Digital diasporas, diasporas organised on the Internet, offer potential to contribute relevance, representativeness and responsiveness in meeting development needs. Following a brief overview of thorny dilemmas faced by the changing international development industry, the article discusses diasporas and their current role in international development, and examines the potential mobilisation and communication benefits afforded by the Internet. Three organisations of the Afghan-American digital diaspora are described, representing a range of development activities and intentions. Two sets of propositions are presented: those for digital diasporas seeking to promote effective development contributions and those for actors in the traditional international development industry. Part I of the article begins with a review of the rationale and key legal ele- ments of the U.S. Foreign Corrupt Practices Act. Part II describes recent efforts by the United States to convince other governments and firms of the need for binding, enforceable and universally accepted rules against corrupt payments to foreign public officials. Parts III and IV survey the activities of various governmental organizations and major private sector groups that support international efforts to effectively discourage foreign bribery, re- spectively. The key sections, Parts V and VI, describe, analyze and critique the two major international conventions, the Inter-American Convention Against Corruption, and the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions. Finally, Part VII discusses the further steps that must be taken to be sure that this re- cent progress becomes a significant and effective deterrence to foreign brib- ery.

Modern world development is moving through the globalization of all spheres of social life, which is highlighted by high dynamism, interdependence of events, aggravation of contradictions between countries, deepening of the gap between the levels of welfare of the countries, the emergence of new centers of economic growth and political influence, increasing the vulnerability of all members of the international community to new challenges and threats. In addition, the failure of the existing global and regional structures, the imperfection of legal, political and economic instruments and mechanisms further threaten the security of international security. All this is of interest to the study of international security issues. It is the understanding of the comprehensive system of international security that will enable future professionals to professionally competently strengthen Ukraine's security, preserve its sovereignty and territorial integrity and gain credible positions in the global security environment

The International Humanitarian Law regime undoubtedly calls for its implementation at a national level in order to have an adequate impact in the regulation of armed conflict. This paper aims to critically explore the application of such regime in Ecuador, not only in terms of the implementation of international treaties in national legislation, but also regarding the role of government and other institutions. For this purpose, Ecuador's accession to international treaties and its connection with national legislation will be analyzed, as well as other actions related to institutions such as the Ministry of Foreign Affairs, the Ministry of Defense, educational institutions, the National Commission of International Human Law and the Ecuadorian Red Cross.
