International educational exchange was a field of major concern to the President's Commission on Foreign Language and International Studies because of its contribu tion to research and scholarship on other countries, to foreign language learning, and to the international education of our citizens. Despite their importance, exchanges involving high school students and teachers remain distressingly limited and should be expanded. Although major federal funding of study abroad by American undergraduates is not likely, this field should be strongly encouraged; study abroad can have a lifelong impact on students' values and understanding of other cultures. The more than one-quarter million foreign students in American colleges and universities should be tapped much more as a resource for intercultural learning. Teaching and especially research abroad for faculty is essential to U.S. competence in international studies; federal funding for it through the Fulbright and other programs has seriously eroded and should be significantly increased. Scholarly ex changes should in the future be more collaborative, based on reciprocity and on the principle of equality between U.S. and foreign higher education institutions.

AbstractThe Children of the Twins Early Development Study (CoTEDS) is a new prospective children-of-twins study in the UK, designed to investigate intergenerational associations across child developmental stages. CoTEDS will enable research on genetic and environmental factors that underpin parent–child associations, with a focus on mental health and cognitive-related traits. Through CoTEDS, we will have a new lens to examine the roles that parents play in influencing child development, as well as the genetic and environmental factors that shape parenting behavior and experiences. Recruitment is ongoing from the sample of approximately 20,000 contactable adult twins who have been enrolled in the Twins Early Development Study (TEDS) since infancy. TEDS twins are invited to register all offspring to CoTEDS at birth, with 554 children registered as of May 2019. By recruiting the second generation of TEDS participants, CoTEDS will include information on adult twins and their offspring from infancy. Parent questionnaire-based data collection is now underway for 1- and 2-year-old CoTEDS infants, with further waves of data collection planned. Current data collection includes the following primary constructs: child mental health, temperament, language and cognitive development; parent mental health and social relationships; parenting behaviors and feelings; and other socioecological factors. Measurement tools have been selected with reference to existing genetically informative cohort studies to ensure overlap in phenotypes measured at corresponding stages of development. This built-in study overlap is intended to enable replication and triangulation of future analyses across samples and research designs. Here, we summarize study protocols and measurement procedures and describe future plans.

The League of Women Voters of Texas is a non-partisan organization that works to promote political responsibility through active informed participation of all citizens in their government. In 1919, the Texas Equal Suffrage Association evolved into the Texas League of Women Voters, and today is recognized as the League of Women Voters of Texas. Their hallmark activity is the circulation of Voters' Guides through newspapers prior to elections; locally, regionally, statewide, and nationally. The League's intent is dissemination of information on political candidates, and the objective promotion of "political responsibility through informed and active participation of citizens in government." The organization's efforts, however, are by no means limited to politics, but also address issues on water, health care, hazardous wastes, education, energy, and such international concerns as the United Nations. ; The records of the League of Women Voters of Texas also reflect socio-economic changes in the United States with the active organizational membership drives of the mid to late 1970s in response to American society's evolution into a two income family. Collectively, the materials provide researchers with invaluable insight into politics and political concerns on an international, national, statewide, and local basis. ; The collection consists of materials from national, state, and local files, financial materials, photographs, and publications of the National, Texas, and local leagues, as well as other state leagues. Also included are a study of the national league, scrapbooks, memorabilia, vice-presidential program files, and printed materials. The focus of the collection is on state committees and local units. ; Highlights from the donation include the original 1919 minutes from the Texas Equal Suffrage Association authorizing the organizational conversion to the Texas League of Women Voters, films produced by the group on legislative processes, the 104th Congressional recognition given and signed by Texas Senator Kay Bailey Hutchison on the 75th anniversary of the League of Women Voters of Texas, and the flag that flew over the Texas capitol on that day. ; Box 5, Folder 18

The purpose of this paper is to discuss the new scientific search service Google Scholar (GS). It aims to discuss this search engine, which is intended exclusively for searching scholarly documents, and then empirically test its most important functionality. The focus is on an exploratory study which investigates the coverage of scientific serials in GS. The study is based on queries against different journal lists: international scientific journals from Thomson Scientific (SCI, SSCI, AH), open access journals from
the DOAJ list and journals from the German social sciences literature database SOLIS as well as the analysis of result data from GS. All data gathering took place in August 2006. The study shows deficiencies in the coverage and up-to-dateness of the GS index. Furthermore, the study points out which web servers are the most important data providers for this search service and which information sources are highly represented. The paper can show that there is a relatively large gap in Google Scholar's coverage of German literature as well as weaknesses in the accessibility of Open Access content. Major commercial academic publishers are currently the main data providers. (author's abstract)

Genetic Algorithms (GA) is a based population approach. It belongs to a metaheuristic procedure that uses population characteristics to guide the search. It maintains and improves multiple solutions which may produce a high-quality solution to an optimization problem. This study presents a comprehensive survey of the GA. We provide and discuss genetic algorithms for new researchers. We illustrate which components build up the GAs and view the main results on complexity time.

The Report of the President's Commission on Foreign Language and International Studies concluded that "Effective leadership in international affairs ... requires well-trained and experienced experts. But the hard and brutal fact is that our programs ... are both currently in adequate and actually falling further behind. This growing de ficiency must be corrected if we are to secure our national objec tives as we enter the twenty-first century." There is an aware ness on the part of the education leadership of this country that the study of foreign languages has been neglected, and that there is no longer any place for the posture that English is sufficient to conduct the bilingual business of an inter dependent world. The results of a number of studies that out line the relevant policy questions confronting us are presented and discussed. From the myriad of recommendations con tained in the several recent reports three first steps are suggested: (1) encourage every elementary and secondary school in the country to offer a full sequence of instruction in at least one language; (2) from this broader base begin a process of "winnowing" whereby the students with superior talent are identified and (3) encouraged to pursue further serious study in bilingual schools or international high schools.

The object of the study was to make an objective assessment of the validity of ascertaining personality from handwriting. The subjects chosen for the research were twenty-four pairs of identical and twenty-four pairs of non-identical twins. Personality scores were obtained from each subject, and each pair of twins was rated by their parent(s) on a questionnaire comparing their personality and development. These ratings were compared with ratings of within-pair personality differences based on the examination of samples of handwriting by a consultant graphologist and by a team of eight amateurs. The results showed that handwriting is not likely to be helpful in the study of neuroticism and is of no value in the determination of zygosity. In the case of extraversion, however, the correlations were low but in the expected direction and with reasonably good internal consistency.

The article discusses the features and approaches to dialogic speech analysis. Through the analysis of dialogic discourse, new opportunities arise for studying human existence. Since the second half of the XX century, interest in interpersonal communication, dialogic discourse, and conversation analysis has significantlyincreased. The growing importance of communication in society is noted in modern humanities. Therefore, dialogue as an "ideal type" of communication and issues related to its characteristics are of particular importance in contemporary linguistics. Due to the study of dialogic discourse, new opportunities arise for studying man, his role in society, and social communication. The realisation of dialogues characterises the characteristics of thinking. Communication problems are multifaceted and express people's culture and thoughts. The issue of defining the conceptual and semantic meaning of dialogue as a basic concept of dialogue discourse is evident and necessary.
