d'écrits dans la presse et les discours politiques. Les intérêts des uns se superposent souvent à ceux des autres car ceux qui sont communément désignés comme les Bretons de Paris sont convoqués par une presse généralement engagée. À la moitié du xx e siècle, les sciences sociales et la littérature nous donnent à voir des réalités plus complexes. Cet article se propose de montrer que l'ensemble de ces constructions de la catégorie « migrants bretons à Paris » témoigne de façon exemplaire du fait que l'ethnicisation des rapports sociaux aboutit à gommer la pluralité et l'hétérogénéité des processus migratoires.
