Population displacements from their place of origin to a different one, characterizes the 20th century and what goes from the 21st century. The ecological, political, economic crises and the increase in violence, give rise to people deciding to leave everything to bet on the unknown and place themselves in another place that guarantees a dignified life with a different lifestyle. Because of these problems, many citizens do not have a healthy life - physical, mental and emotional - (lack of access to medicines - especially vaccines - and food). Natural phenomena, as a consequence of the environmental crisis in the world, have highlighted the huge social gaps that characterize underdeveloped or developing countries. Thus, 21st century immigrants seek to integrate into the society they decided to reach and seek to improve their quality of life (decent work, good pay, healthy eating, access to health and education). In this sense, this work, part of the idea that foreign immigrants recreate certain strategies to achieve social insertion in a particular urban space. For this reason, we consider that, in order to study the direction of the migratory movement, the distance traveled and the magnitude of the migrant population, the use of social sciences such as sociology, history, anthropology, economics, political science and geography corresponds. Every time, the movement of people from one space to another implies profound changes in social life, in this article we study an aspect of geography that is human geography, as it allows us to approach the understanding of Migratory problem and the characterization of the 21st century migrant. Taking into account that human geography allows us to study society and its relationship with the physical space (study of the human being and its relations with the environment), and considering the approach of geopolitics, give us the possibility to raise the idea that gives rise to the title of the article: towards a geography of migration. We propose to analyze three aspects: the theoretical approach of migration from geography; geopolitics and human geography and, the question of power. ; Los desplazamientos masivos de población desde su lugar de origen a otro distinto, caracteriza el Siglo XX y lo que va del Siglo XXI. Las crisis ecológicas, políticas, económicas y el incremento de la violencia, dan lugar a que las personas decidan abandonar todo para apostar por lo desconocido y ubicarse en otro lugar que les garantice una vida digna y con un estilo de vida diferente. Por estos problemas, muchos ciudadanos, no tienen una vida saludable –física, mental y emocional- (falta de acceso a las medicinas –especialmente vacunas- y alimentos). Los fenómenos naturales, como consecuencia de la crisis ambiental en el mundo, han puesto en evidencia las enormes brechas sociales que caracterizan a los países subdesarrollados o en vías de desarrollo. Así, los inmigrantes del Siglo XXI3, buscan integrarse a la sociedad a la cual decidieron llegar y buscan mejorar su calidad de vida (trabajo digno, remuneración adecuada, alimentación saludable, acceso a la salud y a la educación). En tal sentido, este trabajo, parte de la idea que los inmigrantes extranjeros recrean ciertas estrategias para lograr insertarse socialmente a un determinado espacio urbano. Por esta razón, consideramos que, para estudiar la dirección del movimiento migratorio, la distancia recorrida y la magnitud de la población migrante, corresponde el empleo de las ciencias sociales como la sociología, historia, antropología, economía, ciencia política y de la geografía. Toda vez que, el desplazamiento de las personas de un espacio a otro supone cambios profundos en la vida social, en este artículo se estudia un aspecto de la geografía que es la geografía humana, en la medida en que permite acercarnos a la comprensión de la problemática migratoria y a la caracterización del migrante del Siglo XXI. Teniendo en cuenta que la geografía humana permite estudiar a la sociedad y su relación con el espacio físico (estudio del ser humano y sus relaciones con el entorno), y considerando el enfoque de la geopolítica, nos dan posibilidad de plantear la idea que da origen al título del artículo: hacia una geografía de la migración. Proponemos analizar tres aspectos: el enfoque teórico de la migración desde la geografía; la geopolítica y la geografía humana y, la cuestión del poder.

Gavin Brown (University of Leicester, UK) is one of today's most eminent scholars of political geography and sexualities. In this intellectual-biographical interview, he describes his academic path, as well as discusses some of his major contributions to the fields of geographies of sexualities and gender and protest movements and activism. This interview by Gilly Hartal introduces some of his major conceptual and theoretical contributions in the fields of sexualities and gender, geopolitics, the spatiality of protest camps and, in particular, the spatial practice of solidarity. Knowledge, as feminist theory has taught us, is always grounded in personal-political contexts and subjectivities. This conversation with Gavin Brown offers an intimate perspective into Brown's academic experience, which interestingly also reflects the growth and materialization of the field of geographies of sexualities into a sub-discipline. Зазначено, що становлення та розвиток правового регулювання сервісних відносин щодо надання земельних адміністративних послуг обумовлюються змінами у правовому регулюванні земельних відносин, які відбулися з часу проголошення незалежності. Зафіксовано, що часто зустрічаються порушення законодавства у сфері охорони земель як приватними особами, так і органами публічної адміністрації під час оформлення договорів щодо земель сільськогосподарського призначення та порушення прав власників земельних ділянок у містах у зв'язку з громадським містобудуванням. Зроблено висновок, що основним принципом раціонального використання земель та охорони земель різного цільового призначення повинен бути сформульований у Земельному кодексі України компроміс між приватними земельними інтересами й інтересами держави, який полягає у письмовій домовленості сторін стосовно цільового використання земельної ділянки та непорушності права на неї однієї із сторін. Така згода має фіксуватися одночасно із реєстрацією земельної ділянки. Держгеокадастр повинен здійснювати погодження таких реєстраційних дій, а ще краще – самостійно надавати послуги, такі як, наприклад, реєстрація права власності на земельну ділянку та на право постійного користування земельною ділянкою, реєстрація договорів оренди землі різного цільового призначення тощо. ; The author of the article has stated that the land relations reform and the start of decentralization led to changes in the system of public administration agencies in the field of land protection and expanded their powers, for example, to provide registration services. The author has paid attention to the fact that the current Land Code of Ukraine (hereinafter referred to as the LC of Ukraine), in particular the Section VII "Administration in the field of land use and protection", provides the execution of only management functions in the field of land protection by public administration agencies. It has been emphasized that there were no complex studies in Ukraine concerning theoretical and applied problems of legal regulation of service relations, in particular the provision of registration services, in the field of land protection with the participation of public administration agencies, which would be based on the current legislation. The author of the article has stated that the provision of services in the field of land protection is a new type of activity for public administration agencies in the field of land protection. Service legal relations ensure the realization of private and public interests and are formed in those areas of land use and protection management, where public and private land interests are interdependent. Thus, the owner is interested in fixing and publicly announcing his land rights in the field of state registration of land rights. But parties concerned cannot ensure their private interests without the assistance of the state. Thus, the state, represented by public administration agencies, guarantees that the state registration of land rights is in the interest of one and all. It has been noted that currently the legal regulation of service relations for the provision of registration services in the field of land protection has not been enshrined either in any general regulatory act, which is the Law of Ukraine "On Administrative Services" gated from September 6, 2012 No. 5203-VI, or in special regulatory acts, such as the LC of Ukraine and the Law of Ukraine "On Land Protection". Such circumstances necessitate a change in the existing approaches to the legal regulation of service relations for the provision of registration services in the current legislation and to enshrine provisions for providing the registration services in the field of land protection by public administration agencies in the LC of Ukraine, namely in the Section VII "Administration in the field of land use and protection" and in the Law of Ukraine "On Land Protection". ; Отмечено, что становление и развитие правового регулирования сервисных отношения по предоставлению земельных административных услуг обусловливаются изменениями в правовом регулировании земельных отношений, которые произошли со времени провозглашения независимости. Зафиксировано, что часто встречаются нарушения законодательства в сфере охраны земель как частными лицами, так и органами публичной администрации при оформлении договоров, касающихся земель сельскохозяйственного назначения, и нарушения прав собственников земельных участков в городах в связи с общественным градостроительством. Сделан вывод, что основным принципом рационального использования и охраны земель различного целевого назначения должен быть сформулированный в Земельном кодексе Украины компромисс между частными земельными интересами и интересами государства, который заключается в письменном соглашении сторон относительно целевого использования земельного участка и незыблемости права на него одной из сторон. Такое согласие должно фиксироваться одновременно с регистрацией земельного участка. Госгеокадастр должен осуществлять согласование таких регистрационных действий, а ещё лучше – самостоятельно предоставлять услуги, такие как, например, регистрация права собственности на земельный участок и на право постоянного пользования земельным участком, регистрации договоров аренды земли различного целевого назначения и тому подобное.

The aim of the article is to verify the hypothesis about the significant influence of party militias on the formation of the Russian political scene, while assuming that the greater their participation, the more the ruling class in Russia is organized as a totalitarian party-state apparatus.The newest world's scientifical literature on party militias is largely focused on the analysis of historical cases (including the history of tsarist Russia at the beginning of the 20th century) and modern examples concerning mainly African and South-American countries. There is a lack of theoretical approaches concerning the role of party militias in the totalitarian party-state apparatus and hard military authoritarianism. The paper about Russian party militias is supposed to fill the gap regarding not only party militias in contemporary Putin's Russia, but also their place in creating or stabilizing non-democratic political regimes.The authors analyzed the activity and character of the most important party militias currently operating in Russia. It was also examined what institutions of the state apparatus control individual militias. The following militias were analyzed: SERB (Russian liberation movement) – South-East radical block, NOD (National liberation movement), Anti-Maidan, Sorok sorokov (equivalent to a "large number"), Russia Officers (All-Russian civic organisation «Russia Officers») and Neo-Kazachestvo (New-Cossacks).A careful analysis of the most important organizations fighting with opposition activities and intimidating oppositionists proves that this hypothesis should be in great part falsified. Diverse organizations that also function as party militias are few, not subordinated to one institution and, in addition, their effectiveness is not too high. ; Цель статьи заключается в проверке гипотезы о значительном влиянии партийных военизированных структур на формирование российской политической сцены при одновременном допущении, что, чем более важную роль они играют, тем в большей степени российский правящий класс организован в рамках тоталитарного партийно-государственного аппарата.Новейшая научная литература о партийных ополчениях в основном сосредоточена на анализе исторических случаев (включая историю царской России в начале 20-го века) и современных примеров, касающихся главным образом африканских и южноамериканских стран. Отсутствует теоретический подход к определению роли партийных ополченцев в тоталитарном партийно-государственном аппарате и жестком военном авторитаризме. Статья о партийных ополчениях в современной России призвана заполнить пробел, касающийся не только партийных ополченцев в современной путинской России, но и их места в создании или стабилизации недемократических политических режимов.Авторы проанализировали деятельность и характер наиболее важных партийных ополчений, действующих в настоящее время в России. Также было рассмотрено, какие учреждения государственного аппарата контролируют отдельные боевые группы. In today's conditions, the dynamic development of countries is impossible without a comprehensive and continuous production and use of innovations as catalysts of general economic development. The article is a study of innovative positions of TNCs in developed countries of the world in conditions of global competition. As a result of the theoretical foundations' analysis of the world economy's innovative development (the theory of economic development and intellectual technology, the concept of harmonious economy and economic integration, etc.), and the basic components of this process (technological and techno-economic paradigms), it should be noted that the main goal of successful corporations, and also countries are an increase in the innovative component of the national economy. The study of innovation financing processes in leading corporations in Japan, the United States and the EU, which enabled them to analyse their innovation strategies and to identify the need for a separate financial mechanism that depends both on the product stage and on the environment (host country investment climate). The statistical data indicate that the processes of R&D's globalization and internationalization predominantly take place in a closed set of countries – the USA, Western Europe, and Japan, which concentrate the main foreign research units of TNCs. If the trend of creating new research units for TNCs in China and India continues, it is possible that these two countries will in the future become part of the "innovation core" of the world economy. The activity of TNCs in relation to the creation of research units is constrained by various factors, the main of which are: low level of intellectual property protection, imperfection of legislation that regulates the activities of such units. ; В современных условиях динамичное развитие стран невозможно без всестороннего и непрерывного продуцирования и использования инноваций в качестве катализаторов общеэкономического развития. Целью статьи является исследование инновационных позиций ТНК развитых стран мира в условиях глобальной конкуренции. В результате анализа теоретических основ инновационного развития мировой экономики (теорий экономического развития и интеллектуальной технологии, концепций гармоничного экономики и экономической интеграции и др.), а также базисных составляющих данного процесса (технологическая и технико-экономическая парадигмы) следует отметить, что главной целью успешных корпораций, а также стран является наращивание инновационной составляющей национальной экономики. Исследование процессов финансирования инноваций в ведущих корпорациях Японии, США и странах ЕС, что позволило проанализировать их инновационные стратегии и определить необходимость применения отдельного финансового механизма, который зависит как от стадии продукта, так и от окружающей среды (инвестиционного климата принимающей страны). Статистические данные свидетельствуют о том, что процессы глобализации и интернационализации НИОКР происходят в основном в замкнутой совокупности стран – в США, Западной Европе и Японии, в которых сосредоточены основные иностранные научно-исследовательские подразделения ТНК. Если тенденция создания новых исследовательских подразделений ТНК в Китае и Индии сохранится, то возможно, что эти две страны в будущем войдут в «инновационное ядро» мировой экономики. Активность ТНК относительно создания научно-исследовательских подразделений сдерживается различными факторами, основными из которых являются: низкий уровень защиты интеллектуальной собственности, несовершенство законодательства, регулирующего деятельность подобных подразделений. ; В умовах сьогодення динамічний розвиток країн є неможливим без всебічного і безперервного продукування і використання інновацій як каталізаторів загальноекономічного розвитку. Метoю статті є дослідження інноваційних позицій ТНК розвинених країн світу в умовах глобальної конкуренції. У результаті аналізу теоретичних засад інноваційного розвитку світової економіки (теорії економічного розвитку та інтелектуальної технології, концепції гармонійної економіки та економічної інтеграції та ін.) та базисних складових даного процесу (технологічна та техніко-економічна парадигми) варто зазначити, що головною ціллю успішних корпорацій, а також країн є нарощування інноваційної складової національної економіки. Дослідження процесів фінансування інновацій в провідних корпораціях Японії, США та країнах ЄС, що дало змогу проаналізувати їх інноваційні стратегії та визначити необхідність застосування окремого фінансового механізму, який залежить як від стадії продукту, так і від оточуючого середовища (інвестиційного клімату приймаючої країни). Статистичні дані свідчать про те, що процеси глобалізації і інтернаціоналізації НДДКР відбуваються в основному в замкнутій сукупності країн – в США, Західній Європі та Японії, в яких зосереджені основні іноземні науково-дослідні підрозділи ТНК. Якщо тенденція створення нових дослідницьких підрозділів ТНК в Китаї і Індії збережеться, то можливо, що ці дві країни в майбутньому увійдуть до «інноваційного ядра» світової економіки. Активність ТНК відносно створення науково-дослідних підрозділів стримується різними чинниками, основними з яких є: низький рівень захисту інтелектуальної власності, недосконалість законодавства, яке регулює діяльність подібних підрозділів.

The study of problems that are associated with the realization of human rights and freedoms is always relevant since their implementation affects the immediate vital interests of the individual. A special role is played by ensuring human rights and freedoms, mechanisms and procedures for their protection, that is corresponding positive and negative obligations of the state. We believe that civil and political rights of a person, usually characterized as negative rights, cannot be ensured only by negative obligations of the state. To ensure them, States still need to assume corresponding positive obligations, the proper fulfillment of which directly affects the effectiveness of ensuring guaranteed human rights and fundamental freedoms. In this regard the study of the positive obligations of the states of the European Union in the field of ensuring political and civil rights is relevant. The object of the master's work is public relations that arise in connection with the implementation of positive obligations of the states of the European Union in the field of ensuring political and civil rights at the international level and the level of European Union law. The purpose of the master's work is to analyze the peculiarities of the positive obligations of the states of the European Union in the field of ensuring political and civil rights at the international level and the level of the European Union law. Tasks of the master's work: 1) to analyze the sources of the main political and civil rights of citizens of the European Union; 2) to characterize the system and content of basic political and civil rights; 3) to give a definition and to consider the ratio of positive and negative obligations of states; 4) to give a definition and to characterize the scope of application of the positive obligations of a state in the field of ensuring the political and civil rights of citizens under the European Convention; 5) to analyze the problem of ensuring the political and civil rights of citizens of the European Union and their judicial protection; 6) to determine the responsibility of states for violation of obligations in the field of human rights protection in European law. There were used dialectical, historical methods, the methods of formal logic, the comparative legal method, the system method and other methods of cognition. The sources of the basic political and civil rights of citizens of the European Union have been established. Among them there are the documents adopted before the creation of the European Union and the documents of the European Union. The problem of the implementation of modern legal standards in the field of human rights has been revealed. The system and content of the basic political and civil rights of citizens of the European Union are considered. The ratio of positive and negative obligations of states is considered. It has been revealed that not only negative, but also positive obligations of states are required to ensure negative rights. The specific positive obligations of states to ensure civil and political rights are considered, the examples are supported by judicial practice. It has been revealed that the state has a triad of obligations in the field of human rights: obligations to respect, obligations to provide and obligations to protect. The principle of the responsibility to protect includes the following obligations: the obligation to prevent; the obligation to respond; the obligation to recover. Some scholars add the obligation to punish the guilty. It has been established that the responsibility of a state for harsh and massive violations of human rights arises before the international community as a whole. On this basis all states can demand the cessation of these violations and the provision of appropriate compensation to their victims making appropriate claims against the violating state. The scientific novelty of the study lies in the fact that it is a complex scientific work, in which a theoretical study of the relationship between positive and negative obligations of states is carried out, as well as specific positive obligations of states to ensure civil and political rights. The master's work can be useful to researchers, lecturers, lawyers and students.

Orta Doğu ve Kuzey Afrika (MENA) Bölgesi'nin bir parçası olarak Kuzey Afrika Avrupa'nın yakın çevresidir ve dolayısıyla Avrupa güvenliği için stratejik öneme sahiptir. Akdeniz Afrikası, Avrupa Birliği (AB) için daha çok ticari ve ekonomik olarak önemli bir rol oynamaktayken Soğuk Savaş sonrası dönemde göç, terör, enerji güvenliği ve başarısız devlet konuları bölgenin başlıca güvenlik sorunları haline gelmiştir. 2010/11'de Kuzey Afrika'da başlayan Arap Baharı olayları, bu olayların sonuçları ve sonrası açısından Avrupa güvenliğini ve bölgedeki diğer önemli çıkarları ciddi bir şekilde tehdit eden sorunlu bir dönüşüm sürecini tetiklemiştir. Bu durum; başta Rusya ve Çin olmak üzere Kuzey Afrika'da yükselen güçlerin hızla genişleyen rolüyle birleşip, bölgede ABD ve AB'nin kendi aralarında dikkate değer etkileşim ve işbirliğine rağmen bölge mimarisini yeniden tasarlama konusunda bir rekabet yaşadıkları çok kutuplu yeni bir bölgesel oluşumu beslemektedir. Bunun bir sonucu olarak, Arap Baharı'nın başlamasından sonraki yıllar Birliğin bu zorlukların üstesinden gelmek için aldığı dış politika pozisyonunda görüleceği üzere hayatta kalma konusunu önüne daha fazla çıkarmıştır. Bir denge arayışı içinde olan AB, Akdeniz'in güneyinde statükosunu korumaya ve bölgede hayatta kalmaya çalışmakta ama aynı zamanda bölge üzerindeki hegemonik idealleri konusunda tereddüt etmektedir. Bu bağlamda, bu çalışma, sistemik bir teoriyi, tam adıyla savunmacı neorealizmi, AB'nin yıllar içinde uluslararası sistemik baskı altında bölgesel çıkarları, mücadeleleri ve gelecekteki hedeflerini güç hesaplamaları ve gelecekteki niyetlerine dayanarak Kuzey Afrika dış politikasına uygulamayı hedeflemektedir. Çalışma, AB'nin güneyinde kendi güvenliğini nasıl ve ne ölçüde arttırıp arttırmadığını araştırmaktadır. Çalışma, AB'nin Kuzey Afrika'daki en büyük amacının bütünsel bir yaklaşımla "güç dengesi" ve "tehdit dengesi" vasıtasıyla çeşitli dengeleme mekanizmaları kullanarak güvenliğini artıracak düzenleme ve politikalar oluşturmak olduğunu iddia etmektedir. Çalışmanın yöntemi, AB'nin bölgedeki ampirik olarak gözlemlenebilir davranışının bir teorinin (savunmacı neorealizm) belirli bir vakaya (AB'nin Kuzey Afrika ile ilişkileri) uygulanarak açıklanmasıdır. Bu çalışma, AB'nin dış politika davranışı ve savunmacı neorealist varsayımların esas olarak eşleştiğini göstermiştir. Çalışma, AB'nin güneyindeki güvenlik çıkarlarını ve tehditlerini bölgeye karşı savunmacı ve yumuşak güç projeksiyonu tutumu göstererek dengelediğini önermektedir. --- North Africa, part of the MENA region, is Europe's immediate neighborhood, hence is of strategic importance for European security. While Mediterranean Africa plays an important role in trade and economic issues for the European Union (EU); migration, terrorism, energy security and state failure have become the main security problems of the region throughout the post-Cold War era. The Arab Spring events of 2010/11 have triggered a troubled transformation process in North Africa, where the consequences and aftermath of the events seriously threatened European security and other important interests in the region. This has coupled with the rapidly expanding role of new rising powers, Russia and China in particular, fostering a new multipolar regional context in North Africa where the US and the EU have already had a competition in redesigning the architecture of the region, notwithstanding the considerable interaction and cooperation between the two. As a consequence, the years after the start of the Arab Spring has brought the survival issue to the fore of the Union ever more, evident in its foreign policy position to overcome these challenges. In search of balance, the EU has persistently sought to preserve its status quo in its Mediterranean South, seeking to survive, at the same time hesitant about its hegemonic ideals over the region. On these premises, this study aims to apply a systemic theory, namely defensive neorealism on the EU's foreign policy behavior in North Africa by examining its interests, challenges and aims toward the region over years, based on power calculations and future intentions under the international systemic pressure. It seeks to determine whether and to what extent the EU builds up and maximizes its security in its southern periphery. The study claims that the supreme aim of the EU in North Africa is to create arrangements fostering security through various balancing mechanisms, namely "balance of power" and "balance of threat" brought together in a joined-up approach. In retrospect, the method of the study is the application of a theory (defensive neorealism) to a specific case (the case of the EU's relations with North Africa) to investigate how the empirically observable behavior of the EU in the region can be explained through this theoretical lens. This study has shown that the EU's behavior and defensive neorealist assumptions mainly match. It suggests that the EU has taken a defensive and soft power-projection attitude into the region; hence balancing its security interests and threats in its south.

The logic behind a recent strain of Euroscepticism advocated by Brexiteers presents an empirical puzzle: how can voters from different economic positions publicly demand compliance with rules for fair market competition (Schmidt & Thatcher, 2014)—a key principle of neoliberal ideology—yet use nationalism to socially delegitimate the EU—whose market competition policy became increasingly neoliberal (Buch-Hansen & Wigger, 2010)? This puzzle is especially relevant given the power of nationalist and neoliberal rhetoric to mobilize popular opposition to the EU leading up Brexit (Andreouli & Nicholson, 2018). We dub this form of Euroscepticism 'nationalist neo-liberal Euroscepticism' (NNLE) and investigate it empirically. Research on Brexit builds on the Euroscepticism literature that traditionally measures opposition to the EU as an attitude at the individual level (for a summary see Hobolt and de Vries 2016; also Hobolt and Wratil 2015; de Vries 2018). For instance, Hobolt found that support for Brexit "was particularly common among less-educated, poorer and older voters, and those who expressed concerns about immigration and multi-culturalism (2016, p. 1259), while others found that ethnic, economic, and regional differences structured attitudinal support for the EU (e.g. Bonikowski 2017; Flemmen and Savage 2017; Gidron and Hall 2017; Laurence et al. 2019)(Carreras, Carreras, and Bowler 2019). However, both the Euroscepticism literature and these recent works investigate Euroscepticism from the perspective of individual citizens' privately held attitudes or voting behavior rather than by empirically analyzing the socially acceptable forms of Euroscepticism citizens encounter, use, and respond to in everyday life. In this article, we investigate socially acceptable—and thus normative—Euroscepticism. Responding to the aforementioned empirical puzzle, we analyze normative 'nationalist neo-liberal Euroscepticism' (NNLE). To do so, we must shift our focus from individual British citizens' surveyed pre-Brexit attitudes to social norms that are shared across economic divisions. In our analysis, we investigate this Euroscepticism as it manifests in a 'moral economy'— or popular consensus about moral principles of economic exchange that forms a normative basis of economic action, attitudes, and legitimacy (Thompson 1971; Mau 2003; Svallfors 2006; Sachweh 2012; Koos and Sachweh 2017; Taylor-Gooby et al. 2018). To conduct this analysis, we respond to an important gap in the contemporary literature concerning moral economy in terms of the evolution of normatively based popular outrage against market action. This type of analysis was central to foundational work on moral economy—which stressed the temporal element of moral economies as normative (see, Scott, 1977; Thompson, 1971). Returning to this diachronic comparative approach to moral economy, we study 'nationalist neo-liberal Euroscepticism' longitudinally as a form of normative market outrage as it developed over time. Our investigation into whether the Euroscepticism of UK citizens can be explained because of the EU's infringement of the nationalist and neoliberal norms at the basis of British citizens' moral economy proceeds in three steps. First, using semi-structured interview data collected right after Brexit (2016 Qualitative Election Study of Britain) we identify popular outrage against the EU as nationalist neo-liberal Euroscepticism by analyzing how Brexit supporters and opponents socially legitimated their vote. Second, relying on focus group data that predates Brexit by a decade (2005-6 CITAE) we show how the deligitimation of the EU in 2016 can be traced back to shared 3 popular norms regarding EU market action that constitute a moral economy of nationalist neoliberal Euroscepticism. Third, based on our analysis of Celine Belot's semi-structured interview data (1995-6) collected just after the Maastricht Treaty, we identify the beginning stages of this normative anti-EU popular outrage. This final step does not find evidence of a nationalist neo-liberal moral economy, but instead finds what appears to be building blocks of such a moral economy. This three-step analysis then sets the stage for an investigation into this nationalist neo-liberal moral economy as 'normative policy feedback' (Rothstein 1998; Svallfors 2006; Koos and Sachweh 2017)—a perspective that sees moral economy as structured by institutionalized norms of economic exchange. Future work can then investigate this moral economy as a form of policy feedback in order to supplement work on Euroscepticism as structured by socio-economic or ethnic divisions. This paper falls into six sections dealing with the theoretical framework on moral economies, nationalism and neo-liberalism, methodology and data, the three-step analysis and discussion and conclusions.

In the present paper, through the interpretation and analysis of the information obtained on the labor market, we seek to find explanations for political and social situations from the implementation of the neoliberal opening model that affects about 60% of Colombian workers. This will allow us to find the answers to the real consequences that emanate from the regressive legislation on labor and social security that has been prevailing in recent years in Colombia. To achieve the objective, it is necessary to go to normative and theoretical sources referring to labor matters and secondary sources such as ILO documents, DANE and the Ministry of Labor, magazines, national and international papers and other documents emanating from different levels With the subject of study that in one way or another affects the Colombian working class, resulting in precariousness in the hiring of labor. According to the study, supported by statistical data that allow to make an empirical reading, it will be possible to find the true causes of a social problem that can be inoculated in Colombia that directly affect the quality of life of the worker and the general welfare. ; En el presente escrito se busca, mediante la interpretación y análisis de la información obtenida sobre mercado laboral, hallar explicaciones a situaciones políticas y sociales desde la implementación del modelo neoliberal aperturista que afecta a cerca del 60% de trabajadores colombianos. Lo anterior, permitirá encontrar las respuestas a las verdaderas consecuencias que emanan de la legislación regresiva en materia laboral y seguridad social que ha venido imponiéndose en los últimos años en Colombia. Para lograr el objetivo, se hace necesario acudir a fuentes normativas y teóricas referentes a la materia laboral y fuentes; secundarias como documentos de la OIT, el DANE y el Misterio de Trabajo, revistas, ponencias nacionales e internacionales y otros documentos emanados de distintos estamentos relacionados con el tema de estudio que de manera directa afectan a la clase trabajadora colombiana, derivando en precarización en la contratación laboral. Ce qui précède, permettra de trouver les réponses aux véritables conséquences qui émanent de la législation régressive en matière du travail et de sécurité sociale qui ont été imposés au cours de dernières années en Colombie. Pour atteindre cet objectif, il est nécessaire de s'appuyer sur des sources normatives et théoriques liées au travail et à des sources secondaires telles que des documents de l'OIT, le DANE*, le mystère du travail, des magazines, des conférences nationales et internationales et d'autres documents publiés de différents domaines liés au sujet d'étude et qui affectent directement la classe ouvrière colombienne, ce qui conduit à la précarisation du contrat de travail. Para atingir o objetivo, é necessário recorrer a fontes normativas e teóricas referentes a questões trabalhistas e secundárias, como documentos da OIT, o DANE e o Mistério do Trabalho, revistas, jornais nacionais e internacionais e outros documentos emanados de diferentes status relacionados. com o objeto de estudo que afeta diretamente a classe trabalhadora colombiana, levando à precarização do contrato de trabalho. De acordo com o estudo apoiado por dados estatísticos que nos permitem fazer uma leitura empírica, poderemos encontrar as verdadeiras causas de um problema social inconcebível na Colômbia que afeta diretamente a qualidade de vida e o bem-estar geral do trabalhador.

The purpose of the research. The main purpose of the study is to find out the experience of researching and solving the problem of professional burnout for physicians including family ones in the United States, by analyzing recent surveys and scientific papers of American and European scientists. Methodology. While working on the article, general scientific theoretical methods were used to accomplish the tasks and achieve the purpose of the research. The methodological basis of the research was the structural-functional method, which allowed considering the phenomenon of professional burnout as a whole with separate elements and their dependencies. Using a historical method, a brief overview of the research development by US scientists on the problem of professional burnout of physicians with a focus on key events that occurred at each of the stages highlighted in the scientific papers. A comparative method was used to compare the results of surveys of different years and topics, data presented in the proceedings of the scientists, and research approaches. Methods of systematization and generalization were used to formulate the paper's conclusions, in particular, to highlight the essential features of the American research experience and practical problem solution of professional burnout of physicians. Results. It has been found that the professional burnout of physicians has been a matter of concern for the government, professional medical associations, and the general public for physicians of various US specialties for a long time. Although burnout affects physicians of all disciplines, it has been discovered that, among family physicians, this phenomenon exceeds the average level, especially compared to the general economically active population of the United States. Two approaches to identifying and reducing the risk of occupational burnout in the United States have been identified and characterized: the first approach covers measures aimed directly at a physician, that is, a specific individual, and the second, involves measures aimed at an organization, that is, a medical institution. It has been found that American scientists have concluded that organizational measures are more effective, but the first approach should be applied as a first step in overcoming professional burnout. Practical meaning. The results of the research are applicable for further scientific exploration and practical problem solution of professional burnout of physicians, including family ones, in Ukraine. Головна мета статті полягає вивченні досвіду дослідження та вирішення проблеми професійного вигоряння лікарів, зокрема сімейних, в США, на основі аналізу останніх за часом опитувань та наукових праць американських і європейських учених. Методологія. Під час роботи над статтею були використані загальнонаукові теоретичні методи за допомогою яких були виконані завдання і досягнуто мету дослідження. Методологічною основою дослідження став структурно-функціональний метод, який дозволив розглянути феномен професійного вигоряння, як єдине ціле з окремими елементами та залежностями між ними. За допомогою історичного методу зроблений стислий огляд розвитку досліджень ученими США проблеми професійного вигоряння лікарів з акцентом на ключові події, які сталися на кожному з виділених в наукових працях етапів. Для порівняння результатів опитувань різних років та тематик, даних, які наводяться в працях учених, та дослідницьких підходів використовувався компаративний метод. Методи систематизації та узагальнення використовувалися для формулювання висновків статті, зокрема з метою виділення суттєвих ознак американського досвіду дослідження та практичного вирішення проблеми професійного вигоряння лікарів. Результати. З'ясовано, що професійне вигоряння лікарів є предметом стурбованості уряду, професійних медичних асоціацій та широкого загалу лікарів різних спеціальностей США вже протягом тривалого часу. Встановлено, що хоча вигоряння впливає на лікарів усіх спеціальностей, серед сімейних лікарів це явище перевищує середній рівень, особливо порівняно із загальним економічно активним населенням США. Виявлено та охарактеризовано два підходи до визначення та зменшення ризик професійного вигоряння лікарів в США: перший підхід охоплює заходи, спрямовані безпосередньо на лікаря, тобто на конкретного індивіда, а другий – передбачає заходи, спрямовані на організацію, тобто на медичний заклад. Американські учені дійшли висновку, що заходи, спрямовані на організацію є більш ефективними, однак перший підхід слід застосовувати як перший крок у подоланні професійного вигоряння. The aim of the article is to formulate the investment aspects of event tourism development in national and regional areas. Methodology. In the research general science methods such as generalization and comparison were used. It was made for analyzing scientists' views in connection with event tourism. Results. In the article theoretical essence of event tourism was analyzed. Also interrelation between event tourism and event management including a complex of actions such as planning, organization, control and realization of different events and activities for the purpose of popularization of the specific event and territory was highlighted. The basic specific features of event tourism were identified. The necessity of establishing a system of constant monitoring of the situation and introduction of measures to form preconditions for reducing the negative factors influence were substantiated. The value of market research connected with the changes in geospatial vectors of tourist flows to respond quickly to customers' needs and in order to meet an effective consumer demand, the development of strategic measures to restore and evolve tourism were justified. Practical meaning. It is determined that event tourism is an important element of the tourism services structure. The novelties always have the biggest demand in every area of human activity. Accordingly, event tourism can become the main feature of the region. It can provide a regular tourists flow and it means higher income, which fixes the base of its social and economic development. It was underlined that the main condition of the domestic tourism development in Ukraine is the creation of a favorable investment climate and transparent legislation. It was defined that nowadays Ukrainian tourist market is too chaotic. Because of the disorder of tourist market tour operators, hotels and tourists have many problems. They include invalid licenses, imperfect categorization of accommodation facilities, unsystematic activities of travel agencies and guides. It is necessary to install clear and easy working rules in order to act effectively in the tourist market. Prospects for further research. It is proved that the formation of effective legislation with changes in relevant laws has to become the basis for event tourism development in the country and the regions. And only after that it is possible to speak about infrastructure development and investment attraction to this sector of economy. It is necessary to form new tourist products in the regions. Only in one complex all these points will become the base of tourist territories development on the condition that local businesses and communities will be involved. ; Метою статті є визначення інвестиційних аспектів розвитку івент-туризму на національному та регіональному рівнях. Методологія. У досліджені застосовані загальнонаукові методи, зокрема узагальнення, порівняння – для аналізу поглядів науковців щодо сутності івент-туризму. Результати. В роботі було проаналізовано теоретичну сутність івент-туризму та його взаємозв'язок з формуванням івент-менеджменту як комплексу дій з планування, організації, контролю та проведення різних подій та заходів з метою популяризації конкретної подій та території. Визначено основні специфічні особливості івент-туризму. Обґрунтовано необхідність налагодження системи постійного моніторингу ситуації, запровадження заходів із формування передумов зменшення сили впливу негативних чинників, ринкових досліджень змін геопросторових векторів туристських потоків для швидкого реагування на потреби та задоволення відкладеного платоспроможного попиту споживачів, розроблення стратегічних заходів відновлення і розвитку туристичної діяльності підприємств. Практичне значення. Встановлено, що івентивний туризм являється важливою ланкою у структурі туристичних послуг. У кожній сфері діяльності людини саме новинки користуються найбільшим попитом. Відповідно, саме івентивний туризм може стати основною особливістю регіону, що в змозі забезпечити регулярний потік відвідувачів, а значить і доходів, закріплюючи тим самим підґрунтя його соціально-економічного розвитку. Визначено, що основною умовою розвитку внутрішнього туризму в Україні є створення сприятливого інвестиційного клімату та прозорого законодавчого поля. Адже український туристичний ринок сьогодні досить хаотичний. Від невпорядкованості туристичного ринку страждають і туроператори, і готелі, і самі туристи. Недієві ліцензії, недосконала категоризація засобів розміщення, безсистемна діяльність туристичних агентств та гідів, тощо. Для ефективної роботи туристичного ринку, залучення інвестицій необхідно встановити чіткі та прості до виконання правила роботи. Перспективи подальших досліджень. Обґрунтовано, що базисом для розвитку івент-туризму в країні та її регіонах повинно стати формування дієвого правового поля, з внесенням змін до відповідних законів. І вже як наслідок розбудова інфраструктури та залучення інвестицій до цього сектора економіки. Необхідно формувати формувати нові туристичні продукти в регіонах. Все це в комплексі стане основою розвитку всіх туристичних територій за умови залучення місцевого бізнесу та громад.

In der vorliegenden Dissertation werden Charakteristika von bürgergesellschaftlichen Agent_innen des Wandels (AdW) für soziale Innovationen der Nachhaltigkeit im urbanen Raum untersucht. Konkreter geht es um Aspekte der Aktivierung und Verstetigung des Engagements von Agent_innen des Wandels und ihren Initiativen. Deren sozial-innovative Wirksamkeit wird anhand von Typiken erklärt, die aus dem Interviewmaterial gewonnen werden. Die drei Leitfragen sondieren 1) Eigenschaften und Orientierungen von AdW, 2) Rollen, Funktionen und Kompetenzen dieser in lokalen Veränderungsprozessen sowie 3) Kontextfaktoren ihres Handelns - hier dienen Netzwerke von Agent_innen des Wandels und ihren Initiativen sowie die soziale Innovationskultur als erklärende Variablen. Der Theorieteil (Kap. 4) skizziert theoretische Leuchttürme und offene Fragen des Forschungsfeldes. Zunächst wird ein Blick auf nachhaltige (Stadt-) Entwicklung und in diesem Kontext auf soziale Innovationen von unten geworfen. Es werden Forschungen zu Change Agents, Meinungsführer_innen und AdW im urbanen Raum sowie zu Machtfragen im Handeln von Akteur_innen im Kontext sozialer Innovationen der Nachhaltigkeit sowie das Promotorenmodell (Hauschildt/Gmünden 1999) vorgestellt. Des Weiteren werden Ergebnisse der Forschung zu Engagement und Bürgergesellschaft dargestellt, die Bedeutung der institutionellen Landschaft in diesem Kontext eruiert sowie Forschungsdefizite benannt. Schließlich werden Netzwerk-Aspekte des Wirkens von AdW skizziert, u. a. das Konzept der Communities of Practice (Wenger 2008) sowie Aspekte der Akteur-Netzwerk-Theorie (Latour 2007) eingeführt. In einem explorativen Design inspiriert von der Grounded Theory werden im empirischen Teil der Arbeit (Kap. 5) mithilfe leitfadengestützter, qualitativer Interviews und einer qualitativen Inhaltsanalyse vier Typologien entwickelt. Die Typologie 1 zu Eigenschaften und Orientierungen von Agent_innen des Wandels lenkt den Blick auf die Engagementgeschichte, Veränderungsantrieb, Selbstwirksamkeit und Lebensstil und damit auf die Bedeutung von biographischen Schlüsselerlebnissen für die Aktivierung und Verstetigung des sozial-innovativen Engagements von AdW. Diese Typologie unterscheidet vier Typen von AdW sozialer Innovationen der Nachhaltigkeit. Typologie 2 charakterisiert Rollen, Funktionen und Kompetenzen von AdW in lokalen Veränderungsprozessen. Diese Typologie liegt quer zur ersten. Sie blickt auf die unterschiedlichen Promotorenrollen, die in lokalen Innovationsprozessen erforderlich sind und von einer ausreichenden Anzahl an AdW ausgefüllt werden sollten. Es werden auch hier vier Typen unterschieden. In Kontext 1 werden verschiedene Arten von Netzwerken typisiert. Sie lassen sich in Verflechtungen auf Mikro-, Meso- und Makroebene sowie in Akteur-Netzwerke differenzieren. In Kontext 2 schließlich werden Aspekte einer sozialen Innovationskultur als förderliche bzw. hemmende Faktoren des Handelns von AdW skizziert und Typiken von Dialog, Kooperation und Konflikt im Umgang von Initiativen mit Stadtverwaltungen beschrieben. Der Schlussteil der Arbeit fasst die Ergebnisse der empirischen Untersuchung zusammen, skizziert den transformativen Beitrag von AdW für soziale Innovationen der Nachhaltigkeit, diskutiert die Ergebnisse der Arbeit und gibt einen Ausblick auf offene Forschungsperspektiven. Mit Blick auf die Praxis werden schließlich Erfolgsfaktoren von AdW und Möglichkeiten der Förderung dieser im städtischen Kontext umrissen. ; This dissertation examines the characteristics of civic change agents (CA) for social innovations of sustainability in urban areas. More specifically, it deals with aspects of activation and reinforcement of the engagements of change agents and their initiatives. Their social-innovative efficacy is explained by the techniques obtained from the interview material. The three key questions explore 1) characteristics and orientations of change agents, 2) roles, functions and competencies of these in local change processes as and 3) context factors of their actions - here, networks of change agents and their initiatives and the social culture of innovation serve as explanatory variables. Chapter 4 sketches theoretical lighthouses and open questions in the research field. First, a look at sustainable (urban) development and, in this context, social innovation from the grassroots is taken. Research on change agents, opinion leaders and on power aspects of the actors' actions in the context of social innovations in sustainability as well as the promoter model (Hauschildt/Gmünden 1999) are presented. Furthermore, the chapter deals with the results of research on engagement and civil society, examines the importance of the institutional landscape in this context and identifies research deficiencies. Finally, network aspects of the work of change agents are outlined, including the concept of Communities of Practice (Wenger 2008) and aspects of Actor-Network Theory (Latour 2007). Inspired by Grounded Theory, four typologies are developed in the empirical part of this dissertation (Chapter 5) using guided, qualitative interviews and qualitative content analysis. Typology 1 on the characteristics and orientations of change agents draws attention to the individual history of engagement, motivational driving forces, self-efficacy and lifestyle and thus to the importance of biographical key experiences for the activation and reinforcement of change agents' socio-innovative volunteerism. Typology 2 characterizes the roles, functions and competencies of change agents in local change processes. This typology is transverse to the first. It looks at different promoter roles required in local innovation processes for sustainability. Context 1 characterizes different types of networks. They can be differentiated into interconnections at the micro, meso and macro levels as well as described as actor-networks. Finally, in context 2, aspects of a social innovation culture are outlined as promoting or inhibiting factors in change agents' actions. The initiatives different types of dialogue, co-operation and conflict with city governments are being described and analysed. The final part of the work summarizes the results of the empirical study, outlines change agents' transformative contributions to social innovations in sustainability, discusses the results of the work and gives an outlook on open research perspectives. Finally, with regard to practical application, change agents' success factors and ways of promoting change agent activities and and supporting their efforts are outlined briefly for the urban context.

Globale Prozesse wie Klimawandel, Ernährungssicherheit und der Übergang zu einer post-kohlebasierten-Gesellschaft stellen große Herausforderungen auf verschiedenen gesellschaftlichen und räumlichen Ebenen dar und erfordern ein auf Nachhaltigkeit ausgerichtetes Handeln (Transition). Diese Übergänge beeinflussen soziale Bedürfnisse in grundlegender Weise. Das Ergebnis ist eine breite Debatte über nachhaltige Entwicklung der letzten Jahre zwischen Forschern, Akteuren und Politikern. Eine Diskussion darüber, wie man die derzeitigen Pfade der Nichtnachhaltigkeit verlassen und Übergänge managen kann, um globale Ziele für Nachhaltigkeit zu erreichen. Neuheiten wie z.B. Innovationen, Projekte und Basisinitiativen, die die aktuellen Mainstream-Praktiken in Frage stellen, sind wichtig für Nachhaltigkeitsübergänge. Der transition theory zufolge, entwickeln sich diese Neuerungen in Nischen. Sie werden auf lokaler Ebene geschaffen und sind zeitlich begrenzte "geschützte Räume" gegen das dominante Regime, in dem innovatives Handeln stattfindet. Hier können durch neue Ideen und neue Initiativen, Techniken, alternative Technologien und unterschiedliche soziale Praktiken Abweichungen vom Status quo auftreten. Lange Zeit galten ländliche Peripherien als nicht sehr innovativ. Dies ist auf standortbezogene und strukturelle Nachteile zurückzuführen. Dieses Bild beginnt sich jedoch zu verändern. In jüngster Zeit wurden Innovationen in ländlichen Gebieten sowohl für eine nachhaltige regionale Entwicklung als auch für die Bewältigung wichtiger globaler Herausforderungen als wichtig angesehen. Darüber hinaus sind die ländlichen Gebiete nach wie vor von großer Bedeutung für den nationalen und globalen Naturschutz oder die Erbringung von Umweltdienstleistungen. Gleichzeitig kämpfen sie für eine bessere Lebensqualität und wirtschaftliche Entwicklung. UNESCO-Biosphärenreservate können in diesem Spannungsfeld zwischen Schutz und Übergang einen wichtigen Beitrag leisten. Ursprünglich als Regionen zur Erforschung der Mensch-Umwelt-Beziehungen gedacht, haben sich die BRs zu multifunktionalen Landschaften entwickelt. Seit der Einführung des MAB-Programms in den 1970er Jahren wurde ein globales Netzwerk aufgebaut. Hier fungieren die Biosphärenreservate als Modellregionen oder "Reallabore", um Wissen über die komplexen Prozesse der Nachhaltigkeitsübergänge zu sammeln und geeignete Rahmenbedingungen für innovative Ansätze zu schaffen. Ziel dieser Arbeit ist es, das Zusammenspiel von Biosphärenreservaten und Innovationen im Kontext von Nachhaltigkeitsübergängen in zwei ländlichen "Best Practice"-Fallstudien (Großes Walsertal und Entlebuch) zu analysieren und zu diskutieren. Mit meinen eigenen drei Artikeln, die in peer-reviewed Journalen veröffentlicht wurden, und einer umfangreichen Rahmentext ist mein Ansatz hybrid. Der Rahmentext liefert den notwendigen State of the Art und den theoretischen Rahmen. Die drei Artikel beschreiben die empirische Arbeit in den beiden Fallstudien und die Schlussfolgerungen, die für das spezifische Thema jedes Artikels gezogen wurden. Meine Ergebnisse zeigen, dass das MAB eine globale Nische für neue Mensch-Umwelt-Beziehungen ist, in der nachhaltigkeitsorientierte Initiativen, Projekte und Innovationen für eine Öko-Ökonomie entwickelt, getestet und verbreitet werden können. ; Societies around the world face major challenges arising from persistent problems. Since the turn of the millennium, the discussion about sustainable development has therefore shifted strongly in the direc-tion of opportunities for sustainability transitions. These describe fundamental changes in the way soci-eties meet their needs. This may seem simple at first glance, but is hampered by path dependencies, lock-ins and uncertain knowledge. Novelties e.g. innovations, projects and grassroots initiatives that challenge the current mainstream practices are important for sustainability transitions. According to transition theory, these novelties develop in niches. They are created on the local level and are time-limited "protected spaces" against the dominant regime where innovative action happens. Here variations to and deviants from the status quo can occur as a result of new ideas and new initiatives, techniques, alternative technologies and dif-ferent social practices. For a long time, rural, peripheral areas were regarded as not very innovative. This was due to location-related and structural disadvantages. However, this picture is beginning to change. More recently, in-novations in rural areas have been seen as important both for sustainable regional development and for tackling key global challenges. Furthermore, rural areas continue to be of great importance in the field of national and global nature conservation or the provision of environmental services. At the same time, they are struggling for a better quality of life and economic development. UNESCO Biosphere Reserves can make an important contribution in this area of conflict between pro-tection and transition. Originally intended as regions to study human-environment relationships, BRs have developed into multifunctional landscapes. Since the introduction of the MAB programme in the 1970s, a global network has been established. Here, Biosphere Reserves function as model regions or "real world laboratories" to gather knowledge about the complex processes of sustainability transitions and to create suitable framework conditions for innovative approaches. The aim of this thesis is to analyse and discuss the interplay between Biosphere Reserves and innova-tions in the context of sustainability transitions in two rural 'best practice case studies (Großes Wal-sertal and Entlebuch). With my own three articles published in peer-reviewed journals and an exten-sive framing discussion my approach is hybrid. The framework text provides the necessary state of the art and the theoretical framework. The three articles describe the empirical work done in the two case studies and the conclusions drawn for each articles specific topic. Problem setting. Taking government decisions with the participation of citizens was a constant effort from the earlier civilizations. In the ancient Greece Aristotle pointed out that resolution of all state issues must depend on the general meeting of citizens, and the judges must be elected by way of draw procedure for the period of fixed duration. The problem of citizens' participation in the process of the state administration can be resolved by the medium of representative democracy, but in recent years the so-called crisis of representative democracies became so evident that the reduction of participation quota of citizens in the elections was not surprising, given the fact that the latter do not always obtain positive results from the activity of their representatives.Recent research and publications analysis. The idea of employment of new technologies for the support, development, expansion and renewal of democratic practical activities came up long time ago. In the foreign scientific literature the works of such scientists as A. Bell, M. Bonham, S. Zuridis, M. Bones, S. Klift, S. Buras, P. Noris, N. Katris and others, were dedicated to the research of the problem of electronic government, its specific aspects, forms and manifestation in the practical activity. Among Ukrainian scientists who learned the issue of electronic government we can name P. Klimushyn and A. Serenyuk. In their monograph "Electronic government in the information society" they highlighted the actual scientific and theoretical fundamentals of electronic government and organizational and juridical aspects of formation and transformation of the information society in Ukraine.Highlighting previously unsettled parts of the general problem. Over the decades the potential benefits of employment of information and communication technologies in the democracy continue to grow worldwide. Consequently the enhancement of electronic government brings up new questions the decision of which will influence even the subsequent fate of the country. In particular, the tendency towards openness and transparency in the activity of public and local authorities will most probably lead to the employment of such information for lucrative purposes, it can be misused against the state and the private persons as well and it may bring the potential hazard to the integrity and sovereignty of the state.Paper main body. The expression "electronic government" is referred to the English term "Electronic governance (e-government)". In accordance with the concept of development of electronic government in Ukraine, electronic government is a method of organization of the state power through the use of information network systems and segments of the global information network. It can enable the government authorities to work on a real-time basis, and make everyday communication of citizens, juridical persons, non-public organizations with the government authorities more simple and accessible. Analyzing the realization of the concept of electronic government around the world we can select two main models of electronic government: e-Government 1.0 and e-Government 2.0. The first of these models is primary as it is based on the idea of providing citizens the access to various electronic services through the web resources of the public and local authorities by means of creating by the latter methods and ways of providing such services on web resources (own or joint).The result of transformation of electronic government is the adaptation of the model e-Government 2.0 worldwide. This model is based on another form of web network, Web 2.0, and it assists the government, citizens and innovation companies in improving transparency and efficiency of the state administration under the principle "give the government into the hands of citizens". On the basis of international experience Ukraine step by step implements and puts into practice the concept of electronic government in its own environment. As confirmation of this fact we have access to 188 electronic services on the Government web portal, formation of the Ministry of digital transformation of Ukraine and also creation of the pilot project "e-malyatko" and so forth.Conclusions of the research and prospects for further studies. Electronic government has enormous potential in improving the efficiency of cooperation between citizens, business community and the government. The advanced and effective electronic government will create new methods and ways of citizens' participation in the state affairs fulfilling its function and in electronic format uniting citizens, business and all levels of power in the country. ; Розглянуто основні підходи до розуміння електронного урядування та організаційно-правові аспекти його практичної реалізації. The article is devoted to the research of the formation of a regulatory framework for ensuring the professionalization and development of professional competence of public servants in Ukraine. The analysis of the current state is carried out and the ways of improvement of this process at the legislative level are outlined. Considering the active scientific searches of scientists on the problems of regulatory support of public servants' professional competence and introduction of a competent approach in the system of their preparation and activity, this issue still remains rather debatable. The purpose of the article is to analyze the legal framework for ensuring the public servants' professionalization in Ukraine.Paper main body. The implementation of a competent approach in personnel policy implies ensuring the professionalism of public servants, who are open to change, self-improvement and effective implementation of new principles of public administration; who are able to perform their professional duties competently and responsibly.Creating a single harmonized European area of higher education within the Bologna Process in order to ensure the competitiveness of professionals; the development of the Framework for Qualifications of the European Higher Education Area (2005) and the European Qualifications Framework for Lifelong Learning (2008), which serve as a basis for comparing, understanding and recognizing national education systems, were the initial stages of the democratization of education and retraining of competent public servants. Within the framework of the European integration of higher education in Ukraine, the National Qualifications Framework (a systematic and structured description of competences, 2011) was approved.On the way to the introduction of a competent approach in the system of personnel management of the public service bodies, a number of regulatory documents have been approved, which determine the peculiarities of the formation of public servants' professional competence. The article reviews the main ones.The new laws provide for the use of a competent approach to assess the ability of public servants to perform their professional duties. It also envisages the development of professional competence profiles of public service positions, which will create the need to train specialists in the profiles of competence to obtain the special knowledge, skills, abilities required for a public servant to perform official duties.The advanced training of public servants should be tailored to their career prospects. There is a need to constantly increase the level of public servants' professional competence and a logical step would be to legislate the importance of their personal motivation.It is urgent to introduce innovative regulatory instruments for the effective implementation of the latest reforms in the context of globalization. The public servants must constantly, systematically update their professional competence.Conclusions of the research and prospects for further studies. Based on the analysis of strategic documents, European approaches and means of implementation of the competence approach, advanced scientific researches, it can be argued that the formation of public servants' professional competence is determined not only by the profiles of public service posts, built on functional grounds, but also by the needs of their personal development. It is summarized that the regulatory framework on the topic of the research is in the process of active improvement, the approved norms are often declarative and superficial.There are no clear standards for assessing public servants' qualifications. The system of public servants' vocational training does not fully meet the modern requirements for the quality and content of education, only partially the goals and objectives of public servants are taken into account. The imperfect mechanism for determining the real needs of servants does not provide a link between the vocational training system and the practice of public administration. ; Досліджено формування нормативної бази щодо забезпечення професіоналізації та розвитку професійної компетентності державних службовців в Україні.
