El tema de la autonomía universitaria es tan antiguo como la expresión de libertad, que los universitarios reclaman en cada ocasión que es mancillada bajo diversos pretextos. La libertad se debe ejercer democráticamente, sin más limitaciones que las expresas en las leyes y normas que rigen sobre la materia. Así lo expresa el anteproyecto de ley de educación superior de Venezuela, transcrito por la ley de universidades vigente: "garantizar el predominio de los criterios académicos y de pertinencia social, por sobre criterios de carácter personal, grupal o político". Asimismo, esta libertad garantiza "el derecho a la inviolabilidad del recinto universitario, por lo que el orden y la seguridad dentro de la institución serán responsabilidad de las autoridades académicas. Esta inviolabilidad sólo podrá ser vulnerada, en caso que exista la posibilidad de producirse un delito o por orden de un tribunal de justicia". ; The subject of the university autonomy is as old as the freedom expression that the university students demand when it is violated under diverse pretexts. The freedom must be exerted democratically, without other limitations than those that are embodied in the laws and norms that rule this matter. In the same way it is expressed in the first draft bill of the Venezuelan higher education law, transcribed by the effective law of universities: "to guarantee the predominance of the academic criteria and of social pertinence, over criteria of personal character, group or political". Also, this freedom guarantees "the right to the sanctity of university campus, because of the order and the security within the institution will be responsibility of the academic authorities. The strategic development program of the University received funding of the Ministry of Education and Science of the Russian Federation. To improve the efficiency of research in 2001, the University established the Center for collective use "Ecology, biotechnology, and the processes of generating clean energy" with unique equipment, which is funded under the Federal Target Program "Research and development on priority directions of scientific-technological complex of Russia in 2007-2013 ". To concentrate educational resources for the training of skilled workers , vocational training specialists, specialists with higher education in the forestry sector at the university was established resource center of professional education, funded by the Federal Program of Education Development for 2011-2015. The main focus is on the development of innovation infrastructure in the University of the , favorable conditions for the development of small innovative companies. In 2011, the University has won the competition for funding under the decree of the Government of the Russian Federation № 219 "On state support of innovation infrastructure in the federal educational institutions of higher education." The university holds a lot of projects funded under the Federal Target Program "Scientific and scientific-pedagogical personnel of innovative Russia in 2009-2013", including a project to develop a high school student self-management.
