Este artículo aborda algunos de los retos actuales de la planificación pública latinoamericana. Argumenta en favor de recuperar los temas clave del desarrollo nacional y regional, como parte inherente de su objeto. Propone como tarea de la planificación la construcción de capacidad estatal, en particular, la capacidad política que permite lidiar con los conflictos propios de los procesos de desarrollo, a los efectos de asegurar la autonomía del Estado respecto de los poderes fácticos. Distingue dos tipos de sistema de planificación -el racional-burocrático y el político-estratégico- y plantea que en cualquier caso el sistema de planificación sólo se fortalece si asimismo se fortalecen los núcleos estratégicos del modelo de desarrollo. Rescata la dimensión política de las políticas públicas, abogando por una práctica más flexible de la planificación que permita lidiar con los cambios y con la incertidumbre. Finalmente, advierte que para aventurarse en el terreno incierto de la política, la planificación debe fortalecer su núcleo duro: la mirada diagnóstica y el conocimiento de los procesos de agregación de valor en el sector público. Tal saber constituye el ancla que le permitirá ser dúctil y maleable para mantener una relación orgánica con el contexto. ; This article addresses some of the current challenges of Latin American public planning. Argues in favor of recovering the key issues of national and regional development, as an inherent part of its object. Supports the idea that one of the main tasks of planning is state capacity building, in particular the political capacity that allows dealing with the conflicts of the development process, in order to ensure the state autonomy from the "powers that be". Differentiates two types of system planning, the rational-bureaucratic system and political-strategic system, and argues that in any case strengthening the planning system is strengthening the strategic core of the development model. Rescues the political dimension of public policy, advocating for a more flexible planning practice to cope with change and uncertainty. Finally, warns that to venture into the uncertain terrain of politics, planning should strengthen its hard core: diagnostic analysis and awareness of the value-added processes in the public sector. Such knowledge is the anchor that will allow it to be ductile and malleable to maintain an organic relationship with the context.

In minimizing population growth that occurs in Indonesia one of them can be done with a family planning program (KB) that has been carried out by the government. In accordance with the framework and ideals of the Indonesian people listed in the opening of the 1945 Constitution. The purpose of the study was to describe the implementation of improving population control through family planning programs in Semarang District in terms of Article 4 Paragraph (1) of the Central Java Regional Regulation No. 6 of 2013 and Knowing the supporting and inhibiting factors in overcoming population control through family planning programs in Semarang Regency. This legal research method uses a qualitative approach with a type of socio-legal research. The results of the study were obtained that (1) The implementation of family planning programs in Semarang Regency was carried out well from the central level to the field. The Office of PP, PA, and KB carry out regulations related to family planning programs which are the vision of the Regent. By communicating, providing information and education to the community and providing socialization and coordination in the implementation of family planning. (2) The supporting factor is the regulation on the implementation of family planning; there is reliable medical personnel. As for the inhibiting factors, not all communities accept the existence of a family planning program; community culture that is still strongly attached to each individual community. The conclusion is that the success of family programs goes very well and cannot be separated from community participation. So that it can be seen from the number of babies born can be reduced from 14,127 in 2015 and 13,328 in 2016 which are spread from 19 districts in Semarang Regency.

In der Region Hannover, zu der die Landeshauptstadt Hannover und weitere 20 Kommunen mit insgesamt 1,1 Millionen Einwohner(inne)n gehören, liegt seit dem 01.01.2003 die abfallpolitische Verantwortung ausschließlich auf regionaler Ebene bei der Region Hannover bzw. im operativen Bereich beim Zweckverband Abfallwirtschaft Region Hannover.
Dieser entstand durch die Fusion von zwei Abfallwirtschaftsbetrieben, die vorher
jeweils nur für die Kernstadt bzw. das Umland zuständig waren. Während vor dieser Regionalisierung die beiden Betriebe nicht kooperierten und sogar in Kernstadt und Umland gegenläufige abfallpolitische Weichenstellungen erfolgten, gibt es seitdem für das gesamte
Regionsgebiet eine Abfallpolitik "aus einem Guss", wobei sich die unterschiedlichen
Behandlungskonzepte (mechanisch-biologische Behandlung und thermische Verwertung)
optimal ergänzen. Auch die vorher deutlich dominierenden Stadt-Umland-Gegensätze sind
in der Abfallpolitik heute so gut wie bedeutungslos. Deutlich hingegen sind die betrieblichen Vorteile der Fusion im operativen Bereich – etwa bei der Zusammenführung von
Betriebsstätten und in der Personal- und Tourenplanung. In der Bevölkerung hat sich der
Betrieb mit seiner Dienstleistungsqualität eine hohe Akzeptanz erarbeitet; er sieht sich
für künftige Herausforderungen gut gerüstet.

The Performance Challenge Fund (PCF), established by the DILG in 2010, is a performance-based incentive program that gives financial subsidies to local government units (LGUs) that are awarded with the Seal of Good Local Governance (SGLG) (DILG MC No. 2017-160). It may be used for projects that are aligned with national government priorities, such as the Millennium Development Goals (MDGs), improved solid waste management, disaster risk reduction and management (DRRM), and tourism and local economic development. Almost a decade after its introduction, how has the PCF evolved and been appreciated by local governments? Facing challenges such as budgetary constraints and the presence of other national government programs that offer support to local governments, is there a need for improvements in the design of the PCF and what are these areas that might foster improved governance for all local governments? To answer these questions, this study uses the results of a nationwide survey of all municipalities in the Philippines. The survey focused on the perceptions of core members of the municipal planning team on the usefulness and importance of the PCF. It provided evidence on how majority of the local government respondents appreciated the PCF and recognized its importance. But the evidence also showed that about 20% of surveyed municipalities were never eligible to receive the PCF. Most of these municipalities were from the 5th and 6th Income Class, concentrated in the Bicol, Central and Eastern Visayas regions. In addition, there were some LGUs that were either consistently or not consistent recipients of the PCF. These results must be considered by policymakers especially with the recent passage of the Seal of Good Local Governance Law.

The use of bicycles in Italy is still poor and the main cause of this phenomenon is certainly relating to a general lack of safety in cycling. In the last decade the trend of road accidents and victims is generally decreasing, but, at the same time, the number of cyclists involved in road accidents increased by 24,5%. The causes of this high accident rate is mainly relating to a lack of national legislation or to standards which are old, often overlapped to regional guidelines, uneven, confusing and in some case also contradictory. In terms of cycle network planning, it should be reminded that in Italy there is no regulation that establishes the criteria for a functional classification of bicycle paths. As a consequence, the infrastructure geometry and facilities (bicycle parking, places of refreshments, cycle repair shops, etc.) are not properly put in relation to the role played by the cycle path in the territory. In the course of time, we assisted to the realization of isolated cycle path trunks, generally out of a planning strategy and characterized by their own geometry. Therefore, taking also inspiration by the standards developed in other European countries, this research tries to provide guidelines for pre-normative functional classification of cycle paths, for their design and planning, in order to obtain safe and homogeneous cycling routes in Italy. It should be noted that the technical solutions, devices and traffic regulations, adopted in other countries, are very effective for a safe cycle mobility, but need to be revised in relation to the existing Italian law.

This book examines immigration to small cities throughout Canada. It explores the distinct challenges brought about by the influx of people to urban communities which typically have less than 100,000 residents.
