ABSTRACT
Since the 1990s, there has been consensus in the literature of a submission and publication gap that favors men. Important research in the intervening years has explored the many reasons for this output gap: imbalanced administrative workloads; bias in top journals against female-dominated subfields and methodological approaches; and lower confidence levels among women, sometimes known as the "Matthew effect." However, in the intervening period, there has been a notable emphasis on recruiting more women into academia, and the importance of publishing for career development has intensified. Journal case studies have highlighted a growth in output by women academics but show that men are still overrepresented. Using a case study of the International Political Science Review (IPSR), we contribute to the emerging body of work that shows that the gender gap has diminished or even been eliminated. We present data on submissions and acceptances by gender, and we base our comparisons in the gender balance of the departments of submitting authors. The results are clear, for IPSR, the gender gap has closed and women now publish on a par with their men colleagues in their department.

As recipients of Fulbright-Hayes lectureships, we taught political science courses at two Chinese universities during the academic year 1983-84. Professor Thompson, at the International Politics Department of Beijing University, the major liberal arts university in North China, and Professor Morrison with the History Department of Zhongshan University in Guangzhou, the comparable institution of the south. We were the first western political scientists in residence and teaching on a regular basis in mainland Chinese universities in over thirty years, and taught the first political science courses included in Chinese curricula since the late 1940's. In addition to lecturing in each other's departments. Professor Thompson spent a week at Fudan University in Shanghai and Professor Morrison lectured at Nanjing University. These are our perceptions regarding the current state of political science in the People's Republic of China.

The subject matter of what has been traditionally considered central to political science, namely, power and government, has been stolen by Foucault while central trends in the discipline as a whole have departed markedly from serious engagement with those topics. Yet Foucault's discussions and analyses of power and government are so original, so striking in their import not only for the way we do political science, but for our lives, thought, and practices as scholars, that his work ought by now to have become a focal point for the resurrection of these topics and their restoration to centrality in the discipline.

The involvement of the social sciences in non- Western studies has been growing in spite of the institutional and intellectual conflicts between area studies and disciplinary studies. The process of institutional adaptation is illustrated by reference to the postwar development of non-Western stud ies. The intellectual conflict springs from the fact that the definitions and classifications of major world areas, including the division between "Western" and "non-Western," do not correspond to the definitions and classifications in any social science discipline. The several disciplines have a differential proneness to area studies, and the problem of integrating them for study of a particular area has no simple, uniform solution. Evidence is presented to show how the study of non-Western societies and civilizations is generating new and fertile hybrid disciplines in anthropology and is giving a comparative and international dimension to the other social sciences.

'Political science' is a 'vanguard' field concerned with advancing generic knowledge of political processes, while a wider 'political scholarship' utilising eclectic approaches has more modest or varied ambitions. Political science nonetheless necessarily depends upon and is epistemologically comparable with political scholarship. I deploy Boyer's distinctions between discovery, integration, application and renewing the profession to show that these connections are close woven. Two sets of key challenges need to be tackled if contemporary political science is to develop positively. The first is to ditch the current unworkable and restrictive comparative politics approach, in favour of a genuinely global analysis framework. Instead of obsessively looking at data on nation states, we need to seek data completeness on the whole (multi-level) world we have. A second cluster of challenges involves looking far more deeply into political phenomena; reaping the benefits of 'digital-era' developments; moving from sample methods to online census methods in organisational analysis; analysing massive transactional databases and real-time political processes (again, instead of depending on surveys); and devising new forms of 'instrumentation', informed by post-rational choice theoretical perspectives.
