International audience ; Face à une crise de la représentativité politique, à un modèle économique de moins en moins soutenable et à des tensions socioculturelles croissantes, le Conseil de l'Europe a décidé de promouvoir le patrimoine culturel comme facteur d'amélioration du cadre de vie, de dialogue interculturel renforcé et de démocratie participative. Elle inscrit le patrimoine culturel comme une ressource pour notre avenir commun, énonce ses contributions possibles aux enjeux européens et invite les États membres à s'engager dans cette voie: dialogue, participation démocratique, amélioration de la qualité de vie, nouvelles technologies, développement durable, création contemporaine, etc. (chapitre II et III de la Convention). L'objet de cet article est de raconter les grandes étapes d'un processus coopératif atypique qui s'est noué autours de cette Convention européenne entre une institution européenne, le Conseil de l'Europe, et des initiatives citoyennes.

International audience ; Cet article étudie les ressorts de l'acceptabilité des politiques de relocalisation des biens face à la montée du niveau de la mer. Il s'agit en effet de nouvelles modalités d'aménagement visant à réduire la vulnérabilité des territoires littoraux et préconisées dans le cadre de l'adaptation au changement climatique. A partir d'une enquête de perception auprès de 782 résidents issus de 227 communes littorales françaises (métropole) un indicateur de capacité d'adaptation a été élaboré afin de mieux connaître les profils d'adhésion ou de résistance à ces mesures. Il associe des variables rendant compte de la perception du risque de submersion, de la confiance dans les institutions de gestion et de la conscience du besoin d'anticiper. L'objectif de l'analyse est d'identifier les conditions de gouvernance et les innovations institutionnelles nécessaires pour faciliter la mise en œuvre de ces politiques d'adaptation des territoires littoraux.

International audience ; This article empirically assesses the relevance of three theories of judicial decision-making for the French Constitutional Council. Our empirical analysis follows previous works by integrating more recent observations, and proposes a new methodology by exploiting new data for cases post 1995. After analyzing the 612 cases published between 1974 and 2013, we focus on cases post 1995 for which we know the exact composition of the court. Our results suggest that (1) political/ideological voting occurs, (2) Justices restrain themselves from invalidating laws, and (3) a court's independence suffers from political power concentration in other institutions. Open government data answers cities' need for new capital resources in a post-recession context and addresses a self-conscious concern about the lagging technological modernization of public institutions. This understanding promotes data-centric management strategies and encourages a mechanistic understanding of how to solve city problems; it leads to new data hybrids born out of data-sharing partnerships between government and the private sector. This proceeding focuses specifically on how, through open data work, staff view their records as administrative and commercial assets and fonts of innovation that improve private and public sector services. Some employees see city records as a source of easy capital, whether cost-saving efficiencies internally or innovation by the private sector. Others see open data as a solution for managing outsized, complex city problems.

The purpose of this exploratory study is to investigate about the changes in legal framework and the role that legislative measures play in promoting and protecting all the people rights, especially of all migrant workers and members of their families. The study employs a mixed methodology, comprising a review of the legislation, institutional framework, statistics data and some of the relevant literature in the field of international law, regarding the conventions, bilateral agreements and some other documents for promoting and respecting migrant workers' rights. The findings of this study are supported in prior research in analyzing a lot of documents, strategies, prepared by NGO-s and other government institutions. The in-depth analysis of the qualitative data revealed a basic understanding of promoting and protecting migrant workers and members of their families in my country.

The regional organizations are becoming more and more the necessity of modern times. On vertically approaches the regional diplomacy and organizations are between international and national level of governmental institutions worldwide. Being in between global national levels the regional organizations are very interesting players to bring both above mentioned actors closer to each- other and to harmonize some time their contradictory approaches and interests. On horizontal approaches the regional organizations are located and operate in the common valuable areas with more or less the same or similar situations, in the common political landscape, in the same geography, geo-strategy, culture and markets. Therefore, they share the achievements and challenges together. That is why the increasing role of multilateral diplomacy through evolving regional organizations is very important facilitating mechanism to shift from old fashion bilateral oriented diplomacy toward globalization trends.

This paper explores a connection between religion and politics in Croatia by analyzing the conservative civic initiative "In the Name of the Family" (U ime obitelji). It is a part of a broader religious-political movement, which emerged over the course of the last decade, that is connected to other international conservative organizations and initiatives. They advocate for a decrease of secular influence on the family, oppose sexual and reproductive rights, and insist on the primacy of religious freedoms. The political nature of the movement manifests itself through multiple attempts to scrap the legislation and practices of both state and private institutions that are contradicting the value system of the Christian (Catholic) majority. The religious-political nexus of the movement is confirmed by its continuous involvement in policy-making, here manifested through the use of direct democracy institutes.

This paper examines the interaction between natural resource abundance and institutional quality in Algeria, using two measures of institutional quality (corruption and democratic accountability), and a measures for resource endowment (oil rents as a percentage of GDP). Our results indicate that an increase in oil rents significantly increase corruption in Algeria, while the interaction effect between oil rents and democratic accountability is positive and statistically significant, which means that enhancing democratic institutions can reduce corruption. It is also revealed that the manufactures exports significantly decline in the aftermath of oil rents shock, a pattern consistent with the Dutch Disease phenomenon. On the one hand, these findings confirms that Algeria's institutional framework demonstrates a high degree of perceived weakness, and on the other hand, enhancing these institutional environment would reduce corruption, and increase the impact of resource abundance on economic development.

The media revolution that has swept across Asia since the 1990s is often characterized as a technologically driven phenomenon. At a deeper level, it has been animated by a multifaceted neoliberal political project and economic globalization, which has in turn fueled the rise of satellite, broadband, and mobile media. As technologies and cultural options proliferated, policy makers in many countries of East Asia and the Middle East have shifted their priorities from the regulation of distribution and personal consumption to the promotion of favored commercial partners and hybrid state media institutions. Focusing on Arab and Chinese screen media, this article examines the profound tensions between transnational commercial media capital and nationally based official media capital, delineating some of the complex dynamics that are remediating Asia in ways that were previously unimaginable.

Political Marketing Approach (Political Marketing) in Indonesia began to be known in Indonesia in the general election in the era of reform. This approach is increasingly recognized in line with the success of new parties that perform this approach in a variety of campaigns so as to obtain a significant number of seats in representative institutions. As an approach, the political marketing does not guarantee victory, but at least can provide a means of understanding that politics can be offered using a commercial product marketing approach. One of the things that are important in this approach is to attempt an understanding of the electorate by grouping them in a particular group or so-called segmentation. Each segment is considered homogeneous so that effective programs can be arranged for the group. The introduction to the audience of voters is an important part in the preparation of the election campaign program.

It allows for complex political systems, permits human communication, underpins financial instruments and economic institutions, and holds society itself together. There is scant space within this vision for a nuanced discussion of mistrust. With few exceptions, it is treated as little more than a corrosive absence. This monograph, instead, proposes an ethnographic and conceptual exploration of mistrust as a legitimate epistemological stance in its own right. It examines the impact of mistrust on practices of conversation and communication, friendship and society, as well as politics and cooperation, and suggests that suspicion, doubt, and uncertainty can also ground ways of organizing human society and cooperating with others.

In Japan, the demographic transition of rapid aging is considered a hindrance to economic growth. Neither public nor private sector will be able to survive using "business as usual" models in the coming future. Therefore, every sector must modify its planning framework, from forecasting to backcasting and from division of labor to collaboration. The Japanese government is now engaged in planning process to expected futures for 2025 and 2035, and working backwards to see how to best intervene to keep people healthy and independent in old age. An integrated community care system is being developed to reduce costs associated with long-term care, which has been institution based. More, less expensive options of paraprofessional and family care are being developed. Within this framework, the specific work of Fukuoka-city to enhance health and social programs as an Advancing Healthy City will be shared.
