The main research narratives of the article are: the influence of artistic strategy on the political communication in the condition of post truth; political imagination and regime of post truth; art and regime of truth; rationality of illusions in the political communication; the techniques of artistic suggestion in public dialogue. It deals with the principle of reliability, the legitimacy rituals in the hunting for the voters. It is analyzed the mythological transformation, imitative mythology of the modern medias. It is discerned the technological integration of art in religion and politics, communication actions that make its "generic" feature and the "generic" burden at the same time. Such notions as poetry, art and technology are connected with the unfolding of the techno- logical refinement in all spheres of human activity. The author explains the need of the mythological distortion as the basis for the building of reality. It deals with the PR- technology transformation as the particular case of the cultural-political project into undeniable social value. It is defined the role of the artistic and political projects as the communicative prosthesis. Simultaneously the author traces the ouster of illusion in public communication. He analyzes the mo- dalities of the communicative practice and communicative experience reduction in the socialization process as well as the technological perfection in the mythological representation. The special features of the mythological absorption as the negation of law and social subject are determined here. It is also defined the sense of the law rationality regarding the rationality of myth. ; Провідними дослідницькими наративами статті є вплив мистецьких стратегій на політичну комунікацію за умов постправди; політична уява і режим постправди; мистецтво і режим істини; раціональність ілюзій у політичній комунікації; техніки мистецької суґестії у публічному діалозі. Йдеться про використання принципу вірогідності ілюзії, зокрема, ритуалів леґітимації у процесі боротьби за прихильність виборця. Аналізовано техніки мистецької суґестії у публічному діалозі. Особливе місце посідає аналіз міфологічного перетворення реальності на ґрунті мистецьких стратегій, тема раціональності ілюзії. Проведено аналіз міфологічного перетворення реальності на основі мистецьких стратегій. Розглянуто зв'язок таких понять, як поезія, мистецтво і технологія? з розгортанням процесів технологічного вдосконалення у будь-якій сфері людської діяльності.

The article provides a comparative analysis of the cultural practices of political populism and the popular culture. The leading role of the media in the formation and promotion of popular movements and leaders is emphasized. There is a difference in the understanding of a leader's charisma that brings new values, according to Max Weber, and the pseudo-charisma of modern populist leaders that is created by their regular presence in the media. Populist politician is seen as a sign in cultural communication, where the politician's personality is put as the signifier, and the ideology that the politician promotes — as the signified. Based on this analysis, three ideal types of populists have been identified: a blank sign that is focused on the present and represents populists without ideology; a sign that is oriented on the past and represents a populist national ideology; the sign that is oriented on the future and represents the reformers, the bearers of new social values. Theoretical approaches to the interpretation of popular culture are analyzed and it is pointed out that a mass society emerging is necessary both for the phenomenon of popular culture and for political populism to perform the quantitative indicator of public preferences. Common characteristics in the functioning of popular culture and populism are revealed — symbolism, emotionality, "origin from people", resistance against the system. The decisive role of the media in cultural communication for both popular culture and political populism is emphasized. However, there are significant differences between popular culture and political populism. Popular culture has its own values, while political populism uses values of others. Comparing popular culture and its impact on culture in general on one hand and political popularization and its impact on the political system on the other, a scrutator could expect for some renewal and diversification of current political institutions that would be a positive factor for the global political system and global society. ; У статті здійснено порівняльний аналіз культурних практик політичного популізму і популярної культури. Популістичного політика розглянуто як знак культурної комунікації і вио- кремлено три його ідеальні типи: пустий знак, орієнтований на сьогодення, який репрезентує популістів без ідеології; знак, орієнтований у минуле, який репрезентує популістську націоналістичну ідеологію; знак, орієнтований у майбутнє, який репрезентує реформаторів суспільних цінностей. Виявлено спільні характеристики в інтерпретації та функціюванні популярної культури та популізму — символізм, емоційність, походження «від простих людей», спротив системі, експлуатація прагнення емансипації. Підкреслено визначальну роль медіа у культурній комунікації як для популярної культури, так і для політичного популізму. Певне оновлення та урізноманітнення політичних інституцій стане тим критерієм, який дасть змогу визначити — що саме було вартісним у популярній культурі та політичному популізмі.

The purpose of the article is to analyze how existential phenomenology and hermeneutics of Sverdiolas helps to understand the formation of culture as a transcendental process in the periods of the social and cultural crisis. Sverdiolas explains in detail the egology of Greimas and the cultural sociology of Kavolis, their understanding of the crisis, the exile and decline of cultures, and the radical choices of public intellectuals. Since much is said about egology and participatory understanding, the article develops the concept of hermeneutical anthropology. In this connection, we discuss Sverdiolas's relation to the hermeneutical anthropology of Cl. Geertz and the condition of the transgressive being, which partly explains the role of personal choice in the time of cultural crisis. The article asks where and how do existential hermeneutics become anthropological or sociological. Greimas is discussed in the context of the crisis of meaning and phenomenological egology, and Kavolis in the context of group symbolic interactionism, the sociology of trust and friendship.

Much in Responsible Research and Innovation (RRI) is part of a participatory turn within the Technology Assessment (TA) and Science and Technology Studies (STS) community. This has an influence also on the evaluation of Climate Engineering (CE) options, as it will be shown by reference to the SPICE project. The SPICE example and the call for democratisation of science and innovation raise some interesting concerns for the normative evaluation of CE options that will be addressed in the paper. It is by far not clear, or so it will be argued, how much of the innovation process of CE technologies should be put in the hands of social actors and the wider public. This is due not only to special features about CE technologies but also to some more principle concerns against some features of participatory RRI approaches. Still, this does by no way mean that ethical and societal issues in the context of CE technologies should be ignored. Rather, the paper will argue that one can take a step back to expert TA linked to the evolution of approaches of ethical impact analysis in this area. This does not only lead to reconsider the emphasis on participation and democratisation of research and innovation, but also opens up for an alternative evaluative framework for CE technologies developed in the last part of the paper. Consistent with its growing economic, political and military might, China wants due recognition by and engagement with the global community of nations. This aspiration is complicated by the fact that Chinese political leaders and intellectuals continue to struggle with how "Chinese values" fit with "universal values", and whether there is a single global modernity or whether there are multiple modernities and multiple—perhaps competing—universal values. In this paper I examine how some prominent Chinese philosophers are engaging with these issues, despite the fact that in 2013 the topic of "universal values" was prohibited as a discussion topic in universities on the mainland. ; Kitajska si v skladu s svojo naraščajočo gospodarsko, politično in vojaško močjo želi ustreznega priznanja in sodelovanja z globalno skupnostjo narodov. Zaplete pri tem prizadevanju povzroča dejstvo, da se kitajski politični voditelji in intelektualci še vedno spopadajo z vprašanjem, kako se »kitajske vrednote« ujemajo z »univerzalnimi vrednotami« in ali obstaja enotna svetovna modernost, ali pa je nemara več modernosti in več – morda v medsebojnem tekmovanju – univerzalnih vrednot. V tem članku proučujem, kako se nekateri vidni kitajski filozofi soočajo s temi vprašanji, čeprav je bila leta 2013 na univerzah na celini tema »univerzalnih vrednot« kot razpravna tema prepovedana.

In the article, an analysis of the conception of the Fatherland dishonored by the captive colonial status is provided with regard to the artistic work of the Ukrainian poets. The feeling of shame, rage and hatred towards the enslaved Ukraine is more or less seen in the historic and philosophic views of T. Shevchenko, P. Kulish, I. Franko, L. Ukrainka, I. Malaniuk. The prominent poets have always been playing the role of 'nerves', indicators of the political, social, cultural and moral health of the people. So the conception of shame for the captivated Ukraine in their artistic work should be viewed as the determinant for the further nation recovery.
