This article analyzes the international negotiations of sub-State governments (inssg) in Mexico. It addresses five questions: 1) What factors explain the increasing number ofinssgs? 2) What is the impact of federalism oninssg? 3) What are the levels ofinssgand how have they changed over the years? 4) How do Mexican sub-State governments (ssg) institutionalize their international negotiations? 5) What are the perceptions and capacities of thessgin their internationalization process? In a context of accelerated climate change, increasing scarcity, and global population growth, environmentalissues and natural resources have become a matter of heightened concern for international security.Competition for access to and use of scarce natural resources are increasingly part of the nations' geostrategicpolicies. South America, one of the richest regions in the world in terms of natural resources, especiallywater, attracts the international interest. This article builds up a picture of such water resources and presentsevidence suggesting the urgent need for more effective cooperation among South American states to establishguidelines for the management and defense of the region's natural wealth.

Cet article défend l'idée que l'élaboration d'une citoyenneté dans les camps transcende l'État-nation par sa référence à la communauté internationale. La gestion des déplacements forcés de population « fabrique » en fait du réfugié afin de ne pas interférer avec l'« ordre national des choses ». Dans les camps, les réfugiés sont exclus de l'État-nation et exercent un contrôle restreint sur leur propre vie, mais ils voient en même temps leur existence reconnue par les « grandes nations ». Or, la communauté internationale est perçue comme supérieure à l'État-nation. Résultat paradoxal, le statut de réfugié a pu devenir plus attrayant que la citoyenneté du pays d'accueil.

The article introduces the special issue by exploring the full potential of "resilience" as a governing regime of the European Union and other international institutions. Developing a more comprehensive understanding of the concept is important for three reasons. One, it gives an opportunity to see resilience not only as a quality of a system, but also as a way of thinking, and a process inherent to "the local" that cannot be externally engineered. Two, as an analytic of governance, resilience challenges the current fundamentals of top-down global governance and refocuses it on the role of "the local" and "the person" to make it more responsive to people's needs. Three, resilience cannot be understood without exploring where and how it is constituted–that is, without unpacking "the local" ordering domain to see how ontological insecurity and a sense of "good life" could contribute to the emergence of more adaptive governing systems.

This book examines the adverse impacts of liberal peacebuilding in conflict-affected societies. It introduces 'peace figuration' as a new analytical framework for studying the intentionality, performativity, and consequences of liberal peacebuilding. The work challenges current theories and views and searches for alternative non-conflicted research avenues that are suitable for understanding how peacebuilding intentions are made, how different events shape peace outcomes, and what are the consequences of peacebuilding interventions. Drawing on detailed case studies of peacebuilding in Bosnia and Herzegovina, Kosovo and Timor-Leste, the book argues that attempts to build peace often fail to achieve the intended outcomes. A figurational view of peacebuilding interventions shows that post-conflict societies experience multiple episodes of success and failure in an unpredictable trajectory. This book develops a relational sociology of peacebuilding impact, which is crucial for overcoming static measurement of peacebuilding successes or failures. It shows that international interventions can shape peace but, importantly, not always in the shape they intended.
