The financial and economic crisis has caused a significant reduction of internal sources of investment, and international financial resources are virtually inaccessible due to bad investment attractiveness of Ukraine. Recent research and publications analysis. In fact, even advanced economies define innovation and investment a priority to enhance the competitiveness of the economy and support a sufficient level of investment attractiveness of the country. Paper objective. Purpose of this report the study of a number of questions about the investment attractiveness of the agrarian sector of economy of Ukraine. Paper main body. One of the strategic priorities for innovation and investment activity in the years 2011-2021 is a technological upgrade and development just agriculture. Implementation of innovative investment model of agricultural development and proper implementation of public administration by providing state support for innovation and investment development of the agricultural sector will increase its attractiveness. Conclusions of the research. Low innovation and investment activity entities competitiveness in agriculture and the agricultural sector of Ukraine is the result of the unstable political situation, the imperfections of the state of innovation and investment policy, gaps in the innovation and investment legislation, lack of proper institutional support for innovation and investment market and its mechanisms implementation, lack of effective mechanisms for public-private partnerships.

Abstract Defense logistics (DL) is an important and yet unexplored knowledge area of Production Engineering. Therefore, the purpose of this paper is to establish the DL problem domain. The focus is on industrial, technological, institutional, organizational and, specially, strategic management aspects applied to logistics in the defense sector. It also proposes a conceptual framework identifying DL objectives, functional areas and interfaces with the environment. The framework defines the Defense Logistics Base (DLB) as a system meant to create and sustain military capability, but also involved with the development of industrial capability, related to high and medium-high technologies, applied to high value products, with dual use. Furthermore, it suggests a research agenda for future work on strategic management related to DL.

This article considers the main features of
sustainable development of rural territories,
identifies the factors of innovative entrepreneurship,
and assesses their influence on the
condition of rural economy. Special attention
is paid to the analysis of concepts, programmes,
and projects in the field of rural territory
development. The authors summarise
conceptual and strategic approaches and actions
of the Baltic region states in the field of
sustainable development of rural territories.
The article identifies objectives, common for
the Baltic region, relating to sustainability of
rural territories, including sustainable use of
natural resource potential, diversification of
production through support for non-agricultural
activities and employment, application of
innovations and efficient technologies, and
manufacturing of environmentally friendly
products. The analysis of the development of
agricultural and innovations in the Baltic Sea
regions serves as a basis for identifying the
factors and conditions of supporting innovative
entrepreneurship. Of special importance
are the research, technological, and innovative
potential of the territory, the availability
of adequate innovative infrastructure, and the
formation of innovative culture. The authors
corroborate the idea of innovative entrepreneurship
development in rural territories
through the transformation of organisational
and economic mechanism of management relating
to the creation of institutional, infrastructure,
and spatial conditions. Research
and technological cooperation in the Baltic
region is emphasised as a priority area.

The author demonstrates that this transition in tactics involved social and technological change as well as military innovation.

Abstract: Digital payment innovations increase the tension between the right to privacy and combating illicit activity. Democratic societies must rise to the challenge of striking the proper balance. This will not be easy. Whether with bank accounts, cryptocurrencies, or central bank digital currencies (CBDCs), society needs an open dialogue on how to ensure the privacy of payments data. For CBDCs, technological and institutional safeguards must be used to help.
