AbstractIn this article, we address two network design problems for a responsive supply chain that consists of make‐to‐order (make‐to‐assemble) facilities facing stochastic demand and service time. The response time to customer orders, critical to the success of the supply chain, is the sum of the flow time in the facility and the delivery time to the customers. The response time performance in our models is measured by the probability that the response time is shorter than a constant. This nonlinear performance measure makes the models less or not tractable. The objective of both problems is to minimize the expected network cost that consists of the cost of delivery to customers as a function of the time of delivery (or the mode of transportation), the fixed cost of locating facilities and the capacity cost as a linear function of the processing capacity. The main decision variables are the number and locations of facilities, the resources allocated to them and the delivery mode selected between facilities and demand. In the first problem, a constraint is imposed to ensure an acceptable response time level. In the second problem, a penalty is charged on the number of days that each unit is delivered later than the targeted response time and is incorporated into the objective function. In the first problem, the probabilistic constraint on the flow time can be linearized and the problem can be formulated as an integer linear programming model. In the second problem, we propose an approximation approach to linearize the objective function and an iterative search and cut algorithm to combine linear approximation with neighborhood search. A multi‐start meta‐heuristic is also suggested. Computational experiments are conducted to evaluate the performance of these solution procedures. Recommendations are made on the basis of the computational results. This appears to be the first study in the area of locating capacitated facilities with stochastic demand to incorporate the delivery mode choice decision and to evaluate the expected congestion cost as a function of the actual flow time in the facilities, instead of the average one. The models developed enable the decision maker to investigate the effect of a combination of facility location, capacity allocation, and delivery mode decisions on the expected network cost and the response time. In addition, the findings of the computational experiments shed light on tuning parameters of approximation algorithms.

Simulation is becoming a very widely used resource within many professions, and can provide different learning experiences within a safe and secure environment. This article focuses upon the medical/nursing profession but may be related to many other fields of practice.However, it could be argued that without a structured debrief there is little point in running a simulation exercise. It is widely accepted that debriefing is the most crucial part of any simulation exercise and should therefore be a large part of any simulation-based education. Debriefing should allow the learner to reflect on their own practice as well as that of others, optimising the learner experience. Simulation with the immediate provision of a debrief enhances the learning experience. Although recognised, debriefing is not routinely practiced within the theoretical or clinical setting. It is often feedback that is given or mistakenly thought of as debriefing -therefore it is important to acknowledge the difference between feedback and debriefing. To feedback is to give positive constructive criticism or praise to the person or team who have been involved in the simulation by the observer or facilitator, this feedback is based on what they have seen and heard. However, to debrief is to first identify what the participants thought, allowing the discussion to be led by the participant, unpicking the events by first exploring the participants feelings and fixations. These may not have been obvious to the facilitator, the ability to listen and explore the learners experience is key. Without exploring them the learner will not be able to understand and analyse the learning that has taken place.The aim of this article is to explore whether debriefing is useful, in particular for undergraduate nurses, following a simulation exercise, and if so, why.Twenty undergraduate child nursing students were randomly allocated into two groups. Both completed a pre participation questionnaire focusing on previous experience of simulation and debriefing and their expectations of simulation, personally and educationally.Both teams received the same pre brief and orientation to the environment, simulator and equipment.Group one had a debrief immediately followed by the post participation questionnaire. Group Two were asked to complete the post participation questionnaire first, without any discussion, and then received their debrief after approximately half an hour.Results were analysed from the post participation questionnaire using a thematic approach. This study demonstrated that, if a debriefing is not carried out, practitioners may be left feeling highly anxious, under confident and stressed – potentially impacting upon their mental health, confidence and self-esteem.

Basic education and training are seen as a form of investment in human resource development. Anticipating various changes in the national development order in this reform era, many changes have occurred in various aspects of national development including a new paradigm of implementing a local government system that emphasizes more on the principle of decentralization. The purpose of this study is to determine the analysis of the implementation of education and training for the careers of state civil servants in the Department. Youth and Sports in Takalar Regency. This research uses the type of research is qualitative with a descriptive analysis approach. This research describes and analyzes the implementation of education and training in the career development of the apparatus of the Youth and Sports Office of Takalar Regency. The number of informants of all employees who work at the Youth and Sports Office of Takalar Regency is 23 employees plus 2 people related to the Education and Training program. The data collection techniques used in this study were interviews, observation and documentation. The results showed that the education and training organized by the Takalar District Youth and Sports Office had an effect on employee career development. This can be seen from the 19 people who have attended education and training (LATPIM IV) 12 people have occupied positions. ; Pendidikan dan pelatihan dasar yang dipandang sebagai salah satu bentuk investasi pengembangan sumber daya manusia. Mengantisipasi berbagai perubahan tatanan pembangunan national dalam era reformasi ini, banyak perubahan yang terjadi dalam berbagai aspek pembangunan bangsa termasuk paradigma baru penyelenggaraan sistem pemerintah daerah yang lebih menekankan azas desentralisasi.Tujuan penelitian ini adalah untuk mengetahuianalisis pelaksanaan pendidikan dan pelatihan terhadap karir aparatur Sipil Negara di Dinas Pemuda dan Olahraga di Kabupaten Takalar.Penelitian ini menggunakan Jenis penelitian adalah kualitatif dengan pendekatan deskriptif analisis. Dalam penelitian ini digambarkan dan dianalisis pelaksanaan pendidikan dan pelatihan dalam pengembangan karir aparat Dinas Pemuda dan Olahraga Kabupaten Takalar. Jumlah informan seluruh pegawai yang bekerja pada Dinas Pemuda dan Olahraga Kabupaten Takalar yang berjumlah 23 orang pegawai dan ditambah 2 orang yang terkait dengan program Diklat. Teknik pengumpulan data yang digunakan pada penelitian ini adalah dengan menggunakan wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Pendidikan dan pelatihan yang diselenggarakan oleh Dinas Pemuda dan Olahraga Kabupaten Takalar berpengaruh pada pengembangan karir pegawai. Hal itu terlihat dari 19 orang yang telah mengikuti pendidikan dan pelatihan (LATPIM IV) 12 orang telah menduduki jabatan.

En este artículo se expone un breve análisis sobre las relaciones que se construyen entre jóvenes, dirigentes y organizaciones sociales en barrio La Milka de la ciudad de San Francisco, Córdoba, en torno al Ingreso Familiar de Emergencia (IFE). Este programa se implementó como medida paliativa ante la crisis que suponía el aislamiento social preventivo y obligatorio en los sectores de más bajos recursos de Argentina. Dicho aislamiento fue una medida adoptada por el Estado Nacional ante la pandemia causada por el Covid-19. A partir de algunas experiencias en campo participando en los procesos de inscripción del IFE, intento analizar qué implica para algunos jóvenes del barrio registrarse en dicho programa. Pregunto cómo se mantienen, se refuerzan y se actualizan las relaciones sociales construidas previamente al aislamiento social entre esos jóvenes y organizaciones sociales y militantes particulares. También, ensayo algunas reflexiones sobre el rol de una ex-compañera de militancia política, de organizaciones sociales y/o políticas que trabajan y trabajaron en el barrio, y del Estado Nacional con respecto a los requerimientos, las formas de solicitar y los conflictos en torno a las inscripciones a dicho programa. ; This article presents a brief analysis of the relationships that are built between youth, leaders and social organizations in La Milka neighborhood in the city of San Francisco, Córdoba, around the Ingreso Familiar de Emergencia(IFE). This program was implemented as a palliative measure in the face of the crisis that implied the preventive and obligatory social isolation in the sectors with the lowest resources in Argentina. This isolation was a measure adopted by the National State in response to the pandemic caused by Covid-19. Based on some experiences in the field participating in the IFE registration process, I try to analyze what it means for some young people in the neighborhood to register in the program. I ask how the social relationships built before the social isolation between these youths and particular social and militantorganizations are maintained, reinforced and updated. [Resumen] Este artículo sitúa la investigación educativa en relación con la expansión del neoliberalismo y la actual crisis ecosocial que vincula el cambio climático con un endurecimiento de las condiciones materiales de vida y con la pérdida de dignidad. El objetivo es analizar los marcos epistemológicos de la ciencia ilustrada y proponer una alternativa contextualizada para investigar en educación hacia la justicia social. Recursos intelectuales del pensamiento decolonial y del pensamiento feminista, como la justicia cognitiva, el conocimiento situado y la inscripción política de lo personal se usan para describir una investigación que incluya localizaciones geo y corpo-políticas en la educación. Para ello, se revisan las dinámicas de dominación ontoepistémica y las violencias múltiples, de las epistémicas a las sociales y corporales, asociadas a la producción de conocimiento en Occidente. A continuación, se visibiliza la pluralidad epistemológica usando el concepto de pluriversalismo, para presentar la heterogeneidad paradigmática de la investigación cualitativa y describir las epistemologías del Sur, y su compromiso con la justicia cognitiva y contra la investigación extractivista. Se concluye identificando una macroformación epistemológica emergente basada en la reciprocidad profunda que quiere hacer factible un proyecto histórico de realización de la vida a través del entrelazamiento de seres humanos y no humanos a escala planetaria desde la educación. ; [Abstract] This article places educational research in relation to the expansion of neoliberalism and the current eco-social crisis that links climate change with a tightening of material living conditions and loss of dignity. The objective is to analyse the epistemological frameworks of enlightened science and propose a contextualized alternative for research into education aimed at social justice. Intellectual resources of decolonial thinking and feminist thinking, such as cognitive justice, situated knowledge and the political inscription of the personal are used to describe an investigation that links geopolitical and body-political locations in education. So, the dynamics of onto-epistemic domination and multiple violence, from epistemic to social and bodily, associated with the production of knowledge in the West are reviewed. The epistemological plurality is made visible using the concept of pluriversalism to present the paradigmatic heterogeneity of qualitative research and describe the epistemologies of the South and its commitment to cognitive justice and against extractive research. It is concluded by identifying an emerging epistemological macroformation based on deep reciprocity that wants to make a historical project of realization of life feasible through the entanglement of human and non-human beings on a planetary scale from education.

The changes that have taken place at the global economic, political and technological level have increased business interest in issues related to Human Capital Management, a factor that has to be considered the most important asset in institutions. In this context, it is essential to develop mechanisms that allow efficient management of information about the employees of the organization. This research presents the development of a computer tool to support decision making in the field of human resources in one of the nickel industries in Cuba, using Business Intelligence techniques. As part of this project, an analysis of the elements of Business Intelligence was carried out, emphasizing the methodologies and tools available in the market for the implementation of this type of solutions. The results obtained are valued positively by the company as well as by experts. ; Los cambios ocurridos a nivel mundial en el plano económico, político y tecnológico han acrecentado el interés empresarial en temas relacionados con la Gestión del Capital Humano, factor que ha pasado a considerarse como el activo más importante con que cuentan las instituciones. En este contexto, resulta imprescindible desarrollar mecanismos que permitan gestionar de manera eficiente la información sobre los empleados de la organización. Esta investigación presenta el desarrollo de una herramienta informática para apoyar la toma de decisiones en el ámbito de recursos humanos en una de las industrias del níquel en Cuba, mediante técnicas de Inteligencia de Negocios. Como parte de este proyecto se realizó un análisis de los elementos de la Inteligencia de Negocio, enfatizando en las metodologías y herramientas disponibles en el mercado para la implementación de este tipo de soluciones. Los resultados obtenidos se valoran positivamente tanto por la empresa como a criterio de expertos. ; As mudanças que ocorreram no nível econômico, político e tecnológico globalmente aumentaram o interesse comercial em questões relacionadas à Gestão do Capital Humano, um fator que passou a ser considerado o ativo mais importante que as instituições possuem. Nesse contexto, é essencial desenvolver mecanismos que permitam o gerenciamento eficiente de informações sobre os funcionários da organização. Esta pesquisa apresenta o desenvolvimento de uma ferramenta computacional para apoiar a tomada de decisão no campo de recursos humanos em uma das indústrias de níquel em Cuba, utilizando técnicas de Business Intelligence. Como parte deste projeto, foi realizada uma análise dos elementos de Business Intelligence, enfatizando as metodologias e ferramentas disponíveis no mercado para a implementação deste tipo de soluções. Os resultados obtidos são valorizados positivamente pela empresa, bem como por especialistas.

International audience ; Crematist demand is booming in metropolitan France. In recent years, crematorium construction has been increasing and many projects are coming up. This funerary practice has long been more democratized in cities and delayed in the rural bastions of Catholicism. The evolution of practices means that the French territory is less and less neglected, but some cinerary deserts persist because of the level of settlement. The competent local authorities usually delegate this public service to major funeral groups, dominant in this specific and high potential market. The municipalities receive regular royalties in return and do not have to invest too large parts of their scarce resources. For bereaved families, practical criteria of proximity as well as the variable cost of cremation largely predestine their choice of crematorium. The geography of these funerary spaces is that of urban peripheries accessible and with a pleasant natural environment. Faced with large urban facili­ties often saturated, here has recently been a profusion of small nearby crematori­ums. Despite a steady increase in demand, local oppositions appear against these installations: problems of pollution, traffic and real estate value are put forward. Concertations generally avoid local discord around cremation. ; La demande crématiste est en plein essor en France métropolitaine. Depuis quelques années, les constructions de crématoriums se multiplient et de nombreux projets sont à venir. Cette pratique funéraire a longtemps été davantage démocrati­sée en ville et retardée dans les bastions ruraux du catholicisme. L'évolution des pratiques fait que le territoire français est de plus en plus couvert. Cependant, quelques déserts cinéraires persistent en raison notamment du niveau de peuple­ment. Les collectivités territoriales locales compétentes délèguent le plus souvent ce service public au profit de grands groupes funéraires, dominants sur ce marché spécifique et à haut potentiel. Les communes obtiennent en retour des redevances régulières et n'ont pas à investir des parties trop importantes de leurs maigres ressources. Pour les familles endeuillées, les critères pratiques de proximité ainsi que du coût variable de la crémation prédestinent largement leur choix de crématorium. La géographie de ces espaces funéraires est celle de périphéries urbaines, accessibles et comportant un environnement naturel agréable. Face à des grands équipements urbains souvent saturés, on assiste récemment à une profusion de petits crémato­riums de proximité. Malgré une demande en progression régulière, des oppositions locales apparaissent contre ces installations : des problèmes de pollution, de circula­tion et de valeur immobilière sont mis en avant. Généralement, les concerta­tions permettent d'éviter une discorde locale autour de la crémation.

The aim of this study is to analyze Mahathir's policy through a historical approach to the political developments and challenges in Malaysia. In addition, the author uses secondary data in order to collect several resources related to the topic. The comeback of Mahathir Mohammad, the Father of Malaysian modernization, in the Malaysian 14th general election after leaving the political stage for more than a decade draws many global eyes. As the great critics of the corruption and downturn of Malaysian economic conditions, he decided to run in Malaysia once again. During his previous administration, his mega-project named Pembangunan Putra Jaya and his famous foreign policy "Look East Policy" became a part of his identity. The "Look East Policy" was developed in order to increase domestic economic growth and because Malaysia needed to learn and adopt cultural features from Japan and Korea, such as discipline and hard work. Through this policy, Malaysia began cooperating with East countries (Japan and Korea). In addition, Mahathir had been opposing Western values and deemed them incompatible with Asia. The West considers Mahathir to be an obstacle in uniting Western and Asian countries following the emergence of Asian values since the 1990s. Overall, this study suggests that Mahathir is only focused on his country's national interest and sovereignty and maintaining Malaysia's international standing.Bahasa Indonesia Abstract: Tujuan paper ini adalah untuk menganalisis kebijakan Mahathir melalui perspektif sejarah terhadap perkembangan politik dan tantangan di Malaysia. Selain itu, Penulis menggunakan data sekunder untuk mengumpulkan berbagai literatur terkait dengan topik tersebut. Kembalinya Mahathir Muhammad, Bapak Modernisasi Malaysia, dalam Pemilihan Umum ke-14 setelah meninggalkan panggung politik lebih dari satu dekade telah menarik perhatian masyarakat global. Sebagai kritikus pada korupsi dan kemunduran ekonomi Malaysia, dia memutuskan untuk maju dalam pemilihan umum sekali lagi. Selama pemerintahan sebelumnya, Mahathir dengan proyek megah yaitu Pembangunan Putra Jaya dan kebijakan luar negerinya, terkenal dengan "Look East Policy" menjadi bagian dari identitasnya. Kebijakan "Look East Policy" dikembangkan untuk meningkatkan pertumbuhan ekonomi domestik dan karena Malaysia perlu belajar dan mengadopsi budaya dari Jepang dan Korea, seperti kedisiplinan dan kerja keras. Melalui Kebijakan tersebut, Malaysia telah melakukan kerjasama dengan negara Timur (Jepang dan Korea). Selain itu, Mahathir menolak penerapan nilai-nilai Barat dan menganggap bahwa nilai Barat tidak sesuai dengan Asia. Negara-negara Barat menganggap Mahathir sebagai penghalang persatuan negara Barat dengan negara Asia sejak berkembangnya paham "Asian Values" pada tahun 1990an. Secara Keseluruhan, paper ini berpendapat bahwa Mahathir hanya fokus kepada kepentingan dan kedaulatan negaranya dan menjaga eksistensi Malaysia di dunia internasional.

En este trabajo de investigación se analiza las variables que influyen en el Gasto de Salud en el Ecuador por parte del gobierno en el periodo 2000 – 2019, para la formulación de políticas de salud pública y se aplica una metodología de Mínimos Cuadrados Ordinarios a través de una regresión lineal corrigiendo enfermedades presentadas en el modelo, se establecen cinco variables, Producto Interno Bruto del Ecuador, Desempleo, Saldos en Deuda Pública, PIB per cápita y Recaudación Fiscal. La población a estudiar constituye los valores históricos disponibles de las variables y la muestra son los datos trimestrales obtenidos entre los años 2000 a 2019 de las variables influyentes. Los resultados indican que la relación entre el Producto Interno Bruto y el Gasto Público es positiva, así mismo con la recaudación tributaria, mientras que la relación entre el Saldo de la deuda pública y el Gasto Público tienen una relación negativa, es decir, inversamente proporcional, por lo tanto se concluye que lo mejor para realizar una propuesta más efectiva es observar la causalidad de las variables más relevantes. Las políticas públicas propuestas están direccionadas a que la asignación de recursos sea eficiente y que ayude con la garantía de los derechos de la población. ; This research work analyzes the variables that influence the Health Expenditure in Ecuador by the government in the period 2000-2019, for the formulation of public health policies and a methodology of Ordinary Least Squares is applied through A linear regression correcting diseases presented in the model, five variables benefited, Gross Domestic Product of Ecuador, Unemployment, Balances in Public Debt, GDP per capita and Tax Collection. The population to be studied constitutes the available historical values of the variables and the sample is the quarterly data obtained between the years 2000 to 2019 of the influential variables. The results indicate that the relationship between Gross Domestic Product and Public Expenditure is positive, likewise with tax collection, while the relationship between the Balance of public debt and Public Expenditure has a negative relationship, that is, inversely proportional Therefore, it is concluded that the best way to make a more effective proposal is to observe the causality of the most relevant variables. The proposed public policies are aimed at ensuring that the allocation of resources is efficient and that it helps guarantee the rights of the population.

Keberhasilan pembangunan negara tidak semata-mata ditentukan oleh kekayaan sumber daya alam yang melimpah, tetapi juga ditentukan oleh proses perencanaan pembangunan yang sistematis, terukur, dan menyeluruh (komprehensif). Perencanaan pembangunan memiliki peran yang sangat strategis dan vital dalam pembangunan. Keberhasilan perencanaan, salah satunya diukur dari efektifitasnya. Ada empat indikator efektivitas, yaitu Ketepatan Waktu, Ketepatan perhitungan biaya, Ketepatan Dalam Menentukan Tujuan, dan Ketepatan Sasaran. Penelitian in menggunakan pendekatan kualitatif dengan penentuan informan menggunakan metode snowball sampling dan analisa data menggunakan triangulasi. Hasil kajian menunjukkan bahwa perencanaan pembangunan daerah di Kota Batu sudah efektif. Walaupun begitu, masih ada beberapa faktor penghambat yang harus diperhatikan oleh pemerintah kota Batu, yaitu program kegiatan yang tidak sesuai dengan RPJMD atau visi-misi kepala daerah, sistem ditingkat lokal pemerintahan daerah yang belum tersinkronisasi secara maksimal, sehingga proses input data masih perlu berulang-ulang. Faktor lainnya adalah kurangnya koordinasi antar OPD. Oleh sebab itu diperlukan konsistensi dari semua elemen yang terlibat dalam perencanaan. Komitmen dari kepala daerah, kepala OPD dan elemen lain yang terlibat dalam proses perencanaan harus diperkuat.The quality of a country's growth is decided not just by the availability of plentiful natural resources but also by a formal, tangible and rigorous method of development planning. Planning for construction plays a very pragmatic and vitally significant position in planning. Planning performance, in which one is calculated by its effectiveness. There are 4 efficacy metrics, that' Timeliness, Accuracy in costs, Accuracy in Setting Goals, and Accuracy of Targets. There are four effectiveness measures, which is timeliness, expense accuracy, objective setting accuracy, and aim accuracy. This research uses a qualitative methodology and the snowball sampling process to pick the informant and use triangulation as interpretation of the results. The results showed that regional development planning in Batu had been effective. Even so, there are still some inhibiting factors that must be considered by the local government, the program of activities that are not in accordance with the RPJMD or the vision and mission of the regional head, the system at the local level of the local government that has not been synchronized maximally, so the data input process still needs be repeated. Another factor is the lack of coordination among the OPD. It requires continuity with all the components involved in preparation. Este artículo presenta un análisis de los principales discursos que surgen en una muestra de la prensa española antes y después de la llegada del buque Aquarius al puerto de Valencia en junio de 2018 con el fin de observar si aparece un discurso solidario o uno que rechaza la llegada a España de los inmigrantes rescatados. El corpus consiste en todas las noticias publicadas desde el 10 de junio al 10 de julio de 2018 en la versión electrónica de los periódicos españoles ABC, El Mundo, El País, y La Vanguardia. La metodología es fundamentalmente cualitativa-descriptiva. Se optó por la perspectiva del análisis crítico del discurso (ACD) con el fin de analizar las principales características lingüísticas de las noticias recopiladas y la temática de las mismas. El análisis muestra que predominan los testimonios de políticos y miembros de ONGs y son pocos los testimonios de inmigrantes. Se potencia la solidaridad y la acogida de España, además de reivindicar la defensa de los derechos humanos. Esto contrasta con los discursos que la prensa presenta tras la llegada del barco a Valencia pues predomina un discurso relacionado con la salud de los inmigrantes y su necesidad de ayuda y recursos, hecho que contribuye a la alarma del grupo mayoritario. ; This article presents an analysis of the main discourses that appear in a sample of the Spanish press before and after the arrival of the ship Aquarius to the port of Valencia in June 2018 in order to observe if there is a solidarity discourse or one that rejects the arrival of the rescued immigrants to Spain. The corpus consists of all the news published from June 10 to July 10, 2018 in the electronic version of the Spanish newspapers ABC, El Mundo, El País and La Vanguardia. The methodology is mainly qualitative-descriptive. Critical discourse analysis (CDA) was chosen in order to observe the main linguistic characteristics of the collected news items and the topics that appear in the pieces of news. The analysis shows that the testimonies of politicians and members of NGOs predominate and there are few testimonies of immigrants. Solidarity and acceptance of Spain are strengthened, as well as the defense of human rights. This contrasts with the discourses that the press presents after the arrival of the ship to Valencia, since a discourse related to the health of immigrants and their need for help and resources predominates, a fact that contributes to the alarm of the majority group.

Penelitian ini bertujuan mengetahui dan menganalisis fungsi lurah dalam penyelenggaraan otonomi daerah menurut Peraturan Pemerintah Nomor 73 Tahun 2005 serta mengetahui dan menganalisa faktor-faktor berpengaruh. Penelitian ini dilaksanakan di Kecamatan Tamalate dengan mengambil sampel pada Kelurahan Mannuruki, Maccini Sombala, Parangtambung, Tanjung Merdeka dan Barombong. Dengan jumlah populasi 50 responden yaitu Kepala Badan Pemberdayaan Masyarakat 1 orang, Camat dan staf 8 orang, Lurah dan staf 20 orang, dan 21 orang tokoh masyarakat. Dari hasil penelitian menunjukkan bahwa fungsi Lurah di Kota Makassar kurang efektif, hal ini disebabkan karena kurangnya pelimpahan wewenang sebagian kewenangan Walikota kepada Lurah untuk menangani sebagian urusan otonomi daerah termasuk enam fungsi Lurah yang sangat mendasar sesuai dengan Peraturan Pemerintah Nomor 73 Tahun 2005 Tentang Kelurahan. Walaupun menurut hukum pelimpahan wewenang tersebut sudah berjalan sesuai dengan prosedur hokum yang ada. Lurah selaku pengambil kebijakan dikelurahan selalu dihadapkan pada situasi dimana kebijakan harus selalu selaras dengan kebijakan Walikota, demikian pula dengan dukungan sumber daya manusia di tingkat kelurahan yang belum memadai karena masih ada tenaga sukarela dan honorer dari pada pegawai negri sipil dalam setiap kepengurusan administrasi pemerintahan kelurahan. This study aims to identify and analyze the functions of village heads in the implementation of regional autonomy by Government Regulation No. 73 of 2005 as well as identify and analyze the influential factors. The research was conducted in the district Tamalate by taking samples at Village Mannuruki, Maccini Sombala, Parangtambung, Tanjung merdeka and Barombong. With a population of 50 respondents, namely The Head Of Community Development 1 person, district head and staff of 8 people, village heads and staff of 20 people, and 21 Community leaders. From the result showed that the village chief in the District Tamalate function less effectively, it is caused due to lack some of the authority delegated to the ward district to handle most matters of regional autonomy, including six of the very basic functions of village heads in accordance with Government Regulation Number 73 year 2005 about village. Although by law the delegation of authority has been run in accordance with existing legal procedures. Headman in the village as policy makers as always faced with situation in which the policy must be in harmony with regents policy, as well as support for human resources at village level is not adequate because there are many volunteers from the civil administration in the management of each urban village.

The process of building of the security and defense sector of Ukraine is accompanied by an integrated approach to strengthening the combat capability of military formations. The forms and methods of combat operations are changing, combat technology is becoming more and more complex, but a person remains the decisive part in performing military-combat tasks. At the same time, the critical importance in neutralizing and mitigating the impact of military threats on Ukraine's national security continues to depend on the high morale and psychological state of military personnel and the psychological readiness of the personnel of the security and defense sector of Ukraine to fulfill the tasks and their resilience to combat stress.For the successful accomplishment of the tasks, the forces of the security and defense sector of Ukraine should have a significant combat capability which includes the following main components: personnel, weapons, equipment, material resources. One of the most important is the servicemen, because only their successful activity ensures the reliable operation and use of weapons and military equipment. For qualitative performance of the set military and combat tasks, servicemen must have a set of necessary professional qualities, which in aggregate constitute a moral and psychological state.An analysis of modern legal and regulatory documents showed that there are different approaches to the content and structure of the concept of "moral and psychological state" of personnel and the difference in its evaluation and formation.The moral and psychological state of a serviceman is the current state of the human person's psyche, which is caused by the influence of the internal (professional qualities and individual psychological features of the person) and external (social, political, material and technical and natural) factors, which reflects his readiness to perform the service -battle tasks in the usual and extreme conditions, the components of which are the military-professional and psychological potentials of the serviceman.In our days, practical approaches to assessing the moral and psychological state as the most important component of the military potential of military formations are based on the use of appropriate methods, which are set out in the legal and regulatory documents of the forces of the security and defense sector of Ukraine. ; Проведено аналіз нормативно-правових документів, які регламентують порядок морально-психологічного забезпечення професійної діяльності сил сектору безпеки і оборони України. L'émergence des logiciels de modélisation a récemment conduit à une complexification des formes architecturales. Les processus de prise de forme sont maintenant pleinement intégrés dans l'univers numérique et il est désormais possible de décrire précisément des géométries aux multiples courbes à l'aide de l'ordinateur. Toutefois, lorsque des techniques traditionnelles sont employées pour construire de telles géométries, il en résulte une utilisation importante de ressources et un décuplement du temps de chantier. Dans ce contexte, les résilles en bois se présentent comme une solution crédible pour répondre à la matérialisation des formes issues des explorations numériques. En abordant les concepts de forme, structure, matière et lumière sous l'angle de l'architecture biophilique, cette recherche-création traite de l'intégration entre les bâtiments et leur environnement en abordant la génération de la forme architecturale. Plus spécifiquement, elle présente une classification de précédents de résilles en fonction de leur complexité et propose d'investiguer des treillis hybrides pour faciliter leur mise en place. Elle développe également une méthode constructive alliant des grilles souples aux membrures de petites sections combinées à un réseau primaire de composantes rigides. De plus, la recherche s'intéresse aux ambiances des résilles et suggère que la lumière puisse être un intégrateur de l'architecture biophilique. Enfin, la thèse avance que les résilles en bois devraient se démocratiser davantage, autant pour la réalisation de bâtiments singuliers que génériques. ; The emergence of modelling software has recently led to the complexification of architectural forms. Form-finding processes are now fully integrated into the digital world and it is now possible to accurately describe geometries with multiple curves using computers. However, when traditional techniques are used to construct such geometries, it results in a significant use of resources and an increase in construction time. In this context, timber gridshells present themselves as a credible solution to the materialization of shapes resulting from digital explorations. By approaching the concepts of form, structure, matter and light from the perspective of biophilic architecture, this research-creation deals with the integration between buildings and their environment. More specifically, it presents a classification of gridshells according to their complexity and proposes to investigate hybrid structures to facilitate their implementation. It develops a constructive method combining flexible grids with small section members combined with a primary network of rigid components. Moreover, the research evaluates the ambiences of gridshells and suggests that light can be an integrator of biophilic architecture. In short, the thesis argues that timber gridshell should become more democratic, both for the creation of singular and generic buildings.

Indonesia's natural resources in the form of very wide waters pose a threat to the crime of illegal fishing. The prevention of these crimes is carried out by giving the investigator authority to sink / burn ships with foreign flags directly without a court decision having permanent legal force as regulated in Law 45/2009. This research is a normative legal research. The results of this writing explain that the sinking / burning of foreign-flagged ships by investigators is contrary to Article 28D Paragraph (1) of the 1945 Constitution which is hierarchically higher than Law 45/2009 and SPP regulated in the Criminal Procedure Code so that it does not provide justice and legal certainty because it has seized the rights of the suspect / defendant. The sinking / burning of the ship is the authority of the Public Prosecutor to carry out the execution after a court decision has permanent legal force which stipulates that evidence in the form of a ship is seized for destruction and is not under the authority of the investigator. The government and the DPR RI should revise Law 45/2009 to revoke the authority of investigators who can directly sink / burn ships and to the Prosecutor to coordinate and involve investigators to become witnesses in the execution. Kekayaan alam Indonesia berupa perairan yang sangat luas menimbulkan ancaman terjadinya tindak pidana illegal fishing. Penanggulangan kejahatan tersebut dilakukan dengan memberikan kewenangan kepada penyidik untuk melakukan penenggelaman/pembakaran kapal yang berbendera asing yang secara langsung tanpa putusan pengadilan yang berkekuatan hukum tetap sebagaimana diatur dalam UU 45/2009. Penelitian ini merupakan penelitian hukum normatif. Hasil penulisan ini menjelaskan bahwa Penenggelaman/pembakaran kapal berbendera asing oleh Penyidik bertentangan dengan Pasal 28D Ayat (1) UUDNRI 1945 yang secara hirarki lebih tinggi dari UU 45/2009 dan SPP yang diatur dalam KUHAP sehingga tidak memberikan keadilan dan kepastian hukum oleh karena telah merampas hak tersangka/terdakwa. Penenggelaman/pembakaran kapal merupakan kewenangan Jaksa Penuntut Umum untuk melakukan eksekusi setelah adanya putusan pengadilan yang berkekuatan hukum tetap yang menetapkan barang bukti berupa kapal untuk dirampas untuk dimusnahkan dan bukan merupakan kewenangan penyidik. Pemerintah dengan DPR RI agar melakukan revisi UU 45/2009 untuk mencabut kewenangan penyidik yang secara langsung dapat melakukan penenggelaman/pembakaran kapal dan kepada Jaksa agar melakukan kordinasi dan melibatkan penyidik untuk menjadi saksi dalam pelaksanaan eksekusi.
