Regional development has been in the centre of interest among both academics but also decision makers in the central and local governments of many European countries. Identifying the key problems that regions face and considering how these findings could be effectively used as a basis for planning their development process are essential in order to improve the conditions in the European Union regions. For a long period of time a country's or a region's development has been synonymous with its economic growth. Over the last years, however, economies and societies have been undergoing dramatic changes. These changes have led to the concept of sustainable development, which refers to the ability of our societies to meet the needs of the present without sacrificing the ability of future generations to meet their own needs. Measuring sustainable development means going beyond a purely economic description of human activities; requires integration of economic, social and environmental concerns. New techniques are required in order to benchmark performance, highlight leaders and laggards on various aspects of development and facilitate efforts to identify best practices. Furthermore, new tools have to be designed so as to make sustainability decision-making more objective, systematic and rigorous. The growth or decline of a country or region depends on its power to pull and retain both business and the right blend of people to run them. Working in this context, we have so far defined a variable which is called the Image of a region and quantifies this pulling power. The region's Image is a function of a multitude of factors physical, economic, social and environmental, some common for all potential movers and some specific for particular groups of them and expresses its present state of development and future prospects. The paper examines a number of south European countries and focuses on their NUTS 2 level regions. Its objective is to: • Estimate the Basic Image values of those regions. • Group those regions into different clusters on the basis of the values of the various factors used to define their respective Basic Images. • Present and discuss the results.

This paper presents an introduction to forms of cooperation on European, intergovernmental, federal state, regional and municipal levels. The EU Community Initiative INTERREG is described as a significant funding instrument for cross-border cooperation. This book explains how presidents achieve market-oriented reforms in a contentious political environment. Using an impressive amount of quantitative and qualitative empirical evidence, most of which is reported for the first time, Mejía Acosta argues that presidents in Ecuador adopted significant reforms by crafting informal yet functional coalitions with opposition parties in congress. Richmond, British Columbia stands out amongst Canadian cities by having one of the nationally highest concentrations of immigrants in its population, as 62% of Richmond's residents are first generation immigrants. Although immigrants from China and Hong Kong constitute a significant percentage of overall immigrants to Richmond, in the last 8 years, there have been notable numbers immigrating from the Philippines, Taiwan, and India. Along with the high population of immigrants comes the challenge of engaging newcomers as well as non-English speakers in unfamiliar City government processes. In response to the identified needs and recommended actions from the 2013- 2022 Social Development Strategy as well as the 2012-2015 Richmond Intercultural Strategic Plan, the Connecting Immigrant Communities to Local Government project was created. This project attempts to answer: How can the City of Richmond support immigrant civic engagement? Civic engagement is defined as knowledge about civic processes and the capacity to participate in local planning and governance. The project reached out to three different groups of stakeholders to receive input about opportunities to improve immigrant civic engagement. These three groups included City of Richmond staff, staff from immigrant-serving community organizations, and immigrant residents in Richmond. In Richmond, the non-profit and public sector offer various programs that focus on sharing information with newcomers about how City Hall and other levels of government function. There are also a few initiatives that try to strengthen connections between immigrants and City Hall. The gap that exists in Richmond is a long-term educational program that provides consistent support and training for immigrants on how to engage with their City and community at a decision-making level. Immigrant residents face multiple barriers when interacting with City Hall. The primary barrier is language, as many newcomers have limited English language skills and City staff may be using high-level, professional means of communication. The Canadian government's federal structure can be confusing for both newcomers and established immigrants, and the City's consultation processes can also be intimidating for people who do not regularly interact with City Hall. Immigrants from certain countries may have a strong mistrust of government due to their former experiences with more authoritative governance systems. For some immigrants, City Hall may not be a welcoming space due to a perceived lack of staff and citizen participants from their racial background. City staff also face various challenges when they are attempting to engage immigrant residents in their planning processes. Staff struggle with providing appropriate translation due to a lack of resources and clear corporate guidelines. Staff also face difficulties finding translators trained in the City's technical fields. City staff often conduct outreach to the general public as a whole and are limited in their capacity to target specific demographics due to time and financial constraints. Moreover, engaging immigrant residents in meaningful discussions requires facilitation skills that many staff are not trained in. The City of Richmond has a role in supporting immigrant civic engagement and there are opportunities for the City to improve their outreach to immigrant communities. This PhD in urban geography focuses on the evolution of the urban framework since the early 1980 : in the province of Zhejiang in China. The unprecedented size and rapidity of Chinese urbanization have transformed both their structure and territorial distribution. Zhejiang province, whose urbanization rate increased from 13.7 to 61.6% between 1980 and 2010, is located south of Shanghai. It covers a part of the Yangtzi Delta region, one of the biggest metropolitan areas in China, and highlights the urban transformations both within such thriving territories and in peripheral areas. The development of small cities, with a population between 100,000 and 500,000 inhabitants is proving to be the most common feature of the evolution of its urban framework: while the province had only 13 small cities in 1990, they were 45 in 2000 and 52 in 2010. Focusing on these urban entities, this research work analyses the impacts of a standardized urban planning, guided by the overriding objective of economic growth. Promoting small cities in the urban hierarchy, these planning practices nevertheless cause socio-spatial divisions. In addition, the absence of a rigorous regional planning does not anticipate an urban selection already started. The relations between urban cores and their rural peripheries are renewed, and lead to a redistribution of activities and populations in a mixed functional space. The chosen angle is to reveal the complex links between urban practices largely shared in China and socio-economic as well as space realities in order to outline the shape of the new urban framework. Бюджетное планирование является важным видом деятельности органов государственной власти РФ, субъектов РФ и местного самоуправления в бюджетной сфере. В процессе бюджетного планирования определяются количественные параметры вероятных объемов доходных поступлений в бюджеты, а также стоимостные характеристики затрат на выполнение установленных задач и функций. Бюджетное планирование характеризуется определенными проблемами, которые носят как субъективный, так и объективный характер. Специфика бюджетного планирования определяется, в частности, уровнем бюджетной системы. По этой причине научный интерес представляет изучение проблем бюджетного планирования на различных уровнях бюджетной системы, в частности, в отношении бюджетов субъектов РФ (региональных бюджетов). Целью исследования является выделение наиболее существенных проблем бюджетного планирования в субъекте РФ, описание вероятных последствий проявления и формулировка рекомендаций по решению. Результатами исследования являются представленные в статье авторские выводы в отношении типичных проблем бюджетного планирования в субъекте Федерации: автором предложена собственная трактовка десяти ключевых проблем, возникновение которых связано как с действием объективных факторов и условий, так и с субъективными факторами, формирующимися на федеральном, региональном и муниципальном уровнях и оказывающими воздействие на бюджетное планирование в субъекте РФ. Результаты исследования могут быть использованы при разработке концептуальных и программных документов в области бюджетной политики и бюджетного планирования в субъектах РФ, а также при корректировке общегосударственных решений, связанных с различными аспектами функционирования бюджетной системы и межбюджетных отношений. ; The budgetary planning is an important type of activity of the Russian government, constituent entities of the Russian Federation and local government bodies in the budgetary sphere. In the process of budgetary planning the quantitative variables of probable volume of budget revenue, as well as performance of costs on execution of fixed tasks and functions are determined. The budgetary planning is characterized by particular problems, which have subjective and objective nature. The specificity of budgetary planning is specified particularly by the level of budgetary system. For this reason the study on problems of budgetary planning at multiple levels of the budgetary system, in particular, in relation to budgets of Russian constituent entities (regional budgets) is of scientific interest. The research objective is to single out the most significant problems of budgetary planning in the Russian constituent entity, describe probable consequences and form recommendations for a decision. The research results are presented in the paper conclusions regarding typical problems of budgetary planning in the constituent entity of the Federation: the author propose an own interpretation of ten key problems, which appearance is related both with the action of objective factors and conditions, and subjective factors, formed at the federal, regional and municipal levels and which effect the budgetary planning in the constituent entity of the Russian Federation. The research results can be used when developing conceptual and program documents in the field of budgetary policy and budgetary planning in the constituent entities of the Russian Federation, as well as when correcting national decisions, associated with different aspects of functioning the budgetary system and intergovernmental relations.
