Background This article assesses the global health policies of the European Union (EU) and those of its individual member states. So far EU and public health scholars have paid little heed to this, despite the large budgets involved in this area. While the European Commission has attempted to define the 'EU role in Global Health' in 2010, member states are active in the domain of global health as well. Therefore, this article raises the question to what extent a common 'EU' vision on global health exists. Methods This is examined through a comparative framing analysis of the global health policy documents of the European Commission and five EU member states (France, Germany, the United Kingdom, Belgium, and Denmark). The analysis is informed by a two-layered typology, distinguishing global health from international health and four 'global health frames,' namely social justice, security, investment and charity. Results The findings show that the concept of 'global health' has not gained ground the same way within European policy documents. Consequently, there are also differences in how health is being framed. While the European Commission, Belgium, and Denmark clearly support a social justice frame, the global health strategies of the United Kingdom, Germany, and France put an additional focus on the security and investment frames. Conclusion There are different understandings of global/international health as well as different framings within relevant documents of the EU and its member states. Therefore, the existence of an 'EU' vision on global health is questionable. Further research is needed on how this impacts on policy implementation. We show that the magnetic ordering of coupled atomic dimers on a superconductor is revealed by their intragap spectral features. Chromium atoms on the superconductor β−Bi2Pd surface display Yu-Shiba-Rusinov bound states, detected as pairs of intragap excitations in tunneling spectra. By means of atomic manipulation with a scanning tunneling microscope's tip, we form Cr dimers with different arrangements and find that their intragap features appear either shifted or split with respect to single atoms. These spectral variations are associated with the magnetic coupling, ferromagnetic or antiferromagnetic, of the dimer, as confirmed by density functional theory simulations. The striking qualitative differences between the observed tunneling spectra prove that intragap Shiba states are extremely sensitive to the magnetic ordering on the atomic scale. ; D.-J. C. and J. I. Over the last 10 years at-risk-of-poverty rates across Europe have been rather stable or rising only slightly. However, certain demographic groups face comparatively high poverty risks. Lone mothers belong usually to the most affected groups by income poverty - but variations are striking. Though, still little research has been done for explaining this vast variation across Europe. It is argued that institutional arrangements in the labor market and the welfare state shaped by existing gender inequalities have an impact on lone mothers' poverty risks. For instance, in countries where women's access to (full time) paid work is low and/or the gender pay gap is high, lone mothers are particularly disadvantaged due to the absent (male) partner. Furthermore, the lack of public childcare and a gendered eligibility to social benefits aggravate lone mothers' poverty risk. I also hypothesize that gendered institutional arrangements mediate the effect of individual characteristics on lone mothers' poverty risks - namely the poverty-reducing effect of employment and the poverty-enhancing effect of children. To prove these hypotheses empirically, I compare 25 European countries running several multi-level models based on pooled EU-SILC data (2009-2012). Results show that existing gender inequalities - particularly the access to full time employment for women and gender-specific welfare eligibility - indeed account for country differences in the level of lone mothers' poverty risk. Furthermore, there is empirical evidence that gender inequalities in the labor market shape the poverty-reducing effect of full time employment. Other specific mechanisms modeled in form of cross-level interactions cannot be supported by the data.

Since 2000, every three years, the skills of 15-year-olds and children in their 9th Grade are assessed regarding reading, mathematics and science in more than sixty countries. This long-term study, carried out at regular intervals, gives information on these three areas with each time a particular attention for one of them (literacy in 2009, mathematics in 2012, and the sciences in 2015). It also provides data on students' cross-curricular competencies and motivations. Moreover, this information is linked to the characteristics of educational systems, schools and pupils. Switzerland has compiled additional samples of 9th Grade pupils (11th HarmoS) in the different linguistic regions and a number of cantons (in 2012: AG, BE-g, BE-f, FR-f, GE, JU, NE, SG, SO, TI, VD, VS-g, VS-f) making it possible to make comparisons of pupils' skills at the end of compulsory schooling. For the 2012 survey, by international comparison, Switzerland is slightly above the OECD average in reading, above this average in science and clearly above in mathematics. Regional and cantonal differences are also observed. Individual and structural characteristics have an impact on student performance. The first analyses show that the issue of equality and equity remains a continuing challenge for all school systems and that many factors have an impact on student performance. The impact of students' commitment and motivation on their mathematical skills is also to be noted. In addition, a national report dealt with the following topics: changes in student performance over time, resilient pupils, links between skills and the teaching of mathematics, knowledge of information and communication technologies communication, training after compulsory schooling.

ABSTRACT
ObjectivesThe grouping of record-pairs to determine which administrative records belong to the same individual is an important process in record linkage. A variety of grouping methods are used but the relative benefits of each are unknown. We evaluate a number of grouping methods against the traditional merge based clustering approach using large scale administrative data.
ApproachThe research aimed to both describe current grouping techniques used for record linkage, and to evaluate the most appropriate grouping method for specific circumstances. A range of grouping strategies were applied to three datasets with known truth sets. Conditions were simulated to appropriately investigate one-to-one, many-to-one and ongoing linkage scenarios.
ResultsResults suggest alternate grouping methods will yield large benefits in linkage quality, especially when the quality of the underlying repository is high. Stepwise grouping methods were clearly superior for one-to-one linkage. There appeared little difference in linkage quality between many-to-one grouping approaches. The most appropriate techniques for ongoing linkage depended on the quality of the population spine and the underlying dataset.
ConclusionsThese results demonstrate the large effect that the choice of grouping strategy can have on overall linkage quality. Ongoing linkages to high quality population spines provide large improvements in linkage quality compared to merge based linkages. Procuring or developing such a population spine will provide high linkage quality at far lower cost than current methods for improving linkage quality. By improving linkage quality at low cost, this resource can be further utilised by health researchers.

A plethora of new development goals and funding institutions have greatly increased the demand for internationally comparable health estimates in recent years, and have brought important new players into the field of health estimate production. These changes have rekindled debates about the validity and legitimacy of global health estimates. This paper draws on country case studies and personal experience to support our opinion that the production and use of estimates are deeply embedded in specific social, economic, political and ideational contexts, which differ at different levels of the global health architecture. Broadly, most global health estimates tend to be made far from the local contexts in which the data upon which they are based are collected, and where the results of estimation processes must ultimately be used if they are to make a difference to the health of individuals. Internationally standardised indicators are necessary, but they are no substitute for data that meet local needs, and that fit with local ideas of what is credible and useful. In other words, data that are both technically and socially robust for those who make key decisions about health. We suggest that greater engagement of local actors (and local data) in the formulation, communication and interpretation of health estimates would increase the likelihood that these data will be used by those most able to translate them into health gains for the longer term. Besides strengthening national information systems, this requires ongoing interaction, building trust and establishing a communicative infrastructure. Local capacities to use knowledge to improve health must be supported.

We analysed socio‐economic inequalities in stunting in South Asia and investigated disparities associated with factors at the individual, caregiver, and household levels (poor dietary diversity, low maternal education, and household poverty). We used time‐series analysis of data from 55,459 children ages 6–23 months from Demographic and Health Surveys in Bangladesh, India, Nepal, and Pakistan (1991–2014). Logistic regression models, adjusted for age, sex, birth order, and place of residency, examined associations between stunting and multiple types of socio‐economic disadvantage. All countries had high stunting rates. Bangladesh and Nepal recorded the largest reductions—2.9 and 4.1 percentage points per year, respectively—compared to 1.3 and 0.6 percentage points in India and Pakistan, respectively. Socio‐economic adversity was associated with increased risk of stunting, regardless of disadvantage type. Poor children with inadequate diets and with poorly educated mothers experienced greater risk of stunting. Although stunting rates declined in the most deprived groups, socio‐economic differences were largely preserved over time and in some cases worsened, namely, between wealth quintiles. The disproportionate burden of stunting experienced by the most disadvantaged children and the worsening inequalities between socio‐economic groups are of concern in countries with substantial stunting burdens. Closing the gap between best and worst performing countries, and between most and least disadvantaged groups within countries, would yield substantial improvements in stunting rates in South Asia. To do so, greater attention needs to be paid to addressing the social, economic, and political drivers of stunting with targeted efforts towards the populations experiencing the greatest disadvantage and child growth faltering.

BACKGROUND: The European Union requires allergenic food ingredients to appear on labels in order to protect allergic consumers. OBJECTIVE: To determine whether traces of egg-, milk-, and fish-derived processing aids used in winemaking might elicit clinical reactions in food-allergic patients. METHODS: Five German wines were fined with a high dose of egg albumin, lysozyme, milk casein, fish gelatin, or isinglass, and filtered. Fourteen adults with allergy to egg (n = 5), milk (n = 5), or fish (n = 4) were included. Skin prick tests were performed with fining agents, and fined and unfined wines. All patients underwent double-blind placebo-controlled food challenges with fined and unfined wines. RESULTS: Skin prick tests were positive to hen's egg (n = 5), ovalbumin (n = 5), lysozyme (n = 4), cow's milk (n = 5), casein (n = 4), and cod (n = 3), but not to isinglass or fish gelatin (n = 0). Positive skin prick test results were observed for wines fined with albumin (n = 3), lysozyme (n = 2), casein (n = 1), gelatin (n = 0), and isinglass (n = 3), and for unfined wines (n = 1-2 in each patient group), with no significant differences between groups. Seventy-five percent of skin test-positive patients had specific immunoglobulin E to other allergens present in wine (eg, carbohydrates). The provocation test revealed no reactions to fined or unfined wines. CONCLUSIONS: Although concentrated fining agents containing ovalbumin, lysozyme, and casein were allergenic in the skin prick test, no patient reacted adversely in the provocation test to fined wine. Based on two surveys – a French and a Luxembourgish one – with in-depth-interviews, this paper examines the implementation of nutritional recommendations in two European countries. Each of them has promoted at governmental level a public health campaign regarding food consumption and daily diet. In which way – and by which social categories – are the recommendations taken in and put into practice, and if so, which appropriation processes and interpretations occur? Do the social, societal and cultural differences between Luxembourg and France, in terms of standard of living and dissemination of norms account for differentiated appropriations of dietary incentives? We will first compare the overarching goals as well as the dietary norms these two programs promote, in terms of similarities versus particularities both of the recommendations' content and of the way they are communicated. We will then examine the perception of these norms. The comparison France / Luxembourg shows that socio-cultural logics override national ones: the way in which individuals perceive the recommendations and appropriate them reflect more the social affiliation than the national one; gender and the events of the life cycle, particularly parentality, are also relevant to the reception of dietary recommendations. Transversal to all social milieus and in both national contexts, interviewees operate a selective internalisation of the perceived recommendations in a proactive yet pragmatic posture of personal responsibility. Ultimately, public dietary recommendations are only appropriated if they match people's daily priorities and constraints, as well as the general cultural values of their social milieu. This allows us to conclude to transnational, transversal, plural and distinctive everyday-cultural models of food consumption and differing notions of a "proper" diet.

In German there are about twenty-five elements (like gemäß, nahe, voll) that seem to be used as a preposition along with their use as an adjective. In former approaches the preposition is interpreted as the product of grammaticalizing (and/or reanalyzing) the adjective. It is argued that the two criteria these approaches rely on, namely change of linear position and change of case government, are insufficient. In this paper, seven criteria for distinguishing adjectives form prepositions in German are put forward. What is most important is that these criteria have to be evaluated on the token level as well as on the level of type and word class/syntactic category. It can be shown that the individual 'adjective-prepositions' as types possess a specific mixture of adjective-like and preposition-like features. On the token level, occurring as part of a postnominal restrictive attribute is indicative for preposition-like status in German. The comparison of German with English and Italian adjective-prepositions (like near, far, due and vicino, lontano) reveals a lot of differences, which counts as evidence for the language-specific nature of word classes. Nevertheless, Lehmanns functional-typological approach uncovers a fundamental functional similarity between complement governing adjectives and prepositions: the primary function of the phrases, i.e., adjective/preposition + complement, is to modify a nominal or a verbal concept, respectively. This insight explains why adjective-prepositions can be found cross-linguistically. The question whether we should propose one type or two types for gemäß and its cognates is of minor importance only.

Not Available ; Indian oil sardines, commercially and ecologically important pelagic fishes in Indian waters have not been the focus of major genetic studies as compared to their counter parts in Atlantic and Pacific oceans in spite of several reports suggesting stock complexity and intraspecific diversity. Hence, we investigated the genetic stock structure of Indian oil sardine, Sardinella longiceps using microsatellite markers by collecting a total of 768 individuals from eight locations along the Indian coast and one from Gulf of Oman over a 2 year period (2013–2015). Six polymorphic microsatellite markers revealed significant genetic differentiation between populations with the highest FST value (0.055) between Oman and Indian coastline. Within the Indian coastline another major subdivision between Mumbai & Mangalore vs. other regions was detected (FST value 0.047) which was also confirmed in Barrier analysis with the presence of two strong barriers between these eco-regions. There exist pronounced differences in oceanographic and environmental features between Gulf of Oman, Western Indian Ocean and Eastern Indian Ocean (Bay of Bengal) which may act as barriers for effective dispersal and gene flow resulting in genetic differentiation. Even though, the samples collected from Calicut, Kollam, Trivandrum, Chennai and Vizag showed the presence of admixed genotypes, the possible presence of distinct populations in some regions was evident in Bayesian analysis which needs to be confirmed further using more widespread sampling design and powerful markers. The present study provided insights into the biocomplexity and intra-specific diversity of Indian oil sardine populations, which needs to be preserved for maintaining resilience of these important fishes to climate change and habitat alterations in the Indian Ocean. ; Not Available
